There has been considerable recent discussion of the impact of public service reforms on the work ethics and motivations of public service workers. In this article we draw upon recent research on the ethical dilemmas facing regeneration workers in order to look more closely at the role of values in the working lives of public service professionals. Focusing on the commitment to social justice, we argue that such values find expression in two interlinked ways, as something workers have and as a process of giving value to different goods. Our research reveals that while both aspects of values are rooted in people's life experiences the second dimension is more contingent and relational. While public service reforms appear to have less impact upon workers’ pregiven values, they can and do have an impact on the way in which these values find expression in attachment to different goods. To understand the effect of such reform processes on workers’ motivations we therefore need a more complex conceptual framework than that provided by either simple public sector ethos/private sector ethos distinctions or by models of economic individualism offered by writers such as Julian Le Grand.  相似文献

Efforts to improve the efficiency and responsiveness of public services by harnessing the self‐interest of professionals in state agencies have been widely debated in the recent literature on welfare state reform. In the context of social services, one way in which British policy‐makers have sought to effect such changes has been through the “new community care” of the 1990 NHS and Community Care Act. Key to this is the concept of care management, in which the identification of needs and the provision of services are separated, purportedly with a view to improving advocacy, choice and quality for service users. This paper uses data from a wide‐ranging qualitative study of access to social care for older people to examine the success of the policy in these terms, with specific reference to its attempts to harness the rational self‐interest of professionals. While care management removes one potential conflict of interests by separating commissioning and provision, the responsibility of social care professionals to comply with organizational priorities conflicts with their role of advocacy for their clients, a tension rendered all the more problematic by the perceived inadequacy of funding. Moreover, the bureaucracy of the care management process itself further negates the approach's supposedly client‐centred ethos.  相似文献

Recent policy has emphasized the need for advocacy services for children and young people, developments that have gone hand‐in‐hand with greater levels of participation of young people in decision‐making. Advocacy for disabled young people is especially important, as they are a particular vulnerable group and have, traditionally, been even more excluded from decisions about matters affecting their lives. This paper reports the findings, as they relate to disabled young people, from a study that investigated the role of advocacy for looked‐after children and children in need. The paper highlights some of the benefits of advocacy for disabled children, the dilemmas facing advocates between advocating and acting in someone's ‘best interests’, identifying the client and the boundaries between advocacy and social work. It argues that time given to establish a close relationship with a disabled child or young person is crucial if advocacy is to be effective and participation in decisions affecting their lives a reality.  相似文献

A plea has been made for replacing the perspective of “symbolic interactionism” with a new interactionist's perspective—“radical interactionism.” Unlike in symbolic interactionism, where Mead's and Blumer's ideas play the most prominent roles, in radical interactionism's, Park's ideas play a more prominent role than either Mead's or Blumer's ideas. On the one hand, according to Mead, the general principle behind the organization of human group life was once dominance, but it is now “sociality.” On the other hand, according to Park, this general principle is now and has always been dominance. Blumer takes a position much closer to Mead's than Park's arguing that the general principle underlying the organization of human group life is sociality. Under certain special conditions, however, it can become dominance. Although like radical interactionism, symbolic interactionism is rooted in pragmatism, unlike in radical interactionism, symbolic interactionism is still plagued with strains of utopian thought, among which the notion of sociality is the most virulent. Sociality may be the principle on which human group life is organized in heaven, but, down here on earth, it remains organized on the basis of domination. Thus, radical interactionism provides a much‐needed antidote to the idealistic overtones still found in symbolic interactionism.  相似文献

From the symbolic interaction perspective, the study examined the effect of loss of spouse on 30 rural widows in three Montana counties at 6 and 12 months after death of spouse. Participants were given a measure of psychological husband presence, a coping inventory, a health measure, and a measure of self-esteem. The results revealed a high level of adjustment among the rural widows at both 6 and 12 months after death of spouse, and a qualitative shift in the focus of the coping behaviors from 6 to 12 months after the husband's death. These results suggest that within this select sampleit is possible for widows to adjust to their new status and develop a positive and satisfying life as a single woman.  相似文献

