Casual labour is defined in this article as labour lacking security of income and employment. It is argued that such labour has remained an integral type of labour organization in modern capitalist economies, and has even been expanding both in advanced and declining sectors. The article studies in detail one specific process of casualisation-the transition to subcontracting in the case of cleaning work, as it took place in Israel. The major considerations leading to such a transition are specified - the desire to cut costs and to find new sources of labour. The basic differences between subcontracted labour and direct wage labour are discussed, focusing on the intensification of labour, the deterioration of wages and benefits and the obstacles to workers organization. The relation is then examined between subcontracted labour and the composition of the labour force, primarily the displacement of Jewish by Arab women workers and the differentiation which has developed between groups of subcontracted workers on the basis of gender, nationality and citizenship. The role of the state and the labour movement in this process of casualisation is highlighted throughout the discussion. Concluding with some final comments of the more general significance of casual labour for the highly organized Israeli labour force and working class.  相似文献

This article employs anti-essentialist Marxist analysis to shed light on the diverse economic activities that Filipina contract migrants are engaged in at home and overseas. We point to the limitations of dominant representations of these women as 'heroes' of national development or 'victims' of a global capitalist economy, which tend to foreclose a discussion of multiple class processes engendered by transnational labour migration. In drawing on a fluid theory of class, we investigate how contract domestic workers are involved in multiple class processes that allow them to produce, appropriate and distribute surplus labour in innovative ways. We also discuss the activities of the Asian Migrant Centre, a non-governmental organization working with domestic workers in Hong Kong, whose efforts to inspire the entrepreneurial aspirations of these women reflect the importance of recognizing migrant workers' multiple economic identities. This analysis has implications for how we imagine the agency of contract workers, as well as the performativity of research and advocacy work.  相似文献

This article adopts a task-based approach to analyse employment patterns in terms of skill distribution and occupations in the urban labour markets of Brazil, Colombia and Mexico during 2002–15. The results suggest that employment fell strongly for some medium-skilled occupations, and increased slightly for both low-skilled and high-skilled occupations. Decomposition results suggest that the decreasing share of employment of secretaries and stenographers is fully explained by changes within industries (routinization hypothesis), whereas the decrease in machinery operation and handicraft jobs is mainly explained by changes between industries. By socio-demographic group, technological changes negatively affected women but benefited younger workers and those with higher educational attainment.  相似文献

This article discusses migrant food insecurity in the United States from the perspective of Mexican and Central American migrant women. Many describe migrating because they had nothing to eat in their countries of origin. Migration is thus framed as a necessary strategy for overcoming food insecurity. I argue that these women's perspectives are unique in the migration literature because food security comprises a gendered labour from which men are frequently spared. Unfortunately, food insecurity still prevails in these women's households in the US. Assuming a “double‐duty” workday of earning wages and overseeing care within households, these women experience the added burden of ensuring food security of households “back there.” Thus, I argue that the food practices of Mexican and Central American migrant women provide a unique lens through which to understand the increased feminization of transnational migration from Latin America to other regions of the world.  相似文献

"This article examines the probable effects of the North American Free Trade Agreement (NAFTA) on migration from Mexico to the United States, disputing the view that expansion of jobs in Mexico could rapidly reduce undocumented migration. To the extent that NAFTA causes Mexican export agriculture to expand, migration to the United States will increase rather than decrease in the short run. Data collected in both California and the Mexican State of Baja California show that indigenous migrants from southern Mexico typically first undertake internal migration, which lowers the costs and risks of U.S. migration. Two features of employment in export agriculture were found to be specially significant in lowering the costs of U.S. migration: first, working in export agriculture exposes migrants to more diverse social networks and information about U.S. migration; second, agro-export employment in northern Mexico provides stable employment, albeit low-wage employment, for some members of the family close to the border (especially women and children) while allowing other members of the family to assume the risks of U.S. migration."  相似文献

