The Author illustrates a method for measuring international openness by bringing forward some examples. The index proposed measures the capacity of countries for a given phenomenon, adjusted for their weight in the phenomena concerned. In this study, the Index is applied to measure the degree of openness to international migration in a number of world countries. Beyond migration, the Index can be applied to other transferable phenomena, such as trade, foreign direct investment, and so on.  相似文献

The Harris-Todaro model of labour migration was developed almost four decades ago, and since has become a classic method of migration analysis in less developed countries. This paper explores the applicability of the Harris-Todaro (HT) framework outside its traditional use, by modelling frontier-metropolis migration in Canada. If appropriate, the framework can potentially be used in other countries with similar regional dichotomies, such as Russia and Australia. The paper argues that the HT model is generally applicable in the context of migration from the resource frontier to large metropolitan areas of the Canadian south, although it requires several modifications. The classic HT model is extended to account for northern labour-force heterogeneity (Aboriginal and Non-Aboriginal), the possibility of having or losing jobs in the declining and undiversified frontier economy, and living cost differentials. Further analysis is focused on Aboriginal migration from isolated northern communities. The plausibility of the modified HT model is demonstrated using an empirical test, in which the model is used to assess migration probabilities of Aboriginal labour migrants. These new insights into the mechanisms of frontier-metropolis migration could provide a better basis for developing planning strategies, aimed to sustain human capital in the Canadian North, and for optimizing welfare policies both in the North and in the South.  相似文献

Migration is the principal demographic process shaping patterns of human settlement, and it serves an essential role in human development. While progress has been made in measuring international migration, internal migration statistics are as yet poorly developed in many countries. This article draws on a repository of data established under the IMAGE (Internal Migration Around the GlobE) project to address this deficit by constructing the first comprehensive league table of internal migration intensities for countries around the world. We review previous work, outline the major impediments to making reliable comparisons, and set out a methodology that combines a novel estimation procedure with a flexible spatial aggregation facility. We present the results in the form of league tables of aggregate crude migration intensities that capture all changes of address over one‐year or five‐year intervals for 96 countries, representing four‐fifths of the global population. Explanation for the observed differences has been sought, inter alia, in historical, structural, cultural, and economic forces. We examine the links between development and migration intensity through simple correlations using a range of demographic, economic, and social variables. Results reveal clear associations between internal migration intensities and selected indicators of national development.  相似文献

A nation’s population is redistributed through migration flows and counterflows between its constituent subnational areas, resulting in a geographical pattern of net migration gains or losses which may change from one time period to another. Migration effectiveness is the indicator commonly used to measure net migration as a proportion of gross migration turnover for any territorial unit. This paper explores the effect of net migration in two different countries, Australia and the United Kingdom, using measures of migration effectiveness computed from period-age migration data sets for a system of city regions assembled for four consecutive five-year periods in each country. While the evidence suggests that the overall effectiveness of net migration has declined over the 20-year period in both countries, marked similarities and contrasts are apparent in the spatial patterning of migration that together provide useful analytical insights into the changing space economies of the two countries.  相似文献

人力资本的流动与人口迁移是两个相关但又不同的概念。区域间人力资本的流动情况更能反映人口迁移对区域发展的影响。采用教育年限来计量东北地区及其各省迁移所造成的人力资本的得失,结果表明,东北地区在1995-2000年间经历了较严重的人口流失和人力资本流失。但东北地区内部又表现为辽宁省人力资本大比率的流入和吉林省、黑龙江省人力资本大比率的流出。东北地区省份间出现的两种完全不同的情况反映了东北三省对人口与劳动力吸引的不同的社会与经济条件。  相似文献