The trend to affluence in Australia is noteworthy. There are more Australian millionaires than ever before and the rate at which Australians are joining this group is one of the fastest in the world, with average assets held now worth US$4.1m, nudging the world's average of US$4.8m (Merrill Lynch and Capgemini 2005). This is positive news for the community sector because the Giving Australia household survey indicates that Australia's affluent are more likely give to community causes than those on lower incomes and are more likely to give more (PMCBP 2005). This trend is reflected in analyses of tax deductions claimed for charitable giving (McGregor‐Lowndes and Marsden 2006). This paper presents the findings of qualitative research conducted as part of the Giving Australia project describing why affluent donors give – or don't – to community causes. Findings from eight focus groups and eight in‐depth interviews with affluent individuals suggest that giving by the affluent at lower levels may be linked to a sense of identity and responsibility within social groups, as well as the perceived worthiness of both the cause and recipient organisations. In contrast, major donor behaviour appeared to be linked to passion and personal commitment to social change. A range of barriers were also indicated such as a need for privacy and concerns about the capacity of community organisations. Overall, the study's findings add to the understanding of giving behaviour by the affluent in Australia and confirm US findings that motivations for affluent donors are complex (for example, Boris 1987; Prince and File 1994; Schervish 2005; Johnson 2005).  相似文献

This article explores the doctrine of Islam and the different theological interpretations of the position of Islam about family planning in Saudi Arabia, Egypt, Iran and Jordan, following the Sunni and Shia traditions. Principles that led to fatwas (rulings) in both these theological traditions, together with the main arguments of the debate between the proponents and opponents of family planning in Islam and the Higher Judge's interpretation (Islamic Courts in Jordan) of the position of Islam on family planning, are included. Men's and women's views are summarized, based on the findings of natural group discussions and in‐depth interviews conducted in 1998 with couples and individuals within their social networks in the different contexts in Jordan. Based on a gap analysis between doctrine, policy and people's beliefs, this study shows a need for family planning programmes to address men and women in a culturally sensitive manner: Men shape reproductive decisions. It is therefore argued that if men were more pro‐actively involved in family‐planning awareness campaigns, there might be a transformation of values and perceptions around fertility and family planning. Another conclusion drawn from the findings is that local resources, especially religious men, can be instrumental in promoting political trust in—and a sense of ownership of—family planning programmes in Jordan. Using local resources in advocacy for family planning, based on the cultural context of Shari’ah, seems effective in changing the reproductive behaviour of men.  相似文献

The current study focuses on the motivation that drives children's prosocial behavior by analyzing the association between prosocial behavior and children's imitative tendencies, which is a well‐established indicator of the motivation to affiliate with others. Therefore, we tested 30‐month‐old children (N = 59) in an imitation task and two domains of prosocial behavior, namely helping and comforting. Using a confirmatory factor analysis, we demonstrated that the two prosocial domains were explained by a common factor, which was in turn significantly related to children's imitation. Overall, our findings suggest that affiliative motives should be considered in order to better understand children's motivations to engage in prosocial behaviors.  相似文献

This paper reports on a study that explored the experiences, perceptions and motivations of a new type of autonomous volunteer emerging in modern society, in particular, those working to assist in the rural resettlement of refugees in Australia. The volunteers filled a gap left by under resourced government and community services. In‐depth semi structured interviews revealed that their motivation was due in part, to the lack of bureaucratic' red tape'. Their drive to address social issues was based also in part on values to see social justice expressed in their community. Some challenges and tensions due to cultural differences were identified. Questions for community development and social capital are raised. Implications are raised for volunteer groups' and resettlement organisations' policy and practice to enhance the resettlement process for both the host community and those with a refugee background.  相似文献

