This article examines the new United Nations "Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children', which opened for signature in December 2000. This article presents a feminist analysis of the Trafficking Protocol and of the feminist discourse involved in its development. I begin with an examination of the re-emergence in the 1980s and 1990s of significant feminist concerns about trafficking and prostitution. The two main theoretical positions advanced at this time are explored - radical feminism and sex work feminism. I argue that radical feminist approaches to prostitution and trafficking are fundamentally flawed and that a sex work feminist approach has significant discursive and practical usefulness in advancing the position of both sex workers and victims of trafficking. From this perspective, I then present a feminist critique of the United Nations Trafficking Protocol and conclude that it has some strengths but also some major weaknesses.  相似文献

ABSTRACT

This article reflects on insights gathered from doing feminist research during my doctoral studies in international development. My research focused on the lives of women formerly and currently in sex work in Eastern India, and their experiences and resistance of everyday violence. I argue that the adoption of a life-history interviewing method created possibilities to move away from standard topics associated with sex work, and allowed women in sex work to discuss the dynamism and fluidity within their lives, within, before, and after sex work. I also explore how this method enabled the theme of koshto (pain) to emerge which challenges the framing of violence in sex work as exceptional. I argue that women in sex work need to feel heard and acknowledged within feminist research, not simply as subjects of knowledge gathering or to inform development discourses and interventions, but as human beings with dynamic personhoods. Finally, I share lessons learnt which can be useful to future feminist researchers researching sex work, within a current environment of ideologically polarised discussions on victimhood and agency in sex work.  相似文献

This article reports on an ethnographic study of female sex workers in Britain who work in the indoor prostitution markets. The empirical findings contribute to the sex‐as‐labour debate and add to the sociological literature regarding the gendered and sexualized nature of employment, particularly the aesthetic and emotional labour of service work. Grounding the empirical findings in the theory of identity management and emotional labour and work, the article reviews some of the existing examples of how sex workers create emotion management strategies and describes an additional strategy, that of the ‘manufactured identity’. I argue that sex workers create a manufactured identity specifically for the workplace as a self‐protection mechanism to manage the stresses of selling sex as well as crafting the work image as a business strategy to attract and maintain clientele. Drawing on comparisons between sex work and other feminized service occupations, I argue that sex workers who are involved in prostitution under certain conditions are able to capitalize on their own sexuality through the construction of a manufactured identity. The process of conforming to heterosexualized images in prostitution is conceptualized as not simply accepting dominant discourses but as a calculated response made by sex workers to manipulate the erotic expectations and the cultural ideals of the male client.  相似文献

This article seeks to investigate the complexity of the working experiences of female prostitutes in Hong Kong, using an oral history approach. Based on 13 in‐depth interviews, I depict my respondents as performing the skilled emotional labour of sex in exchange for their clients’ money. Looking at the ways in which the women manage the job, the self and the business, I argue that their major problem is not with the commercial transaction (that is, the content of the work itself), nor with the ‘conflict’ between their personal and work selves, but with the social stigma, surveillance and dangers at their workplaces. Inspired by a post‐structuralist conception of power and identity formation, I propose a women‐centred lived‐experience feminist approach in the hope of filling the gap between the bipolar imageries of ‘sexual slavery’ or ‘sex radical’ that have been thrown up in the feminist debate over the meaning of prostitution. This approach emphasizes the inter‐relationships among women’s lived experiences, the micro‐sites of social surveillance and the macro‐condition of wider society. Although Hong Kong female prostitutes are not ‘political’ in fighting for their rights and benefits, they have tended to take the path of micro‐resistance in combating societal domination. They negotiate an identity of the ‘prostitute’ that is sensitive and flexible to different institutional areas that seems to jeopardize the neat binaries of madonna/whore, good girl/bad girl, victim/warrior, conformist/radical. Debates over the legitimacy and legality of prostitution have characterized human trafficking discourse for the last two decades. This article identifies the extent to which competing perspectives concerning the legitimacy of prostitution have influenced anti-trafficking policy in Australia and the United States and argues that each nation-state’s approach to domestic sex work has influenced trafficking legislation. The legal status of prostitution in each country and feminist influences on prostitution law reform have had a significant impact on the nature of the legislation adopted.  相似文献

