The giving of time and money, mainly to private nonprofit organisations is not trivial, but in Australia has been little studied. This article introduces a special issue of the Australian Journal of Social Issues which draws on data collected in the largest study of giving and volunteering conducted in Australia hitherto. It seeks to establish terminological guidelines and reviews past Australian research on giving and volunteering, arguing that there has been a disproportionate interest in volunteering. It seeks to put to rest some common myths about giving and explores whether the increase in giving and volunteering can be attributed to government policy. It concludes by introducing the other papers in the collection.  相似文献

This paper explores the Australian public's understanding of volunteering from a media perspective. A content analysis of 137 news articles published in The Australian newspaper revealed that volunteering in Australia is framed in terms of eight perspectives by nine claim makers. Since media-led images of volunteering tend to influence peoples' decision to volunteer, the findings have several implications for organizers of social development projects involving volunteers.  相似文献

This paper seeks to compare and contrast the character of social policy in Australia with that in other OECD countries by focusing on the distinctive design features of the institutions constituting the wider context of Australian social policy provision. The three substantive sections of the paper successively summarize the distinguishing features of the institutional design of Welfare State provision in continental western Europe, Scandinavia and Australia; outline the wider institutional context of social policy in Australia; and examine the extent to which the distinctiveness of the institutional design of the Australian Welfare State has led to different patterns of policy outcomes from those in other nations.  相似文献

This article draws on a household survey of giving and volunteering undertaken as part of the Giving Australia project to explore the relationship between religion and the giving behaviour of adult Australians. We find that people who identify themselves as having a religion are more likely to give and to give more on average than people who do not but that this relationship is produced by a subset of this group; namely, people who regularly attend religious services. Indeed, the likelihood of giving and average amounts given by givers over a year increase with levels of attendance at religious services. The relationship holds even after allowing for other factors that affect the likelihood of a person giving and the amount given. It also holds for giving to nonreligious causes (ie when giving to religion is omitted). However, when we also omit giving to charities and look at giving to civic causes alone we find that the frequency of attendance at religious services has an ambiguous relationship with giving. A suggestion in overseas literature that it is participation in religious groups, rather than attendance at religious services that is associated with giving is not supported.  相似文献

In Australia, microfinance is gaining visibility as a distinct poverty alleviation strategy. Within the Australian microfinance policy and program discourses, the microfinance sector is framed as targeting both men and women equally. Yet at the practice level, the majority of loan recipients are women. Such a gender neutral framing is in stark contrast to microfinance policy and practices developed elsewhere. This paper explores how gender is represented in microfinance policy and practice in Australia, drawing on an analysis of the policy and practice statements of Australian microfinance programs. It is argued that the robust feminist assessments of the relationship between microfinance and gender equality that have emerged in developing countries could usefully inform Australian developments in this area of social policy, but that this shift requires acknowledging gender in the framing of the problem Australian microfinance seeks to address.  相似文献

Over the last ten years in Australia the social component of Australian Environmental Impact statements has gradually increased in size as the importance of Social Impact Analysis has been recognised. This commendable trend has not been without mishap, however, and there remain many areas largely ignored in Social Impact Assessment. Objective. We examine volunteering to support the relief effort after the bombing of the Murrah Federal Building. We address two issues: (1) how widespread was volunteering and what forms did it take, and (2) does Wilson and Musick’s (1997a) “integrated theory of volunteer work” help to explain variation in volunteering in this disaster situation? Methods. We use data from the 1996 Oklahoma City Survey (OKC Survey). The 1996 OKC Survey is based on a random sample of the adult population of Oklahoma City and was administered 10 months after the bombing. Results. Nearly 75 percent of the sample respondents volunteered to support the relief effort in at least one way; giving money and donating nonprofessional goods or services were the two most prevalent volunteer activities. Socioeconomic status, knowing someone killed or injured in the bombing, belonging to voluntary organizations before the bombing, and being affiliated with a religious denomination were predictors of volunteering, depending on the type of volunteer activity considered. Conclusions. The magnitude of volunteering after the Murrah Building bombing was in line with volunteer efforts after other disasters. The integrated theory of volunteer work is a useful framework for studying volunteering after disasters.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. Key Practitioner Message: ?Strategies aimed at permanently ending homelessness represent a significant shift to contemporary professional practice;?Homelessness programmes internationally are now characterised by their branding or identification with evidence‐based models;?It is important to critically scrutinise these models, examining their core elements and the manner in which they are appropriated and incorporated across jurisdictions.  相似文献

This study is targeted to understanding the giving of time and money among a specific cohort - university students across 13 countries. It explores predictors of different combinations of giving behaviors: only volunteering, only donating, neither, as compared to doing both. Among the predictors of these four types of giving behavior, we also account for cross-national differences across models of civil society. The findings show that students predominantly prefer to give money than to volunteer time. In addition, differences in civil society regimes provide insights into which type of giving behavior might dominate. As expected, in the Statist and Traditional models of civil society, students consistently were more likely to be disengaged in giving behaviors (neither volunteering nor giving money) in comparison to students in the Liberal model who were more likely to report doing ‘both’ giving behaviors. An important implication of our findings is that while individual characteristics and values influence giving of time and money, these factors are played out in the context of civil society regimes, whose effects cannot be ignored. Our analysis has made a start in a new area of inquiry attempting to explain different giving behaviors using micro and macro level factors and raises several implications for future research.  相似文献

