It is important for the complexities of homelessness to be considered when constructing policy or practice relating to people who are without safe and stable accommodation. These complexities can be loosely categorised around the definitions, causes and experiences of homelessness. While definitions and causes are topics of current debates, study of the lived-experiences of homelessness remains an area that is largely under-researched. This paper explores some of the implications for social work and social workers when the individual's understanding and experience of her/his identity as a ‘homeless person’ and consequent relationships with service providers are not factored into policy and practice. This article draws on the findings of a study of homeless adults in inner city Adelaide to illustrate the author's arguments. It outlines the importance of listening to service users' perspectives in order to assess whether dominant constructions of social work, homelessness and ‘homeless people’ are meeting the needs of and improving outcomes for individual clients. More broadly, it is hoped that making these perspectives visible will assist in the development of ‘client-focused’ practice and policy.  相似文献

Debate about rural policy is often based on persistent presumptions about conditions in ‘rural England’, generally associated with economic decline, low incomes, and a lack of services. Such generalisations are rarely justified for rural areas as a whole and we term them as ‘stylised fallacies’. The impression of their relevance is perpetuated by the selective comparison of statistics for ‘urban’ and ‘rural’ areas. The paper reviews the evidence on a number of such fallacies: the economic impact of agriculture, depopulation, low incomes, rural labour markets, house prices and service provision. In each case, the position is far more complex than is commonly recognised in policy debate. The rural character of an area does not in itself offer a rationale for policy intervention. Rather, discussion could be supported through the characterisation of different types of local area. This might be approached either through statistical analysis or through qualitative analysis of emerging social and economic patterns of differentiation. In practice, each approach needs to be supported through the other.  相似文献

Homelessness in the U.S. remains a pernicious social problem despite national coordinated efforts to end it. Psychologists are well positioned to address homelessness through direct service, advocacy, research, and policy work. Results of a survey of psychologist members (n?=?197) and student members (n?=?209) of the American Psychological Association highlighted activities they engaged in related to helping people who experience housing instability and showed psychologists are more compassionate toward those who experience homelessness than is the general public. Respondents suggested a number of factors that would encourage their greater involvement with homelessness issues including receiving more focused training, increased funding for services, and simply being asked by someone to help. Given the continued problem of homelessness, psychologists can play an important role in supporting those who are in this situation. Suggestions for increasing training and engagement of psychologists are discussed.  相似文献

Until recently, homelessness in rural areas has received little recognition because of overwhelming assumptions about the urban-centredness of homeless people and their needs. This paper seeks to build on recent research that has begun to uncover some of the problems and characteristics of rural homelessness, by suggesting two significant dynamics which together can shape the experience of different groups of homeless people in rural environments. First, rural places reflect particular local qualities which contextualise both the circumstances of homelessness and the provision of services in response to those circumstances. Secondly, the contemporary governance of homelessness unfolds rather unevenly in different rural areas, producing distinct local service environments with varying degrees of ‘insider’ and ‘outsider’ status in relation to joined-up responses to the needs of homeless people. These dynamics are articulated through three case studies: a remote friary in a deep rural area of southern England; a small hostel run by a vibrant non-statutory organisation in a small town in the west of England, and two advice centres in a coastal resort in the north-east of England. Through these case studies we highlight the importance of both local reactions to the homeless other, and local relations between central government funding, local authority initiatives and charitable organisations, in the production and consumption of spaces of care in settings set in, or serving, rural environments.  相似文献

Research studies of the problems of rural life in Britain have often been based on concepts such as ‘deprivation’ or ‘disadvantage’. In this paper we explore the basis of these conceptualizations and note claims that they have been appropriated by government at local and central levels, suggesting that criticism of such appropriation should not lead to a neglect of material privation of opportunities caused by changes to the structure of rural life, brought about by economic restructuring, social recomposition and the political-economy of deregulation. Rather, we draw on studies of rural poverty to suggest that the changing material base of rural life has been accompanied by a range of discursive strategies which obscure rural problems and even filter them out altogether in the various constructions of idyll-ized rural life as the spatial expression of self-supporting, self-sufficient, happy, healthy and problem-free existence in a market place economy. Using some of the findings from the Rural Lifestyles research programme in England and Wales we discuss some of the different experiences of opportunity privation in rural areas, and some of the different ways in which cultural constructions of rural life can lead to a range of expectations from imagined rural geographies which are variously met and not met in day-to-day rural lifestyles. We suggest that rural problems are associated with a wide range of experiences of marginalization — economic, political, social, cultural — which cannot be mapped out according to normative or cultural expectations, but which occur differently at the intersection of material and experiential elements of rural lifestyles.  相似文献

