摘要:观察中国民间社会的发展,对草根组织的研究必不可少。近十年来,珠江三角洲严峻的劳权状况和政府、工会的缺位,催生出一批草根性农民工维权NGO。在中国民间非政府组织整体生存环境不佳的大背景下,由于涉及“劳权”、“人权”等的敏感议题,农民工维权NGO的发展举步维艰。面对制度和资源的双重制约,草根NGO为了生存,采取了一系列策略。它们的生存状况与所持的政治意识形态和维权理念密切相关;为了补充合法性资源,草根组织不得不着眼于制度外的道义正当性,以期获得社会的支持以及政府的默认;草根组织试图通过建立顾问委员会、理事会等方式获得知识精英的背书,有的还诉诸与政府官员的个人联系。新近出现的自体制内组建的NGO为研究珠三角农民工维权NGO提供了新素材。  相似文献

Over the last decade there has been a tremendous growth in the nonprofit sector. Local community centers and foundations are developing Leadership Institutes to educate and assist the burgeoning nonprofit sectors needs for education and consultation. Universities and colleges are also responding to the call for nonprofit education. Since 1990 there has been a 300% growth in universities offering concentrations in nonprofit education. This paper documents how Florida Gulf Coast University, the nation’s newest university, partnered with the Center for Leadership of the local community foundation to conduct a needs assessment of demand for graduate education, training, and consultation in the area of nonprofit management. The partnership began with three focus groups of key administrative personnel from local nonprofit organizations. The survey documented a preponderance of interest in marketing, fund raising and strategic planning across all agencies, regardless of size. Smaller agencies, with budgets of less than $500,000 (52% of the sample) tended to be primarily interested in education, training, and consultation activities involving fund raising and marketing. Comparatively larger agencies tended to be interested in assistance with computer technology, legal and ethical issues, and cooperation among nonprofit organizations. The survey also indicated that that was a high interest among agency staff and board members for a nonprofit management track within an academic degree program or a graduate certificate program in nonprofit management.  相似文献

Rapid and unprecedented changes in our modern society have created extremely turbulent environments for nonprofit human service organizations. These changes threaten to transform the very nature of our business in ways difficult to predict and prepare for. The author examines the collective views of 21 purposely sampled executive directors in the city of Baltimore, Maryland on the future of the nonprofit human services sector. In 1 hour face-to-face interviews, subjects were asked to respond to three questions. What major trends will impact the nonprofit sector in the near future? What potential impact do you see these trends having on the nonprofit sector? What strategies would you recommend that executive directors take today to ensure success of their organization in the future? Narrative responses to each question were aggregated, organized into dominant views, and summarized. Subjects identified a host of social, political, economic, and technological trends that will have major effects on the future of the nonprofit sector. Subjects recommend a variety of tactics for helping an agency respond successfully to these forces. These tactics emphasize three critical areas of strategic administration: planning, management, and leadership.  相似文献

This article develops linkages between two separate fields of research, namely work on post‐industrial welfare states, and work on nonprofit organizations. It pays particular attention to the emphasis on personal services and the “cost disease” hypothesis found in the former, which places strong constraints on improving pay and job quality in the nonprofit sector. At the same time, it argues that the post‐industrial welfare states literature, despite its emphasis on personal services, has largely ignored the significant and growing role of nonprofits in delivering these services, and thus the potential of these organizations to shape their relevant labour markets. This poses the question about the relative weight of productivity‐related wage restraints in personal services versus the capacity for agency by nonprofits. The final section of the paper engages in a critique of the “cost disease” hypothesis to suggest that space exists to improve pay and job quality in nonprofit personal services, despite productivity‐related constraints.  相似文献

This study explores the potential impact of cultural orientation on the relationship between financial satisfaction, life satisfaction, and political action within the United States and South Korea. The total sample size was 3,432 individuals (United States = 2,232, South Korea = 1,200). 1 confirmatory factor analysis (CFA) model and a path analysis model were assessed using a maximum likelihood estimation. The findings showed a strong positive relationship between financial satisfaction and life satisfaction in both countries. Also, in both countries, more progressive individuals participated in more political actions. When exploring political action, we find an inverse relationship—with greater political action among lower‐income individuals in the United States and greater political action among higher‐income in South Korea. In South Korea (culturally “collectivistic”), middle‐income individuals were also found to participate in political actions that likely benefit larger segments of society. From a cultural dimensions theory perspective, these data suggest political actions in the United States (classified as “individualistic”) were largely conducted by low‐income individuals, potentially as means to enhance their individual well‐being.  相似文献

