This study explores the association between employment opportunities, psychiatric disability and quality of life of male and female patients with schizophrenia. The data were collected from 100 male and 100 female patients and their primary caregivers through personal interviews. The Disability Assessment Schedule and the Quality of Life Interview were used to collect the data. The results of the present study indicate that a large number of both the men and women were unemployed, although they suffered from only mild psychotic symptoms and had no or only minimum psychiatric disability. However, in almost all areas and levels of psychiatric disability, a significantly higher number of men than women were employed. However, the subjective Quality of Life of the employed men was significantly lower than that of the unemployed. Keeping in mind these two results, the present study argues that there is minimal community recognition in Malaysia for the employment potential of people with schizophrenia. The study also argues that policy makers must legislate to create more appropriate workplaces for the mentally ill. People with schizophrenia are entitled to just and fair treatment, and workplaces should be made attractive to them.  相似文献

The changes described in this article reflect a shift in social security away from social insurance and towards a mixture of social assistance, occupational or private insurance and tax credits. It suggests that what is new and distinctive about UK social security policy is the way in which a new strategy has been forged by linking the New Deal, which provides job opportunities for people who are not in employment but can often only offer them low-paid jobs, with tax credit schemes, which provide in-work benefits and are designed to ensure that, if necessary, people accept poorly paid employment.  相似文献

Everyone has the right to employment. Work is important for health, well-being, and social, economic, and financial inclusion. However, it is often difficult for people with intellectual disability to find and maintain work, especially in the open labour market. Policy challenges remain about who can access open employment (also sometimes called competitive or supported employment) and how often people with intellectual disability do so. Greater understanding about the barriers that people with intellectual disability encounter when they try to find and keep work in open employment is needed. Drawing on research with 51 people with intellectual disability in Australia, this paper examines the systemic barriers they report to finding and maintaining work in open employment. The findings highlight that the barriers they experience stem from narrow, dismissive, and discouraging attitudes to their work in open employment and from a spectrum of experiences of stigma and discrimination in open workplaces. The paper thus provides new knowledge about reasons that people with intellectual disability may either reject or not continue in open employment and take up less inclusive work options. The paper discusses the implications of the findings, including the need for policy development for attitudinal change, designing more varied roles for employees with intellectual disability, ensuring access to industrial relations protections, and increasing and better regulating and funding requirements on support to people with intellectual disability who are seeking work in open employment.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

Successive Australian Governments have sought to improve the capacity of the employment service system to build jobseekers' skills and capabilities and to promote transitions from income support to paid work. Yet despite these efforts, many jobseekers experience only short periods of employment, moving repeatedly between joblessness and positions with low skill requirements, low pay and few or fluctuating hours. This article explores ways to achieve more sustained transitions from welfare to work for disadvantaged jobseekers. We draw on data from a qualitative study of employment service providers who assisted jobseekers into work and the managers in the organisations that employed them. These informants' perspectives underline the importance of improving the quality of jobs that require low levels of skills and experience and demonstrate some ways employers and employment services can better work together and provide more enduring and effective forms of support.  相似文献

Employment is a crucial avenue through which young people with disability can experience material wellbeing and social participation. While the low employment rates of young people with disability are well established, little is known about the stability of employment status – that is, the degree to which individuals remain in or move in and out of employment. This article uses longitudinal data from a large Australian national data set to investigate the transitions between full‐time, part‐time and non‐employment for young people with and without disability. Considerable mobility was found between employment states for both young people with and without disability, with young people with disability more likely than their peers without disability to transition to reduced levels of employment and less likely to transition to increased levels of employment. Social background and contextual factors predicted employment for young people with disability; however, disability represented an additional penalty even after taking these factors into account. Findings suggest a need for social policy targeted specifically towards the barriers to maintaining and increasing employment experienced by young people with disability.  相似文献