Homelessness is an increasingly prevalent issue worldwide. Women represent the fastest growing segment of the homeless population and have differing needs to men. These differences need to be considered by service providers and other stakeholders working with homeless women. A scoping review was conducted to address the question “What is known about issues relating to homeless women in the existing literature?” PubMed, PsycInfo, Embase, CINAHL, Scopus and Web of Science were searched up until March 2018 with no date limits. The final sample of articles included in this scoping study was 232 from which six themes were extracted: (1) pathways into homelessness, (2) trauma, victimization and adverse childhood experiences, (3) mental and physical health issues, (4) barriers to accessing treatment and experiences with service providers, (5) social support and life satisfaction and (6) strengths, hopes and leaving homelessness. This review suggests a strengths-based approach to addressing women’s homelessness. This approach emphasizes people’s self-determination and strengths and views clients as resilient to problems they encounter in their lives. Future research and service provision should take into account the complexities in the lives of homeless women and recognize the autonomy of women to move out of homelessness.  相似文献

This paper investigates the issue of ‘rural deprivation’ using material collected for the Rural Lifestyles Project, conducted at Saint David's University College, Lampeter. The concept of ‘deprivation’ usually deployed within the literature in rural studies is problematic, and a number of criticisms are made about existing conceptualisations of the term. One of these criticisms is based on the finding that amongst respondents interviewed for the study of lifestyles in rural areas of England, a number were highly critical of the application of the term ‘deprivation’ to rural areas. This issue is explored through an investigation of the discourses of ‘the rural’, taken to mean a system of meanings that describe English rural areas. An examination of these discourses shows how ‘deprivation’ is denied, and this is investigated through a discussion of the representation of rural areas as problem-free and ‘idyllic’ in some way; through the portrayal of ‘deprivation’ as a fault of the individual; and through the construction of ‘deprivation’ as a feature of ‘the rural's’ ‘other’, i.e. the urban. The paper concludes with a call for the attitudes and beliefs of different groups of people living in rural areas to be taken account of in the production of research into lifestyles in rural areas.  相似文献

This article offers an analysis of family homelessness in Britain and makes suggestions for change and development in both policy and practice. In Britain, family homelessness too often has been defined solely as a housing issue. The author asserts that this approach ignores the evidence that it is a complex problem in which not only economic and political, but also personal and social, factors play significant roles. The widespread failure to recognize the broad range of needs and problems experienced by homeless families seriously limits British vision and creativity in developing potential solutions. The article sets forth a number of policy recommendations, including developing comprehensive housing and service programs for homeless families; adding an intensive service component to existing homeless-at-home programs; emphasizing homelessness prevention; better utilizing persistently vacant housing; better utilizing the private rental sector; and exchanging Britain's present national commitment to temporary accommodation for an ongoing commitment to build sufficient affordable housing. These recommendations are based on the author's experience as an Atlantic Fellow in Public Policy at the Department of Social Policy and Social Work at the University of Oxford and on her 10 years of work with homeless families in the United States.  相似文献

Child protection services are criticised for failing to prevent abuse but demonstrating successful prevention is impossible as it is trying to prove a ‘negative’. The alternative is to examine ‘failures’, i.e. the ‘violent’ deaths of children (0–14 years) to indicate whether matters are improving or deteriorating. This paper uses the latest World Health Organisation data to compare children's ‘violent’ deaths in England and Wales with those in other major developed countries. To account for possible ‘hidden’ under‐reported abuse deaths, undetermined, i.e. ‘other external causes of death’ (OECD) and fatal accidents and adverse events (AAE), deaths are also analysed along with homicides, to compare all ‘violence‐related’ deaths between 1974–76 and 2000–02. England and Wales infant (<1 year) homicide rates were annually 57 per million but fell to 17 per million, a 74% fall. Infant AAE deaths fell in every country with England and Wales falling from 341 per million to 71 per million, a 76% reduction. Both these results were significantly better than those of eight other major developed countries, although England and Wales infant OECD at 26 per million, were high compared to the major developed countries. In the 1970s, combined ‘violent’ deaths of all children (0–14 years) (homicide, OECD and AAE) in England and Wales were 203 per million, they are now 61 per million, a 70% decline with only Italy having lower rates. The worst rates were in the USA which had the highest combined ‘violent’ death rate. These overall results in the major reductions of ‘violence‐related’ deaths in England and Wales can be a boost to the morale of front‐line staff and provide the public with an indication of the progress being made. This paper explores some connections between the ‘cultural turn’ in recent social theory, and the emergence of new models of local and regional development which have potential importance for the pursuit of sustainable rural development. Two particular examples of attempted cultural engineering, centred on ideas of ‘enterprise culture’ and of ‘corporate culture’, are reviewed and both shown to be flawed by their weak conception of culture. A more convincing account of its importance is derived from work on regional development which emphasises the role of social networks and institutional thickness in enabling the growth of confidence and trust as preconditions for success. It is noted that these institutional conditions show some surprising similarities to traditional social features of rural areas, and so help explain the shift from failed strategies of rural development towards more integrated approaches. A number of examples of contemporary development practice in rural Wales are described, to support the suggestion that the attainment of sustainable economic and social development in rural areas depends upon creating social and institutional networks which embed change within the prevailing social and cultural resources of rural populations.  相似文献