The aim of this study was to explore young children's perceptions, beliefs, and anticipated outcomes about different types of social withdrawal (shyness, unsociability, social avoidance). Participants were N = 212 children (n = 110 boys) aged 2.55–6.37 years (M = 4.86, SD = 0.89) recruited from three preschools and kindergartens in Italy. Children were interviewed individually and asked about hypothetical peers displaying different types of social withdrawal (i.e., shy, unsociable, socially avoidant) and for comparison purposes, aggressive and socially competent behaviors were also assessed. Among the three vignettes depicting types of withdrawn children, children rated the hypothetical shy peer as having the highest social motivations, the unsociable peer as receiving the least sympathy from others, and the avoidant peer as being the least intelligent and least liked by the teacher. In addition, girls reported wanting to play more with the shy peer than boys, and kindergarteners reported a higher affiliative preference for all subtypes of socially withdrawn peers than preschoolers. These findings suggest that Italian young children have a quite sophisticated ability to differentiate among the different social motivations and emotions that may underlie social withdrawal.  相似文献

Objectives. We test two competing explanations in order to answer the question: Why do organized interests choose to engage in advocacy behavior? The first turns on the notion that concerns with policy success are the principal forces affecting a group's choice. To a lesser degree, issues of group maintenance have also been identified as entering into organized interests' decisional calculus. Method. Using survey data supplemented with confidential interviews of organized interests, we systematically examine the power of both accounts to explain the decision of groups to locate their energies in the federal judiciary. Consequently, in the penultimate section of the article, we specify and test a comprehensive model of interest group litigation behavior. Results. In the resulting multivariate analysis, we find that forces associated with both avenues of explanation for interest group advocacy behavior have substantial statistical purchase and empirical traction. Conclusion. Our findings did not show a dominate role for maintenance concerns; however, clearly, a group's assessment of where, and possibly whether, to act is not an easy calculation based on the receptiveness of a venue and the available balance in the bank account. Groups must attend to their members and their competition. Explanations of group advocacy omitting such concerns are inherently flawed.  相似文献

The use of technology assisted learning (TAL) has widely increased over the last decade. TAL has become a significant part of many universities’ curriculum delivery or at least a necessity for both teachers and learners to aid in the learning process. A learner's attitude toward, and acceptance of, training methods are important precursors to the success of any educational method, which in turn may be determined by factors such as individual learning style, type of technological tool available, learner's general perception about using technological assistance, technological complexity for use, etc. Although previous studies have focused on the influence and effectiveness of technology in aiding the teaching–learning process, it is also important to study these factors. Therefore, this study was conducted with the objectives to identify undergraduate medical and health science students’ preference for use of various TAL tools, their perception about the effectiveness of technology in aiding the learning process, and to investigate the influence of learning style on students’ perception of TAL. This cross-sectional study was conducted as a survey. The survey questions were directed toward identifying students’ learning style, and their perception of TAL. Student volunteers were provided with two self-administered questionnaires, the index of learning style (ILS) questionnaire (test–retest correlation coefficient 0.7–0.9) and a pre-tested questionnaire to measure perception of TAL. Majority of students have a strong component of visual learning style, and therefore preferred interactive animations and videos to aid in their learning. They also demonstrated increased acceptance of TAL as measured in terms of their attitude, and perceived knowledge gain. Nevertheless, students’ perception of TAL and their learning style existed independent of each other.  相似文献

This study examined the relations between preschool children's attachment security, temperament, and peer acceptance. Ninety‐eight preschool children and their mothers were recruited through childcare centers in the southeast. Mothers and their children participated in two two‐hour home observations. Attachment security was assessed using the Waters Attachment Behavior Q‐set (AQS) completed by observers, and mothers reported on their children's temperament. Standard picture‐sociometric nominations and paired‐comparisons were used to measure children's peer acceptance. Results revealed significant associations between security and temperament. In addition, both attachment and temperament made significant and unique contributions to peer acceptance whereas temperament was found to be a stronger predictor of children's peer rejection. These findings underscore the dynamic interplay of inter‐ and intrapersonal factors that influence preschool children's peer relations. Implications of the findings for theory building and future research are discussed.  相似文献