Like other parts of the world, the Asia and Pacific region has experienced mass movements of the population within and across countries. This report presents the issues and problems discussed, and the recommendations given at the Expert Group Meeting on International Migration in Asia and the Pacific, held in 1984 in Manila. The 9 issues discussed include: 1) available data on international migration are often inconsistent, incomplete, and inadequate for a thorough analysis of the migration situation; 2) the conventional economic theory of migration, and the modern view are different, but related; 3) are internal and international migration 2 distinct phenomena, or are they simply opposite ends of a continuum ranging from short-distance moves within a country to long-distance moves across national boundaries?; 4) permanent migration from Asia and the Pacific to the US, Canada, Australia, and New Zealand has risen sharply over the the past few years; 5) international migration could have considerable effects on the size, composition, growth, and structure of the populations of both sending and receiving countries; 6) temporary labor migration to the Middle East increased rapidly in the recent past; 7) temporary labor migration has benefits and costs to the home country and to the returning workers and their families; 8) refugee movements within and from Asia have had significant repercussions, not only in the lives of the migrants themselves, but also in the national policies and social structures of the asylum countries; and 9) international migration, if properly controlled and organized, could work for the benefit of every country involved.  相似文献

Climate change and environmental hazards affect the entire world, but their interactions with—and consequences on—human migration are unevenly distributed geographically. Research on climate and migration have their own geographies which do not necessarily coincide. This paper critically confronts these two geographies by presenting the first detailed mapping of research in the field of environmentally induced migration. After a brief review of the geography of research on climate change, the paper presents an overview of nearly 50 years of case studies on the basis of CliMig, a bibliographic database of 1193 scientific papers and books on climate/environmental change and migration, among them 463 empirical case studies. We analyze the locations of these case studies, the academic affiliations of their researchers, and the origin of their funding. Mapping the locations of case studies worldwide points toward blind spots in the research and identifies “overstudied” areas. We describe the methodologies used in the studies and present a typology of environmental hazards. Our results show that research on environmental migration is mainly done in countries of the Global South, whereas climate science research in general is focused on countries of the Global North. We contend that the peculiar geography of environmental migration cannot be explained solely by the uneven vulnerability of southern populations to the environment. It must also be understood through the lens of post-colonial and securitization studies as the result of a framing of “environmental refugees” (and refugees in general) as an intrinsically “southern problem” and as a security risk for the North. This paper is an original contribution to the literature on the North-South divide in scientific research and will help to outline future directions of investigation.  相似文献

The relationship between migration and child health in individual countries is well known, but the cross-national variation in this relationship is largely untested. Using Demographic and Health Survey (DHS) data from 52 medium and low income countries, this study examines the effect of rural–urban migration on infant mortality and whether its effect varies cross-nationally. A secondary objective is to determine whether there is a relationship between the time a child is born in the migration process and infant mortality. Hypotheses are developed on the basis of competing theories on the relationship between migration and health. There are modest, but significant cross-national effects of rural–urban migration on infant mortality, which were better revealed in the presence of family- and child-level variables. The results also show that the unadjusted effects of rural–urban migration are quite substantial, but were largely accounted for by family- and child-level factors including education, socioeconomic status (SES), marital status, birth order, maternal age at child’s birth, and inter-births intervals. The results largely point to a selection process, which is further confirmed by results showing that the hazards of infant death increase with length of urban residence. Programs that target increasing maternal education, improving household SES, and lengthening interbirth intervals would therefore greatly benefit child survival in less developed countries.  相似文献

Australia is a major immigration country and immigrants currently represent around 28% of the total population. The aim of this research is to understand the long-term consequences of this immigration and, particularly, how migrants respond to opportunities within the country after arriving through the process of subsequent (internal) migration. The focus is on major immigrant groups in Australia, including persons born in the United Kingdom, New Zealand, China and India, and how their patterns differ from persons born in Australia. To conduct this analysis, we have gathered data for a 35-year period based on quinquennial census data. We also obtained birthplace-specific mortality data for constructing multiregional life tables for the immigrant populations. Subsequent migration is important for understanding population redistribution, and the relative attractiveness of destinations within host countries. Our results highlight the importance of subsequent migration and the diversity of migration behaviours amongst different immigrant groups in the context of overall declines in internal migration since 1981.  相似文献

Fertility is below replacement level in all European countries, and population growth is expected to decline in the coming decades. Increasing life expectancy will accentuate concomitant aging of the population. Migration has been seen as a possible means to decelerate aging. In this article, I introduce a stable, open-population model in which cohort net migration is proportional to births. In this case, the migration-fertility trade-off can be studied with particular ease. I show that although migration can increase the growth rate, which tends to make the age distribution younger, it also has an opposite effect because of its typical age pattern. I capture the effect of the age pattern of net migration in a migration-survivor function. The effect of net migration on growth is quantified with data from 17 European countries. I show that some countries already have a level of migration that will lead to stationarity. For other countries with asymptotically declining population, migration still provides opportunities for slowing down aging of the population as a whole.  相似文献