This article examines the work of the Charity Organisation Society (COS) in assessing applications for children's admission to care in the late nineteenth‐century. It is based on an archive study of records kept by the ‘Waifs and Strays’ Society in England and Wales between 1882 and 1899, in particular 270 family assessments conducted by the COS. The focus was on parental behaviour rather than children's needs, with a strong narrative of taking children away to relieve parents of a burden. The research illuminates contested assumptions about childhood in the period, with resonance for current issues in policy and practice.  相似文献

This paper examines the differential response of two rural districts of England (Fenland and Waveney) to changes in council house provisioning in the 1980s. It is situated in a decade when major policy shifts in social housing policy were occurring at the national level with local governments devising new social housing strategies in response. Against a fast moving legislative background, the study examines the extent to which Stoker's categorisation of policy-making behaviour helps us to understand the diversity of policy-making influences at work in rural areas. In displaying a resentment of outside influence and a vision grounded in local considerations that offered minimal support for housing association activity, both Fenland and Waveney both exhibited attributes of what Stoker (The Politics of Local Government, second ed., 1991, Macmillan, London) called a ‘traditionalist’, Conservative stance. However, contrasts in the social housing policy of each authority over the decade revealed the limitations of this categorisation. In Fenland, pressures for housing growth led to increasing problems for those on low-incomes. Nevertheless, the District's social housing policy was dominated by fiscal conservatism and a reluctance to maintain financial support for either construction or the maintenance of council housing. By contrast, the social housing policies adopted by Waveney were characterised by a paternalistic desire to maintain a higher level of support for council housing combined with a more overtly critical attitude of central government policy. By identifying different dimensions of ‘traditionalist’ Conservative behaviour, the paper underscores the need for further studies on the role played by local leadership and key actors in policy-making processes.  相似文献

This article seeks to explore how the myth of the ‘rural idyll’ can be detrimental to those who currently experience some of the greatest social exclusion in rural areas — children and young people. The research explores the views and experiences of the young residents of a small town in the south‐west of England (n = 157, ages 12–18 years). The results suggest that rural policy and practice have failed to meet the needs of young people, contributing to their social exclusion in rural communities. Community engagement, facilities and youth consultation are discussed in the context of policy and practice.  相似文献

Currently, within the European Union increasing emphasis is being placed on devising innovative development strategies for rural areas. Considerable stress is laid on integration, participation and empowerment. Integration implies a need for cross-sectoral harmonisation of developmental objectives as well as increased co-ordination between agencies involved in the developmental process. Participation implies consultation with those most directly affected, namely rural dwellers, hence increasing the level of involvement of local people in the development process. Empowerment suggests a greater degree of influence being wielded by local residents and, thus, some shift in the power balance between ‘centre’ and ‘periphery’ and between ‘professionals’ and ‘amateurs’. In practise, this has resulted in a plethora of initiatives which, to a greater or lesser extent, espouse the idea of a more locally attuned ‘bottom-up’ approach to rural development stressing the importance of involving local communities. This approach is seen as a more appropriate mechanism than traditional ‘top-down’ strategies. Within Ireland, a number of programmes have been in operation since the late 1980s. This paper presents some evidence from on-going research on LEADER II in Ireland suggesting that there are a number of issues which need to be teased out with regard to current initiatives. Power relationships at both national and local levels need to be explored. While there may well be beneficial outcomes, the nature and extent of participation is quite variable. It may well be more valid to view current developments in terms of a process of incorporation rather than a move to a ‘bottom-up’ participatory model. While current strategies may represent a positive move, there is a need to ensure that the rhetoric being employed is translated into reality.  相似文献

