Sponsored day care is the term generally used to describe the purchase of places by local authorities in independent day care services (such as childminders, nurseries and playgroups) for children in need. This paper considers the development and operation of sponsored day care services in 12 English local authorities, in the context of current policy developments within early childhood services. It suggests that provision for children in need is in danger of being marginalised by the current focus on early education and child care for working parents, and highlights the importance of developing services for children in need within an overall strategy for children's services. The transformation of social care in England is taking place though changes affording greater choice and control for people using services. Individual budgets were one key element of these changes and were piloted in 13 local authorities in 2006–2008. This article reports on interviews with training leads in these local authorities that took place in 2008 as part of an independent evaluation of the individual budget pilots. The aims of the interviews were to explore the role of training as part of the processes of transformation, the use of resources and establishment of training strategies within the local authority. Participants revealed that the subject of training was acquiring higher profile within their authorities, although uncertainties remain about the extent of local authority responsibilities for training. Within local authorities, training resources were yet to be determined and models of training were not fully developed. The article concludes that training will remain a central issue when implementing personalised social care services and that models of training for such changes should be shared and evaluated over the long term.  相似文献

Recent government proposals give local authorities responsibility for establishing early years partnerships. The partnerships provide people interested in early childhood services with an opportunity to discuss local provision. In any discussion of early childhood services, quality is likely to be high on the agenda. This paper describes a series of discussions on the meaning of quality in early childhood services. Parents, day care providers and other stakeholders took part. Differences of opinion between and within stakeholder groups are discussed in the context of current policies and ideologies concerning non-parental child care.  相似文献

Social work student practice placements in disabled people's organisations offer several advantages for individual students, their peers and tutors, and DPOs themselves, who can offer placements for students in supporting service users to give their views as well as delivering social care services. In this context professional skills and anti-discriminatory practice are fostered through learning directly from disabled people as experts without the constraints of local authority policies.

This paper draws on my experiences of such student placements at Wiltshire and Swindon Users' Network over a 15-year period, 1993–2008, in collaboration with different universities. The social work student on placement here experiences an alternative organisational culture which recognises service users' expertise over professionals. The student learns to value collective peer support and working with activists who view their experience through the framework of the social model of disability. This facilitates a two-way exchange as the student learns about user-led practice and the disabled activists appreciate the skills the student brings.

The advent of policies of personalisation, the Big Society and the decreased role of local authorities is challenging the traditional model of adult care social work within local authorities. The placement of social workers in local centres for independent living, in order to provide intensive one-to-one support in support planning for those in complex situations, is only likely to increase in future. This can be seen as a positive alternative which enables professionals to rediscover their professional values and practice and extends the opportunity for placements beyond DPOs concerned with user involvement only.  相似文献

SUMMARY. This article is based on the results of the first stage of a study of the Children Act (day care and preschool education), and looks at how the Children Act 1989 has been put into practice with respect to services for children under eight, in rural local authorities in England and Wales. It considers the duties given by the Act to local authorities from a rural perspective, including providing a range of services for children in need, reviewing the services that are available for all young children, and setting standards for day care services provided by the voluntary and private sectors. It concludes that although the Act has helped to focus attention on the needs of children in rural areas, there is a danger that nothing will be done to meet them because of the principle of targeting resources on children who are most in need. Rural isolation was rarely specified as an indicator of need, and other criteria often had an urban bias which may work against the development of services in rural areas. The article also argues that there is a particular need to develop new models of service delivery and ways of providing training and support to early years workers which are appropriate for rural areas.  相似文献

The idea of diversion has dominated the theory and practice of juvenile justice for some time. Developments in child care practice in the 1980s mirror those which produced diversion. Diversion provides an alternative conceptual framework within which the changes to child care law introduced by the Children Act 1989 can be analysed, particularly the interrelation of s.1(5), the so-called non-intervention principle, and Part III, which establishes the duty of local authorities to provide services for children in need. These provisions and current child care practices may be seen to promote four distinct forms of diversion: (1) diversion from court; (2) diversion from care or residential provision; (3) diversion from procedures; and (4) diversion from social work. Examining the law and practice in terms of diversion focuses on the potential gains and losses resulting from the Children Act's emphasis on partnership, planning and bureaucracy without presuming that losses will be compensated for by the provision of services. It also suggests the need to consider child care in terms of net widening and tariff raising.  相似文献

