This paper discusses the results of a survey of executive attitudes towards planning in 138 New Zealand companies. Previous research shows that public perceptions of climate change risk are strongly related to the individual willingness to support climate mitigation and adaptation policy. In this article, I investigate how public perceptions of climate change risk are affected by communications from political parties and the degree of polarization among them. Specifically, using survey data from Sweden, Norway, Australia, and New Zealand, I study the relationship between party source cues, perceived polarization, and public perceptions of climate change risk. The results reveal a positive relationship between party cues and perceptions of climate change risk, indicating that individuals adjust their risk perceptions to align with their party preference. Furthermore, a negative relationship between perceived polarization and individual risk perceptions is also discovered, showing that individuals tend to be less concerned with climate change the more polarization they perceive. However, the effect of perceived polarization is found to be limited to more abstract perceptions of risk, while being unrelated to perceptions of concrete risks. Even with some contextual variance, the results generally hold up well across the four countries.  相似文献

Focusing on middle managers from France and Germany, Michael Lubatkin and Steven Floyd's central question in this article is — does there exist a common European approach to management that facilitates knowledge transfer and other collaborative work efforts?The authors find that there are differences, along at least three dimensions, in perceptions that French and German managers hold about strategic management - traceable to historic predispositions. At the same time, there are similarities as well. The co-existence of differences and similarities in perceptions about strategic management may hinder the actual achievement of benefits from cross-national collaborations.  相似文献

This survey study examines the relationship between employee attitudes related to training and organizational commitment among a sample of nurses in New Zealand and the United States. The magnitude of recent restructuring to New Zealand's public health system allows for an examination of employee attitudes towards training and organizational commitment in comparison to nurses from similar sized hospitals in the United States. Results show that perceived access to training, supervisory support for training, motivation to learn from training and perceived benefits of training were positively related to the affective and normative components of organizational commitment. Several significant differences were found on both training and organizational commitment variables between New Zealand and the United States. The findings are discussed in terms of their theoretical and practical application to human resource development (HRD) outcomes and the management of HRD in health care settings.  相似文献

Hydraulic fracturing has provided a persistent, polarizing, and highly politicized source of controversy internationally and in numerous national contexts for just under a decade. This research uses hydraulic fracturing (i.e., fracking) operations in New Zealand as a vignette through which to understand the underlying causes of controversy and the appropriateness of attempts to address them. A multi‐method approach using interviews (n = 25), diagrammatic analysis, and newsprint media was applied to evidence two major findings. First, previous attempts to explain fracking controversy based on social constructivist theory lack a multi‐scalar approach to the assessment of factors that influence risk perceptions. It is found that risk perception surrounding fracking in New Zealand reflects intra‐scalar interactions between factors originating at the international, national, regional, and local scale. Second, there is a concerning absence of critique pertaining to the concept of “social license to operate” (SLO), which has been advocated both internationally and nationally as an appropriate form of stakeholder engagement. This article contributes to the SLO outcomes literature by establishing a need to consider multi‐scalar influences on risk perception when explaining diverse SLO outcomes in communities where fracking operations are prospective or already taking place.  相似文献

Since the 1990s the New Zealand Police have introduced three extensive change management programs to improve the efficiency and effectiveness of their core services; Policing 2000, Policing Excellence and Prevention First. Each program has been fundamentally different, with the more modern programs influencing the way that New Zealand Police deliver services. Policing 2000 evolved from implementation of the first strategic plan, while Policing Excellence and Prevention First were introduced in response to the 2007 fiscal crisis. The programs are compared to identify the differences, and whether these later programs can increase service delivery efficiency and effectiveness.  相似文献

The Funtowicz and Ravetz model for classifying problem‐solving strategies into applied sciences, professional consultancy, and postnormal sciences is well known in the social science risk literature. The model is illustrated in a diagram based on the two axes: (i) decision stakes—the value dimension (costs, benefits) and (ii) the system uncertainties—the knowledge dimension. These axes resemble the same two dimensions that characterize some recently developed risk perspectives: (a) consequences and the severity of these consequences and (b) associated uncertainties. In this article, we make a detailed comparison of these two types of risk frameworks. We point to similarities and differences in motivation and use. A main conclusion of the article is that these risk perspectives all provide adequate scientific bases for the Funtowicz and Ravetz model. New insights are provided on the understanding of what the outcome stakes/consequences and uncertainty dimensions really capture in these perspectives and frameworks.  相似文献

