In Spain research has been conducted into the outcomes of foster care, although there is a need for further analysis, especially as regards the variables associated with placement disruption. In 2008 (T1) was collated information on all foster placements that were registered in three Spanish provinces. In 2014 (T2), data were gathered by reviewing the children's case notes and through interviews with the social worker responsible for each case. The resulting sample comprised 104 non-kinship foster children in long-term foster care who were being fostered in 86 families. The results obtained at T2 showed that the percentage of children who were still living with the same family (68.3%) was greater than the proportion of children whose circumstances had changed (31.7%). The social workers considered that placement disruption had occurred in 27 of the 33 cases. One of the main finding was placement disruption was associated with the older age at the time of being fostered and the emotional relationship quality between children and foster carers. A regression analysis showed that low levels of warmth and communication in the relationship between child and foster carers were shown to be a predictor of placement breakdown. Implications for practice are discussed.  相似文献

Children involved in the child welfare (i.e., foster care) system are at a greater risk for numerous negative outcomes in adolescence and adulthood (e.g., lower educational attainment, higher risk for a criminal record). For children in foster care who experience placement disruption (i.e., removed from a foster home and placed in another nonpermanent placement), the risks significantly increase. Informed by the ecological systems model, the authors propose a theoretical perspective to explain the unique aspects of a foster child’s development and discuss how this framework informs child welfare practice and intervention for foster children at risk for placement disruption. This perspective has the potential to provide a framework that has implications for foster caregivers and child welfare professionals and to inform future policies.  相似文献

This article presents results from a study of the birth children of foster carers and their experiences of growing up with foster siblings. Data were gathered from focus groups (17 participants), discussion groups (16 participants), a questionnaire (684 responses) and eight individual interviews. The children's participation in the fostering placements is in focus. Accounts from the children show that several of them participate in care-giving activities in everyday life. Their participation in the official assignment is however limited and can lead to children taking on responsibility with no support from adults. The tension between children's agency and position in society is addressed. The study shows how power relations between children and adults come into play, how both children and adults (re)-produce positions where children's rights to have a say in questions that concern them are not reflected within fostering processes.  相似文献

The introduction of prevention-oriented financial therapy in foster care is presented. Consideration of emotional demands in financial literacy and therapy is examined and remedies provided that address them. Revisions to the five-step model of financial therapy are considered in terms of the needs of foster care client populations. A pared down prevention model provides aging out foster children with a means of successfully navigating lifestyle challenges. The need to empirically evaluate the prevention model is advised to demonstrate its value with this population.  相似文献

Due to prior experiences of trauma and abuse, many foster children have behavioral problems. The placement of the child in a family foster home is expected to reduce the behavioral problems. However, this expectation is seldom met and mostly behavioral problems increase or remain stable during placement. Research on the development of behavioral problems in foster children is scarce. Moreover, most of the research results are situated on a group level, which obscures the development of problem behavior on a case level. This study investigated the development of problem behavior of 49 foster children on a case level and the association of global, contextual, familial and child factors with the increase or decrease of problem behavior. Over a two year period 18 foster children had more, 23 just as much and 8 less problem behavior. An increase was associated with the use of more negative parenting strategies by the foster mothers. A decrease was related to the use of supportive parenting. Support of foster parents aiming at reducing the use of negative discipline practices and promoting the use of supportive parenting may have a positive effect on the development of foster children.  相似文献

Family supporting foster care (FSFC) is a directly accessible, short-term and preventive form of foster care for children under the age of 12. Caregivers in this type of foster care need comprehensive support to deal with their complex tasks. In this contribution, the support needs arising from the behaviour of the foster child as well as concerning dealing with the biological parents of 85 Flemish FSFC-parents are examined, as these are areas FSFC-parents specifically ask support for. These support needs are evaluated for possible links with child and foster parent characteristics. More experienced foster parents and foster parents with a foster child showing more externalising problem behaviour ask for more support in managing the child's behaviour.  相似文献

Across Europe, foster care is the preferred intervention for children who cannot live with their birth families, yet just what states look for from foster care is rarely articulated. Its use and intended purpose can reflect not only historical peculiarities but also the nature of the welfare regime existing in a particular country. This article reports on a preliminary exploration of fostering across 11 European countries, reflecting different care and education traditions. Irrespective of variations in history and welfare ideology, and any specialist tasks, we argue that foster care, by its nature, fulfils elements of what might be described as an upbringing role on behalf of society. What is meant by upbringing and how might it be theorised? In this article we draw upon the work of the German social pedagogue, Klaus Mollenhauer, to develop a model of upbringing that might help elucidate what is involved in bringing up children, including those in state care. The idea of passing on a valued cultural heritage is central to Mollenhauer's understanding of upbringing. This happens regardless of social policy intent merely by virtue of shared daily living and the development of pedagogical relationships. We argue that a concept of upbringing might offer an integrating cross-generational theoretical framework for foster care across different welfare regimes.  相似文献

