This article considers the ranking of profiles of opportunity sets on the basis of their equality. A version of the Pigou–Dalton transfer principle that is appropriate for the measurement of opportunity inequality is introduced and used to axiomatize the class of generalized Gini equality of opportunity orderings. A characterization of the class of generalized Gini social preference orderings for opportunity profiles is also provided.  相似文献

According to the opportunity egalitarian ethics, economic inequalities due to factors beyond the individual responsibility are inequitable and to be compensated by society, whereas inequalities due to personal responsibility are equitable and not to be compensated. In this paper we derive welfare and inequality criteria that respect this principle of justice. We characterize axiomatically classes of opportunity egalitarian social evaluation functions. Then, by requiring unanimous agreement among such classes, we provide simple distributional conditions to rank income distributions. These criteria extend the Lorenz and generalized Lorenz partial orderings, commonly used in the unidimensional case of income distributions, to the current context of equality of opportunity.  相似文献

This paper examines aspects of the experience of a male University Pro-Vice-Chancellor with responsibilities for equal opportunity (EO). It reflects upon attitudes within the university and efforts at equalizing opportunity; on some practical obstacles; and on some devices used to promote EO. This responsibility is anchored and explained in the context of an interest in organization development, organization culture, and the management of innovation. The paper considers EO but also scans other attempts to achieve cultural change in support of other policy aspirations: strengthening a ‘research culture’, creating a ‘teaching culture’, fostering staff development, access and community service. It considers how far change has been internally or externally driven and has been intrinsic or extrinsic, rational, persuasive or coercive, principled or pragmatic, interested or disinterested, and with what success it has been promoted by formal and informal means. The university’s membership of Opportunity 2000 is located within this analysis. An attempt is made to illuminate what has worked and why, taking account of the resilience with which change can be subverted; informal as well as formal modes of working; and the extent to which working with the grain may be effective. The intersections of gender and civil society in the formersocialist countries of Eastern Europe have been examined primarilythrough the lens of Western Aid to support feminist nongovernmentalorganizations (NGOs). What has received less scholarly attentionis the growing number of NGOs advocating for a return to moreconservative gender roles and more restricted public roles forwomen. Many of these organizations are so-called "faith-based"organizations (FBOs), and are bound to particular religiousdenominations. In this article, I will examine the presenceof Islamic FBOs in Bulgaria and how they mobilize a liberal"rights" discourse to justify practices that could be locallyinterpreted as being oppressive to women. SUMMARY

The focus of this article is the author's experience as one of the organizers of a recent campaign for tongzhi rights in Hong Kong. Tongzhi in general refers to lesbians, gays, bisexuals and trangendered people, and in some cases, their supporters as well. After ten years of public education and political advocacy, the tolerance level of the general public towards homosexuality has increased. However, despite this improved atmosphere, the situation remains far from ideal. Citing the recent legal advocacy campaign as an example, this paper illustrates how the proactive approach of tongzhi activists has resulted in significant progress in the battle for equality. These efforts began with Hong Kong's first tongzhi-led campaign supporting pro-tongzhi candidates to win seats in the Legislative Council, which subsequently contributed to the formation of a Subcommittee within the new Legislative Council with a specific mandate to review the situation of discrimination against sexual minorities.  相似文献

This paper reviews changes in the concept of ‘equal opportunities’ over the last twenty years and discusses the implications for women’s experiences in the workplace. The shift to notions of diversity and difference as the motif for equality initiatives reflects the right-wing critique of bureaucratic control and regulation of labour markets, embodied in 1970s' EO policies. ‘Diversity’ symbolizes the employer’s freedom from constraint in selecting and deploying the best ‘talent’ regardless of sex, ethnicity or disability. Ironically the radical feminist agenda, which asserts women’s differences from men and their potential for creating a better world, had been adapted to the concerns of liberal feminism with providing a rationale for the promotion of women into management, on the grounds that women’s nurturing capacities contribute to the diversity needed by post-modern organizations. A case study of a transnational computer and measurement systems manufacturer is used to illustrate the limited capacity of a market-driven version of diversity to dismantle the hierarchical gender order and its tendency to reinforce the ideology of competitive individualism with its white, male norms. In conclusion it is argued that we need to move beyond the ultimately limiting debate about whether women are the same as or different from men to a renewed concern with the material conditions of women’s lives and with the construction of equality initiatives which address the continuing exclusion of many women from adequate standards of living.  相似文献

Researchers who use surveys and long psychological instrumentsassume that response sets are constant over time. Data fromthree studies are presented that challenge this assumption.Questionnaires of different response formats, subjects, andtopics were used. Correlations of the response sets across adjacenttime periods formed a simplex, suggesting that the responsesets across adjacent time periods were more similar than theresponse sets across distant time periods. The implicationsof the instability of response sets for the interpretation ofsocial science findings obtained with long instruments are explored.  相似文献

 An opportunity set ranking rule assigns an ordering of opportunity sets to each individual utility function (defined on the universal set of alternatives) within the domain of this rule. Using an axiomatic approach, this paper characterizes a general class of opportunity set ranking rules which are based on the utilities associated with the elements of an opportunity set. It is argued that the addition of an alternative to a given opportunity set is not necessarily desirable in terms of overall well-being, and this position is reflected in replacing a commonly used monotonicity axiom with an alternative condition.