Despite increased access to education, women's conspicuous absence from the labour market in Egypt, and the Arab world in general, has been a key issue. Building on the stock of evidence on women's employment, this study provides a qualitative analysis of the torrent of challenges that educated married and unmarried women face as they venture into the labour market in Egypt. Single women highlight constrained opportunities due to job scarcity and compromised job quality. Issues of low pay, long hours, informality and workplace suitability to gender propriety norms come to the fore in the interview data. Among married working women, the conditions of the work domain are compounded by challenges of time deprivation and weak family and social support. The article highlights women's calculated and aptly negotiated decisions to work or opt out of the labour market in the face of such challenges. The analysis takes issue with the culturalist view that reduces women's employment decisions to ideology. It brings to the context of Arab countries three global arguments pertaining to the inseparability of work and family for women; the role of social policies and labour market conditions in defining women's employment decisions; and the potential disconnect between employment and empowerment. By looking at women as jobseekers and workers, the analysis particularly highlights the intersectionality of different forms of inequality in defining employment opportunities.  相似文献

The labour force of the migrant domestic workers (MDWs) has become one of the significant policy concerns in Asia. Most of the Asian countries are not following (or not to an equal extent) the Domestic Workers Convention 2011 (No. 189) which has been adopted by the International Labour Organization (ILO). The objective of this article is to show the transnational variations and policy concerns of the MDWs in Asia. Based on content analysis, the authors found that there are considerable transnational variations of the MDWs in terms of their age and nature of work, legal identity, working hours, and remuneration across Asian countries. These variations have serious policy concerns in a number of areas such as lack of available data of the MDWs, working conditions, exploitations, and gender issues. The findings of the article would be an important guideline for adopting new legislation and labour policy for the MDWs in Asia.  相似文献

The competition for highly skilled labour continues to be fierce and is taking a more institutionalized pattern across most of the developed world. This article sketches the changes in policies, legislations, and procedures across various EU countries and compares these with those of other developed countries.
The article shows that EU member states not only compete with non-EU countries and regions but also among themselves in order to attract and maintain sufficient flows of highly skilled labour.  相似文献

Farm workers are among the lowest paid in the South African economy. Unprotected by statutory minimum wage fixings, denied access to collective bargaining processes or to elementary political rights, their conditions are often set by farmers whose only constraint is the need to keep enough workers on the land to farm comfortably. Regional shortages of labour do occur ‐ and provide upward pressure on wages ‐ but on the whole Black farm workers are prevented by lack of schooling, lack of skills and an apparently chronic shortage of urban housing from seeking alternative employment in the towns. In addition, the system of legislative controls over the movements of African workers operates to ‘trap’ them on the farms. Under these circumstances it is not surprising that wages and working conditions differ widely from region to region and even from farm to farm. At a recent conference on farm labour, in Cape Town, these regional differences (and some of the reasons for them) were described, the questions of general shortages or surpluses of labour were discussed and the historical development of capitalist agriculture was traced. This article is an attempt to summarise the main points in the 55 papers presented at the conference, by academics, farmers and others.  相似文献

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

This paper examines the impact of new technology on the labour process and labour market position of clerical and administrative workers in The Federal Republic of Germany. Data are drawn from several recent major case studies of such workers by German research teams. The paper's contributions to the ‘Labour Process’ debate are twofold. Firstly, it examines the position of white-collar workers to show that, contrary to Braverman, their work situation differs crucially in several respects from that of manual workers, despite some convergence in recent decades. Secondly, it shows that variations in the organization of the labour process between capitalist societies are much wider than is commonly recognized. The paper argues that historically evolved social structural and cultural features shape the position of German white-collar workers in the labour process and distinguish it in several respects from that of comparable groups in Anglo-Saxon countries.  相似文献

On January 1, 1994, the North American Free Trade Agreement (NAFTA) went into effect. Over a period of fifteen years NAFTA will eliminate trade barriers between Mexico, Canada, and the United States. As the economics and politics of the three countries become increasingly interdependent, it is important for social workers in the United States to become better informed about developments in Mexico and Canada which affect the welfare of Mexicans and Canadians and which have implications for social welfare policy and programming in the United States. This report, by a ''United Statesian''1 social worker who participated in the efforts of Alianza Cívica/Observatión '94 to monitor the 1994 Mexican national elections, describes the political context of those elections; the training and credentialing of an ''international visitor;'' election day activities in Tecalapa, Guerrero; and the author's reflections on the electoral process and subsequent events in Mexico.  相似文献

Current migration studies and policy reviews neglect the vital link between migration experiences of labour migrants and their return and reintegration process. The objective of this study is to highlight the phenomenon and bring the matter to policy makers’ attention. This study uses in‐depth interviews and a series of focus group discussions to explore the relationship between migration experiences and economic reintegration of unskilled Ethiopian women who are return migrants from Middle Eastern countries. Economic reintegration, which in its basic form is about securing a livelihood, is a challenge for most returnees. The reason relates to the migration settings, preparedness and reintegration assistance in the home county. Reintegration assistance for involuntary returnees is beneficial only for those who manage to obtain some savings out of their migration. The findings imply the need for policy improvements regarding the working conditions of female domestic workers in the host countries and reintegration programmes in the home countries.  相似文献