There are concerns for the stability and outcomes for children in care amongst policy makers in England and many other countries. The goal of permanence for children separated from their birth families and in the care of the state has dominated child care policy and practice in the UK, the USA and Canada since the 1980s, but the meanings of permanence in terms of stability, emotional security and family membership into adulthood are complex and the placements and legal status thought best able to achieve permanence are contested.This research was an investigation of planning for permanence in long-term foster family care in England, where it is accepted by policy makers that this is a legitimate permanence option. The aim was to consider the fit between the planning and reviewing systems designed to achieve permanence in foster care and the reality of planned permanent placements as experienced by foster children and foster carers.Results suggested that although committed relationships within the foster family were helping children to feel a sense of permanence and to become part of the family, planning and reviewing procedures required by corporate parenting were often not adapted to the special nature of these foster placements. It was concluded that although planning and reviewing systems need to be rigorous, they also need to be more child and family sensitive in permanent placements.  相似文献

Based on Jessor's (1998) Problem Behavior Theory, this study investigated the relationship between risk and protective factors and adolescent psychopathology and adjustment. For this purpose, adolescent girls (n = 69) and boys (n = 71) living in residential foster homes in the city of Tehran, responded to an adapted version of the Adolescent Health and Development Questionnaire, Jessor, 1998) and their foster home caregivers rated the adolescents' internalizing/externalizing problems and prosocial behavior with the Strengths and Difficulties Questionnaire (SDQ, Goodman, 2001). This study identified several influential aspects at the levels of the individual, foster home, peers and community that serve as a direct risk and protective factors, and also documented indirect pathways of gender, individual, foster home, peers and community influence.Three main patterns, protective, protective and enhancing, and protective but reactive seemed to characterize most of the risk by protective factor interactions. The risk and protective factors associated with foster home adolescents' mental health are broadly in line with previous published findings. Based on the present findings, the extension of universal intervention programs designed within the framework of PBT and which address multiple targets seems justified to be used with foster care home adolescents.  相似文献

The transition into foster care can be difficult for children. Research has consistently shown an increased risk for children in foster care to exhibit higher levels of problem behaviours in comparison to youth in the general population. The purpose of this study was to analyse the associations between the youths' perception of their relationship with their caregiver on their perception of their own internalizing and externalizing behaviours as well as the youths' perception of the relationships with caregivers and how caregivers report of youths' internalizing and externalizing behaviours. This study utilized the secondary data from the general release version of the National Survey of Child and Adolescent Well-Being [National Survey of Child and Adolescent Well-Being (2009) Introduction to the wave 1 general and restricted use releases, Nation Data Archive on Child Abuse and Neglect, Ithaca, NY]. Significant relationships between youths' perception of relationship with their caregiver were found with both youth perception of internalizing behaviours and caregiver perception of internalizing and externalizing behaviours. Racial similarities and disparities in the education and employment of 134 African American and 574 White adults placed in foster care as children were examined. Logistic regression was used to compare differences among these young adult alumni who were served by a voluntary foster care agency in 23 U.S. communities. When controlling for demographic background, risk factors, and foster care experiences, race/ethnicity was a significant factor only in the increased odds of White alumni having income at or above poverty level, three times poverty level, and home/apartment ownership compared to African Americans.  相似文献

Objective: Knowledge about gender, class and labour-force participation of kinship foster parents in European countries is scarce. This study examines the gendered structure and generational pattern of kinship foster parenting in Norway and compares class components and labour-force participation of kinship foster mothers to the larger female population and to non-kinship foster mothers.

Method: The analysis is based on survey data on relationships between foster parents and child, social demographics and placement characteristics from 123 kinship and 88 non-kinship foster mothers of children in state custody. Labour Force Survey and Education Statistics from Statistics Norway were used to compare the kinship sample to the average female population.

Findings: Kinship foster care in Norway is gendered, in that it is women who assume the responsibility for relatives' children. Kinship foster care reflects class differences in that the educational level of kinship foster mothers and their household income are lower than the average female population and of non-kinship foster mothers in Norway. The labour-force participation of kinship foster mothers in Norway is comparable to that of the country's female population in general, except for women aged 35–55 with children under seven, among whom labour-force participation is lower than for the female population.  相似文献

When returning home is not a viable option, adoption is the primary means by which youth in substitute care achieve permanency. Therefore, understanding the factors that impact adoption is critical to both evaluating and improving the child welfare system. Prior research has mostly studied “main effects” in regard to adoption rates and has not explored the ways in which youth and foster family variables might interact in complex ways to predict adoption. This study uses a classification tree analysis approach known as Optimal Data Analysis (ODA) to predict probability of adoption in 2003 using Adoption and Foster Care Analysis and Reporting System (AFCARS) data. 30,000 adopted youth and 30,000 non-adopted youth were randomly selected for participation in the study. Similar to previous studies, univariate analyses revealed that age, foster parent race/ethnicity, foster parent marital status, and number of previous placements all predicted probability of adoption. However, going further, several combinations of individual variables (multivariate ODA) improved prediction accuracy (e.g., age × structure of foster family × number of previous placements). Results also suggested that the impact of the state on adoption rates varied when essentially controlling for youth and family variables, supporting concerns regarding the crude use of AFCARS data when comparing states.  相似文献