In the 1990s, we witnessed the rise of a new form of management over cultural affairs in the Americas and Oceania as their respective indigenous populations strove for greater participation in governance. This article illustrates the characteristics of this new current in the public sector by examining recent innovations in heritage administration and governance in New Zealand. Because the primary focus in occupational stress research has been on refining our understanding of the relationship between stressors and stress responses, relatively few attempts have been made to examine the nature and structure of the different constructs involved in that relationship. One reason for this has been die apparent acceptance that current measures adequately describe work role stressors or that constructs such as coping can be researched by simply selecting and devising measures on an a priori basis. This paper considers the stressors reported by ministers of religion in New Zealand and the strategies may use to cope with those problems. The results draw attention to die fact that while existing scales provide a good measure of general perceptions they are not useful or designed for evaluating specific role relationships or their nature and structure. The implications of these findings arc discussed in terms of measurement issues and future research.  相似文献

As part of a study of nuclear power development in Japan and the United States, surveys of perceptions of risk toward 30 activities, substances, and technologies have been carried out in the Pacific Northwest and Tokyo, Japan. The results show that people in both countries have the highest level of dread toward nuclear waste disposal, nuclear accidents, and nuclear war, greater even than their dread of crime and AIDS. In addition to comparisons of dread, the paper also discusses similarities and differences between Japanese and American responses for other dimensions of risk perception.  相似文献

A substantial body of risk research indicates that women and men differ in their perceptions of risk. This paper discusses how they differ and why. A review of a number of existing empirical studies of risk perception points at several problems, regarding what gender differences are found in such studies, and how these differences are accounted for. Firstly, quantitative approaches, which have so far dominated risk research, and qualitative approaches give different, sometimes even contradictory images of women's and men's perceptions of risk. Secondly, the gender differences that appear are often left unexplained, and even when explanations are suggested, these are seldom related to gender research and gender theory in any systematic way. This paper argues that a coherent, theoretically informed gender perspective on risk is needed to improve the understanding of women's and men's risk perceptions. An analysis of social theories of gender points out some relations and distinctions which should be considered in such a perspective. It is argued that gender structures, reflected in gendered ideology and gendered practice, give rise to systematic gender differences in the perception of risk. These gender differences may be of different kinds, and their investigation requires the use of qualitative as well as quantitative methods. In conclusion, the arguments about gender and risk perception are brought together in a theoretical model which might serve as a starting point for further research.  相似文献

To study the homogeneity and influences on scientists'perspectives of environmental risks, we have examined similarities and differences in risk perceptions, particularly regarding nuclear wastes, and policy preferences among 1011 scientists and engineers. We found significant differences ( p 0.05)in the patterns of beliefs among scientists from different fields of research. In contrast to physicists, chemists, and engineers, life scientists tend to: (a)perceive the greatest risks from nuclear energy and nuclear waste management; (b)perceive higher levels of overall environmental risk; (c)strongly oppose imposing risks on unconsenting individuals; and (d)prefer stronger requirements for environmental management. On some issues related to priorities among public problems and calls for government action, there are significant variations among life scientists or physical scientists. We also found that–independently of field of research–perceptions of risk and its correlates are significantly associated with the type of institution in which the scientist is employed. Scientists in universities or state and local governments tend to see the risks of nuclear energy and wastes as greater than scientists who work as business consultants, for federal organizations, or for private research laboratories. Significant differences also are found in priority given to environmental risks, the perceived proximity of environmental disaster, willingness to impose risks on an unconsenting population, and the necessity of accepting risks and sacrifices.  相似文献

Work ethic, as the construct of work-related values and attitudes, directly affects employees' job performance. Work ethic subjects to the influence of business and social practices. China is in the mix of major economical and political transformation, although little is known about how work ethic has changed for Chinese workers since the economic reform first initiated in 1979. This study is designed to examine work ethic currently held by workers of Chinese state-owned enterprises (SOEs). Findings revealed work ethic perceptions based on the multidimensional work ethic profile (MWEP), a Western work ethic profile, and the Confucian work ethic (CWE), an Eastern work ethic profile, resulted in similarities but often lived different life styles. The major differences tended to focus on perceptions of hard work, self-reliance and centrality of work. Other areas such as education, use of time, delay of graduation and other MWEP concepts were very similar to Chinese workers' work perceptions.  相似文献

