Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

Women involved in sex work experience myriad challenges, such as poverty, illiteracy, low social status and gender inequity, as they struggle to access healthcare. These challenges place them at high risk for poor health outcomes. The purpose of this article is to describe the formation of a strong cross-system Coalition representing both the criminal justice and healthcare systems to address the health needs of sex workers in Delaware. The Delaware Coalition for Health and Justice implemented a Coalition-building strategy to design interventions and streamline systems to promote health and reduce criminal justice contact for sex workers. The sequential intercept model was utilized to organize Coalition membership and build consensus among varied stakeholders. The model assisted the Coalition in understanding differing primary objectives for key system programs, recognizing the limitations and barriers of each stakeholder group, sharing findings and discovering opportunities for partnership, and engaging stakeholders in designing and providing a comprehensive “systems” approach. This work suggests that aligning the criminal justice, healthcare, and community social services in a systemic process to build consensus can result in the implementation of effective systems change initiatives that address gender disparities and promote the health of justice-involved women.  相似文献

SUMMARY

We shall begin with the principal, and complicated, conclusion: Regrettably, the social work profession has largely abandoned the criminal justice field. That is not to say that social workers are not employed in criminal justice settings. Certainly they are. Significant numbers of social workers earn their living as probation and parole officers, caseworkers in public defender offices, counselors in correctional institutions and halfway houses, and so on. As a profession, however, social work no longer has a major presence in the criminal justice field (Gibelman and Schervish, 1993). Relatively few social workers embark on their professional education with the aim of employment in the criminal justice field. Virtually no courses in social work education programs focus explicitly or comprehensively on criminal justice (Knox and Roberts, 2002; McNeece and Roberts, 1997). Workshops offered at professional conferences or continuing education seminars rarely focus on criminal justice issues per se. And, relatively little serious scholarship on criminal justice issues is authored by social workers.

Interestingly, this has not always been the state of affairs. Earlier in the profession's history, social workers were much more visible and vocal participants in dialogue, debate, research, and practice related to criminal justice. Ideally-in light of social work's unique perspectives on practice and social problems, and the profession's noble value base-the profession will reclaim its preoccupation with criminal justice. As Sarri (2001) concludes with respect to social workers' involvement in the juvenile justice system in particular:

Thirty years ago, social workers were in leadership positions in juvenile justice in the majority of states. In the 1980s, a gradual decline began in agencies and in social work education for practice in juvenile justice. Some have suggested that the decline was at least partially due to professional resistance to working in coercive settings with involuntary clients. However, given the millions of people now caught up in the criminal justice system who are not receiving the social services they desperately need, it is a priority that social work return to a more central role in criminal justice. This article begins with a discussion of the vital need for collaboration between social work and law enforcement professionals, with particular emphasis on the need for comprehensive training programs combining criminal justice and social work knowledge. It then documents several historical recommendations for training police social workers that are relevant today, and suggests that social work education programs of the future include provisions for transmitting social work knowledge to police officers. Similarly, social workers planning to practice in criminal justice settings need to have training in the administration of justice.  相似文献

Reflective practice is a key aspiration within social work; being a reflective practitioner is considered to be a foundational attribute of the social work professional. However, achieving reflective practice is not straightforward. Reflection is inevitably subject to issues of memory and recall, so that the recollection of a case is likely to differ in important ways from the original instance. Moreover, giving an account of an event to one's peers or supervisors involves aspects of justification and self-presentation that may emphasise selectively and ignore key details of the original event, whether through a process of conscious omission or subconscious forgetting. This article reports on a knowledge exchange project that sought to enhance criminal justice social workers’ reflective practice through the use of the Conversation Analytic Role-play Method, an approach that is methodologically and theoretically grounded in the study of talk-in-interaction, drawing on video re-enactments of real encounters between practitioners and service users. We argue that by engaging collaboratively in this way, the practitioners and researchers learned a great deal about how practice in criminal justice social work is ‘done’ and also about the wider context within which criminal justice social work is practised.  相似文献

This article deals with the extent to which graduate schools of social work are providing education in the field of criminal justice. It raises the question of whether the two-year professional social work model can be adopted for graduate education in criminal justice. A detailed survey taken in 1972 revealed that graduate schools of social work provided insignificant course offerings in the broad field of criminal justice.

