The trend to affluence in Australia is noteworthy. There are more Australian millionaires than ever before and the rate at which Australians are joining this group is one of the fastest in the world, with average assets held now worth US$4.1m, nudging the world's average of US$4.8m (Merrill Lynch and Capgemini 2005). This is positive news for the community sector because the Giving Australia household survey indicates that Australia's affluent are more likely give to community causes than those on lower incomes and are more likely to give more (PMCBP 2005). This trend is reflected in analyses of tax deductions claimed for charitable giving (McGregor‐Lowndes and Marsden 2006). This paper presents the findings of qualitative research conducted as part of the Giving Australia project describing why affluent donors give – or don't – to community causes. Findings from eight focus groups and eight in‐depth interviews with affluent individuals suggest that giving by the affluent at lower levels may be linked to a sense of identity and responsibility within social groups, as well as the perceived worthiness of both the cause and recipient organisations. In contrast, major donor behaviour appeared to be linked to passion and personal commitment to social change. A range of barriers were also indicated such as a need for privacy and concerns about the capacity of community organisations. Overall, the study's findings add to the understanding of giving behaviour by the affluent in Australia and confirm US findings that motivations for affluent donors are complex (for example, Boris 1987; Prince and File 1994; Schervish 2005; Johnson 2005).  相似文献

Those who develop or influence Australian public policy impacting on the nonprofit sector rarely have adequate empirical research upon which to base their judgments. Giving Australia research evidence relevant to strengthening giving and volunteering is brought together in this article to inform policy options for government, nonprofit and philanthropic entities. It begins with consideration of research findings related to the capacity of those that give or volunteer and the implications these findings have for policy. Three key criteria are developed for assessing policies to strengthening giving and volunteering, behaviours that primarily assist nonprofit organisations – policies that build trust between those that give and the recipients of their gifts, policies that strengthen affiliation and policies that encourage planned giving.  相似文献

This study comprises data analysis of data collected by McNair Ingenuity Research as part of the 2005 Giving Australia study, which estimated the total value of corporate giving for the year 2003–04 at $3.3 billion. This was contributed by 67% of all Australian businesses. Business giving was found to comprise 68% monetary donations, 16% goods and 16% services. This article concentrates on the monetary donations of businesses, reporting on the motives and barriers businesses named for making donations. More than 80% of businesses are motivated to give, at least in part, by altruism, with larger businesses (by number of employees and turnover) more likely to claim benefits in terms of enhancements to employee morale, the organisation's image, supplier/customer relationships and the general level of publicity they were able to attract. The most significant barrier to giving named by both businesses who made a donation and those who did not was that business resources were committed elsewhere. Looking at how additional giving might be stimulated among those already giving to the sector revealed that the most generous businesses also cited more barriers to giving suggesting that they give greater consideration to their giving and the drawbacks thereof.  相似文献

We find that people who identify themselves as having a religion are more likely to give and to give more on average than people who do not but that this relationship is produced by a subset of this group; namely, people who regularly attend religious services. Indeed, the likelihood of giving and average amounts given by givers over a year increase with levels of attendance at religious services. The relationship holds even after allowing for other factors that affect the likelihood of a person giving and the amount given. It also holds for giving to nonreligious causes (ie when giving to religion is omitted). However, when we also omit giving to charities and look at giving to civic causes alone we find that the frequency of attendance at religious services has an ambiguous relationship with giving. ‘Welfare dependency’ has become a key term in policy debate in the United States and, more recently, Australia. In this article I explore the intellectual origins of the term, looking specifically at the writings of George Gilder and Charles Murray, two commentators whose (often polemically presented) ideas were influential within the Reagan Administration and have been at the forefront of a conservative renewal in welfare debate generally. Although others have subsequently refined some of their arguments and proposals, the authors' central claim that welfare causes dependency and thus unemployment and poverty – and that welfare reform therefore needs to focus on changing the behaviour of welfare recipients rather than providing employment opportunities – has had a lasting political impact, in Australia as much as in the US.  相似文献

