In the middle of the first decade of this century new technological innovations enabled the extraction of natural gas through the use of hydraulic fracturing within gas‐bearing shale and other unconventional energy reserves. As a consequence, many places, often in economically lagging rural areas, saw dramatic change as they were socially and economically transformed through rapid natural resource development. Although scholarship on so‐called boomtown development has long explored social disruption associated with the sudden influx of workers and rapid economic development, this literature has tended to overlook the ways in which such development can create new poverty in the very midst of economic expansion. This article, through an examination of key informant interviews with low‐income residents and human service providers within Pennsylvania's Marcellus Shale region, discusses the contradictory processes by which new insecurity and social exclusions may be created precisely as a consequence of economic expansion associated with rapid natural resource development.  相似文献

Abstract During the 1970s and 1980s, social scientists focused considerable attention on patterns of community change in boomtowns affected by large‐scale energy resource development in the western United States. The resulting literature has provided inconsistent and relatively inconclusive evidence about the extent of various forms of social disruption caused by the rapid economic and demographic changes associated with such developments. In particular, because of a lack of in‐depth longitudinal research, little is known about the degree to which social problems observed during rapid growth periods in such locations may persist after the boom. This research addresses some of those questions through a longitudinal examination of various dimensions of social well‐being in four western rural communities. Community surveys conducted four times across a 13‐year span provide data on patterns of change for 10 distinct indicators of social well‐being. Results show that although social disruptions occur in several dimensions of well‐being during boom periods, not all dimensions appear to be affected by such growth. Also, when boom‐induced declines in well‐being occur, they are consistently followed by a sharp rebound, with no evidence of lasting disruption.  相似文献

This study examines the future expectations of young people in out-of-home placements in the last year before leaving care and the association between those expectations and their outcomes after leaving care. The study examines the hypothesis that care leavers with higher future expectations will have better outcomes in the areas of housing, educational achievements, economic status, adjustment to military service, and life satisfaction. The study was conducted through 277 interviews with the young adults at their last year in care and 236 interviews a year after they left care. Higher future expectations while in care were positively correlated with satisfaction in accommodation, economic status and educational achievements and adjustment to required military service after leaving care. These findings emphasize the role of future expectations as a source of resilience and motivation. They also illustrate the importance of designing programs that address care leavers' self-perception and future outlook and offer preparation in concrete areas as the youth transition to adult life.  相似文献

Environmental hazards created by resource extraction impose numerous risks on rural populations, but have been understudied in quantitative analyses of environmental inequality. This study fills that gap by examining whether neighborhoods with socioeconomic disadvantages are disproportionately proximate to coal impoundments in Appalachia. Coal impoundments are large, hazardous dams that hold billions of gallons of wastewater and slurry, a sludge‐like by‐product of processing coal. I ground this study in William Freudenburg's double diversion framework, which highlights “disproportionality”—the unequal trade‐off between economic benefits and environmental costs of certain industries. Disproportionality is evident in Appalachia, where coal mining makes up a small percentage of the region's jobs, but threatens local communities through the creation of environmental hazards. Spatial regression results indicate that neighborhoods closest to impoundments are slightly more likely to have higher rates of poverty and unemployment, even after controlling for rurality, mining‐related variables, and spatial dependence. The findings also suggest that a neighborhood's proximity to past mining activity is a stronger predictor of impoundment proximity than current levels of mining employment. This article lays the groundwork for future research on resource‐based environmental inequality that considers the uneven spatial distribution of hazards created by resource extraction.  相似文献

Increasing attention is being given to including measures of client satisfaction as a component in the evaluation of health care services. An understanding of cultural factors that may influence attitudes and behaviors in the health care situation can contribute to the theory and measurement of client satisfaction. Through an examination of some of the cross-cultural literature, this paper delineates dimensions of the health care situation in which clients have been shown to have distinctive preferences, behavioral patterns, attitudes, and treatment expectations. A knowledge of the beliefs and attitudes concerning health and illness that are espoused by a particular cultural group can be a valuable asset in understanding how members of that group will evaluate the delivery of health care services. The examination of how cultural and ethnic differences may affect client satisfaction outcomes points to the necessity of avoiding a global measure of client satisfaction without first examining those particular aspects of health care delivery and of the measurement context that may have a predictable influence on client satisfaction ratings.  相似文献