Recreational and subsistence angling are important aspects of urban culture for much of North America where people are concentrated near the coasts or major rivers. Yet there are fish and shellfish advisories for many estuaries, rivers, and lakes, and these are not always heeded. This paper examines fishing behavior, sources of information, perceptions, and compliance with fishing advisories as a function of ethnicity for people fishing in the Newark Bay Complex of the New York–New Jersey Harbor. We test the null hypothesis that there were no ethnic differences in sources of information, perceptions of the safety of fish consumption, and compliance with advisories. There were ethnic differences in consumption rates, sources of information about fishing, knowledge about the safety of the fish, awareness of fishing advisories or of the correct advisories, and knowledge about risks for increased cancer and to unborn and young children. In general, the knowledge base was much lower for Hispanics, was intermediate for blacks, and was greatest for whites. When presented with a statement about the potential risks from eating fish, there were no differences in their willingness to stop eating fish or to encourage pregnant women to stop. These results indicate a willingness to comply with advisories regardless of ethnicity, but a vast difference in the base knowledge necessary to make informed risk decisions about the safety of fish and shellfish. Although the overall median income level of the population was in the $25,000–34,999 income category, for Hispanics it was on the border between $15,000–24,999 and $25,000–34,999.  相似文献

Abstract

Many researchers and practitioners have long recognized the significance of measuring performance. Although general guidelines for measuring business performance are widely available, no appropriate measurement frameworks have been developed for measuring agri-food supply chain performance. Particularly, food quality and risk-related indicators have not been well integrated into existing performance measurement systems. Our research, therefore, addresses this knowledge gap by first providing an in-depth review of extant performance measurement systems and frameworks. It then develops an analytical framework by extending the Supply Chain Operations Reference (SCOR) model which has been extensively implemented across non-food industries. The analytical framework is further validated by utilizing a case study of 50 farmers and 10 dairy companies, operating in the New Zealand dairy industry.

Our pilot testing and subsequent findings show that the individual metrics interlocked with the analytical framework are in-line with the key industrial practices adapted by the New Zealand dairy industry. In addition, the framework is flexible and scalable to evaluate and benchmark other agri-food supply chains – ranging from fresh products such as fruits and vegetables to processed foods such as canned fruits. The findings further show that the detailed information required for measuring the level-3 SCOR metrics is not easily available in the industry, as researchers need to access specific company records that may be confidential. Consequently, this study provides how agri-food supply chain managers can employ our new analytical framework in-conjunction with the SCOR model for a deeper understanding of the complicated performance measurement indicators applied in their agri-food production systems and relevant supply chains.  相似文献

The paper explores the degree to which Indigenous groups perceive that resource management plans they develop are able to help deliver outcomes they seek through formal planning systems. It does this by a case study of practice in Aotearoa New Zealand. Some Indigenous groups are concerned they are being encouraged to devote considerable effort to production of major planning documents for use in interaction with environmental agencies, yet in practice, such plans can appear to have a limited role in bringing about desired change or affecting wider planning processes. Abstract

This paper compares and contrasts the current attitudes towards, awareness of and take-up of eLearning in large and small organizations and outlines the implications for human resource development (HRD) professionals. An in-depth study was conducted in Ireland with a number of large multinational organizations and a number of small and medium-sized enterprises (SMEs) in the engineering, electronics, aerospace, pharmaceutical and medical device sectors. The study focused on awareness, perceptions, technology support infrastructure, current and planned involvement, most frequent and most preferred methods of delivery, benefits, barriers, the motivational factors and overall attitudes to eLearning. The comparison describes a number of similarities and a number of differences both within the large organization sector and within the SME sector and between the two sectors. An increasingly diverse workforce is a reality for today's organisations in Norway, and a variety of human resource practices are being introduced in order to manage this diversity effectively. However, little is known about what leads to the successful implementation of these diversity practices. Thus, we need to find out more about what affects the willingness to implement that is held by those responsible for the process. In this study we examine how contact with minority groups, values, orientation, and individual differences relate to their perceptions and support for diversity practices. In a survey conducted with 385 Norwegian individuals employed in different organisations and business sectors across the country, we observed a relationship between positive contact experiences with individuals from immigrant backgrounds, diversity values, other-orientation, age, and gender on the extent to which the respondents were willing to support a diversity practice. Theoretical and practical implications and directions for future research are discussed.  相似文献

The business realities of operating an interscholastic athletic program suggest that there is a rise in the behavioral similarities among traditional business managers and sport managers. This study explored how interscholastic athletic directors allocated their time when engaged in managerial activities; determined if gender influenced behavior; and to what extent the level of engagement in those activities influenced success. The findings indicated most of their time was spent on traditional management activities and the least time engaged in networking. Gender differences did not exist, however, the time spent on traditional management activities was positively correlated to success.  相似文献
