The risk of poverty for single mothers ranges from less than 2% in Sweden to more than 35% in the United States; less extreme cross-national variations also exist for partnered mothers. We explore which family policies are most effective at directly reducing poverty among families with children, and whether these policies indirectly reduce poverty through supporting mothers’ employment. We combine microdata from the Luxembourg Income Study with the Work-Family Policy Indicators dataset, and use multilevel logistic regressions to examine the associations between policy and poverty, controlling for individual-level factors. We find significant effects of family allowances, generous parental leaves and childcare provisions, with more powerful effects for single mothers. We further show that parental leave and childcare operate through boosting mothers’ employment, illustrating that work-family policies are useful for reducing poverty by enhancing mother's employment.  相似文献

Welfare states enact a range of policies aimed at reducing work-family conflict. While welfare state policies have been assessed at the macro-level and work-family conflict at the individual-level, few studies have simultaneously addressed these relationships in a cross-national multi-level model. This study addresses this void by assessing the relationship between work-family and family-work conflict and family-friendly policies in 10 countries. Applying a unique multi-level data set that couples country-level policy data with individual-level data (N = 7,895) from the 2002 International Social Survey Programme, the author analyzes the relationship between work-family and family-work conflict and four specific policy measures: family leave, work scheduling, school scheduling, and early childhood education and care. The results demonstrate that mothers and fathers report less family-work and mothers less work-family conflict in countries with more expansive family leave policies. Also, in countries with longer school schedules mothers report less and women without children more work-family conflict.  相似文献

In this paper, we exploit pension reform-induced changes in retirement eligibility requirements to assess the role of grandparental childcare availability in the labor force participation of women with children under 15. Our analysis shows that, among the women studied, those whose own mothers are retirement eligible have a 11% higher probability of being in the labor force than those whose mothers are ineligible. The pension eligibility of maternal grandfathers and paternal grandparents, however, has no significant effect on the women’s labor force participation. We also demonstrate that the eligibility of maternal grandmothers mainly captures the effect of their availability for childcare. Hence, pension reforms, by potentially robbing households of an important source of flexible, low-cost childcare, could have unintended negative consequences for the employment rates of women with young children.  相似文献

What are the determinants of the subjective experience of conflict between work and family roles among dual-earner couples in Europe? Taking a demands-and-resources approach, this study investigates the individual and macro-level factors that generate perceptions of negative spill-over from work to family. Comparative survey data for 23 countries come from Round 2 of the European Social Survey. The empirical results support theoretical arguments for a conceptual distinction between time- and strain-based work-family conflicts. The findings also reveal important sex differences in the ways that perceptions of conflict are generated. Moreover, the results from multilevel analyses suggest that the experience of work-family conflict among dual-earner couples is only weakly moderated by institutional or cultural effects.  相似文献

Work-Family Conflict and Working Conditions in Western Europe   总被引:1,自引:0,他引:1  
This article explores the influence of working conditions on work-family conflict (WFC) among married/cohabiting employees across seven European countries. Using data from the European Social Survey, the paper first investigates the role of working conditions relative to household level characteristics in mediating work-family conflict at the individual level. It then considers whether perceived conflict is lower in countries with coordinated production regimes and where social policy is more supportive of combining paid work and care demands. For men the lowest rates of WFC occurred in Denmark, Sweden and Norway, so for men there was a distinct ‘Nordic’ effect consistent with the welfare and production regime expectations. For women, we find paradoxically that ‘raw’ levels of work-family conflict are particularly high in France, Denmark and Sweden where supports for reconciling work and family life are high. Our models show that the high conflict among French women can be explained by household composition factors and so is due to higher levels of family pressures. Higher levels of conflict among Danish and Swedish women appear to be associated with their longer hours of work. Work conditions are found to play a larger role than family characteristics in accounting for work-family conflict, both in the country level models and in the pooled models. While this partly reflects our focus on the spillover of work into family life, it is notable that family characteristics have little effect in mediating work pressures. The results suggest that a policy emphasis on improving work conditions is likely to have major leverage in reducing work-family conflict.

