青年职工成长机制的探索与思考

近几年来,基层央行通过招聘考试,引进了大批应历届高校毕业生。这些新招大学生青年职工是基层央行中的活跃分子,是基层央行持续发展的中坚力量,是基层央行的未来和希望。准确把握青年职工的心态,探索其成长机制,是摆在基层央行面前的重要课题。本文首先分析青年职工成长中存在的问题,然后从政治上予以关注、加强培训、交流锻炼、创新机制四个方面探索青年职工成长机制。     

企业共青团组织服务青年成长成才研究

本研究以061基地企业青年为样本主体,对企业共青团组织服务青年成长成才工作进行研究。通过结合企业与青年共振的四方面需求:传播党团思想主张、服务企业中心工作、服务青年成长成才、健全青年社会担当,选取了传统"青"字号品牌载体,结合青年特点,新增青年讲堂、青年爱心志愿服务团队、青年风采大赛等实验载体;在排除基层团委既有工作基础影响因素的前提下,对青年成长成才工作进行了研究与实验。成果显示:共青团组织服务青年成长成才工作扎实有效,可增强青年成长成才工作吸引力、凝聚力,能进一步整合现有资源,更有效率、更有效果、更系统地推动共青团组织服务青年成长成才工作。     

图书馆员职业的专业化特征

馆员专业化是当前图书馆发展的趋势,是社会文明程度及教育事业、图书馆事业发展历程中的必然结果。馆员职业专业化,必须满足一些基本标准。衡量馆员职业是否成长为专业,可从四个角度考虑：具有不可替代性,实践操作性,社会认同性,法律保障性。

35岁以下青年员工是铁路企业可持续发展的重要后备力量。文章以北京铁路局集团有限公司为例,首先从学历水平、思想觉悟、数字素养、心理压力、通勤等方面分析了铁路企业青年员工群体特征,其次从职业发展通道、思想教育、岗位锻炼、心理释压、积极社交等方面分析了青年员工成长需求,最后从思想引领、丰富载体、服务青年3个维度共9个方面提出促进铁路企业青年员工成长与发展的对策,为铁路局集团有限公司加强青年员工队伍建设提供支持。

正在当今科技创新形势下,无论是国家之间的竞争,还是企业之间的竞争,归根到底是人才的竞争。如何让青年科研人员尽快成长起来,成为独挡一面的科研中坚力量,充分挖掘他们的潜力,是多年来探讨并急需解决的问题,也成为当前一个十分紧迫的战略任务。本文简要介绍了冀东油田青年科技人才资源现状,对青年科技人才成长困惑进行调查了解,提出一些促进青年科技人员成长的措施建议,并对青年科技人才尽快成长进行了思考。

Comprehensive planning for libraries

In the area of planning, the literature has been almost entirely concerned with planning in the business (i.e. profit) setting. Some literature does exist on planning in the nonprofit sector, but it usually deals with tactical planning of the short-term character. This is specially true in the area of libraries and many librarians have developed and do administer large, complex organization— where conprehensive, long range planning is almost completely untreated in the literature.The current paper discusses the various steps in the strategic planning process, and relates them to a situation in which comprehensive long range plans for a new health sciences library have been developed, and to a considerable degree, implemented. In this framework, the steps of developing purpose and objecives, forecasting and policy formulation, developing and choosing growth strategy, determining resource requirements and provions, developing an organizational structure, and control system utilization are discussed both in the general framework of comprehensive planning, and with respect to actual experience in the development of a health sciences library. The roles of tactical planning and the implementation of plans are also treated.     

A rational expectations approach to duplication policy

This paper illustrates some of the approaches used by other researchers in giving assistance to librarians in the contentious area of duplication policy. Some deficiencies in these models are highlighted and a model based on rational expectations is outlined which resolves these difficulties and provides a unified and consistent framework from which many aspects of library policy can be examined.     

Leader development for adolescent girls: State of the field and a framework for moving forward

For most leaders, their first exposure to formal leader development training occurs in adolescence, through school, extra-curricular activities, or youth leader development programs. As with many adolescent experiences, the processes and challenges of leader development are different for girls than they are for boys. With increasing calls to address gender inequity worldwide, adolescent girls' leader development has become an important cross-disciplinary research topic. Though the literature on developing adolescent girls has grown substantially, it is fragmented across disciplines, with a lack of integration and theoretical framing hindering our advancement in knowledge. Therefore, there is a critical need for a comprehensive review article to guide scholars to build an integrated knowledge of how leader development occurs for adolescent girls. We searched for literature relevant to leader and leadership development designed for adolescent girls and reviewed a total of 108 academic papers (2000–2019). We identify and critique five themes in this literature that hold important implications for the leader development of adolescent girls. To advance knowledge, we offer social cognitive theory as a theoretical frame to understand adolescent girls' leader development and provide guidance on future research. Finally, we offer insights on how the processes and practices of adolescent girls' leader development could inform adult leader development.     

