When President Clinton took Congressional and business leaders on a tour early this summer to places where chronic poverty has persisted despite the nation’s booming economy, they visited Appalachia’s coalfields, the Mississippi Delta, the Pine Ridge Indian reservation and inner-city neighborhoods in East St. Louis and Los Angeles. They did not visit New England. Not that New England’s inner cities aren’t plagued with poverty and social problems; they are. And many poor families are struggling to get by in rural Maine, New Hampshire, and Vermont. Yet the notoriously bad conditions that took the president to the nation’s “poverty pockets” are exceedingly rare in the six-state region. Why? Why have poverty rates stayed so high in the South compared with New England? And what can the region expect in the future?The answers lie in the kind of civic culture generated by each community’s economy and social structure. Chronically poor places are divided by race and class and saddled with corrupt politics, ineffective schools, and self-interested elites. Distrustful of one another, people in these places look out only for their own families. Escaping poverty is possible only for the lucky few who have a kind relative, caring teacher, or coach who pushes and inspires them to finish school and aim high. But most stay trapped in the same poor conditions their parents and perhaps grandparents knew.In contrast, when communities have a large middle class, the poor are less likely to be cut off from the mainstream. And they are more likely to have the set of contacts, habits and skills—the cultural tool kit—they need to leave poverty behind. More importantly, the community institutions that poor families rely upon are more likely to be effective because the middle class is committed to them. The poor can get ahead without relying solely on personal intervention from a mentor or other benefactor.During the 1990s, I studied poverty and community change in three remote, rural communities: a poor Appalachian coal county I call “Blackwell,” a poor Mississippi Delta plantation community I call “Dahlia” and a more stable and economically diverse northern New England mill community, “Gray Mountain.” The idea was to learn why poverty persisted generation after generation in Appalachia and the Delta, what made the difference when people did achieve upward mobility, and why it was so hard to bring about change. I examined 100 years of Census data detailing changes in population, patterns of work, income distribution and education. I read histories of each region, as well as the local weekly newspapers. But the heart of the study is the 350 in-depth interviews colleagues and I conducted with people living in these communities—not only the poor, but also the rich and those in between. These open-ended conversations revealed how each community’s civic culture—its level of trust, participation and investment—shapes opportunities for both individual mobility and social change.  相似文献

Abstract

The machinery of income support can have considerable influence in people's lives, creating opportunities for social work but also tensions: access to vulnerable people, but not always on their terms. This paper argues that the challenge to social work is about more than holding on to professional discretion. It considers how social workers can influence service delivery approaches to work more relationally, pursuing a more equal involvement of clients, and recognising the complex interactive context of social and community life. The authors trace the development of such an approach within the Australian Government human services delivery agency Centrelink in Logan, Queensland, and briefly consider a parallel innovation in Newcastle, New South Wales. The authors suggest that grounding a large institutional social service agency in the realities of client and community experiences has mutual benefits, creating a more humanising, cooperative space, and displacing inefficient and sometimes tragic cycles of misunderstanding, confrontation, and disconnection.  相似文献

The existence of a ‘rural idyll’ has been widely accepted by social scientists working within the rural field. Yet the term itself has received relatively little critical attention. In particular, the variable characteristics and impacts of the rural idyll amongst different groups within the rural population has been largely overlooked. The cultural turn in rural geography and the emphasis which has recently been placed on identifying and studying the rural ‘other’ provides an important opportunity for the notion of a rural idyll to be unpacked from the perspective of different rural dwellers. This paper investigates the role of the rural idyll in maintaining rural gender relations. It examines women's attitudes towards and experiences of two key elements of the rural idyll; the family and the community. Drawing on material from interviews with women in rural Avon in the south west of England, the paper shows how women's identity as ‘rural women’ is closely tied in to their images and understanding of rural society. It is argued, in particular, that the opportunities available and acceptable to women are built on very strong assumptions and expectations about motherhood and belonging within a rural community. Some of the more practical implications of these expectations are explored in the context of women's involvement in the community and in the labour market.  相似文献

