Those who develop or influence Australian public policy impacting on the nonprofit sector rarely have adequate empirical research upon which to base their judgments. Giving Australia research evidence relevant to strengthening giving and volunteering is brought together in this article to inform policy options for government, nonprofit and philanthropic entities. It begins with consideration of research findings related to the capacity of those that give or volunteer and the implications these findings have for policy. Three key criteria are developed for assessing policies to strengthening giving and volunteering, behaviours that primarily assist nonprofit organisations – policies that build trust between those that give and the recipients of their gifts, policies that strengthen affiliation and policies that encourage planned giving.  相似文献

This article introduces a special issue of the Australian Journal of Social Issues which draws on data collected in the largest study of giving and volunteering conducted in Australia hitherto. It seeks to establish terminological guidelines and reviews past Australian research on giving and volunteering, arguing that there has been a disproportionate interest in volunteering. It seeks to put to rest some common myths about giving and explores whether the increase in giving and volunteering can be attributed to government policy. This study is targeted to understanding the giving of time and money among a specific cohort - university students across 13 countries. It explores predictors of different combinations of giving behaviors: only volunteering, only donating, neither, as compared to doing both. Among the predictors of these four types of giving behavior, we also account for cross-national differences across models of civil society. The findings show that students predominantly prefer to give money than to volunteer time. In addition, differences in civil society regimes provide insights into which type of giving behavior might dominate. As expected, in the Statist and Traditional models of civil society, students consistently were more likely to be disengaged in giving behaviors (neither volunteering nor giving money) in comparison to students in the Liberal model who were more likely to report doing ‘both’ giving behaviors. An important implication of our findings is that while individual characteristics and values influence giving of time and money, these factors are played out in the context of civil society regimes, whose effects cannot be ignored. Our analysis has made a start in a new area of inquiry attempting to explain different giving behaviors using micro and macro level factors and raises several implications for future research.  相似文献

As volunteering and its benefits gain global recognition, social policymakers can sustain and increase volunteering through social policy, legislation and other types of involvement. A key performance practice is to measure the rate of volunteering based on the percentage of the population that volunteer or the number of hours donated. The focus of this article, however, is on the capacity to volunteer by non‐volunteers as well as by volunteers. The concept and theory of volunteerability (an individual's ability to overcome related obstacles and volunteer, based on his or her willingness, capability and availability) offers a richer understanding of how people can be assisted to overcome barriers to maximize their volunteer potential and thus increase volunteering. The article details the definitions and benefits of volunteering and covers examples of related social policy, as well as explaining the concept of volunteerability and how it can be measured using existing and new scales. Based on a mixed methods study in Australia, the article offers specific measures to examine the concept of volunteerability and reveals important differences between volunteers and non‐volunteers. The article also details major barriers to volunteering and how social policies can be developed to overcome them.  相似文献

ABSTRACT

Aging baby boomers are expected to provide a large reservoir for the nonprofit sector. We find evidence which while broadly supportive of this idea also suggest limitations as to what can realistically be expected. Using data from the third (2017) wave of the Norwegian life-course, aging, and generation study (n = 2,993, age 53–71), we find that a sizable proportion is already engaged (65–68% in the past year) and around half of non-volunteers (from 58% among the youngest to 43% among the oldest) express interest in volunteering. However, most volunteering is sporadic and less than half of volunteers participate on a weekly basis. Furthermore, most of the non-volunteers who express interest seem unlikely to realize their interest as they simultaneously report important motivational and ability-related barriers to volunteering. A further challenge is that few boomers are willing to make a major commitment to volunteering. Findings suggest that to mobilize boomers, nonprofit organizations need to accommodate more self-interested and ?exible forms of involvement.  相似文献

Policy differences in the treatment of corporations and nonprofit private corporate foundations raise several issues of interest to those who administer and receive donations, as well as those who hope to augment government funds with private charitable donations. Of the $6 billion donated by corporations to charity in 1994, approximately one-fourth came through corporate foundations. What determines the choice of giving through a foundation or directly to charity? The author examines the financial implications for each type of corporate giving by presenting specific elements of current policy on tax rates and deductions for giving. Specific factors considered are (1) differences in the treatment of corporate and foundation income, (2) deductibility of different types of gifts, (3) occurrence of donations to non-U.S. (non-tax-deductible) charities, (4) sales of assets to fund corporate foundations, (5) effects of giving on corporate image, and (6) effects of contributions over time. Analysis of regulations illustrates motivating factors for why corporate executives make certain types of gifts in certain ways. The author clarifies how social workers, fundraisers, nonprofit managers, and corporate officials alike benefit from understanding the differences among types of gifts, methods of giving, and deductibility of corporate donations.  相似文献