In the mid-1970s, following a series of police raids on prostitution inside downtown nightclubs, a community of approximately 200 sex workers moved into Vancouver's West End neighborhood, where a small stroll had operated since the early 1970s. This paper examines the contributions made by three male-to-female (MTF) transsexuals of color to the culture of on-street prostitution in the West End. The trans women's stories address themes of fashion, working conditions, money, community formation, violence, and resistance to well-organized anti-prostitution forces. These recollections enable me to bridge and enrich trans history and prostitution history – two fields of inquiry that have under-represented the participation of trans women in the sex industry across the urban West. Acutely familiar with the hazards inherent in a criminalized, stigmatized trade, trans sex workers in the West End manufactured efficacious strategies of harm reduction, income generation, safety planning, and community building. Eschewing the label of “victim”, they leveraged their physical size and style, charisma, contempt towards pimps, earning capacity, and seniority as the first workers on the stroll to assume leadership within the broader constituency of “hookers on Davie Street”. I discover that their short-lived outdoor brothel culture offered only a temporary bulwark against the inevitability of eviction via legal injunction in July 1984, and the subsequent rise in lethal violence against all prostitutes in Vancouver, including MTF transsexuals.  相似文献

Abstract In this article I analyse the gendered space of transnational mobility by problematizing migrant subjectivity in everyday practices. In line with feminist perspectives I highlight the significance of the micro‐scale experience of female migrants from Eastern Indonesia in acquiring mobility as a struggle for new subjectivity. I frame this migration as a production of the subjective space of power. Based on in‐depth interviews with returned migrants, I present reflexive accounts of two migrants on contract domestic work abroad to illuminate the changing contours of the relationships between gender, mobility and shifting subjectivity. Households take into account the cultural meanings of space in everyday life including local relations in the decisions on mobility. Strategies of ‘knowing one's place’ reflect women's agency in negotiating alternative roles and positions within the intra‐household dynamics and in the workplace. Women's personal accounts have the potential to illuminate spatial processes of migration as a contested space for the repositioning of self in networks of family, kin, local and global relations.  相似文献

The metanarrative of global feminism is often constructed as a progressive and emancipatory movement emanating from the West and fostering radical politics elsewhere in the world. Such a view is not only ethnocentric but, critically, it fails to engage with the complex ways in which feminist politics travel and are evinced in specific localities. In this article, I seek to understand how marginalized women in the “Global South” – particularly in Africa – interpret, experience and negotiate feminist ideas to wield political power within the context of their social and moral worlds. I focus on women's organized resistance to violence and armed conflict, known as “women's peace activism.” Using a case study of a women's peace movement in Uganda mediated by an international feminist organization called Isis Women's International Cross-Cultural Exchange, I conducted in-depth qualitative interviews with a wide range of activists in the organization and in its network in postconflict areas in Northern Uganda. I argue that the feminist peace discourse is most meaningful when its universal values of equity and securing the dignity of women are appropriated and re-signified through the cultural institutions and the collective memory of activists in their local settings.  相似文献

ABSTRACT

This article offers a personal reflection of my journey into participatory arts-based research with sex work migrants in South Africa. It begins by sharing some background information of how my own experience as a migrant woman, and my layered (sometimes conflicted) identities, have continued to shape and influence much of my scholarly work, including my commitment to engaging in research that supports (or at least tries to support) social justice. Through this article, I offer an example of how the ‘personal is political’ is entwined in feminist values of research and engagement. Those who experience the issues under investigation must be considered equal partners in research processes. Collaborative forms of knowledge production can support social justice, particularly if efforts strive to shift the centre from which knowledge is traditionally generated and disseminated.  相似文献

Despite the prevalence of gender experts in international development institutions, their impact in terms of transformative feminist politics remains questionable. Gender experts, and their profession more broadly, have been strongly criticized by a range of feminists working in academic contexts. In particular, some have argued that neoliberalism and feminism have converged,  framing the role of gender experts as primarily to legitimate and embed neoliberal models of development. This article engages with these critiques from the perspective of the gender expert her/himself, drawing on first-hand experiences to tease out some of the tensions and complexities of this work. After setting out some general challenges for gender experts, I focus on one particular aspect of the current gender and development paradigm – the “business case” for gender equality – and explore how it feels to work within such a framework. In doing so, I aim to reflect on the possibilities of promoting transformative change whilst at the same time acknowledging and embracing the dilemmas and contradictions involved in the daily politics of working as a gender expert.  相似文献