SUMMARY: This article describes an action research project designed to assess and promote the implementation of the Children Act (1989) in day services to disabled children under five. Evaluations of six service were undertaken with staff in different local authorities in England and Wales. Each service was evaluated twice, in 1992 and again in 1993. The quality of care on offer to children was consistently high across services, and local authorities appeared to be adopting a flexible approach to the promotion of standards. In addition, services had made improvements in areas such as publicity and information, cultural sensitivity and partnership with parents. Some suggestions are made about factors which contributed to these developments, and issues requiring further attention are highlighted.  相似文献

The issue of long-term care continues to be a main concern in the United States. As the country wrestles with the development of policies and services, the experiences of Israel, whose system rests upon national insurance, and that of the United Kingdom, which is based on grants to local authorities, can act as valuable teaching aids in the development of programs in the United States. Although both countries focus on community care with virtually universal access, concern over resources is forcing each to target their services increasingly to the most frail. The findings underscore the necessity for accurate planning and adequate resources if services are to meet the needs of the frail elderly population.  相似文献

Post‐2000, the deterioration of Zimbabwe's socioeconomic and political conditions is widely acknowledged as phenomenal and unprecedented. Consequently, government and local authorities are struggling to provide basic services. At the same time, civil society initiatives are promoting transparency and accountability in service delivery. The article explains how civil society coalitions and citizens are promoting and demanding accountability in the delivery of public services by local authorities. In particular, it focuses on four critical issues; namely local authority–citizen engagement, social accountability focus areas, social accountability tools and emerging social accountability issues. The article concludes that civil society‐led social accountability initiatives are effective under conditions of civil society capacity, institutionalization of social accountability by local authorities, and negotiating local political dynamics.  相似文献

The profession's present role in day care is assessed through a review of the social work literature. This analysis suggests that the profession is not systematically involved enough in child care systems on a local or national basis. The author discusses why this is so, and suggests professional points of access for social workers interested in providing social services in different types of child care. In addition, it is recommended that more policy and programmatic emphases be put on providing social services to family day care homes, the care of children by their relatives, and for centers that serve ethnic minorities and disadvantaged families.I wish to thank Beatrice Saunders and Eleanor Brilliant for their help in writing this article.  相似文献

This paper critically reviews recent research exploring risk and protective factors for the development of problematic substance use in populations of young people. Specific populations of young people who are most vulnerable to developing problematic patterns of use are identified, and alterations to methods of data collection which would improve the ability of local authorities to monitor these populations and more efficiently target them for early preventative interventions are highlighted. It is argued that social‐psychological research techniques and approaches should be used to complement a risk and protection‐focused approach in order to improve the design and evaluation of interventions, and provide decision‐aids for practitioners when assessing the needs of vulnerable young people. Examples are provided to demonstrate the utility of social psychology in this regard, and the paper concludes with specific recommendations for future research and services. This paper outlines the methodology and findings of a cross-national comparison of social care services for people with learning disabilities in Europe, developed from the EU funded STEPS anti-discrimination project. The comparative framework developed for the project is profiled and summary findings are organised into thematic dimensions. Wide variations in service organisation were evident, providing particular challenges for those involved in cross-national research or social work practice. Key variation was evident between local and national systems, the varying impact of generic and specialist community care and the degree of individualisation in services, with various structural, funding and policy barriers to integrated social work and ongoing de-institutionalisation evident. Development priorities for inclusive and anti-discriminatory practice included individual funding and planning, self-advocacy and user involvement in quality management.  相似文献

Between 1995 and 1998, most of British local government was reorganised, leading to the creation of more, generally smaller, local authorities. Although social services were then the direct responsibility of local government, the potential impact of reorganisation on social work departments and partner organisations was barely considered prior to reorganisation. This article explores the consequences of reorganisation for children's services provided by voluntary sector organisations in Scotland, England and Wales. Drawing on two separate but complementary studies, the paper reviews the impact on funding, boundary problems, changing structures and the fragmentation of local authorities. It concludes that although some advances may be stimulated in the medium term by reorganisation, the overall short‐term impact for projects and their users is likely to have been damaging. This paper aims to develop a framework for approaching the negotiation of planning gains — private sector contributions towards public facilities — from the perspectives of both planning authorities and developers. Previous assessments of planning gain have located it within corporatist modes of intervention, which demands various assumptions about the relationship between planners and developers. A comparison of the arguments used to define the bounds of legitimate gain suggests an alternative model of competing professional cultures. A case study of proposals for new settlements in the countryside is used, in order that the specific way in which the rural local state tackles the issue of developer contributors may be assessed.  相似文献