Policies that encourage the aspirations of disabled people for mainstream employment might be an effective way to increase their workforce participation rate. This study aims to determine which people in sheltered employment aspire to a job beyond their current sheltered employment job. We asked 64 people with sheltered employment jobs about their workplace and job fit, their intentions to stay in their current job and their future job aspirations. The key finding is that perceptions of fit indirectly and adversely affect aspirations via intention to stay. Participants who felt they fitted planned to keep working at their sheltered workplace, but a stronger intention to stay made it less likely that they could identify an alternative to sheltered employment. These results were not influenced by age or the time spent in sheltered employment. Policy should therefore support people in sheltered employment to develop realistic job aspirations. Helping disabled people to identify opportunities beyond sheltered employment can avoid complacency and free up sheltered job opportunities for other disabled people. But policy changes are required to leverage sheltered employment as a first step for disabled people to develop mainstream job aspirations and facilitate transitioning beyond sheltered employment job options.  相似文献

This study investigates the variability in well‐being of people with disabilities in paid employment in two different labour market contexts: the beginning (1998) and end (2009) of a period of growth in non‐standard hours and work intensification. It focuses on the well‐being constraints that arise from three influences: a person's disability, a person's gender, and the labour market context. Hypotheses are developed using the social model of disability and social identity theory. Hierarchical moderator regression is employed to examine two national samples of nearly 4,000 people with disabilities in paid employment. Individuals who are most limited by their disabilities, particularly women, reported lower well‐being in 2009 than in 1998. Welfare‐to‐work policies affecting these disadvantaged groups are discussed in relation to the labour market and national regulatory environments.  相似文献

Without appropriate support, people with mental illness can be excluded from stable housing and social and community participation. Transitional models of support for people with acute mental illness have addressed clinical symptoms and hospitalisation, but they have not facilitated stable housing and community integration. In contrast, individualised housing models aim to improve mental health, housing and community outcomes. These programs are costly and require collaboration between agencies. This article discusses the evaluation findings of one such program – the NSW Mental Health Housing and Accommodation Support Initiative (HASI). The longitudinal mixed‐method evaluation assessed whether HASI supported people with high levels of psychiatric disability to improve housing, mental health and community participation. We discuss the challenges clients within the program faced prior to joining HASI and the changes experienced while in HASI. We conclude by drawing policy implications for programs supporting people with mental illness to live in the community.  相似文献

Australia has a network of Federally funded disability employment and vocational rehabilitation services, including a proportion of outlets that specialise in providing services for persons with psychiatric disabilities. However, neither Federal nor State Governments currently provide or fund disability‐specific education assistance to persons with psychiatric disabilities. To begin considering whether Specialised Supported Education is indicated for persons with psychotic disorders, we examined data collected in a national ‘Survey of Disability, Ageing and Carers Australia, 1998’. International studies of the effectiveness of overseas Supported Education programs were also examined to identify the forms of assistance most likely to warrant consideration in Australia. U.S.A. evidence indicates that Specialised Supported Education is emerging as an effective career development option for persons with psychotic disorders. An example of an innovative Specialised Supported Education program is provided to illustrate how this type of program can be implemented in Australia.  相似文献

Social insurance schemes in Australasia have a long‐standing involvement in leading systemic change as well as funding services for eligible scheme participants. Establishing a long‐term disability care and support scheme for Australia provides opportunities to remove barriers to community access and improve the employment participation of all Australians with a disability, and to increase the use of evidence in policy development and in the delivery of disability supports. Using the examples of successful models in Australia and New Zealand, the authors will propose a model for the development and management of a long‐term disability care and support scheme that enables sector reform in employment participation, barriers to access and participation in all aspects of community life, and funding of disability research to benefit all Australians with a disability.  相似文献

This article will argue that recent disability services legislation has selectively interpreted the concepts of normalisation and integration to focus on employment for people with an intellectual disability as a major policy goal. It will be contended that the nature of the contemporary labour market is such that this goal cannot be fulfilled and therefore that the aim of enhancing quality of life cannot be achieved. The article recommends an approach to the reorientation of policy which is based upon a critical analysis of the cultural position of people with disabilities. In this regard, the notion of cultural productivity is introduced as a framework within which some solutions may be found.  相似文献

An employment survey among people in Toronto who left Ontario Works — a classic "work-first" regime — shows clear secondary labour market status. Most interventions typical of work-first programmes did not have a positive effect on job quality: contrary to the "stepping stones" theory that poor initial jobs lead to better jobs, those who changed jobs after leaving assistance experienced poorer job quality. A shift in orientation to "sustainable employment" is required to address the employment needs of those on social assistance. Policy must also address the fact that the social assistance caseload includes a size able group that face significant barriers to employment other than education or skills.  相似文献