Abstract

In England and Wales nearly 100,000 children are in the care of local authorities. Many of them will have suffered from inadequate, often grossly inadequate, parenting and will consequently be psychologically damaged. Without considerable help they are likely to become extremely disturbed adults, a burden on health, social and prison services, and with little capacity to be parents themselves, thereby repeating the pattern in future generations. But those who control our health and social service resources seem unwilling to look ahead, and the plight of the psychologically homeless child is therefore not seriously addressed. The staff of children's homes are often inexperienced, inadequately trained, given no psychiatric back-up, and paid the pittance which presumably reflects the very low value put on their vital work by society. The intensive psychotherapeutic treatment that, in addition to good enough substitute parenting, could make some lasting impression on the distortions of character typical of the emotionally traumatised child, is available for only a negligible number. The child described below showed the sort of personality disorder commonly found in such children, but was one of the few to receive sufficient help to make some difference to her character and to her future psychiatric health. 100,000 children (D.H.S.S., 1982) are in care in England and Wales, the majority of them in children's homes or foster homes, because they do not have parents capable of providing for their physical or emotional needs.  相似文献

"A partially constrained Poisson regression model approach was used to examine 31,356 district-level flows into and between rural areas in England and Wales between 1980 and 1981....The results suggest that military redeployment was of considerable importance in explaining the patterns of rural in-migration in England and Wales between 1980 and 1981. Within the landscape of postwar era Detroit, space is vast, but places are hard to find. As people tumble down the side of Maslow’s pyramid into abject homelessness, they attempt to anchor themselves in locations that suspend the otherwise situational free fall. This article analyzes how time and space are perceived by people experiencing chronic homelessness and how those individual perceptions are informed by the objective time and space urban environment. We conducted our community-based participatory research into the experiences of chronic homelessness both from perspectives of chronically homeless older adult men and from front-line service providers. Themes that emerged are as follows: (1) temporary permanence, (2) permanent temporariness, and (3) lostness. The article concludes with policy implications regarding the procedures for measuring the extent of homelessness and the needs of those who live it.  相似文献

Using 20 semistructured interviews with police officers from a rural sheriff's department, we present what we believe is the first in‐depth examination of U.S. rural officers’ views on gun control. We find that officers possess complex views about gun control, reflecting their multiple identities as both gun‐oriented rural citizens and police who seek to control the situations they encounter at work. Specifically, we observed that rural police officers: (1) embrace a rural identity that implies support of gun rights over gun control; (2) report that police work experiences have caused them to embrace their police identity and to distance themselves from some gun‐related aspects of rural identity (e.g., they have lost interest in guns over time and have increasingly dissociated from gun‐enthusiast peers); and (3) have learned to incorporate aspects of both identities into their views on gun control, universally advocating for some gun control measures in the name of community safety, but rejecting others as part of rural ideological views about personal freedom. We discuss research and policy implications and suggest that policymakers must better appreciate the nuances and culture of rural places in order to gain rural citizens’ and rural police officers’ support for gun control legislation.  相似文献

Rural governance in the UK and elsewhere has undergone far-reaching changes, as partnerships and other collaborative approaches have emerged to address the challenges of rural sustainable development. The legitimacy of this ‘new rural governance’ is purportedly grounded in deliberation between stakeholders, but this is problematic—it is not clear how ‘legitimacy’ is to be understood now that the criteria of legitimacy appropriate to representative democratic government are not obviously applicable.Here we propose an analysis of legitimacy as situated—that is, given meanings by actors in specific contexts—and continuously constructed through discursive processes, where it also plays a reciprocal, highly political role in shaping those processes. We use this framework to analyse decision making in three distinctive deliberative arenas for sustainable transport policy making in the Peak District National Park in England. Legitimacy claims were found to be significant elements in each arena, but no single, overriding legitimacy discourse was successfully established. Instead, each arena's legitimacy was a hybrid, justified through a complex mix of competing rationales.While no single conclusion can be drawn about the legitimacy of ‘the new rural governance’, the strongest legitimising principles remained those grounded in representative democracy. In contrast, the ‘new’ approaches rely on deliberative norms accepted only by (some of) the relatively limited circle of stakeholders directly involved. More generally, if such norms are to become accepted principles for legitimate rural governance, then more work is needed to discursively establish their acceptability both in networks of governance and with the wider population.  相似文献

The recent Rural White Paper represents an extensive statement on government analysis of rural issues and its approach towards rural policy in England. It is an important document in demonstrating the extent to which the accepted premises have shifted over the past fifteen years. It shows in considerable detail many local initiatives that have been taken, especially within the private sector, and the role of government in stimulating and disseminating information on good practice. However, it fails to analyze fully the major forces underlying change, generally originating beyond rural areas and commonly from outside of the U.K., which will have major significance in determining the prospects for those living in rural areas and for the quality of the rural environment.  相似文献