The article concludes by showing that graduate schools of social work are appropriate vehicles for criminal justice type offerings, while at the same time indicating that those concerned with criminal justice have the opportunity to experiment with the social work model.  相似文献

As more social scientists examine the female side of social issues a host of questions are answered and further inquiries form in the wings. Two fields where much detailed and valuable information on women have been provided, and many questions still remain, are social work and criminal justice. A meeting point for these disciplines lies in the area of homelessness and females. By most accounts, a sizable proportion of homeless women, many of whom are mothers, become homeless due to domestic abuse. Knowledge of ineffective criminal justice responses to domestic violence leaves one to ponder whether there exists a connection between lack of social control in domestic abuse calls and the onset of female homelessness. The present work addresses this knowledge gap and suggests future research necessary to delineate a proposed link between weak criminal justice responses and female homelessness. Policy initiatives to correct these flaws are provided as well.  相似文献

SUMMARY

This paper examines patterns of drug treatment entry and factors that are associated with these patterns among 1,849 Hispanic women injection drug users (IDUs). The data analyzed originates from a statewide drug-treatment database covering seven years, 1996–2002. Through the use of logistic regression analyses, the study identified significant differences in predisposing, need and enabling factors in the use of detoxification only, residential treatment, or methadone maintenance. Compared to other Hispanics, Puerto Rican women were 40 percent less likely to use only detoxification services and one and a half times more likely to use methadone maintenance. Having health insurance was an especially important factor associated with methadone treatment utilization. Two of the most important factors associated with residential treatment use were history of mental health services utilization and involvement with the criminal justice system. This article discusses specific social work practice implications including the need for social work practitioners to promote services such as residential treatment, to be trained in treatment of co-occurring mental health disorders, especially among women in residential treatment, and the need to establish close linkages with the mental health and criminal justice systems.  相似文献

This article considers the participation of social services in youth justice systems in 11 European countries. In international children's rights instruments, the importance of the assessment of the background situation of juvenile defendants is acknowledged. In this article, three models for social work participation are proposed, on the basis of the distinction between adversarial and inquisitorial legal traditions and welfare and justice approaches towards youth justice. In the welfare model, social workers play the most active role in the youth justice process, whereas in the justice model, social workers have the least active role. In between, a mixed model can be found in which social workers play an active role in the youth justice system only to some extent.  相似文献

SUMMARY

The aim of this paper is to review policy and practice in relation to the management of alcohol and drug problems in Ireland, with a specific focus on the role of professional social work. There is a high prevalence of alcohol and drug problems in the caseloads of social workers that work within the statutory childcare and criminal justice services. Professional social work in Ireland is of comparatively recent origin and there are few social workers employed in specialist addiction posts or settings in Ireland. The profession as a whole, moreover, has not actively lobbied for a greater role in specialist services. While formal social policy on addictions has shifted in recent decades towards broad public health strategies, which reflect a pragmatic European perspective, the disease model from the United States of America continues to have popular appeal.  相似文献

While professional social workers are clearly obligated to pursue social justice, controversies abound surrounding what that means in theory and practice. Perhaps nowhere are the paradoxes inherent in practice for social justice seen in sharper contrast than in the field of child welfare. Intended to protect the rights of children, child welfare systems themselves have been characterized as instruments of oppression. This article hopes to enrich that discourse through an examination of how these issues are conceptualized and acted upon by front-line child welfare social workers. Through in-depth interviews with 25 child welfare workers, and 3 focus groups, in two Canadian provinces, and employing grounded theory strategies for data collection and analysis, we have explored understandings of the social justice mandate and how it is expressed in practice. Participants in this study conceptualized social justice in terms of both wider societal goals of fairness and equality, and of the quality of interactions and relationships between social workers and those with whom they work; conceptual emphasis on one or the other of these we found to be associated with differences in practice. We reflect on the implications of each of these emphases for effectiveness in advancing social justice aims in the child welfare context, and make recommendations regarding a grounding for educators and practitioners in theoretical orientations that includes attention to the linkages between macro and micro opportunities to advance social justice.  相似文献

Abstract

Social justice is central to Australian social work. Principles of social justice underpin the definition of social work as a profession, its code of ethics, and its standards of practice and education. However, there is a dearth of empirical research regarding what social justice has meant to social work over time and how it has been enacted in practice, topical as social inequalities continue to escalate. As a first-stage study, this paper examines how social justice was represented within 19 Norma Parker Addresses delivered by Presidents of the Australian Association of Social Workers at national conferences between 1969 and 2008. Two key themes were evident: social justice as a concept and social justice as social work practice. Social justice was represented conceptually throughout the Addresses as an enduring guiding principle and moral responsibility for social work. How social justice was enacted in practice included themes of: standpoint; practices and strategies; educating social workers; and contested and constrained practice. The meanings and practices of social justice were embedded within the changing contexts within which the Addresses were delivered. Further historical studies can inform social work knowledge, practice, and critical reflection as the profession continues to evolve and confront persistent social justice challenges.  相似文献