"Will a North American Free Trade Agreement (NAFTA) decrease Mexican migration to the United States, as the U.S. and Mexican governments assert, or increase migration beyond the movement that would otherwise occur, as NAFTA critics allege? This article argues that it is easy to overestimate the additional emigration from rural Mexico owing to NAFTA-related economic restructuring in Mexico. The available evidence suggests four major reasons why Mexican emigration may not increase massively, despite extensive restructuring and displacement from traditional agriculture....NAFTA-related economic displacement in Mexico may yield an initial wave of migration to test the U.S. labor market, but this migration should soon diminish if the jobs that these migrants seek shift to Mexico."  相似文献

The author analyzes and compares the trade situation in the European Community (EC) with the North American Free Trade Agreement (NAFTA). He finds that "while both the EC and NAFTA are designed to provide trade preferences to the member countries, the two groupings differ markedly in other respects. The Treaty of Rome, establishing what is now the EC, consciously used economic means to foster political cohesion in Western Europe; whereas, the NAFTA negotiations seek free trade rather than more comprehensive economic integration precisely to minimize political content. The EC contains many social provisions absent from the NAFTA discussions, the most important of which is the right of migration from one EC country to another." The effects of NAFTA on the economy of Mexico and on Mexican migration to the United States are also assessed.  相似文献

In this article, I present some experiences of transnational networking among women workers, women's groups, and feminist organizations at both the transcontinental and transborder level in the FTAA and NAFTA areas. These transnational efforts are analyzed as forms of resistance to the encroachments of global capital. The record of these networks is both encouraging and problematic. Encouraging because certain issues have received greater attention from both the state and multinational companies, and Mexican organizations have received strategic support to empower themselves and even, in some cases, develop a feminist workers' perspective. The record is also problematic as cooperation is not always free from conflict, or asymmetric relations, among the organizations. Asymmetries often reflect unequal access to power and financial resources. In spite of this, it seems undeniable that transnational networks among women's organizations are modeling new forms of resistance to the processes of global restructuring.  相似文献

In December 2010, Qatar won the rights to host the 2022 FIFA World Cup games. The FIFA announcement came with increasing pressure from international human rights organizations, media and other groups for Qatar to reform its labour law, which governs the lives and working conditions of foreign workers in the country. Although Qatar continues to develop and implement major reforms to its labour laws, until now there was no one unique tool based on survey data to evaluate the impact of the government’s policies on guest workers. The objective of this article is to present the Qatar Guest Workers’ Welfare Index (GWWI),1 a multi-dimensional comprehensive tool based on survey data of migrant workers developed by the Social and Economic Survey Research Institute (SESRI). In addition to assessing and tracking the welfare of this population, the objective of the index is to identify areas of improvement to guide policy formulation.  相似文献

We conduct a pooled cross-section and time-series analysis of the unemployment rates across ten major industries in the U.S. from 1983 to 1994 to assess the effect of NAFTA and immigration. Our results indicate that the output produced by the industry, unemployment benefit coverage, and interest rates are significant determinants of industry unemployment rates, but union presence does not affect industry unemployment. Both Canadian and Mexican immigrants appear to be complements to the U.S. labor force, with Canadian immigrants highly complementary to American labor. Finally, the Chow test provides no evidence that NAFTA has changed the structure of unemployment determination in these industries. Recent scholarship on gender and organizations has developed an analytical conception of knowledge work attentive to embodied knowledge, tasks stratified by gender and ideological definitions of skill. This article applies such an approach to a historical case study in which women were quite literally information processors. In press clipping bureaus young women manually read and sorted thousands of newspaper articles into parcels of keyword‐indexed information for the use of paid subscribers. Using newspaper accounts of this work in the United States from 1884 to 1940, the article shows how gendered definitions of working tasks and bodily abilities were crucial to the organization of this early form of industrial‐scale, commodified information processing. Separating the concept of knowledge work from dependence on contemporary technologies and labour conditions suggests new possibilities for reappraising other forms of labour as gendered knowledge work.  相似文献
