Since 1999, poor countries that want to qualify for concessionary IMF loans and debt relief must elaborate and implement Poverty Reduction Strategy Papers. Donors claim that the PRSP approach will increase aid effectiveness since PRSPs will enhance broad country ownership and lead to better ‘partnership’ with donors, implying more donor co‐ordination under government leadership. By examining the experiences of Bolivia, Honduras and Nicaragua, this article finds that the results are disappointing. The article also shows that, by emphasising rational planning and ignoring politics, the PRSP approach has unintended and sometimes harmful consequences. This leads to recommendations for changes of the approach.  相似文献

Research on debt and gender has typically had an individual focus. In research on households, and the distribution of income within them, studies have typically focussed on women. When it comes to over-indebtedness, women are also more likely than men to seek debt advice. This article reports on a UK study of men and over-indebtedness that focused on the dynamics of couple relationships. The research used in-depth interviews with menin partnerships and living alone after family breakdown to explore how gender relations and gendered identities figure in men's acquisition and management of problematic personal debt, including their orientation towards and experiences of debt advice. It was undertaken when a period of readily available credit and soaring levels of borrowing had been followed by the ‘credit crunch’, when recession had left many families struggling with problematic debt and when debt advice services were coping with increasing levels of demand. In this context, there were some signs that the effects of the recession were leading men to seek debt advice more than had been the case in the past. Findings illustrate the dynamics of male control of household expenditure and the acquisition of problematic debt. They also suggest that when men have sole responsibility for managing incomes constrained by over-indebtedness, they experience the anxiety and depression more typically reported by women; but ‘male pride’ in relation to financial matters that forms a significant component of their identities acts as a barrier to seeking advice.  相似文献

This study examines how gender and race have shaped housing policy and research. In it, I analyze the history of housing policies and practices in the United States. Concurrently, I analyze the academic literature related to housing throughout these same time periods to understand issues relating to women, race, and housing. The primary goal of this article is to understand how intersecting oppressions have disadvantaged various groups of women, especially poor women of color, in the realm of housing. This study also provides a context for examining the problematic housing policies that were developed for those affected by Hurricane Katrina, who were predominately poor people of color. The widespread housing problems faced by Katrina survivors revealed a significant mismatch between housing policies and the needs of populations marginalized by gender, race, and class. I conclude with a call for a renewed consideration of housing issues among gender and race sociologists, and recommendations for studying post-Katrina housing policies.  相似文献

SUMMARY

This article explores the impact of a quarter century of gender politics in presidential elections in the United States stressing the dual importance of differences between men and women, the gender gap, and women as a political force as they have come not only to exceed men in their voting numbers but also in their turnout rate. It reviews the way women's votes have affected presidential campaigns, drawing attention to the effect women's and men's votes have had on the Electoral College which is what counts in presidential elections. It raises the important question of what impact the attention to women voters has had on the public policies of administrations between elections.  相似文献

This study tests alternative theoretical models of the division of household labor within a non-familial context of men and women operating homes for autistic children and adults. This context makes it possible to disentangle overlapping hypotheses that stem from competing models. A sample of 128 staff members completed extensive questionnaires. The analyses yielded considerably different patterns of results for men and women. The results for the men provided support for the relative resources model, showing that men's contributions to household labor decreased as their resources increased. The results for the women provided support for the human capital model, showing that women's contributions increased as their resources increased. The gender construction approach may account for these gender differences in the determinants of involvement, suggesting that men and women utilize their resources for ‘doing gender’.  相似文献

This study reviews the post‐2005 national development strategies of 50 countries from diverse income groups, geographical locations, human development tiers and official development assistance (ODA) levels to assess Millennium Development Goal (MDG) absorption into development planning. Reviewing Poverty Reduction Strategy Papers (PRSPs) and non‐PRSP national strategies, the majority of the development plans have either adopted the MDGs as planning tools or ‘localized’ them in a meaningful way, using diverse adaptation strategies. A high correlation is detected between the income group, PRSP status and ODA reliance of countries, and their propensity to incorporate MDGs in their planning instruments. However, MDG alignment is not coterminous with greater pro‐poor or MDG‐oriented policies. Countries that have not integrated MDGs into their national plans were as likely to allocate government funds to social sectors as MDG aligners.  相似文献

The former Federal Republic of Germany (West Germany) and the former German Democratic Republic (East Germany) differed sharply in their family policies. We follow 1950s and early 1960s birth cohorts from their first jobs to 1989 to see in what ways having children affected earnings for women and men. For the FRG, we find that being a parent had stronger earnings effects (positive for men and negative for women) than in the GDR, with much of this impact mediated by employment hours for women. This does not mean that having children was unimportant for women's and men's earnings in the GDR, but it indicates that the less variable life course led to more society‐wide than individual‐level impact. Further, in the East, some young women balanced family and employment by taking jobs below their qualifications, and this reduced their earnings.  相似文献