ABSTRACT

As part of this special issue examining policy transfer between the Labour parties in Australia and Britain, this paper seeks to explore the relationship between the two on ideological positioning. In the 1990s there was substantial ideas transfer from the Australian Hawke–Keating government to Blair ‘New Labour’ in Britain, as both parties made a lunge towards the economic centre. This paper analyses how the inheritors of that shift, the Rudd/Gillard government in Australia and the Miliband and Corbyn leaderships in Britain, are seeking to define the role and purpose of Labour parties in its wake. It examines the extent to which they are learning and borrowing from one another, and finds that a combination of divergent economic and political contexts have led to strikingly limited contemporary policy transfer.  相似文献

Young people who provide unpaid care for a relative with chronic illness or disability are a growing focus of public policy and research in Australia and internationally. Support services for these young carers have emerged, but not enough is known about their effectiveness. This article develops an analytical framework that categorizes young carer support services according to their goals and the types of intervention provided. The analytical framework is based on Australian data. It is applied to young carer support services available in Australia but may be applicable to other countries. The aim of the framework is to provide a structure for assessing the effectiveness of current services in supporting young carers by clarifying service goals and identifying gaps in existing service provision. The framework contributes to conceptual discussions about young carer supports, and it can be used to guide future policy development. The article draws on Australian and international literature as well as findings from a recent Australian study on young carers. The proposed framework groups young carer support services according to three overarching goals: assisting young people who provide care; mitigating the care‐giving responsibility; and preventing the entrenchment of a young person's caring role. The framework is applied to an audit of Australian support services for young carers, illustrating how it can be used to assess existing supports for young carers and inform future policy development. The findings suggest that most services in Australia fall into the categories of assistance and mitigation, while few contain preventative elements.  相似文献

ABSTRACT

This study examines the potentially mediated relationship between volunteering and well-being. Using survey data from a random sample (N = 2,990) of the population of the state of Victoria, Australia, three hypotheses were tested: Volunteers will report higher well-being than nonvolunteers; volunteers will report higher self-esteem, self-efficacy, and social connectedness than nonvolunteers; self-esteem, self-efficacy, and social connectedness will mediate the relationship between volunteer status and well-being. Results supported the hypotheses and showed that self-esteem, self-efficacy, and social connectedness were all significant mediators of the volunteering–well-being relationship. Increased social connectedness associated with volunteering was found to be the strongest first step in these pathways. This points to the importance of social connection for well-being, but future research using longitudinal designs is required to further test these relationships and provide the capacity for evidence of causality.  相似文献

Since the new incentives were introduced, claimed gift tax deductions have increased. However, generally, donors are not aware of the new tax incentives for giving and in any case they report that their motivation for giving is not primarily, if at all, to obtain tax incentives. ABSTRACT

Volunteers play a vital role in modern societies by boosting the labor force within both the public and private sectors. While the factors that may lead people to volunteer have been investigated in a number of studies, the means by which volunteering contributes to the well-being of such volunteers is poorly understood. It has been suggested through studies that focus on the absence of depression in volunteers that self-esteem and sense of control may be major determinants of the increased well-being reported by volunteers. This is consistent with the homeostatic model of subjective well-being, which proposes that self-esteem, optimism, and perceived control act as buffers that mediate the relationship between environmental experience and subjective well-being (SWB). Using personal well-being as a more positive measure of well-being than absence of depression, this study further explored the possible mediating role of self-esteem, optimism, and perceived control in the relationship between volunteer status and well-being. Participants (N = 1,219) completed a 97-item survey as part of the Australian Unity Wellbeing project. Variables measured included personal well-being, self-esteem, optimism, and a number of personality and psychological adjustment factors. Analyses revealed that perceived control and optimism, but not self-esteem, mediated the relationship between volunteer status and personal well-being.  相似文献

An uncertain economic outlook and the certitude of an ageing population highlight the importance of productive activity across all age groups for Australia's future. This paper reviews Australian and international research on productive ageing, which has typically focused on older age groups and specific activities, and presents national findings from Wave 10 (2010) of the Household, Income and Labour Dynamics in Australia (HILDA) Survey on productive activities across the life course. Both paid, tax‐generating and unpaid, voluntary activities are examined, including paid work, volunteering, caregiving, childcare, and domestic work. The kinds of productive activity people engaged in varied across age groups for men and women, highlighting the potential competition between paid work and other activities, and the importance of health and education for engagement across all ages. While the Government has begun leading actions to enhance and recognise these contributions that bring economic and social benefits both to the individual and the broader community, our research reinforces the value of investment in human capital for productive engagement across the lifespan inclusive of early, middle and later life.  相似文献