Policymakers and the public have been concerned about the effects of media violence on children for decades. Scientific psychological research can be an important source of information for policy, as the goal of science is to separate facts from opinions. This article reviews children's exposure to media violence, describes theories that explain the effects media violence could have, summarizes the research on the effects of media violence exposure, and describes several moderators that can enhance or mitigate those effects. These scientific findings provide useful information for public policy, yet there are many barriers to their use, including misunderstandings of how causality is determined in scientific and public health circles and how large the effects are. Finally, the implications for public policy are discussed, including what has and has not worked in the United States, what other countries and the international community are doing, and where opportunities for new approaches for effective policies may exist.  相似文献

Recent years have seen the development of policy guidance documents in both Wales and England relating to the protection of vulnerable adults from abuse. This policy guidance does, however, require translation into policies at the local level and that these policies are then implemented in day‐to‐day practice. This article reports some of the findings of a two‐year study that examined the development and implementation of such policies in services for people with learning disabilities within Wales. Data were gathered by means of a survey of service providers from across Wales and also via focus groups held with direct care staff and those with a responsibility for investigating alleged abuse. Positive developments include a commitment to multi‐disciplinary working, increased clarity and consistency, and greater awareness. Less positive aspects include the potential for policy ‘overload’ and a feeling that, while there is awareness of the existence of vulnerable adults policies, knowledge of their content may be more limited. Recommendations are made for the development of policy, practice and research.  相似文献

Many voluntary organizations depend greatly on the unpaid services of older volunteers, a significant number of whom are women. At the same time, shifts in welfare policy have been towards emphasizing individual economic autonomy and self-provisioning, often to the detriment of older, more vulnerable members of society. Using data from an organization working for and with older people in the North-East of England and through in-depth qualitative interviews, our study found that volunteering is an expression of citizenship for older people. In our analysis, we identify two strands in the meanings of citizenship for older people: volunteering as leisure and work, and volunteering as care and civic consciousness. These correspond with liberal conceptualizations of citizenship and republican models of citizenship. Data from our in-depth interviews demonstrate a strong commitment to society and fellow citizens among older people that counterbalances individualistic and instrumental reasons for volunteering promoted by the state and market. Our findings suggest that government views of volunteering as a route to paid work, as a panacea for society and therefore needing to be more 'work-like', are discordant with the perspectives of older volunteers. Rather than the neo-liberal views of the 'citizen-worker' or 'citizen-consumer', citizenship that is based on the 'common good' and feminist perspectives of 'caring citizenship' are arguably more beneficial to society. Finally, we describe the pressures and constraints facing older people that could discourage formal volunteering in the future.  相似文献

This article draws on a household survey of giving and volunteering undertaken as part of the Giving Australia project to explore the relationship between religion and the giving behaviour of adult Australians. We find that people who identify themselves as having a religion are more likely to give and to give more on average than people who do not but that this relationship is produced by a subset of this group; namely, people who regularly attend religious services. Indeed, the likelihood of giving and average amounts given by givers over a year increase with levels of attendance at religious services. The relationship holds even after allowing for other factors that affect the likelihood of a person giving and the amount given. It also holds for giving to nonreligious causes (ie when giving to religion is omitted). However, when we also omit giving to charities and look at giving to civic causes alone we find that the frequency of attendance at religious services has an ambiguous relationship with giving. It reports on a qualitative study undertaken as part of the Giving Australia research to elicit if and how giving to Indigenous causes differs from philanthropy to other areas. This paper builds on the scant literature, particularly reporting exploratory research results on Australian grantmaking issues, critical funding needs, and recommendations for fostering Indigenous nonprofit funding. Indigenous groups are challenged in understanding how foundations work and, conversely, foundations do not always appreciate the need for their inputs to complement traditional cultures (EGA 2006). Objective. This article reports on a systematic review of data‐based, peer‐reviewed scientific assessments of performance differences between private for‐profit and private nonprofit U.S. health care providers published since 1980. Methods. Computerized bibliographic searches of all relevant databases yielded 149 studies (179 assessments) that compared the performance of for‐profit and nonprofit health care providers on four performance criteria (access, quality, cost/efficiency, and/or amount of charity care). Reported findings on performance were coded in one of three ways: for‐profit superiority, nonprofit superiority, or no difference/mixed results. Results. Overall, the nonprofits were judged superior 59 percent of the time, the for‐profits superior only 12 percent of the time, and for the rest (29 percent), no difference was found or results were mixed. Conclusions. Caution is warranted on policies that encourage private for‐profit entities to replace private nonprofit providers of health care services in the United States.  相似文献