Through an analysis of Ghana's HIPC Fund which was established as part of the PRSP process, this article shows how aid‐financed efforts to reduce regional inequality in Ghana have failed. Dominant political elites agreed to policies reducing regional inequality in order to have access to aid funding but, once approved, these funds were allocated on quite different criteria in ways that marginalised the poorest. This analysis reinforces the growing recognition that developmental outcomes in most poor countries are shaped not so much by the design of ‘good’ policies per se, but more importantly by the power relationships within which policy‐implementing institutions are embedded. Aid donors seem unable to grasp this important lesson fully, and so their capacity to contribute to reducing regional inequality remains limited.  相似文献

Sleep is situated in the work–family nexus and can be shaped by national norms promoting gender equality. The authors tested this proposition using individual data from the European Social Survey matched to a country‐level measure of gender equality. In individual‐level models, women's sleep was more troubled by the presence of children in the home and partners' unemployment, whereas men's restless sleep was associated with their own unemployment and worries about household finances. In country‐level models, the authors find that in nations that empower women and elevate their status, men and women alike report sounder sleep, and the gender gap in restless sleep is significantly reduced among those living in gender‐equal countries. This study adds to the understanding of gender differences in sleep quality and provides new evidence on the importance of the national context in shaping the pattern of gender inequality in the domestic sphere.  相似文献

This study aims to uncover some of the reasons for differences in attitudes towards family‐friendly and equal opportunities (EO) policies for women between senior and junior staff and between male and female staff. This in‐depth case study of a multi‐national corporation in Hong Kong that included a survey questionnaire, interviews and participant observation suggests four categories of female employees according to their approach to EO: advocators, supporters, outsiders and rejecters. The approach adopted was dependent on the woman's level of empathy towards the situation of working women and the extent of her career ambition. Four categories of male employees can also be classified depending on their level of empathy towards women's situation (similar to women's case) and their extent of career satisfaction (in contrast to women's career ambition), namely, antagonists, outsiders, fence‐sitters and sympathizers. Women at higher levels were less supportive of EO than women at lower levels. No such clear relationship between organizational level and attitudes towards EO was observed among men. In Hong Kong, female managers had little expectation that their organization would be family‐friendly and women workers who consciously chose to balance work and family accepted that it meant fewer promotional chances. No such self‐adjusted depressed ambition was observed among men.  相似文献

The United States' 1996 welfare reforms are often interpreted as a historical break in transitioning from supporting motherhood to commodifiying women's labor. However, this cannot account for welfare reform's emphasis upon heterosexual marriage and fatherhood promotion. The paper traces continuities and shifts in over a century of familial regulation through American welfare policy, specifying the place of marriage promotion within welfare policy. Up until 1996, families were key sites of intervention through which the American welfare state was erected, especially through single women as mothers - not wives. However, as of the 1960s, concern with African American men's "failed" familial commitments turned policymakers toward concern over marriage promotion for women and men. While marriage "disincentives" for aid recipients were lifted in the 1960s, the 1996 reforms structured a new form of nuclear family governance actively promoting marriage rooted in, but distinct from, the previous. Given the historical absence of welfare policies available to poor men, Temporary Assistance for Needy Families' (TANF) marriage promotion policies have positioned poor women as nodes connecting the state to poor men, simultaneously structuring poor women as breadwinners, mothers, and wives. Recent welfare reform has also started to target poor men directly, especially in fatherhood and marriage promotion initiatives. The article highlights how, in addition to workfare policies, marriage promotion is a neoliberal policy shifting risk to the shoulders of the poor, aiming to produce "strong families" for the purposes of social security.  相似文献

This article examines how family history affects the odds of private pension receipt and how these effects vary by sex. Analyses indicated that family history had opposite effects for men and women. Compared to continuously married men, men who were single or divorced had lower odds of pension receipt; having children was associated with higher odds. For women, being single or divorced was associated with higher odds of pension receipt, and having children decreased their odds. After reanalyzing the effects of family history in the context of couples' joint pension receipt, the negative association between pension receipt and children becomes insignificant for women, and being single, divorced, or widowed has negative effects for both men and women. These results suggest that if individuals stay together as a couple, they increase their chances of access to a pension and financial well-being during retirement.  相似文献

This analysis explores men's role exit process from being married to divorced in the context of the alimony reform movement in the United States. Those considering potential role exit may face governmental policies that either support or oppose them in making these personal changes. In this case, mostly men want to leave their husband roles behind but legally imposed alimony, in their view, unfairly binds them to their former spouses. This analysis uses 182 narratives to map out how major collective action frames—based upon the highly valued, masculine concept of autonomy—are generated in this social movement. Overall, this research demonstrates the importance of both considering the operation of governmental policies in producing successful or incomplete role exit for individuals, and how these same individuals can respond using collective action frames drawn from privileged notions of masculinity as they aim for significant life change.  相似文献