20 ESCAP member countries responded to the "Third Population Inquiry among Governments: Population policies in the context of development in 1976." The questionnaire sent to the member countries covered economic and social development and population growth, mortality, fertility and family formation, population distribution and internal migration, international migration, population data collection and research, training, and institutional arrangements for the formulation of population policies within development. Most of the governments in the ESCAP region that responded indicate that the present rate of population growth constrains their social and economic development. Among the governments that consider the present rate of population growth to constrain economic and social development, 13 countries regarded the most appropriate response to the constraint would include an adjustment of both socioeconomic and demographic factors. 11 of the governments regarded their present levels of average life expectancy at birth "acceptable" and 7 identified their levels as "unacceptable." Most of the governments who responded consider that, in general, their present level of fertility is too high and constrains family well-being. Internal migration and population distribution are coming to be seen as concerns for government population policy. The most popular approaches to distributing economic and social activities are rural development, urban and regional development and industrial dispersion. There was much less concern among the governments returning the questionnaire about the effect of international migration than internal migration on social and economic development.  相似文献

The study of the effects of migration on migrants themselves has not garnered nearly as much attention within the recent international migration literature as other topics, such as motives for migration, the effects of immigration on receiving countries, and the effects of emigration on countries of origin. Focusing instead on these effects on migrants themselves, an issue of primary importance to the discussion of international migration, I present novel data collected through household interviews in communities both in Mexico and the United States. Data gathered using an ethnosurvey approach, combining the techniques of ethnographic fieldwork with representative survey sampling in order to collect both quantitative and qualitative data, permit a careful comparison of absolute and relative wage gains for interviewees with data from existing Mexican surveys. Key findings include: (1) upon crossing the border, even given the cost of migration, migrants indeed stand to collect large net absolute gains, average incomes increasing more than fivefold immediately; (2) relative gains are large, many migrants moving from the lower deciles of origin wage distributions to the top deciles; and (3) average gains accruing to migrants surpass those of even the most successful current programs of economic development. In turn, these findings verify the importance of including consideration for the migrants themselves in any ongoing discussions of how to construct effective migration policy around the world.  相似文献

This paper uses a unique set of new indicators enabling us to test the effects of cultural barriers on migration between OECD countries. Using data on migration flows between 22 OECD countries over the period 1990–2003, we find strong evidence for the negative effect of cultural differences on international migration flows. Cultural barriers do a much better job in explaining the pattern of migration flows between developed countries than traditional economic variables such as income and unemployment differentials.  相似文献

Increasing realization of the implications of persisting below‐replacement fertility in Europe—shrinking absolute numbers combined with a rising proportion of the elderly—is giving new salience to policy considerations regarding immigration in the countries most affected by low fertility. The recent United Nations report on “replacement migration” (see the Documents section in the June 2000 PDR) highlighted the issue through illustrative calculations showing the size of immigrant streams that would be needed for achieving specified demographic targets in selected lowfertility countries, given continuation of present fertility and mortality trends. For example, the UN report suggested that in Italy—which has one of the lowest fertility rates in the world—maintaining a constant population over time would require a net influx of some 12.6 million immigrants during the next 50 years, and maintaining a constant labor forceage population (ages 15–64) would require a net inflow of 18.6 million. Yet immigration policy in Western Europe has become increasingly restrictive during the last quartercentury, and the official policy stance that regulating immigration is strictly within the domain of a country's sovereign right has been assiduously maintained. (International treaty obligations qualify that right in the case of bona fide asylum seekers; however, the definition of that category is also subject to the discretion of the receiving countries.) Thus, although within the European Union national borders are open to EU citizens, the power of regulating immigration from outside the EU is retained by the individual countries rather than subject to EU‐wide decisions. Suggestions coming from the developing countries to follow up the 1994 International Conference on Population and Development with an intergovernmental conference on international migration and development were set aside by the potential immigrant‐receiving countries as overly contentious. A statement by the Minister of Foreign Affairs of Italy, Lamberto Dini, delivered at the 55th General Assembly of the United Nations, 13 September 2000, may be a sign of a notable shift in official approaches to immigration policy by at least one EU member state. The statement, in a departure from the practice of touching lightly upon a wide range of issues in international affairs, typical in high‐level ministerial speeches given at that UN forum, is devoted essentially to a single topic: international migration. It characterizes migration “between or within continents” as an international problem and advocates “coordinated and integrated” instruments in seeking a solution. It suggests that “today, with a declining birth rate and an aging population, Europe needs a strategy that embraces the complex process of integrating people from different regions of the world.” The rules for international migration, the statement claims, should be set in a global framework, such as provided by the United Nations. In the “age of globalization,”“a solidarity pact is needed to find the best and most effective way of balancing the supply and demand of labor.” With the omission of opening and closing ceremonial passages and a brief comment on the problem of debt relief, the statement is reproduced below.  相似文献