Ireland's Celtic Tiger economic boom has merited a great deal of attention as a successful model for small and peripheral states in this era of globalization. This article offers an alternative reading through examining social outcomes and interrogating the Irish model in the light of them. It seeks to answer the question whether Ireland offers a model to be followed or whether what appears to be a model is, on closer inspection, a mirage. The article begins by outlining the nature of the Celtic Tiger and surveying the mainstream interpretation of how Ireland's success shows it to be a model of what can be achieved through capturing the benefits of globalization. It then identifies the nature of the Irish model, examining the role of ‘social partnership’ and outlining the argument that Ireland is a ‘flexible developmental state’. Having described the principal features of Ireland's economic success and the means used to achieve it, as seen by mainstream scholars, the article then examines in some detail the distributional outcomes of the Celtic Tiger. Questions these raise for the positive reading of the Irish model open a more critical examination of the features of the model linked to the social outcomes described. This leads to a discussion that seeks to more adequately characterize the nature of ‘social partnership’ and of the Irish state, utilizing the concept of the competition state. The article concludes that, on closer examination, the Irish model turns out not to be a model of successful development, but a model of capital accumulation. To this extent it is a mirage and a warning about the social costs of economic success in the era of neoliberal globalization.  相似文献

Shale oil and gas extraction technology has caused a large shift in the United States' energy landscape over the last decade. This had a wide range of impacts on rural communities mostly in which oil and gas extraction occurs. While many studies have focused on the economic and environmental impact of shale development, researchers have only begun to study the social changes brought on by the shale resource extraction. We examine the influence of shale oil and gas employment as a share of overall county employment on county marriage, divorce, and cohabitation rates. We find evidence that oil and gas employment growth is associated with decreased marriage rates and increased divorce rates from 2009 to 2014. We test several channels through which oil and gas development may influence marriage behaviors and find that changes in female labor force participation, county sex ratios, and median household incomes are associated with oil and gas development. We also test for differences across the rural/urban continuum and find that our results are largely driven by nonmetro counties.  相似文献

"It is in [the] conceptual interstices between theory, rhetoric, and reality that paradoxes (or at least what may appear as paradoxes) emerge. By focusing on paradoxes--on evidence that contradicts orthodox expectations and points instead to assimilation's discontents--the aim of this article is to test empirically the conception of assimilation as a linear process leading to improvements in immigrant outcomes over time and generation in the United States, to unmask underlying pre-theoretical ethnocentric pretensions, and to identify areas in need of conceptual, analytical and theoretical refinement. This article investigates how resources that are perceived as common are turned into property through different interventions of extractivism, and how this provokes counter-activism from groups and actors who see their rights and living conditions threatened by the practices of extraction. The article looks at how extraction is enacted through three distinct practices: prospecting, enclosure and unbundling, studied through three different cases. The cases involve resources that are material and immaterial, renewable as well as non-renewable, ‘natural’ as well as man-made. Prospecting is exemplified by patenting of genetic resources and traditional knowledge, enclosure is exemplified by debates over copyright expansionism and information commons, and unbundling through conflicts over mining and gas extraction. The article draws on fieldwork involving interviews and participant observation with protesters at contested mining sites in Australia and with digital rights activists from across the world who protest against how the expansion of copyright limits public access to culture and information. The article departs from an understanding of ‘commons’ not as an open access resource, but as a resource shared by a group of people, often subjected to particular social norms that regulate how it can be used. Enclosure and extraction are both social processes, dependent on recognising some and downplaying or misrecognising other social relations when it comes to resources and processes of property creation. These processes are always, regardless of the particular resources at stake, cultural in the sense that the uses of the commons are regulated through cultural norms and contracts, but also that they carry profound cultural and social meanings for those who use them. Finally, the commonalities and heterogeneities of these protest movements are analysed as ‘working in common’, where the resistance to extraction in itself represents a process of commoning.  相似文献

Previous studies have suggested that the reunion episode of the still‐face procedure has the potential to reveal the regulatory resources of the mother–infant dyad that appear to be predictive of future adaptation. Nevertheless, differences across dyads with respect to these resources have received little attention, as also have the factors that are responsible for such differences. This study addresses this gap in the literature by testing whether the dyad reunion patterns can be predicted by the mothers' sensitivity assessed 3 months earlier, and by the contingent degree of the matched states in the play episode. Three dyadic patterns were identified through cluster analysis, which were characterized by playful, neutrally matched, and disrupted interactions. Multinomial logistic regression shows that the mothers' sensitivity predicts membership to the playful group, and the matched states in the play episode predict membership to the neutrally matched and disrupted groups. These findings show that the vulnerability to disrupt an ongoing interaction after a temporary perturbation is seen for only some dyads; moreover, they support the view of early regulatory development as a multidetermined achievement. Overall, these findings have important theoretical implications related to the identification of early regulatory difficulties as precursors of later developmental outcomes.  相似文献