The moral modality of colonial power is still with us when it comes to the recreation of sexual norms of traditional or feudal society. We can examine the emergent properties of colonial knowledge anew by exploring how the colonial regime's strategic attention of regulating brothels in India differed from the analytic of power Foucault described for sexuality in European society. It turns out that amongst other things, public anxieties about the failure of adaptation by South Asians are incapable of leaving sexuality aside as a key interpretive device for their culture. The British preoccupation with reproducing the dynamics of the bourgeois matrimonial market on foreign soil in the mid‐nineteenth century similarly necessitated a sociological pretext for racial purity. However, the kind of knowledge a typical traveller and employee of the East India Company brought to the Victorian public from his own researches in the brothels and streets of colonial India, which revealed how popular prostitution was as a vice amongst the officer class, was also more than a welcome imaginary relief from Christian morality; it was an alternative vision of modernity.  相似文献

This article argues that contemporary concern about ending child prostitution is misdirected in its strategy. Some theorists and activists, even the ILO, are seeking to create a distinction between adult and child prostitution as if child prostitution could be ended whilst adult prostitution remains intact. The motivation for the distinction relies upon trends in the 1990s to characterize men's prostitution abuse of adult women as constituting legitimate work, choice and agency for the women themselves, and to construct a profitable prostitution industry which can create profits for governments and sex industrialists. I will argue that child and adult prostitution are inextricably interlinked, both in personnel (the women and children work together), in terms of the abusers (who make no distinctions), in the harm they cause and in that both constitute harmful traditional practices which must be ended. The acceptance of men's prostitution abuse as the basis for the industrialization of adult prostitution increases the scale and harm of child prostitution. Thus only policies to eradicate all of men's abusive prostitution behaviour will serve to mitigate child prostitution.  相似文献

Postnationalism has seen a modest resurgence in recent years as both a theory of citizenship and as a set of claims frequently articulated by anti-border movements. Yet the implications of postnationalism for feminist politics remain relatively under-theorized. Using interviews with feminist advocates in Toronto, Canada, this research examines how postnational challenges to state power are being mobilized in spaces of service provision addressing gender-based violence. I show how, for some advocates, a postnational politics deeply informed their critiques of state borders and restrictive immigration controls as fundamental sources of gendered and racialized violence. However, postnational approaches were also limited in offering few concrete alternatives to state protection from domestic or interpersonal violence, particularly for women with precarious immigration status. Significantly, it was through advocates’ everyday practices of service provision that they blueprinted an alternative feminist ethics of solidarity. I argue that these practices constitute postnational acts of citizenship, in so far as they attempt – albeit imperfectly – to de-border institutional spaces from within.  相似文献

In approximately three decades, gender and migration scholarship has moved from a few studies that included women immigrants or included gender as a dichotomous variable to a burgeoning literature that has made significant contributions to understanding numerous aspects of the migration experience. The larger field of migration studies, however, has not yet fully embraced feminist migration analysis and theory. In this article, I describe the development of gender and migration research and its theoretical underpinnings. Afterward, I highlight the key contributions that feminist migration scholars have made to our knowledge of labor migration, migrant families and social networks, transnationalism and citizenship, sex trafficking, and sexuality. Considering these important contributions, I explore the reasons why feminist migration research still lies largely outside the mainstream of the broader field and how it might achieve better integration.  相似文献

ABSTRACT

This article develops a feminist critique of debate on hybrid forms of governance in global politics by demonstrating the gendered implications (and limitations) of hybridized approaches to security provision. The conceptual approach that frames my enquiry puts arguments advancing the benefits of multilayered and hybridized security into dialogue with ethnographic enquiry on “vernacular” security and feminist study of “conjugal order.” I contend that this conceptual approach is particularly productive for examining the gendered policing outcomes that can be produced in environments where vernacular influences – customary and religious – inflect prevailing idioms of security and order. To further defend this claim, I apply this conceptual approach to a case study of gender and policing in Fiji. Although there has been a strong state rhetoric of progressive reform on gender policy in this context, efforts to reform policing have been hamstrung by longstanding customary and religious discourses that emphasize the defense of conjugal norms as foundational to the achievement of order and safety. I show how this scenario has encouraged a practical policing of gender and sexuality that is restrictive for women generally and may expose particular groups of women to direct forms of insecurity and violence.  相似文献