Bosanquet's political philosophy was a social theory of the function of the State as ‘hinderer of hindrances to the best life’, where individual development was supported by relationships within a community. This was worked out in the context of considerable knowledge of conditions among the London poor at the turn of the century, and reinforced by his wife's practical work and research. He sympathized with Durkheim's pioneering sociology, and was in contact with him through the Sociological Society. His ‘New Liberal’approach, seeing problems of poverty as to be met by informed charitable activity, was restricted by insufficient recognition of the structural aspects of social problems and conflicts. The bearing of his Idealist Metaphysics is critically considered, and it is claimed that, although a good deal of this may not be acceptable, it gave a background to a kind of social thinking which is of interest to those looking for a communitarian type of political philosophy.  相似文献

Children's services in England are undergoing a radical reorganisation. New arrangements for local authorities and statutory partners impact significantly on organisations in the voluntary and community sector that are encouraged to deliver more public services. Local voluntary organisations will need help to organise themselves and to build capacity if they are to be effective partners at all stages of the planning and delivery process. Changing an established role in a classroom is difficult. It involves constructing a new set of relations within a community. In this article we investigate how students with newly developed interest and experience in programming developed outside the classroom pick up and establish their roles as experts in programming within the classroom community. More specifically, we focus on how two 11-year-old software designers shifted their established roles in their classroom to gain status as expert programmers. We use an identity lens to understand how peer expertise was established in the context of a classroom community, adopting a multifaceted perspective of identity by focusing on an individual's narrativization of self, full, or peripheral participation among a group of people, and individuals' social recognition by others. Our findings point to the importance of both positive positioning by authority figures in the classroom and activities and roles that provide opportunities to establish intersubjectivity among peers in facilitating students' identities as experts in the classroom. Students' willingness to take up a new position in the established activity system also played a role. We consider implications of how making roles flexible within classroom stratification may provide opportunities for more students see themselves as experts.  相似文献

Ethnographers have noted the coexistence of a social stratification system and egalitarian beliefs in rural Appalachian communities. For most local people, the conflict inherent in these two perspectives is balanced by community norms that call for informality in personal interactions and modesty in displaying one's status. The assignment of social position is thus unspoken but understood. A study of low‐status women in a rural, Appalachian community found that the women strongly believe in the egalitarian ethic. These same women speak, however, of numerous interactions with higher‐status persons, which result in feelings of being put down, ignored, undervalued, or insulted. The low‐status women revealed their strategies for confirming their view of the world and maintaining their self‐esteem in the face of these insults to self. They tell their stories to sympathetic listeners, apply negative labels to the offenders, and seek out higher status champions. The women's search for economic resources for their families does bring them into frequent contact with higher status persons and renders them continually vulnerable to perceived social insults.  相似文献

Abstract

At the present time, social work in England finds itself at the crossroads. Against a backdrop of economic globalisation, it has been caught up in New Labour's modernising policy discourse that has recast social justice in terms of opportunity, inclusion, and “choice”. More recently, this has been extended by the introduction of a “respect agenda”, a reaction to the loss of community cohesion and the rise in antisocial behaviour. In the present article, two alternative paradigmatic responses are explored reflecting a debate between evidence-based practice (EBP) and critical practice (CP). These may be juxtaposed because they offer different visions of what social work could become in the future while providing two important reference points against which current practice may be judged. Whereas the former has been depicted as a “search for certainty” that largely complements the modernising discourse, CP works with both certainty and uncertainty in the quest for more emancipatory change. In practice, English social workers may manage such contradictions by looking down both roads and incorporating elements of both in their practice: adopting elements of EBP to justify their interventions and become more research minded while embracing aspects of CP to engage with structural issues that lie at the root of injustice.  相似文献