While scientists from many disciplines have contributed to the understanding of specific instances of human migration, there is need for a more general theory of voluntary migration. This paper presents and tests (using data on Irish migration) an economic model which could serve as the core of a multidisciplinary general theory. The economic model postulates earnings differentials between countries and regions as the proximate cause of the generation of a stock of migrants. As a result of institutional barriers, personal inertia, incomplete knowledge of earnings differentials, etc., not all of the existing stock becomes a flow of migrants in any year. Application of this model to migration between different countries or between the same countries at different time periods can be of value to scientists in many disciplines in isolating the underlying causes for differing rates of awareness of and response to earnings differentials by potential migrants.  相似文献

The paper challenges the view that the late twentieth century is the ‘age of migration’. For developing countries, flows of out-migrants are small compared with population growth, although in developed countries the stock of immigrants increased in proportion to the total population between 1965 and 1990. Despite the importance of refugee movement, the main force for international migration is economic. Why do not more people migrate (internally and internationally) to take advantage of potential economic gains? For international migration, one deterrent is institutional barriers against uncontrolled immigration. Different interest groups stand to gain or lose from increased migration. The income-enhancing effects of unhindered international labour migration, measured jointly for sending and receiving countries and by extension globally, should be very large. Even partial liberalization of immigration to industrialized countries would serve developing countries well. In industrialized countries, however, there is concern about the effect of massive labour inflows on the ethnic, religious and cultural composition of the population and its social cohesion. In some countries, migration is leading to greater ethnic mingling; in others there is a recrudescence of nationalistic aspirations for independent statehood with ethnically homogeneous populations, or to preserve the advantages of economically successful subregions.  相似文献

This paper explores the impact of net migration in Australia and the United Kingdom using measures of migration effectiveness computed from period-age migration data for four consecutive five-year periods. Results reported in Part 1 of this paper (Stillwellet al. 2000) suggest that while the overall effectiveness of net migration at the scale of city regions has declined over the twenty-year period in both countries, important geographical variations are evident. Part 2 considers how patterns of migration effectiveness vary by age and presents a single classification of all the city regions on the basis of age-specific effectiveness. More detailed analysis includes spatial patterns for particular age groups and net migration profiles of selected regions. Cohort effects are shown to be important for explaining changes between time periods in these regions.  相似文献

This paper contains the selected results of research concerning the impact of international migration on population dynamics and labor force resources in 27 European countries over the 2002–2052 period. The study presents a set of simulations prepared under various assumptions on target population size and selected proxy indicators of population and labor force structures. The concept of “replacement migration’’ is used to illustrate the magnitude of the expected deficit and structural imbalance of the population and labor force in the first half of the 21st century. The results are the basis for making general recommendations for future population, migration, and labor market policy strategies in Europe, taking into account the long-term plausibility of the proposed solutions. It is argued that only a combination of policies aimed at increasing fertility and labor force participation, together with reasonable-level immigration, can help meet socioeconomic challenges posed by population aging.  相似文献

An "age-time-area diagram" (referred to as a-t diagram) which is used as the basis for discussing different used and applications of variously defined mortality rates, as well two kinds of measurements for life expectancy is proprosed. The proposal is built upon the Lexis diagram. The a-t diagram is used to define a new way of measuring child mortality, projecting population, and proposing a formula for measuring successive and nonsuccessive life expectancy.  相似文献