Most research on married women’s labor force participation relates characteristics of individual women to their probability of labor force participation. Some studies relate characteristics of geographic areas to average labor force participation rates in those areas, although these aggregate level analyses are usually gross tests of ideas about individuallevel processes. Here we take a quintessentially sociological perspective and seek to understand how characteristics of geographic areas structure the relationship between properties of individual women and their probabilities oflabor force participation. Our analysis has two steps. In step one, we fit individual-level probit models of married women’s probability of labor force participation. A separate model is fitted in each of 409 areas using 1970 Census data, and the relationship between individual characteristics and labor force participation is found to vary substantially across areas. In step two, we attempt to explain areal variation in the effects of women’s children on their labor force participation. We hypothesize that the effect of children on their mothers’ labor force participation is a function ofthe cost and availability of childcare, and of the “convenience” of jobs for working mothers in the places where the mothers live. Measures of childcare cost, childcare availability and job convenience are developed. Weighted least squares analyses of probit coefficients from the first stage are, in general, very consistent with our findings, and suggest that the approach taken in this paper is likely to be a fruitful one for future studies.  相似文献

This article discusses the diversity of family policy models in 28 OECD countries in terms of the balance between their different objectives and the mix of instruments adopted to implement the policies. Cross-country policy differences are investigated by applying a principal component analysis to comprehensive country-level data from the OECD Family database covering variables such as parental leave conditions, childcare service provision, and financial support to families. The results find persistent differences in the family policy patterns embedded in different contexts of work-family "outcomes." Country classifications of family policy packages only partially corroborate categorizations in earlier studies, owing to considerable within-group heterogeneity and the presence of group outliers. The Nordic countries outdistance the others with comprehensive support to working parents with very young children. Anglo-Saxon countries provide much less support for working parents with very young children, and financial support is targeted on low-income and large families and focuses on preschool and early elementary education. Continental and Eastern European countries form a more heterogeneous group, while the support received by families in Southern Europe and in Asian countries is much lower in all its dimensions.  相似文献

This study analysed whether gender context is important to differences in the relationship between work–family conflict (WFC) and well-being across Europe. We hypothesised that in countries that support equality in work life and where norms support women’s employment, the relationship between WFC and low well-being is weaker than in countries with less support for gender equality. Cohabiting men and women aged 18–65 years from 25 European countries were selected from the European Social Survey. A multilevel analysis was conducted to investigate the relationship between well-being and WFC, and two measurements were used to represent gender context: gender equality in work life and norms regarding women’s employment. Contrary to the hypothesis, the results showed that the negative relationship was stronger in countries with high levels of gender equality in work life and support for women’s employment than in countries with a relatively low level of gender equality in work life and support for traditional gender relations. The context in which gender is constructed may be important when studying the relationship between WFC and well-being. In addition, emphasis should be placed on policies that equalise both the labour market and the work performed at home.  相似文献

运用中国妇女社会地位调查数据和二分类Logistic回归分析方法,对“二孩”给城镇青年平衡工作家庭带来的影响进行研究。结果发现,孩子数量和孩子年龄对城镇青年平衡工作家庭具有显著影响。在公共托幼服务短缺情况下,生育二孩和有3岁以下孩子的城镇青年女性,家庭冲击工作的比例更高,性别差距更大,部分女性被迫中断工作。该发现对二孩政策的启示在于,增加公共托幼服务对于促进符合政策的城镇青年生育二孩、平衡工作家庭具有重要现实意义。  相似文献

The extent to which mothers progress to a second child varies greatly between European countries. Although both institutional and economic context are believed to be partly responsible for these differences, available research on economic conditions and fertility mostly focuses on first births and studies on family policy and fertility have hitherto insufficiently addressed population heterogeneity. Combining longitudinal microdata from the Harmonized Histories with contextual data on labour market uncertainty and family policy, this paper uses discrete-time hazard models to analyse the impact of economic and institutional context on second birth hazards of 22,298 women in 7 European countries between 1970 and 2002. Particular attention is paid to variation in the contextual effects by level of education. We find that aggregate-level unemployment and temporary employment reduce second birth hazards, particularly for low- and medium-level educated women. Family policies are positively related to second birth hazards. Whereas family allowances stimulate second births particularly among low educated mothers, the positive effect of childcare is invariant by level of education.  相似文献

Over the past decades, men's and women's time use in industrialized nations has changed dramatically, suggesting a gender revolution. Women increased their time in paid work and reduced time in unpaid activities, while men increased their time in unpaid work, but not enough to compensate for women's retreat. We investigate developments regarding men's and women's unpaid work across Europe and the United States, using time diary data from the mid‐1980s and onward. We find evidence for gender convergence in unpaid work over time, but different trends for housework and childcare. Gender convergence in housework primarily resulted from women reducing their time, whereas childcare time increased for both sexes, resulting in convergence only where men increased more than did women. Decomposition analyses show that trends in housework and childcare are explained by changes in behavior rather than compositional changes in population characteristics. Though level differences in unpaid work persist, our findings regarding trends support gender convergence in that they are general across country contexts that vary regarding policy and social norms about gender, family, and work.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