Advancing Environmental Risk Education

This article summarizes views on environmental risk education for youth and identifies some challenges to advancing environmental risk education. It is argued that education--in particular, formal (in-school, structured) education--can play an important role in helping to create an environmental risk-literate society. Recommendations focus on developing a framework of environmental risk education goals and objectives, evaluating environmental risk education efforts, and learning more about how to help youth make informed environmental risk decisions and to prepare them to participate in environmental risk management. It is hoped that this article will encourage greater involvement of risk professionals in environmental risk education efforts and related research.     

Supervision — ein Instrument zur Qualitätsentwicklung in der stationären Jugendhilfe

Supervision — an instrument of quality development in residential youth care The author summarizes the discussion about quality development in residential youth care with reference to fees. It also aims to clarify how this discussion influences the day-to-day work off the staff in residential institutions. The article demonstrates that supervision remains an indispensable instrument of quality development even when other quality instruments are being used. Supervisory processes have to considerate that the institutions must develop and implement instruments to ensure and evaluate their work.     

Finding the niche to reposition leadership in Africa’s developing economies for the global highway: review of literature on leadership development programmes – methods and techniques*

Africa’s developing economies remain in critical need for leadership. This paper asserts that Africa’s new growth opportunities rest with leadership that could champion organizational performance, innovativeness, and good ethics among others. A review of extant literature on leadership development programmes (LDPs) was done to examine possible initiatives that leadership developers can use to influence leadership practices in Africa. This paper proposes that in Africa, LDPs can be used to inculcate authentic leadership practices and enhance networking and acquisition of innovative skills among others. Furthermore, LDPs could target the youth considering them as an investment into tomorrow’s leadership talent pool. The paper suggests that Africa’s niche for the global highway rests in contextualization of LDPs from other regions to Africa’s unique environment.     

Youth Master Plans as Potential Roadmaps to Creating Child- and Youth-friendly Cities

Communities across the globe are focusing on the needs of young people and their families in an effort to create child- and youth-friendly cities. In an attempt to become more child and youth friendly, over 40 communities in the United States have developed youth master plans (YMPs), as of 2009; however, our understanding of these plans is limited. To broaden this understanding, this research employed a multiple-methods approach, including an online questionnaire, plan analysis and semi-structured interviews with key community informants. Findings show that YMPs often focus on collaboration among community entities and youth participation, yet include only general normative statements regarding the physical environment. Furthermore, urban planners do not typically take the lead in development of YMPs, and, in some cases, are not involved at all. To inform and improve future YMPs, this paper recommends greater focus on the physical environment, particularly in relation to safety, access to nature and sustainable transportation.     

Corporate development— preferred strategies in U.K. companies

In this paper policies available for corporate development are examined and the suggestion is made that new business development remains an option that must be considered. The time span of the growth, the ‘quality’ of any growth and the extent of managerial commitment to ‘growth business’ are identified as important factors that should influence decisions on corporate development. Results of two surveys made by the authors of U.K. corporate experience with different NBD entry strategies for new business development are also discussed in the paper.     

Product Market Regulation and Labor Market Performance around the World

Using annual data on 80 countries for 1980–2007 and a new indicator of product market regulation, this paper studies the effects of product market regulation on labor market performance among the total population as well as among two important groups of labor market outsiders: women and youth. It finds that stricter regulation is likely to both increase the unemployment rate and decrease the employment rate. The magnitude of the estimated effects is substantial. There are above‐average effects on both groups of outsiders, with the effects being particularly strong on youth. The results are robust to variations in specification.     

基于GCA-DEA-MSVC方法的高校科研平台评价预测研究

高校科研平台评价与预测分析是促进科研工作健康高效发展的重要载体,但数据指标繁冗、逻辑关系复杂、影响因素众多等大大加剧了科研平台运行评价和预测难度。本文从大数据角度出发探索一种基于GCA-DEA-MSVC方法的高校科研平台评价预测方法。首先利用GCA方法从科研平台运行数据库中挖掘、提取出与评价结果密切相关的关键特征指标并进行分类构建特征指标库,然后利用DEA方法对特征指标库数据进行融合,提升数据质量构建相对效率指标库;最后,将特征指标库与相对效率指标库再次融合,基于改进的MSVC方法构建了高效的科研平台运行状态评价分类预测模型,并利用教育部重点实验室评价数据开展了实验研究,验证了所提方法的有效性。