New Zealand decriminalized sex work in 2004 with the passage of the Prostitution Reform Act (2003), which sets an explicit intention to prevent exploitation of sex workers and improve their welfare. This has demonstrably improved conditions for sex workers and provides a necessary context for addressing exploitation. However, little research has looked at how this works for brothel-based sex workers in New Zealand. This paper responds to that gap by examining how brothel operators in New Zealand exercise power and control and how sex workers experience that. The study draws on in-depth interviews conducted across New Zealand with 33 participants. These include staff from the New Zealand Sex Workers' Collective (2), brothel-based sex workers (18), operators (8), and sex worker/operators (5). We use a Foucauldian framework and Foucauldian Discourse Analysis to examine how disciplinary power informs brothel management, prompting the production of normative discourses of work that destabilize sex workers' safety at work. We conclude that decriminalization nevertheless provides an essential framework by which sex workers are able to resist disciplinary control (W/C 171).  相似文献

Abstract

In the last few years it has become inescapably clear that incest is relatively common and that it is mainly young girls who suffer this violence from men in their families. This article is based on in-depth interviews with Icelandic and English incest survivors. The material is analysed from a feminist perspective. My understanding of the experience and the effects of incest on the survivors lives, and opens new possibilities for social workers working with them. Consciousness-raising, the women's strength and resistance on the one hand, and equality and validation of their experiences on the other, are the basis of the work. Finally, I maintain that feminist theories and practice open new and timely possibilities for better social work practice generally.  相似文献

ABSTRACT

This article considers the possibilities and limits of applying institutional ethnography, a feminist theoretical and methodological approach that contributes to collective projects of investigating and transforming social life. Elaborating on the approach, the article reports on an ethnographic exploration of visual artists’ experiences and struggles in Canada's art world – a project that started from the standpoint of practising visual artists, examined their work and relations, and explicated practices and logics of art and valued work conditioning their lives. Speaking back to formal or text-based investigations of particular institutions, the article grapples with how to engage in research that more fully reveals the ‘social,’ attending to everyday life, to the ‘life work’ that people do, and to social forms that are threaded through intersecting, localized intimate and institutional spheres.  相似文献

Anchored in the Santiago General Cemetery, this essay analyses the management of revolutionary memory under neoliberalism. Juxtaposing the gravesites of Salvador Allende and Víctor Jara, I theorise the gendered and racialised processes through which collective dreams for justice – and even radical politics themselves – come to be co-opted under neoliberal capitalism. If in Jara’s grave we see the state performing the part of the hyper-masculine disciplinarian father, I argue, in Allende’s grave we witness the state as the begrudgingly accepting father, ready to take in the repentant children back into the nation, in exchange for obedience. Finally, I turn to alternative memorialisation practices performed by the nation’s discontents, and namely ongoing struggles for collective self-determination and decolonisation. Ultimately, I situate critiques of neoliberalism in Chile in dialogue with intersectional queer and transnational feminist scholarship on the seductive logics of neoliberalism – and emergent forms of justice that appear just beyond its purview.  相似文献

Using a critical feminist theoretical lens, we followed 17 families for one year – as they attempted to make the transition from welfare to work – eliciting narrative accounts of their day-to-day lives. We used an institutional–ethnographic methodology to analyse the data. Our study shows that the juncture at which unpaid caring work and paid employment meet may be more difficult to negotiate for low-income lone-parent families than for coupled, middle-class employed families. Findings reveal that the unpaid work that happened on the edges of a paid work day, what we refer to as ‘the work outside the work’, took considerable time and energy for participants, making it difficult for them to procure and/or sustain employment. This was due to a number of factors including their limited access to economic and non-economic resources, and the complex nature of their lives, including struggles with day-to-day functioning and childcare arrangements. These challenges, combined with the realities of the low-income labour market made it difficult, if not impossible, for most participants to effectively integrate work and family. These findings suggest that the dis-integrated nature of welfare-to-work policies, which overlooks the actualities of low-income parents’ lives, limits families’ ability to become self-sufficient.  相似文献