Objective. This article explores cross‐sectoral alliances as mechanisms for enhancing service delivery in public education. We assess the extent to which the three economic sectors—nonprofit, for‐profit, and public—are involved in partnerships with charter schools and identify the benefits that charter schools receive from partnering with other organizations. Methods. The study utilized a qualitative approach: data collection involved interviews with charter school experts in 37 states. Results. We found that organizations from each of the three economic sectors were involved in alliances with charter schools and that these alliances offered a range of financial (e.g., facilities, salaries), political (e.g., legitimacy, credibility), and organizational (e.g., curriculum, management) benefits. Conclusions. Our findings from this exploratory study suggest that cross‐sectoral alliances have the potential to enhance the capacity of charter schools to deliver high‐quality educational services. Three hypotheses generated from the findings are also offered to guide future research on charter school alliances.  相似文献

Objectives. This article aims to understand if and how the expressed religious identity of Christian nonprofit organizations varies between those receiving and not receiving government funding and whether there is evidence that government funding produces such differences. Methods. I utilize a content analysis of narratives provided on tax forms of 1,900 of the largest national and international Christian nonprofits based in the United States. Results. Christian nonprofits receiving government funding are less likely to express a religious identity and tend to use more inclusive language when doing so. However, receiving government funding does not seem to be the direct cause of changes in expressed religious identity. Conclusions. Differences in expressed religious identity might better be understood as the result of long‐term changes that both alter the organization's identity and makes it more likely to acquire government funding.  相似文献

Objective. This article reports on a systematic review of data‐based, peer‐reviewed scientific assessments of performance differences between private for‐profit and private nonprofit U.S. health care providers published since 1980. Methods. Computerized bibliographic searches of all relevant databases yielded 149 studies (179 assessments) that compared the performance of for‐profit and nonprofit health care providers on four performance criteria (access, quality, cost/efficiency, and/or amount of charity care). Reported findings on performance were coded in one of three ways: for‐profit superiority, nonprofit superiority, or no difference/mixed results. Results. Overall, the nonprofits were judged superior 59 percent of the time, the for‐profits superior only 12 percent of the time, and for the rest (29 percent), no difference was found or results were mixed. Conclusions. Caution is warranted on policies that encourage private for‐profit entities to replace private nonprofit providers of health care services in the United States.  相似文献

Objective. We use the complete set of NHES and NHANES data collected between 1959 and 2004 in order to construct trends for the physical stature of the non‐Hispanic white and black U.S. adult population and compare them to those of western and northern Europeans. Method. Regression analysis is used to estimate the trend in U.S. heights stratified by gender and ethnicity, holding income and educational attainment constant. Results. U.S. heights stabilized at mid‐century and a two‐decade period of stagnation set in with the birth cohorts 1955–1974, concurrent with continual rapid increases in heights in western and northern Europe. Americans had been the tallest in the world for (more than) two centuries until World War II, but by the end of the 20th century fell behind many European populations. Only since the most recent birth cohorts 1975–1983 is some gain apparent among whites but not among blacks. The relationship between height and income and between height and educational attainment has not changed appreciably over time for either men or women. Conclusion. We conjecture that the U.S. health‐care system, as well as the relatively weak welfare safety net, might be why human growth in the United States has not performed as well in relative terms as one would expect on the basis of income alone. The comparative pattern bears some similarly to that of life expectancy insofar as the United States is also lagging behind in that respect.  相似文献

ABSTRACT

A nonprofit “governance quality index” was developed to enable verification and falsification of contemporary theoretical insights on social service organizations. Indicators were generated based on an extensive qualitative exploration. For the quantitative validation, a data set was composed of 526 respondents from 52 organizations. Five subdimensions of governance quality are introduced and are recommended to be used as separate scales, rather than combined into a single score on governance quality. Furthermore, the recommendation is made to rely on multiple raters per organization to assess governance quality or related concepts, given the substantial within-organization variance found.  相似文献