We examined the contributors to aggressive behaviour in 111 at‐risk Israeli children aged 9–13 years who attended day centres over several years to prevent removal from their homes. This non‐normative transition to a day centre represents a difficult period of change for these children, which often manifests in aggressive behaviours, at least in the short term. To elucidate predictors of aggressive behaviour, we investigated a familial variable (family cohesion) and a personal variable (subjective well‐being [SWB]) that were previously shown to correlate with various aspects of children's aggression. Children's self‐reports underscored the importance of SWB for their aggressive behaviour. SWB's cognitive component – life satisfaction – correlated significantly with all four measures of aggressive behaviour (physical violence, verbal violence, anger and hostility). SWB's emotional component – negative affect – correlated significantly with all but verbal violence. Interestingly, SWB was found to mediate the hostility dimension of aggression (as well as family cohesion). Other significant findings revealed that family cohesion correlated positively with SWB (life satisfaction and positive affect) and correlated negatively with aggression (physical violence, verbal violence, anger and hostility). Various explanations were discussed alongside implications for day care staff's individual and family interventions.  相似文献

Despite the importance of fundraising to the nonprofit sector there has been surprisingly little research on fundraising as a revenue source in Australia. Research that has been conducted both here and internationally has focused on the cost of fundraising – the proportion of fundraising expenses to total fundraising revenue, and fundraising performance – the absolute or relative amount of money raised by organisations via fundraising. This paper examines why some nonprofit organisations are more dependent on fundraising as a source of revenue than others. The paper applies multivariate techniques to examine the influence that three broad sets of factors: organisational; revenue generation model; and fundraising approach, have on what we term ‘fundraising dependency’ – the percentage of a nonprofit organisation's total revenue that is derived from fundraising activities. It finds that fundraising dependency is associated with a range of organisational characteristics (e.g. size, geographical scope of the organisation and tax status); alternative forms of revenue generation (e.g. reliance on government funding and commercial venturing) and fundraising approach (e.g. whether professional fundraising staff are employed, the use of volunteer fundraisers and the number of fundraising practices used). The results support taking a multidimensional approach to understanding fundraising dependency.  相似文献

This paper examines changes in the level of institutional confidence in Australia between 1983 and 2005. The principal aim of the paper is to disaggregate the general trend in social trust and overall institutional confidence. Using data drawn from three waves of the World Values Survey undertaken in 1983, 1995 and 2005 we examine whether social trust and confidence have declined and the differing patterns of confidence for different birth cohorts in Australia. The results show a significant decrease in social trust and a large decline in confidence between 1983 and 1995. There was little change in confidence between 1995 and 2005, but social trust returned to the 1983 level over that period. A cohort analysis shows that the oldest cohort, those born before WWII, reported the largest decline in confidence, while by 2005 the baby boomers (or middle cohort born between 1944 and 1955) were the most confident, with the oldest group reporting the least confidence. Throughout the 1990s and early 2000s confidence has been at a much lower level than in the early 1980s.  相似文献

This article sets out to give an overview of the most significant policy changes and developments influencing the development of social protection in Australia in the past decade. Rather than focussing on an assessment of gains and losses within the narrow confines of the state welfare system, it looks at what has happened to the broad configuration of policies which have come to constitute Australia's highly distinctive wage earners' welfare state. Overall, the conclusion is that the institutional forms and normative goals of the wage earner's welfare state have proved far more resilient and adaptable than critics have assumed likely, with targeting, award-based superannuation and women's welfare singled out as the most interesting areas in which Labor has contributed to the refurbishing of the established model.  相似文献

Australian mental health services continue to use involuntary measures in response to consumers' mental distress. Regardless of the intent behind these practices, the experience of being forced to receive treatment, be secluded or restrained is traumatic and can cause further distress and harm. Other parts of the health or social service system have shifted to approaches that emphasise agency, social context, prevention, and rights. Three frameworks currently used in mental health services – human rights, personal recovery, and trauma‐informed – are consistent with a shift away from the use of force. We applied these frameworks to the text of the National Standards for Mental Health Services 2010 to analyse the degree to which it reflects a shift. We also analysed the public text of speakers' notes from the Care Without Coercion Conference 2012 concerning lived experiences of force in mental health services. The analysis highlights force in many aspects of policy. The findings have implications for directions of change, including freedom from violence; support for decision making; access and choice about community and inpatient options; safety and risk management; and greater understanding of current policy frameworks through engagement with people with lived experience about the options and impact of support processes that exclude the use of force.  相似文献

