A.I.D. and Adoption: Some Comparisons

Summary This paper is an attempt to put forward for discussion someof the similarities and differences between adoption and artificialinsemination by donor, as attempts to solve the problem of childlessness.The legal position and the view of the Church are briefly summarized.It is suggested that work already done in adoption, particularlywith reference to telling the child, has relevance for A.I.D.,and that there are implications for social workers.

本文通过在美国访问期间所作的《美国气候变化和国际安全的调查问卷》数据报告,进行系统的整理分析,来分析气候变化所带来的直接安全和间接安全问题。气候变化的影响远不限于它本身带来的生态威胁,由其所产生的国际冲突、资源争夺和国际干预也对美国外交提出了新的挑战。问卷结果显示,气候变化在中长期（至2025年前后）将会逐渐成为影响美国国家安全比较重要的因素,美国国内对于气候安全的共识将会逐渐加深。美国对气候安全政治化和国际化的重视程度日益深入,这会给未来美国参与全球气候谈判注入新的动力。世界各国应对美国的气候外交有所关切,并在合作中进行积极应对。     

理想主义与美国对外经济援助

理想主义强调对外援助的人道主义关怀,反对把国家利益作为对外援助的优先考虑因素甚至唯一决定因素.理想主义为美国的外援活动奠定了理论基础,也成为美国政府与个人进行对外援助宣传的思想武器.实际上,美国的经济援助并非如其所说是为改善他国人民的福利,而是另有目的,尤其是美国将对外经济援助与人权挂钩的做法,削弱了经济援助原本应有的人道和慈善的本质,在国际上理应受到诸多的质疑.

Dip.S.W. Students and Anti-Discriminatory Practice: Questions of Learning Outcomes and Assessment

E-mail: esulliva{at}dmu.ac.uk Summary There is great public interest in issues of discrimination andprejudice and, while this interest leads to changes in publicand professional behaviour and sometimes to legislative changes,it is not at all apparent that these changes achieve the statedintention, which is to eliminate negative and oppressive discrimination.It is argued that current methods of education for anti-discriminatorypractice, while successful in terms of imparting understandingand competence in relation to structural and societal issuessuch as racism, power and inequality, may be less successfulat the individual level of personal attitudes. An argument isput forward which suggests that anti-discriminatory practice(ADP) education may sometimes result in hidden or unrecognized,unmeasured, and possibly unwanted learning outcomes. This isdiscussed in relation to social work education, and two possibleunforeseen outcomes are proposed: first, the individual mayshift the focus of prejudice from one subject to another, secondly,the individual may unrealistically interpret their attitudesas anti-discriminatory, despite evidence to the contrary. Inaddition, it is suggested that social workers may hold conflictingdiscriminatory attitudes towards a single subject, dependingon whether they see themselves, at that time, as an individualor as a professional.     

民国时期医生之甄训与评核

民国时期医生甄训与评核制度经历了一个不断发展和完善的过程.晚清政府对医生采取放任政策,致使医生品流芜杂,庸医盛行,给民众生命安全带来严重危害.民国初期到南京政府成立时期,政府颁布了一系列与医生行医资格有关的法规、条例,但由于政局动荡、医疗人才匮乏,医学教育及社团组织还在初创阶段,医生甄训与评核制度难以顺利实施.医界和政府由此产生了一系列纷争.民国中后期,政府加强了对医生甄训与评核制度的管理,医学界也对其中出现的各种问题进行了反省.尤其抗战胜利后,国民政府加大了对该项工作管理的力度,虽然有些法规没能做到真正贯彻实施,1940年代成立的医生检核委员会表明这一工作逐步制度化,医生的专业化程度不断提高.