In recent years, treatments of family violence have tended to be built around conventional discourses suggesting that men are major initiators in instances of interpersonal violence. Utilizing a postmodernist analysis, we assess societal discourses that continue to give life to this narrow conceptualization of interpersonal violence. We also examine literature suggesting that both men and women resort to violence to resolve relationship difficulties and suggest that a more holistic and inclusive approach to understanding interpersonal violence is critical for social workers committed to social justice and a balanced understanding of the contextual nature of human problems.  相似文献

During the 1990s attempts to identify a feminist trade union agenda have focused on both the content and process of such a potential agenda. In a period in which trade unions have changed significantly, the general national agenda appears to be changing, acknowledging issues of importance to women. UNISON, Britain's largest trade union, has enshrined proportionality and fair representation in its constitution, developing national initiatives aimed at improving opportunities in work and in the union for women, black workers, manual workers, disabled workers, etc. who traditionally have been less well represented. Many issues affecting women generally have moved to centre stage, yet issues affecting women ancillary workers seem as excluded as ever. Through a study of cleaners in the National Health Service this article argues that workplace interests reflect wider social divisions, but in a variety of patterns depending on the social organization of work. Despite thewidening trade union agenda, particular interests — more specifically the workplace interests of working‐class women and black women — continue to be neglected.  相似文献

In 1965 the School of Community Service and Public Affairs at the University of Oregon established a team of professors to examine the role that undergraduate social work education might play in the administration of justice field The program and curriculum development model that emerged from this effort over a period of six years is summarized in this paper. This article challenges social workers to expand their understanding of the ‘person-in-environment’ perspective and become more active in addressing current environmental crises. Although social work scholars have begun to explore the relationship between social work and the natural and built environment and professional organizations mandate the integration of this content into practice and education, these goals remain unrealized, particularly in the USA. To address these issues more effectively, social work educators will need to distinguish between understanding persons in their environment and environmentalism, and between environmentalism and environmental justice. This article analyzes the emergence of the environmental justice movement in the USA and other nations and its relationship to environmental racism. It presents a case study of a local environmental justice effort to demonstrate how social workers can use their knowledge and skills to make important contributions to environmental justice and sustainability. It also discusses the potential of ‘green social work’ and transformative learning theory as tools to help social work educators better equip students to make strategic alliances across professions, disciplines, and systems to address contemporary environmental crises.  相似文献

Abstract

In the present context of “get tough on crime” and “back to criminal justice” campaigns that continue to dominate political agendas throughout Australia, critics point to the inadequacy of “welfarist” or reformist criminological and sociological theories that have informed interventions in the past and reinforce the need for “retributive justice” models of penal policy. The present paper examines historical evidence on the role of the human sciences in juvenile justice administration during the 1940s, a formative time when psychiatric, psychological, and social work expertise came together in the form of the Children's Court Clinic in Victoria. It suggests that contemporary critiques about the failure of the welfare model of juvenile justice inadequately capture the historical functioning of expertise in justice administration and the real extent to which the welfare model as “actual rehabilitative intervention” was ever implemented.  相似文献

This paper is concerned with how ‘social work’ is constructed in policy documents of Belgian criminal justice social work, applied to the Houses of Justice, Department of Offender Guidance (previously called the probation service). We argue that Belgian probation has been indeed under influence of controlling tendencies, however, these are masked in a managerial cloth rather than an open punitive stance. Second, we notice that social work values are interpreted in a very limited and methodical manner, namely with reference to the systems perspective of the Palo Alto school of Gregory Bateson and Paul Watzlawick as the work method for all Belgian probation tasks. Hence, from this analysis, we argue for a more radical debate on the relation between probation and social work.  相似文献

Although Rawls is the most cited social justice theorist in social work, he is not always accurately represented in the literature. To clarify this claim, the author reviews social work scholars' views about social justice, shows social work scholars' representation of Rawls, and highlights aspects of Rawls' theory of social justice. The author's critique reveals that there have been and continue to be more differences than similarities between Rawls and social work scholars. Consequently, the article recommends revising the social work knowledge-base in relation to social justice and Rawls so that his ideas are authentically represented in future social work education and scholarship.  相似文献

One of the more difficult tasks for social work educators is socializing students into a professional identity. Social identity theory provides a lens to consider what is needed for a social work identity that will continue to be salient for students as they move into practice. Framing social workers as boundary spanners might offer students a professional identity that is congruent with core values, reflects what social workers do and places less emphasis on old debates about the profession. It also positions students well for work in the increasingly interprofessional realms of health and social care. I consider how social workers are well equipped to meet the demand created by ‘joined-up working’ for people with boundary-spanning expertise. Seeing ourselves as boundary spanners is one way to reconcile our professional and interprofessional identities, thereby increasing the chances that our students will continue to identify as social workers when they move into interprofessional practice.  相似文献