This paper reviews changes in the concept of ‘equal opportunities’ over the last twenty years and discusses the implications for women’s experiences in the workplace. The shift to notions of diversity and difference as the motif for equality initiatives reflects the right-wing critique of bureaucratic control and regulation of labour markets, embodied in 1970s' EO policies. ‘Diversity’ symbolizes the employer’s freedom from constraint in selecting and deploying the best ‘talent’ regardless of sex, ethnicity or disability. Ironically the radical feminist agenda, which asserts women’s differences from men and their potential for creating a better world, had been adapted to the concerns of liberal feminism with providing a rationale for the promotion of women into management, on the grounds that women’s nurturing capacities contribute to the diversity needed by post-modern organizations. A case study of a transnational computer and measurement systems manufacturer is used to illustrate the limited capacity of a market-driven version of diversity to dismantle the hierarchical gender order and its tendency to reinforce the ideology of competitive individualism with its white, male norms. In conclusion it is argued that we need to move beyond the ultimately limiting debate about whether women are the same as or different from men to a renewed concern with the material conditions of women’s lives and with the construction of equality initiatives which address the continuing exclusion of many women from adequate standards of living.  相似文献

This article presents evidence of the challenges faced by women in management in their interactions with men and other women, contesting the idea that men organizationally oppress women and suggesting instead that both men and women can be organizational oppressors of women. Using empirical evidence, this article provides new insights into the working lives and challenges of women in a Latin American and Hispanic Caribbean context. The article highlights struggles of power and credibility in women in management's relationships with men and other women. It draws on findings of research conducted in the public sector in the Dominican Republic, where in‐depth semi‐structured interviews were conducted with professional men and women. This article has significant implications for advancing understanding of the dynamics of gender and organizations in developing countries, in particular, the experiences of women in management.  相似文献

Living in gendered societies makes it necessary to take into account the specific ways in which social problems and social issues affect the lives of women and men, girls and boys. Not only are social problems and social issues very often gender biased; this is also true for the professions dealing with these problems and issues, and for the training programmes for professions like social work. Sociological analysis of society and philosophical understanding of a good life are permeated by gender-specific perceptions -- often without those involved being aware of them. Furthermore, social policies reinforce gender-specific biases because they are based on gender-specific (i.e. male) standards. Gender as an analytical category has been brought into scientific and public discourse by feminist theoreticians and activists making women -- and thus also men -- visible with regard to structure and subject issues. The development of gender theory and research highlights the significance of gender arrangements to understand social phenomena and to support gender-equality ways of thinking and policies. At the same time, men and women are not only confronted with gendered structures, but via socialization processes and personal development they also reproduce these gender differences in their daily lives by 'doing gender'.  相似文献

This article discusses insights from a research study of an innovative community Fair Trade initiative which has a pricing model that recognises the unpaid work of women. It argues that women's unpaid work represents an important input into production and should be valued and renumerated. This initiative is a joint project between The Body Shop International and its partner, Cooperativa Juan Francisco Paz Silva, a sesame-producing co-operative in Nicaragua. By recognising the unpaid work of women, which has always been taken for granted, the project highlights gender equality and calls it into question. The findings of the research study show that despite the uneven impact of Fair Trade on gender and the household, the recognition of the unpaid work of women in the price, coupled with other enabling factors, can have a positive impact. This has implications for governments, companies, and development policymakers and practitioners.  相似文献

Construction is one of the most gender‐segregated sectors of the UK economy; men constitute over 99 per cent of the employees in the building trades. This article focuses on the role of discourse in reflecting and reproducing the absence of women in the construction trades. A small excerpt from an industry report is described, interpreted and explained using critical discourse analysis. The analysis takes as its starting point one phrase, ‘most jobs in the construction industry can be done by women’ and places it in its structural, institutional and historic context, showing its dependence on presuppositions about women's abilities, and the ideological basis of those assumptions. Male construction workers' masculine identity is defined in relation to their ‘tough’ job. The culture of taking safety risks, and working long hours in primitive working conditions suits some employers very well. The report's assertion that women can do ‘most jobs’ in construction appears to challenge the dominant ideology but it actually reproduces it, helping to maintain gender segregation. Thus it contributes in a small way to sustaining existing power relations by containing potentially transformative movements.  相似文献

This article is concerned with the relationship between generalised and particularistic knowledge in the context of policy‐making and policy analysis. It argues that it is problematic to assume that a reform model will generate similar outcomes across a wide variety of contexts. It presents a conceptual framework, including the concepts of transaction domain and domain consensus, that enables context‐sensitive analyses. The argument is exemplified by South Africa's introduction in the 1990s of an Integrated Development Planning model, based on British reform experience and various international public‐management models. With a case study of such planning in Lukhanji Municipality in the Eastern Cape Province, it illustrates how the conceptual framework may be used in policy research and analysis.  相似文献