Oil and gas extraction, especially via unconventional means like hydraulic fracturing, is hailed as an economic boon by many commentators and political leaders. However, empirical evidence is limited. In this article, we consider the socioeconomic effects (particularly, related to poverty, employment, income, and wages) of unconventional oil and gas extraction using a national data set of U.S. counties. We use a novel between‐ and within‐county random effects modeling strategy to capture both resource curse and boomtown dynamics. Further, we allow the effect of oil and gas development to be conditioned by county rurality. Broadly, our findings suggest that oil and gas development has very complex effects at the county level. Within‐county growth in oil and gas production slightly improves most economic outcomes, but counties that specialize in oil and gas development tend to perform worse than other counties. We find that, in general, the effect of within‐county oil and gas production is not significantly moderated by county rurality.  相似文献

The emergence of concerns about “peak oil,” the fallout from the Iraq War in terms of renewed calls for “energy security,” and the development of new technology to gain access to fossil fuels and gas long off‐limits because of economic and environmental concerns has led to a boom of multiple kinds of energy development in and around rural communities in the United States. This article uses the lens of treadmill‐of‐production and growth‐machine literature to understand these developments in south central Illinois, an area with rich farmland and a history of underground coal extraction. While this analysis finds the expected support from community elites for renewed coal extraction, despite health and environmental risks, we find that the farm community, concerned about damage to land critical for producing corn and beans, profitable at historical levels in part because of the biofuel boom, formed a strong opposition movement. In short, we find evidence of colliding treadmills of energy production. The findings have implications for the analysis of rural energy production in the United States and beyond.  相似文献

Economic policy in South Africa in the interwar period is discussed in the context of differences between the economic power and political influence of Afrikaner as opposed to mining capital. Previous analyses have been limited by overgeneralisation, narrowness of scope and analytical methodologies which have overemphasised class agencies at the expense of actual and potential economic linkages. State economic interventions are shown to have differed in influence and in impact by area of application. No coherent policy was followed for the development of industry based on agricultural products. Instead, policies were subordinated to devolving central power to fragmented agricultural interests. Industrial policy is shown to have been confined to protection, other forms of subsidy and the creation of a state sector around heavy industry rather than being linked to a strategy of diversification out of the base provided by the activities associated with mining. Despite this lack of a conducive framework, preliminary research reveals that constrained industrial diversification did occur in isolated cases, including chemical and industrial diamond products, suggesting that other development trajectories were possible.  相似文献

An oil boom is a complex social and economic phenomenon. The socioeconomic system presented in this article represents a novel effort to explicate boom impacts and changes, within a systems framework, at the community level to enhance community planning and development efforts. Most boomtown studies focus on longitudinal changes of a boom‐bust‐recovery cycle or social‐disruption‐based approaches. This article is an effort to demonstrate that longitudinal changes or social disruptions of a boom manifest through the interactions and interrelationships between social entities and stakeholders acting within the boom conditions and surrounding conditions. The socioeconomic system approach in this article analyzes the boom as a system, which provides a useful lens for many other rural communities currently experiencing unconventional oil and gas development in the United States. The socioeconomic system highlights five main challenges or factors that need to be addressed through community development strategies: develop affordable housing, invest in community infrastructure, expand public services, attract new businesses to the area, and develop better community integration strategies to build trust and unity within the community. This article is qualitative and exploratory in nature. As a result, it explicates the functions, structure, and relationships between system entities to provide a broader understanding of coherence, conflicts, and synergies within a system.  相似文献

Abstract Raw material extraction once offered an effective route to economic development, but societal relationships with environment and technology have changed so fundamentally that extractive industries today appear more likely to lead rural regions to economic addiction. Key characteristics of addictive activities include rising costs of operation at most extractive facilities, combined with downward trends in world commodity prices. Key characteristics of vulnerable communities and regions include increasing geographic isolation, imbalances of scale and power with respect to extractive industries, and the absence of realistic alternatives for diversified development. Key pressures toward addiction are created by ambiguities that mask the addictive tendencies, including ambiguities of price signals, of employment and development possibilities for remote regions, and of resource exhaustion. The net result is that, while the encouragement to develop extractive industries is often coupled with advice to avoid developing an excessive dependency on a single economic sector, the very regions and nations having the greatest need to hear such advice may also have the lowest realistic ability to respond to it.  相似文献