Forms of insecure employment have been increasing all over Europe in recent decades. These developments have been welcomed by those who argued that these types of flexible employment would not only foster employment but could also help women, in particular, to positively combine work and family life. This vision was questioned by others who argued that flexible employment could have negative consequences for both occupational prospects and private and family life since it is often associated with greater insecurity and poorer working conditions. Relatively little research has been dedicated to the “social consequences” of insecure employment and its specific implications for work-life reconciliation issues. This paper contributes to this topic by linking research that addresses work-life conflict to the wider body of work dealing with job insecurity. It investigates the consequences of certain employment contracts on private and family life, taking into account information on current family life, future family plans and general well-being. It provides a series of test relating to the extent to which negative consequences in these areas might be attributable to the type of employment contract and how these vary between European countries. Analysis using ESS data from 2004 for western European countries confirms that insecure employment is accompanied by more problematic “social and family” situations. These negative consequences are partly shaped by the specific context provided by the country in question.

Family responsibilities for women are often associated with precarious employment. This relation varies depending on whether women can reconcile family life and work or not. Based on the Korean Labor and Income Panel Study from 1998 to 2008 and on the French part of the European Community Household Panel between 1998 and 2001, a multiple correspondence analysis shows that precariousness in employment is correlated with family life and levels of education. The better conditions of work-family balance in France enable young mothers to combine family life with stable employment of good quality, which is not the case for South Korean women. The comparison of the two countries highlights the necessary reforms in favor of women’s better being.  相似文献

From the mid-1960s to around 1980, Sweden extended its family policies that provide financial and in-kind support to families with children very quickly. The benefits were closely tied to previous work experience. Thus, women born in the 1950s faced markedly different incentives when making fertility choices compared to women born only 15–20 years earlier. This paper examines the evolution of completed fertility patterns for Swedish women born in 1925–1958 and makes comparisons to women in neighbouring countries where the policies were not extended as much as in Sweden. The results suggest that the extension of the policy raised the level of fertility, shortened the spacing of births, and induced fluctuations in the period fertility rates, but it did not change the negative relationship between women’s educational level and completed fertility.  相似文献

Beginning in 2000, in economically advanced countries, a remarkable bifurcation in fertility levels has emerged, with one group in the moderate range of period total fertility rates, about 1.9, and the other at 1.3. The upper branch consists of countries in Northern and Western Europe, Oceania and the United States; the lower branch includes Central, Southern, and Eastern Europe, and East and Southeast Asia. A review of the major theories for low-fertility countries reveals that none of them would have predicted this specific bifurcation. We argue that those countries with fertility levels close to replacement level have institutional arrangements, and related policies, that make it easier, not easy, for women to combine the worker and mother roles. The institutional details are quite different across countries, suggesting that multiple combinations of institutional arrangements and policies can lead to the same country-level fertility outcome. Canada, the only exception to this bifurcation, illustrates the importance of the different institutional structures in Québec compared to the rest of Canada.  相似文献

Trends in parental time invested in children since the 1960s are examined in 16 industrialized countries using time-use survey data. Despite the time pressures that confront today's families, parents appear to be devoting more time to children than they did 40 years ago. Results also suggest that mothers continue to devote more time to childcare than fathers, but the gender gap has been reduced. The consistency of these results across countries suggests a global trend toward an increase in parental time investment in children. Multivariate analysis of trends in parental time by type of activity was undertaken for Canada. It revealed a significant increase in parental time even after controlling for changes in the demographic composition of the population during the past few decades.  相似文献

采用组态比较方法中的模糊集定性比较分析,系统性检验了2000—2018年29个欧洲典型国家社会情境和现行生育支持政策的条件组合与生育率变化的关系,试图为我国借鉴欧洲国家生育支持政策提供新的研究思路。通过欧洲各国三类生育支持政策(育儿津贴、生育假期和儿童照料设施供给)与三类社会情境的条件(经济发展水平、性别平等及家庭重视文化)进行必要条件检验,得到五类影响生育率的组态方案。通过将不同社会情境下各国生育支持政策的实施效果与我国国情的比较和讨论,本研究提出,我国生育支持政策的出台要充分考虑地区差异:对于性别较为平等的经济发达地区,大力发展儿童照料设施和有针对性的育儿津贴可以稳定生育率;对于性别平等较差的西部欠发达地区,育儿津贴更能提高生育率;在性别差距较大、重视后代的经济发达地区,较慷慨的生育假期和提供儿童照料设施双管齐下会有助于提升生育水平。  相似文献