Rural communities and well‐being: a good place to grow up?   总被引:1,自引:0,他引:1  
This study looks at young people's accounts of life in communities in rural northern Scotland, and considers in what ways affective and social aspects of community are bound up with well‐being, over and above young people's concerns for the future, rural youth transitions, and out‐migration. Interviews were held with 15–18 year‐olds in four study areas (16 groups, N=60+) and a parallel survey of 11–16 year‐olds was conducted in eight study areas (N=2400+). Themes to emerge from the interviews included: opportunities locally, the future and staying on, as well as local amenities and services; but older teenagers also spoke at length about their social lives, family and social networks, and their community, both as close‐knit and caring and as intrusive and controlling. Rural communities were seen as good places in childhood, but not necessarily for young people. In parallel with that, the survey data paints a picture where feelings of support, control, autonomy, and attachment were all associated with emotional well‐being. Importantly, links between emotional well‐being and practical, material concerns were outweighed by positive identifications of community as close‐knit and caring; and equally, by negative identifications as intrusive and constraining, where the latter was felt more strongly by young women. Certainly, beliefs about future employment and educational opportunities were also linked to well‐being, but that was over and above, and independently of, affective and social aspects of community life. Additionally, migration intentions were also bound up with sense of self and well‐being, and with feelings about community life; and links between thoughts about leaving and community life as controlling and constraining were, yet again, felt more strongly by young women. Thus, gender was a key dimension affecting young people's feelings about their communities with significant implications for well‐being, and out‐migration. The study illustrates the importance of understanding the experiences young people have of growing up in rural areas, and how they evaluate those experiences: particularly, how life in rural communities matters for young people's well‐being; and especially, for young women.  相似文献

Field visits to a random sample of 103 retirement homes in Oxfordshire, England, and Washington State reveal 49 statistically significant differences. Findings include: in England, more homes have a resident manager; generally, more of the resi- dents are local people; they are older and more feeble but walk more; facilities and services are more modest and cost less; tenants are not as involved in common activities; however, they have more free- dom. In America, the building usually is newer; it is more secure from outsiders; it costs more to live there; transportation is better; there are more opportunities for social interaction among residents; they have more voluntary associations and power; tenants haven't been in the home as long; and fewer married couples live in it.  相似文献

Rural youth in economically troubled regions develop plans for their future in a context in which opportunities for educational and occupational success generally lie elsewhere, prompting the need to migrate. This study investigates the links between rural adolescents' residential preferences and their plans for the future, perceptions of local opportunity, and ties to family and community. We examine whether residential preferences shape the pathways to adulthood through decisions about where to live as well as educational and occupational attainments. Residential preferences are indeed related to adolescents' academic achievements and future educational plans, their relationships with parents, and perceptions of local job opportunities, but they are not associated with family socioeconomic background and social ties to the community. For the most part, residential preferences are linked to where young people live and pursue higher education in the years after high school, but generally not to their socioeconomic attainment.  相似文献

ABSTRACT

This paper describes the establishment of a pilot neighbourhood-based intergenerational programme and its evaluation in one town in England. It sets this in both the context of English inter-generational programmes involving schools and of English social policy. The latter is currently influenced by Putnam's concept of social capital. It argues that intergenerational programmes of all kinds are likely to be useful contributions to the development of social capital. The paper reports how the evaluation of the pilot has lead to the refinement of the original model. The pilot highlighted the need for more systematic measures of the process and outcomes, including the project's contribution to development of social capital. The revised model is being implemented in a number of contrasting neighbourhoods and will be evaluated in both outcome and process terms. Dementia has been identified as a policy priority area for the European Union (EU). Given projected figures on the global increase in dementia over the next few decades, working with people with dementia is likely to become an even more prominent area of activity for social workers in older people's services. Recent research has begun to engage with the subjective experiences of people with dementia and there is considerable focus within nursing literature on their active efforts to maintain identity and selfhood. However, these issues have received little attention within the domain of social work. This paper reviews recent research on the subjective experiences of people with dementia and discusses the implications for social work in relation to: early intervention; communication and assessment, and support arrangements. Based on experience in England, it is argued that the current policy and practice context constrains social work's ability to respond to these issues and that a supportive organisational context, as well as high levels of skill, time and commitment, are required if concepts of personhood and citizenship are to have meaning in practice.  相似文献