Sixteen former foster youth were followed for 3 years to examine their adaptation to emerging adulthood. Youth were classified on their adaptation according to 2 concepts, Connectedness and Risks. Connectedness refers to engagement with the adult world through work, schooling, marriage, and parenthood. Risks refer to problems with substance abuse, financial difficulties, and mental health problems that would hinder engagement with the adult world. All of the youth maintained at least one adult connection, but only 6 youth did not have a risk at the final interview. Three years after discharge 50% of the respondents had a drug and/or alcohol problem, and had neither savings nor health insurance. Despite many problems the post foster care period was marked by much resilience as most struggled to remain independent, and continue their schooling. Factors which facilitated successful adaptations were: a period of transitional residence after foster care, good support systems including family and former social workers, and a commitment to further education.  相似文献

This study aims to analyse professional judgements and decisions made in the Portuguese child care system in face of a case vignette of child maltreatment. Using the approach proposed by Benbenishty et al. [(2015). Decision making in child protection: An international comparative study on maltreatment substantiation, risk assessment and interventions recommendations, and the role of professionals’ child welfare attitudes. Child Abuse & Neglect, 49, 63–75. doi:10.1016/j.chiabu.2015.03.015], we assessed the decisions of professionals, such as to place the child in foster care or reunify her with her family, on the basis of a series of judgements (e.g. substantiation of alleged abuse and neglect, risk assessments) that are influenced by the characteristics of the case, the decision-making context, and mother's and child's wishes. We conclude that there are different approaches to the case based on different professionals' attitudes that can be classified in two groups: one more pro-removal and the other anti-removal. These groups presented different risk assessments and intervention recommendations, and their decisions where significantly influenced by the mother's and child's wishes. Furthermore, we have done comparisons with studies made in other countries, concluding that the country context can be an important factor that leads to different outcomes. This qualitative study explores the factors contributing to the college matriculation of African Americans formerly in foster care. One-on-one interviews were conducted with 10 participants who were enrolled in diverse colleges and universities. The findings reveal that the participants’ social circumstances and the maltreatment they endured before and while in foster care were key influences on their decisions to go to college. These resilient participants predicted better lives through educational means. The results suggest the need for cultural focused counseling services, mentor programs, and college preparatory programs for older youth interested in college. The implications of the findings for social workers, helping professionals, and higher education systems are presented.  相似文献

This article presents one of the three main findings from twenty-three observations over four months. The study critically analyzed the naturally occurring discourse used in two foster homes between caregiver and youth to negotiate the self. Three main discourse genres included, “you're bad,” “boys to men,” and “learn the hard way.” This article focuses on the “you're bad” genre and the linguistic tools used to impose and refute the “bad” identity. The findings elicit theoretical considerations, such as addressing aspects of selfhood (e.g., behavioral demonstrations) apart from the naturally occurring day-to-day context within which the self developed (e.g., the pre-placement living environment). It is recommended that future discourse analytic research examines the ongoing development of self upon the return to the pre-placement living environment or other permanent environment.  相似文献

Signs of physical and social disorder in a community have the potential to influence the perceptions about community, which could, in turn, impact the decision making processes involved in child maltreatment investigations. While extant research has demonstrated a link between community context and child maltreatment rates, there is a dearth of research examining the potential relationship between social conditions in a community and the child welfare system's response to allegations of neglect. This study examined the relationship between child- and community-level characteristics and the decision to place a child in foster care. Two data sets were linked, one containing detailed observations of community conditions (e.g., cigarette and alcohol advertisements) and a second with individual child level information about child welfare investigations. Multilevel models allowed for the simultaneous understanding of child- and community-level characteristics. The results indicated strong associations between individual characteristics and foster care placement. The race or ethnicity of the child was a strong predictor of entry into foster care, and young children were much more likely to be placed in foster care than older children. Furthermore, community factors were also associated with placement into foster care. Specifically, the presence of litter and graffiti and the lack of security signage in a neighborhood appeared to impact the decision making process for foster care.  相似文献

When parents are suspected of child abuse or neglect, their children may be placed with foster families. We estimate the relationship between the monthly subsidies paid to foster families and the quantity of foster care services provided. The empirical model uses variation in subsidies and foster care populations within 37 states and the years 1987–1995. One innovation in our approach is that we exploit the idea that states do not appear to set market clearing rates, as evidenced by a foster home shortage during this time period. In this case of excess demand, variation in the monthly subsidy traces out the supply curve. Our results show that states with high demand may be able to use economic incentives to recruit foster families.