As charities are expected to take on more and more of the provision of services to the disadvantaged, they will be calling on volunteers to support that work. The use of volunteers means important cost savings when compared to the use of paid service providers, thus giving one advantage to the voluntary sector when bidding in the mixed economy of welfare. Given the potential for increased use of volunteers, questions of motivation and commitment become very important. Volunteers make up a significant proportion of the human resources used to service social needs, yet previous research has not made it clear why and how volunteers come to give so much of themselves. This research demonstrates that there is an underlying Volunteerism–Activism Attitude which can be measured, and which holds within its four dimensions the key motivations for volunteering. Use of the scale measuring this attitude allows prediction of those people who are most likely (and least likely) to volunteer for charity activity. For charities the scale might provide a useful tool in managing the personnel with whom they are now expected to bid in the quasi-markets of service provision.  相似文献

ABSTRACT

Workplace flexibility policies provide workers with an opportunity to attain a healthy work–life balance. This study utilized a secondary data set of 658 supervisors from a study that was commissioned by the work–life office of a major university in the Southern United States to get a better understanding of the implementation of flexibility policies at this university. The purpose of examining this secondary data set was to determine whether supervisors who have caregiving responsibilities are more likely to be supportive of workplace flexibility policies than those with no caregiving responsibilities. The findings indicate that supervisors who have caregiving responsibilities are no more likely to be supportive of workplace flexibility than those with no caregiving responsibilities. This finding is important to those who have a vested interest in understanding factors that may promote or undermine workplace policies that have direct impact on workers and their families. Future research and recommendations for practice are made.  相似文献

A growing number of older Americans serve as caregiving resources for their elderly spouses, partners, relatives, and/or friends. Yet, little research has addressed the impact and implications of this trend among African Americans. This article describes the results of a qualitative study examining the intragenerational caregiving experiences and perspectives of two cohorts of African Americans (urban and rural, N = 129) between the ages of 58 and 89. Its findings reveal important differences and commonalities associated with elderly African American caregivers and their care giving in urban and rural settings. Additionally, the study suggests that volunteer caregivers can often fill the void left by partners and relatives who predecease or fail to assume responsibility for the care of their elderly relatives. Their efforts do not displace those of friends and family members, but rather address unmet needs in available care. The discussion focuses on the implications of the study findings for public policy and practice.  相似文献

This article presents findings from a study with 467 child protection practitioners in Australia to determine their practice responses and views on children's participation. The practitioners, recruited from 5 state jurisdictions, completed an online survey responding to case studies designed to determine the extent to which they would seek and include children's perspectives in decision making, and their confidence in talking to children. We report on practitioners' responses to a case study of a 5‐year‐old girl with suspicious bruising where the mother reports domestic violence. Based on previous research, it was hypothesized that the child's young age would lead to low levels of confidence in consulting with the child and giving weight to her perspective. In contrast to the findings of other research, our results show that almost all workers report that they would speak with the child, would be confident doing so, and would give weight to the child's perspective. Our discussion explores the potential reasons for the difference in these findings compared with other research, including the experience of practitioners, increased child‐centred policy in Australia, multiple understandings of participation, and variation in children and practitioner views of participation.  相似文献

‘Care’ is a source of critical tension in current social theory, and the policy and practice implications of that tension are evidenced in its current prominence on the political agenda of developed welfare states. This article critically appraises current developments in the theory, policy and practice of care, drawing on interdisciplinary developments in political theory, sociology and social policy. Developing feminist and disability‐rights theories, it explores a critical synthesis of conflicting normative and theoretical positions regarding the giving and receiving of care, and of the ethics and justice of care. It examines case studies of current comparative policy developments across a range of different welfare regimes, including the marketization/commodification and de/re‐familiaization of care, exploring ideological and normative trends in the design of contemporary policies. It discusses the impact of theory and policy on the practice of care, looking particularly at the issue of long‐term care for disabled and older adults. Finally, the authors argue for the development of a citizenship‐based approach to care that decouples it from individualistic and paternalistic paradigms that disempower those who give and receive care.  相似文献