This article examines the role of care managers and their work in putting policy into practice in micro-interactions with older people in Swedish eldercare. The care managers assess the individual needs of older people, and decide what type of social care and services will be given. Dilemmas in care management are often related to the gap between needs and resources. The aim was to study the positioning of care managers within different storylines advanced in needs assessment conversations. Positioning theory was applied to study discursive practices and discursive strategies within Swedish eldercare. Audio-recorded needs assessment conversations among care managers, older people and their relatives at care planning meetings in connection with hospital discharge were analyzed. Two overall positions were identified for care managers—as ‘professional experts’ and as ‘organizational representatives’—allowing the care managers to maneuver within two contesting storylines: ‘distribution of scarce eldercare resources based on the principles of eligibility and equal treatment’ and ‘older people entitled to eldercare according to their own perceived individual needs’. For social work, the results showed the importance of discussing how care managers might move towards exercising greater professional autonomy, becoming less dependent on their position in the organization.  相似文献

This article reports the findings of a study to develop a new method for allocating resources to family and child care services within Northern Ireland. Downloads from financial and client databases, together with a survey of social worker case activity, were used to estimate utilization costs across 500 local areas. Regression techniques were then used to account for variations in these costs in terms of local socioeconomic conditions. The resultant needs index represents a fair and equitable means of allocating central family and child care budgets to local units of management and service delivery.  相似文献

Child and family social workers are consistently found to have high levels of stress, and this has often been linked to burnout and retention problems in the profession. Local authorities in the UK have recently been under pressure to reform services, and one focus has been exploring how different organizational structures might reduce stress and increase well-being of workers. This paper presents data on 193 social workers from five local authorities in England. We examine the effects of different ways of organizing Children's Services on workers' well-being, with particular focus on the underlying relationship between organizational elements, workplace opportunities, and practitioners' work satisfaction. The primary outcome measure is the General Health Questionnaire (GHQ-12, Goldberg, 1978), a widely validated measure of stress. This data is presented alongside information exploring aspects of organizational structure and functioning. Results indicated significantly different levels of reported stress and general well-being in practitioners working in different local authorities. Implications for how local authorities might support staff to work productively in the stressful and challenging environment of child and family social work are discussed.  相似文献

This article considers the extent and nature of social work and social care practitioners' experience of working with service users whose lives are affected by the problematic use of alcohol or other drugs (AOD). It draws on the findings of a national study of ‘working with alcohol and drug use’ which was conducted in England in 2010–2011. The study reported here comprised an online survey of front-line practitioners (n = 597), complemented by 12 practitioner focus groups and interviews with 21 key informants from participating local authorities and substance use treatment services. This paper focuses primarily on data from one element of the survey. Findings indicate that the great majority of staff encountered service users who are affected by AOD problems at some level, although there were differences between groups of practitioners in the extent and nature of AOD problems for different groups of service users. The differential experiences of staff according to their client groups underlines the need for education and professional development not only to provide training on working with AOD but to ensure that training is contextualised and relevant to practitioners across the range of social work and social care services.  相似文献

Residential care and assisted living services provide support to seniors who may not have the ability to live independently. However, East Asian residents often do not have sufficient access to culturally specific activities, which may result in psychosocial stress and isolation. This study presents a geographic analysis method to evaluate spatial distribution of culturally tailored senior care facilities in Metro Vancouver. We identify geographical disparities, indicating that many East Asian seniors have poor local access to a culturally tailored facility. We recommend the use of geographical analysis techniques to improve the analysis and planning for senior care in an increasingly diverse population.  相似文献

The subject is play and day-care services for school-age children. The paper draws on research carried out by the author and colleagues at Thomas Coram Research Unit (TCRU). It reports a survey of 120 services, randomly sampled, from 20 local authorities in England and Wales. This provides data about the standards to be found in such services when they became subject to registration and inspection under the Children Act 1989, and identifies shortcomings with regard to material resources and practice. The paper then draws on two case studies, and reports and discusses the problems met by local authorities in carrying out their new duties under the Act. These included their inexperience of services for over fives, the lack of resources available to improve services and the transient nature of holiday play schemes. It covers ways in which registration personnel used the Act to raise standards, eg ‘counselling out’, making requirements and conditions, and advising and resourcing service providers. The concluding discussion points to the need for further policy development in this area.  相似文献