Perception of the consequences of risk affects motivation and behaviour. In gambling, distorted expectations and preferences towards outcomes are associated with significant social and clinical harms. A systematic review was conducted to examine the relationship between gambling risk perception and behaviour. Sixteen studies met inclusion criteria. Studies provided evidence that disordered gamblers hold both more optimistic overall perceptions of risk, and a mixture of more positive and more negative specific outcome expectations. Preliminary evidence suggests a range of contextual and individual differences moderate risk perception affecting decision-making. Disordered gamblers appear to sustain motivation to gamble, despite more negative expectations and experiences, via cognitive processes that result in preferential emphasis on positive over negative outcomes. Given potential differences in the perception of risk between various categories of gamblers, clinicians should take into account how gamblers in treatment view gambling as a risky behaviour. Improving the accuracy of such perceptions may reduce the propensity for risk-taking behaviours.  相似文献

In economic development nonprofits, the disparity between the nonprofit’s, its donor’s and the poor’s expectations concerning poverty alleviation has been identified as the main reason for ineffective aid delivery. The study at hand contributes to this discussion by following this question: How do the nonprofit, its donors, the supported SMEs, and the poor refer to the nonprofit’s mission of poverty alleviation when negotiating accountability? To answer this question, the study follows the literature on accountability and resource dependency and presents results of an empirical case study on multiple accountability relations between a donor, a development aid nonprofit, its supported SMEs, and the poor living in the environment of the supported SMEs. The results show a pattern we call “resource-based accountability.” This pattern is constituted by the observation that most of the stakeholders tried to meet the expectations of the resource owners with respect to the resource owner’s understanding of successful poverty alleviation. Finally, the paper introduces a hypothesis for further studies.  相似文献

Abstact Drawing on a range of fieldwork interviews, this paper discusses the opposition of civil society to nonferrous metals mining in the Philippines. The efforts of the Philippine government to enhance development by encouraging the extraction of the nation's mineral resources by foreign corporations is discussed, as is the opposition of Philippine civil society to these efforts. This opposition to nonferrous metals mining has involved protests, litigation, administrative proceedings, and implementation of mining moratoriums by local governments. The paper concludes with an examination of the respective costs and benefits of a mining-based development paradigm in the context of the way in which many Filipinos view foreign extraction of their nation's resources.  相似文献

ABSTRACT

This article examines neoliberal leverage, states and ‘deep marketization’ in relation to resource extraction in Indonesia. The concept of ‘altered’ state developmentalism within a world-historical analysis of the semi-peripheral zone of the world-economy is introduced to address how much and in what ways resource extraction persists and even continues to expands. While most theories of development assume either that natural resource extraction will gradually fade or that the ‘curse’ of natural resources requires institutional reform, Indonesia’s ‘extractive regime’ persistently and under different political systems relies on extraction of land, forest, and mineral resources. Altered state developmentalism occurs, from this perspective, within a world-historical cycle of resource nationalism (CRN) as US hegemony declines. In contrast to the A first CRN’s put more emphasis on nationalizing ownership, e for progressive redistribution aims and industrial transformation. In contrast to the first CRN's emphasis on nationalizing ownership, empirical evidence from the oil, mining, and oil palm sectors illustrate how the advance of neoliberalism is tempered in the second CRN by altered developmentalism that aspires for growth and poverty reduction in a more market-oriented direction pushed by neoliberal leverage. While accommodating some pressures for land rights against the expansion of extractive frontiers, the overall thrust expands the conditions for yet more deep marketization.  相似文献

Marginal regions have been the subject of political concern and remedial action in western states for several decades now. The West Coast of the South Island of New Zealand is an interesting case study in this regard, for recent economic growth has confounded earlier expectations of post-restructuring decline, while also contradicting several of the nostrums of new regionalism. In an effort to understand this trajectory, this paper draws on documents from public and private sector organisations, newspaper articles and field visits to examine developments in four key sectors of the West Coast's economy: mining, dairy farming, forestry and tourism. Economic growth is found to be closely linked to the cultivation of new markets for primary products, but efforts to rework the cultural dimensions of marginality have also been important. Value has been added to specific products through the insertion of references to the region's alpine and forested landscapes. Isolation and peripherality have been recast in more positive terms, echoing the broader reframing of New Zealand as a scenic, unspoiled destination. In adopting a cultural economic perspective on marginal regions, the paper illustrates the significance of symbolic forms of value, the potentially flexible nature of marginality as a discursive category, and the importance of the networks which connect regions to national and international flows of capital and tourists.  相似文献