Recidivism over 18 months was investigated in a representative group of young Swedish male offenders, 15–17 years old, referred to community‐based rehabilitative programmes (n= 189). Registry data on their earlier contacts with social services and previous convictions were also collected. Eighteen months after programme start, 60 per cent of the young offenders were registered as suspected of new crimes, 48 per cent were registered for crimes of violence. Previous contacts with the social services had been documented for 44 per cent, and 30 per cent were registered as previously convicted. However, the group was highly heterogeneous, and all registry data corresponded well with self‐reported history of antisocial behaviour collected at the start of the programme, which identified three subgroups (n= 60, 65 and 64, respectively) with significantly different problem profiles. Results are discussed in relation to developmental theories of antisocial development and the need to adhere to the risk principle when designing interventions for young offenders.  相似文献

Under current law Australia appears to be a tax haven for certain non-governmental institutions. Millions of ordinary business income may go untaxed and the deductibility for donations is unlimited – both are very generous tax measures in an international context. The basic problems of most Australian non-profit organisations are not taxation; it is their non-profit status and lack of funds. Anybody interested in the non-governmental sector should be willing to face the question: What is an equitable tax treatment? The short-term tactic of ducking the question may not be the best or most beneficial long-term strategy.  相似文献

The return of migrants to their country of origin and the development of efficient return measures have become more prominent on the political agenda of many Western European countries. Since policymakers prefer ‘voluntary’ return, governmental programmes to support the return of migrants – Assisted Voluntary Return (AVR) programmes – were developed as far back as the 1970s and have played an increasingly important role in migration policy over the last three decades. At the same time, general migration policy and welfare systems have undergone profound change, including in the meanings and connotations attached to social welfare, return support and return policy. This raises questions about the implications of these broader societal and policy changes for the widely implemented AVR programmes. In this article, we discuss the interpretation and evolution of AVR programmes by analyzing how one particular European country, Belgium, has developed its AVR programme over time. We explore the evolution of the programme's content, target group and institutional positioning, which shed light on its changing goals and are closely linked to a broader shift towards a ‘managerial’ approach to migration policy and the welfare state. We argue that return support may become decontextualized when it adopts ‘conditional entitlement’ as a central principle. This leads to strong differentiation, based on personal responsibility, between ‘deserving’ and ‘undeserving’ migrants, the levelling down of the support given to returnees, and a more coercive voluntary return policy in which social support is linked to deportation.  相似文献

Gambling impacts upon the health, wellbeing and finances of many people throughout Australia. This study aimed to explore the socioeconomic and cultural factors linked with gambling in urban and remote Indigenous settings in the Northern Territory to inform the development of a gambling public health strategy. The Aboriginal and Islander Mental Health Initiative developed a semi‐structured questionnaire with Aboriginal partner organisations following consultation. Indigenous consumers of substance use treatment facilities participated in focus group discussions and key informant interviews were conducted with nine service providers at two time points, a year apart. Participants described key strengths in community as family, health and culture, while key worries included substance misuse, health concerns and family disharmony. Regulated gambling and card playing were also identified as important community worries. Financial and family concerns and addictive behaviour were seen as negative consequences of gambling. There was increasing concern linked with card playing and electronic gaming machines and an increased call for awareness campaigns, support from government for change and greater regulation. The findings of this study provide the most recent insight into attitudes, behaviours and consequences linked with Indigenous gambling in the Northern Territory.  相似文献

Reported membership of voluntary organizations is taken as an index of community participation. Data derived from a Mental Health Survey in Canberra in 1971 are analysed and participation behaviour compared with information from American participation studies. A high participation rate was expected because of Canberra's high ranking on socio-economic variables compared with Australia as a whole. However, nearly half of the adults sampled report belonging to no formal organizations. Sex, age and socio-economic status are found to be related to joining behaviour and conform to well-established findings in the United States.  相似文献

Research on risk of unemployment has focused primarily on the importance of individual assets, such as level of education achieved and personal characteristics. This study investigated whether a discrepancy between current occupational position and occupational aspirations predicts unemployment. Achieving occupational aspirations may be highly important for young people in Western societies. The analyses were conducted using longitudinal survey data linked to register data on 1,681 Norwegian young adults. The results showed that being in an occupation with lower status than the occupation to which one aspires significantly predicts the risk of later unemployment. The findings accord with research suggesting that a mismatch between employees’ subjective expectations and their actual job situation has negative consequences. For example, failure to acquire a job that matches one's expectations may lead to unemployment either through proactive behaviour, such as quitting a current job to find a new one, or through giving up, such as withdrawing from work.  相似文献