Abstract Recent research in many areas of social demography has begun to address the implications of cultural, social, and economic context for individual–level preferences and behavior. We expand on this theme by arguing that multiple levels of context may simultaneously direct individual–level strategies. We focus on the relationship between women's natal kin ties and their demand for children, a substantive area in which context is thought to be particularly important. We use a combination of ethnographic and survey data to measure contextual characteristics, women's ties to their natal families, and couples' fertility preferences and behavior. Our results demonstrate that particularly supportive relationships with natal kin have more influence on fertility preferences and behavior than contact with natal kin, although both dimensions are important. The results also show that even within the same cultural context, radically different community environments can produce opposite consequences of ties to natal kin.  相似文献

Individualism is a frequently referenced but seldom inspected topic within urban poverty literature. Residents of low‐income communities may internalize their social immobility by perceiving status to be determined by choices, behaviors, and psychological or moral shortcomings, but scholars generally depict such individualistic outlooks as only a byproduct of more predominant community dysfunctions. As a result, individualism—an ambiguous and confounding concept at all social strata—can assume an especially disapproving tenor when applied to the urban poor, often connoting qualities of defensiveness, ignorance, and quixotic hope. In this article, I draw from ethnographic fieldwork in Houston's Fifth Ward community to explore individualism's meanings and utility within a context of compromised prospects for positive self‐determination. I explain how defensiveness against vulnerability, violence, and volatile relationships is just one rationale for individualism that is exercised alongside other, still structurally framed rationales (i.e., expressive and meritocratic) on the viability of social mobility.  相似文献

Historic and social differences between the period of the Great Depression and the current economic hard times are explored as the basis for identifying a progressive social work role in the face of the Reagan/Bush era depression. It is suggested that the policies of the 1930's were forged in the context of a spirit of collectivity and activism, while the current hard times are made more difficult because the sense of community has been undermined. Approaches social work practitioners and educators could take to address this are suggested.  相似文献

SUMMARY

Successful 'recovery' from long-term problem drug use has depended largely upon understanding and tackling the physiological and psychological nature of drug dependence; however, drawing upon research and practice in Liverpool, England, the author questions whether this discourse is sufficient given the changing nature, context and attitudes towards drug consumption in the twenty-first century. This article emphasises the importance of incorporating structural and social factors. Drawing upon qualitative data from three separate studies, the author illustrates how stigmatisation, marginalisation, and social exclusion are significant debilitating components that have tended to be overlooked. This paper contributes new insights into the damaging impact of political rhetoric and structural discrimination that has placed many long-term drug users vulnerable to relapse. In response to these findings the author offers a new conceptual framework for practice that incorporates and promotes an understanding of the social nature and context of long-term drug dependence.  相似文献

This paper discusses some current issues in relation to doctoral studies in social work in the UK. It draws on recent research and other sources to illustrate that our knowledge about the scope and scale of such doctoral work is limited. However, developments within the discipline and the wider policy and institutional context of professional education suggest that research (in general) has an increasing profile. This trend, together with debates about focus and research approaches in social work, has implications for the possible extension of opportunities for doctoral studies. It is further suggested that 'professional doctorate' programmes or 'PhD by publication' routes may be more suited to the needs of doctoral students in social work, given different career paths relative to students in some other disciplines.  相似文献

Abstract Community satisfaction has often been linked to the level of satisfaction with a community's infrastructure, job opportunities, and social support networks. Yet most empirical analyses of community satisfaction have focused on only one aspect of the available theory to predict community satisfaction. In this paper we integrate multiple models to analyze community satisfaction of almost 4,000 rural Nebraskans. The integrated model indicates that social ties may have a greater role in predicting community satisfaction than had been thought previously.  相似文献