Before the mid-1980s, the development of nuclear power was regarded as essential to facilitate Taiwan's rapid economic growth. Since 1980s, the feasibility of utilizing nuclear power has been intensively challenged. The policy impact of rise of the anti-nuclear movement and environmental movement in conjunction with democratizing trends is especially evident in the controversy over constructing the Fourth nuclear power plant in Taiwan. Ongoing construction of the plant was halted after the anti-nuclear presidential candidate won in Taiwan's 2000 presidential election. However, the decision to scrap the project was abandoned and the project was resumed in less than four months. This article applies the Advocacy Coalition Framework (ACF) to explain and analyze the development of advocacy coalition and policy change on nuclear power utilization in Taiwan. Based on this study, it is argued that the ACF could be more useful for comparative applications if it takes both political context and international influences into account.  相似文献

This study examines how having young children (those aged less than 18 years) in the households influences the patterns of social interaction between men and women. The study reveals that women's social networks are influenced more than men's by having more young children. Most women are recognizing that having many young children is not only an economic but also a social burden. As such, a large young family forces women to seek instrumental, informational, and emotional support from their friends, thus enlarging their social networks, increasing the intensity of their interactions, and diversifying the composition of their social networks.  相似文献

Playfighting and chasing can he distinguished from real fighting, hut their significance in children's development remains uncertain. This study examines playfighting and chasing from the child's, rather than the observer's, perspective, using a questionnaire given to 8 and 11 year olds in England and South Italy and 5 year olds in England. Findings were generally similar for English and Italian children. Most hoys and girls reported both liking, and taking part in, playchasing; liking and participation in playfighting was more divided, though more so for boys, with many children disliking the perceived risk of injury in playfighting. About half the children (more boys than girls) reported having been in a serious fight, often provoked by verbal abuse or accidental injury. Most children reported that they could tell playfighting from a serious fight; at 5 years, liking and taking part in playfights was a predictor of this ability, which approached ceiling by 8 and 10 years. A wide variety of cues were given which could distinguish playful and serious fighting. Findings were consistent with the practice hypothesis for playfighting. However, most children also thought that playfighting could lead to a serious fight, especially as a result of accidental injury; escalation of this kind was also thought to be more likely if the play partner was not a best friend. Both ‘honest mistakes’ and ‘cheating’ seem to be possible explanations for playfighting leading to serious fighting. Assertion or maintenance of dominance may be a function for cheating in playfighting.  相似文献

Objective. Anti‐Americanism has been subjected to minimal statistical analysis. Further, scant attention is paid to what constitutes anti‐Americanism for Americans. The objective of this article is to measure Americans' perceptions of anti‐Americanism. Methods. Using a range of quantitative methods, including Pearson's correlation coefficient, Shannon's entropy measure, and Cohen's d statistics, we measure students' evaluations of editorial cartoons after 9/11. Twin measures of message and equity, along with participant and cartoon variables, are used to calibrate anti‐Americanism in Spanish and U.S. editorial cartoons. Results. Our results indicate that message ratings, that is, anti‐ or pro‐American, were more dependent on the nature of the cartoons than of the participants. White males rated these editorial cartoons as more equitable than other participants. The study shows that Spanish cartoons were rated significantly more anti‐American. Conclusion. The article concludes that the use of U.S. icons is key to seeing anti‐Americanism, along with gender, race, and origin of cartoon.  相似文献

Parents' sensitivity during interactions with their children has been associated with children's emotion narratives elicited using story completion tasks, but almost all of this research focused on mothers and was based on a dyadic, parent-child focus. The goal of the present study was to expand this research by studying triadic, mother-father-child interactions and their associations with children's narratives. Seventy-one families with their 4.5-year-old children were observed in the Lausanne Trilogue Play (LTP) procedure to assess Family Cooperation, and children were administered the MacArthur Story-Stem Battery (MSSB) to assess Coherence, Parental Representations, and Engagement with the task. Regression analyses indicated that controlling for children's Narrative Competence and Effortful Control, children who were part of more cooperative family interactions produced narratives that were more coherent, and they were more engaged during the task. No associations were found with children's representations of parents. Directions for future studies as well as clinical implications are discussed.  相似文献