Workfare is, at least in part, a policy response to changing labour markets and the expansion taking place in jobs that are low‐paid, irregular and insecure. For lone mothers, increasingly the focus of workfare policies, precarious employment creates special challenges. However, the nature of the jobs that are available to women on social assistance has received relatively little attention in the workfare literature, which focuses more on individual characteristics, supports to employment, and programme impacts. Drawing upon both primary and secondary sources and using Ontario, the province with the most developed workfare programme in Canada, this article examines the ways in which policies support and enforce precarious employment. The article also considers the implications of precarious employment for UK policy, which has not (yet) adopted workfare for lone mothers, although incremental steps in that direction are taking place as employment is increasingly viewed as the appropriate objective of income support programmes for lone mothers.  相似文献

Globalisation and changes in agriculture have resulted in major social changes in inland Australia. Depopulation of the inland has led many to speculate on the future of rural towns and rural people. This paper will examine population drifts from country towns to cities and from the inland to the coastal regions and, in particular, the out‐migration of young people. In doing this, the paper focuses on several small towns in central New South Wales that have been the subject of intensive study during 2000 and 2001. Drawing on analysis of Australian Bureau of Statistics figures, in‐depth interviews and focus groups with key informants and surveys with young people and their parents in small rural communities the paper will report on the loss of young people and the greater loss of young women from these areas. It is argued that this outmigration of young people is linked to the need to seek higher education and also to the loss of full‐time jobs for young people. The loss of these jobs is the result of changes in agricultural production, labour market restructuring and a withdrawal of public and private sector services. It is further argued that current reliance by governments on market based and community self‐help solutions is not enough to provide a future for rural communities. Even if economic growth occurs this will not solve the problem of loss of young people, and the greater loss of young women, nor will it address the issue of access to education and training. Rather far greater attention to human capital (access to education, training and employment), institutional capital (government and non‐government services and infrastructure) and social capital (strong networks) is needed if Australia's small rural towns are to survive and flourish.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

One result of the complex economic and social changes currently impacting on state welfare is the emergence of what may be termed "new social risks" as part of the shift to a postindustrial society. These concern access to adequately paid employment, particularly for lower-skilled young people, in an increasingly flexible labour market, and managing work-life balance for women with family responsibilities engaged in full-time careers. They coexist with the old social risks that traditional welfare states developed to meet, which typically concern retirement from or interruption to paid work, in most cases for a male "breadwinner". New social risks offer policymakers the opportunity to transform vice into virtue by replacing costly passive benefits with policies which mobilize the workforce, arguably enhancing economic competitiveness, and reduce poverty among vulnerable groups. However, the political constituencies to support such policies are weak, since the risks affect people most strongly at particular life stages and among specific groups. This paper examines attitudes to new social risk labour market policies in four contrasting European countries. It shows that attitudes in this area are strongly embedded in overall beliefs about the appropriate scale, direction and role of state welfare interventions, so that the weakness of new social risk constituencies does not necessarily undermine the possibility of attracting support for such policies, provided they are developed in ways that do not contradict national traditions of welfare state values.  相似文献

Social investment policies advocate for more and better jobs by supporting families' work-life balance and investing in human capital. But do they really help to boost employment prospects for women? Earlier literature suggests a positive relationship, but not enough attention has been paid to the type of employment, or to who the actual beneficiaries of these measures are. This article combines ISSP survey data with OECD and national data in a multilevel analysis to determine whether social investment policies benefit female employment, improve job prospects, and apply to all women irrespective of their educational level. We find that training and childcare policies are associated with higher employment levels, however, the claim that social investment increases chances for better job prospects finds little empirical support. These findings suggest that active labour market and childcare policies are associated with more women's employment, but they might still be following a push to ‘just work’.  相似文献

The nexus of aging and disability, characterized by the phenomenon of aging with a disability, will become more visible as the population ages and the number of people with disabilities surviving to midlife increases. This article addresses 3 interrelated issues critical to the fields of aging and disability: increasing demand for community-based long-term services and supports, a paucity of evidence-based programs demonstrating effectiveness in facilitating independence for those aging with a disability, and lack of a federal infrastructure to support coordinated investments in research-to-practice for this population. Suggestions for federal interagency collaborations are given, along with roles for key stakeholders.  相似文献
