This paper aims to present and discuss social change and social policy in Japan after the mid-20th century from a sociological viewpoint. Japanese social change and social policy from the mid-20th century onward can be categorized into three models in chronological order: escape from mass poverty by means of industrialization, improvement of the social security system to establish a welfare state, and parallel progress of aspiration for a welfare society and workfare. Defined concretely, these are (1) the period that established and improved social security, which started immediately after the end of World War II and ended in 1973, when Japan began to suffer from low growth after enjoying high growth; (2) the period in which finance for social security was adjusted, halfway through which the country experienced a bubble economy; and (3) the period after the 1990s, in which the structural reform of social security went hand-in-hand with labor policy and the advent of globalization. In each of the three periods, the direction of social policy was affected by factors that caused changes in such areas as industrial structure (the decline of agriculture), demographic structure (an aging society), and family structure and work pattern (the growing trend of nuclear families, single-person households, and irregular employment). In Japan, life security now attracts increasing attention, and employment security rather than social security has been the central issue. As it is greatly affected by globalization, employment security grows less conspicuous and makes the vulnerability of social security grow more conspicuous. Social policy has the potential to become an area with which to struggle for national integration and fissures between social groups.  相似文献

In recent years, the concept of transformation has become more prevalent in the social work literature; however, its use is quite varied. In this article, I attempt to disentangle some of these uses. I then propose a conceptualization of transformation and discuss its relevance for social work education. In this conceptualization, transformation is considered an orientation to learning and knowing rather than about particular content or an end state. I conclude with some ideas about how this conceptualization might be integrated into social work education.  相似文献

ABSTRACT

This paper presents a model for establishing and maintaining social change coalitions. The model, based on the authors' study of a successful coalition-based social change initiative, highlights the potential contribution of a neutral, external support agency whose goal is to help a group of organizations collaborate in an effort to promote change in social policy in an area of shared concern. The external agency brings knowledge and experience in working with coalitions, needs to be trusted by all the coalition partners, and should be perceived as not competing for recognition or resources, and as having only the common goal in mind. The components of the model and the methodology employed to develop it are presented, followed by assessment of its generalizability to other settings. Experts, from different disciplines, countries and ethnic backgrounds, advised that this model has great potential for solving social problems in many different areas.  相似文献

Environmental sociology is founded on the assumption that the natural resource base of a society establishes the limits or constraints within which that society must operate. Thus, a change in the resource base on which a society depends will necessitate changes or adaptations within that society. This study attempts to empirically test these assumptions by looking at the effects of groundwater availability in the Great Plains of the United States from 1940 to 1980. Using a model derived from human ecology theory, it was found that irrigation development had major implications on nonmetropolitan counties during the time period studied. Irrigation development resulted in increased agricultural production, variations in the structure of farm enterprises, and in increased retention of both farm and nonfarm populations.  相似文献

Le gouveroement de Terre-Neuve amorca, en 1953, un programme de relocalisa-tion visant a demenager les habitants des petits villages de peche (outport) vers les grands centres qui offrent plus de possibilites. Les quatre monographies que nous couvrons ici discutent les resultats de ce programme ainsi que les reactions des insulaires eux-memes. Ces rapports sont bases sur des etudes effectuees de 1966 a 1968. Trois d'entre eux sont des etudes de cas de relocalisation et de changement social dans certaines regions de Terre-Neuve. L'etude d'Ottar Brox presente une vue generate des conditions economiques et sociales de la Province. On considere que Terre-Neuve possede une economie dualiste. Les rapports con-tiennent un certain nombre de recommandations specifiques.
In 1953, the government of Newfoundland initiated a resettlement programme to move people from the small outports to larger centres with more opportunities. The four reports discuss the results of this programme, and the reaction of the people on the island to them. They are based on research carried out in 1966–1968. Three reports are primarily case studies of resettlement and social change in different parts of Newfoundland. The report by Ottar Brox provides an overview of the social and economic conditions in Newfoundland, which is identified as having a dualistic economy, in which the two halves are separated by a "conversion barrier." We examine the issues around the stigmatization of homelessness and how it links to capitalism. Society focuses on the individual as the cause of his or her own state of homelessness, blaming the victim rather than focusing on the larger antecedent social and economic forces, such as unemployment, limited affordable housing, and breakdowns in kinship networks. Social stigma occurs in situations where there is unequal social, economic, and political power and there is an opportunity to label, stereotype, separate (us versus them), lose status, and discriminate. Stigmatization is due, in part, when people feel threatened by another group. Society categorizes people who are homeless as no longer “useful” and/or “functional” members of capitalism, since they do not actively work and support the system. The paper ends on a discussion of the limits of social change in a capitalist society.  相似文献

This paper examines the connection between social work and public interest work and reports on an attempt to synthesize the two disciplines in a class for undergraduate social welfare majors. The approach to social change developed by Ralph Nader and his associates provides a new model for social workers concerned about social action and social research. After students understand the theoretical and practical linkages and possible power alliances between social work and public interest work, they can become involved directly, experiencing the model and effecting change simultaneously.  相似文献

Mr. Zeigler, a Director of the Center for Issue Advertising in New York, a television and feature film producer, advertising art director and copywriter, teaches a workshop at the New School for Social Research in Manhattan called "Social Change Through Issue Advertising." The class functions as a miniature advertising agency for interest groups whose objectives coincide with the workshop's: the defense of an individual's right to his life, health and properly through legislative changes. Recognizing the power of advertising to educate and persuade, Mr. Zeigler believes the shortest distance to meaningful social change may be along Madison Avenue. ABSTRACT

Is it possible to conduct an effective, progressive, and politicized program for graduate students in our contemporary conservative context? This article evaluates the outcomes over seven years of a pioneering program in Political Social Work. Based on survey data of Political Social Work alumni, it addresses four outcome measures: enrollment, satisfaction with curriculum and field opportunities, job and career development, and persistence of political ideology and practice. While being “political” during the past decade is clearly different than it was in the 1960s, the evidence proposes that political content and practice can have a significant place in both social work education and the field. More specifically, the study demonstrates that politicized social workers in the 1990s were able after graduation to secure employment, sustain progressive values, and practice political social work.  相似文献

The purpose of this paper is to examine commitment as it relates to the pursuit of social change. This is done through the analysis of accounts by veterans of their involvement in feminist social movement organizations (FSMOs). They convey their stories of commitment to the feminist movement with language that one might use to describe an intimate relationship. The collective voice suggests considerable sacrifice and dedication. It also reveals a deep belief that they were betrayed by movement beneficiaries. This sense of betrayal is rooted in the expectation that movement commitment would increase as attacks by the New Right on the FSMOs rose. The paper concludes with discussion of the relevancy of studying commitment to social change for both micro and macro social work theory and practice.  相似文献