Objectives. This article examines the extent to which nonprofit organizational foundings are determined by various forms of social capital. Our hypothesis is that, controlling for other relevant social, political, and economic factors, communities with higher levels of social capital should experience more extensive growth in their nonprofit sectors. Methods. Using data derived from the Social Capital Community Benchmark Survey and the IRS “charitable organization” Business Master Files, we test our hypothesis using a negative binomial event count regression on nonprofit organization foundings in 284 U.S. counties in the year 2001. Results. We find that two core dimensions of social capital—political engagement and “bridging” social ties—have a significant impact on county‐level nonprofit foundings. Surprisingly, a key element of social capital in the literature, the level of interpersonal trust, does not lead to an increase in foundings of new not‐for‐profit organizations. Conclusions. This study provides further evidence of the strength of political engagement and bridging ties for the vitality of the community. It also shows that the different dimensions of social capital do not manifest a uniform effect on nonprofit sector growth. These results further demonstrate that the growth of a community's not‐for‐profit sector is dependent on a mix of ecological and environmental factors, especially preexisting organizational density, median household income, unemployment, and levels of governmental spending. Overall, social capital can usefully be seen as another key “environmental” factor in explanations of organizational foundings.  相似文献

The purpose of this study was to explore how employees of Korean nonprofit organizations perceived characteristics of innovative organizations. The social-validation method (first, an open-ended question is given; and later, ideas collected from participants are used to make an instrument) was used to collect the data. Thirteen employees representing a variety of nonprofit organizations in South Korea participated in this study. At the first stage of the study, participants were asked to generate a list of characteristics of innovative organizations. A total of 125 characteristics of innovative nonprofit organizations were summarized into the 25 most often mentioned characteristics. At the second stage of the study, all participants were asked to rate each of the characteristics on how important they were for an innovative organization. Among the highest-ranked characteristics of innovative organizations were: having a clear organizational vision and mission statement, having transparent financial and accounting processes, having a leader who is open-minded and flexible, being responsive to clients’ needs, and having employees who share the vision and mission of the organization. The pattern of agreement among participants indicated a low degree of consensus. Implications were suggested based on the findings.  相似文献

Objective. I seek to assess the quality of relations between labor unions and environmental organizations and to identify economic, political, and organizational factors that influence those relations. Methods. A survey of state labor leaders was conducted in order to determine the quality of relations between unions and environmental organizations around the United States. Ordinary least squares regression is used to identify associations between state level economic and political indicators and the quality of labor-environmental relations. Results. Relations between labor unions and environmentalists are generally positive. Except for the timber industry, there is no evidence of hostility between environmentalists and unions in industries that may be threatened with job loss due to environmental measures. Republican control of state government and labor-industry cooperation are associated with poor labor-environmental relations. Conclusions. Popular beliefs about entrenched "jobs versus the environment" conflict are largely unfounded. Instances of conflict between unions and environmental advocates are rare and largely isolated in certain employment sectors. Although unions and environmentalists share certain interests, Republican political control reduces cooperation between these two constituencies. Unions can be seen as situated between employers and environmentalists in regard to environmental issues. Cooperation with employers results in poorer relations between unions and environmentalists.  相似文献

America's changing civic universe has been the focus of great attention in recent years. A debate has ensued over what kinds of organizations made the United States a “nation of joiners.” Communitarian and social capital theorists assert that local organizations both anchored civic life in the U.S. in years past and hold the key to its future. Skocpol, on the other hand, insists that translocal organizations have historically proven most beneficial to democracy. This paper uses contemporary data to examine the merits of local, translocal, and national voluntary groups from the perspective of promoting civic and political engagement. Findings suggest that while strictly national organizations have few redeeming qualities, local and translocal groups promote civic engagement equally well. On this basis, the debate between Skocpol and the social capitalists and communitarians seems overblown. When it comes to the promotion of political engagement, however, translocal groups outperform their local counterparts.  相似文献

The wrongdoings of nonprofit organizations have become grist for the media mill. The authors explore five of the more recently publicized cases of nonprofits gone wrong: the United Way of America, National Association for the Advancement of Colored People, Foundation for New Era Philanthropy, Jewish Community Center of Greater Washington, and Upsala College, and their significance in regard to the role and functioning of the board. Discussion focuses on the implications of these cases in regard to nonprofits' credibility and strategic options for enhancing accountability. Unless governing boards address some of their deficiencies, tighter government regulations, increased donor skepticism, and greater demands and expectations upon them will result.  相似文献

The study of civic participation and social capital in the United States has, until recently, been silent on the role of immigrant-serving organizations. There is a new line of scholarship, which indicates that ethnic organizations are generally disadvantaged in relation to White mainstream organizations on factors such as resources and political visibility. Our fieldwork on Mexican hometown associations (HTAs) in Los Angeles shows that transnational associations are even more disadvantaged than ethnic organizations that primarily serve the native born. However, this marginality leaves some counterintuitive advantages, namely the creation of safe spaces where undocumented immigrants, recent immigrants, and those with limited English proficiency can get involved in civic and political activities. We explore the extent to which these dynamics vary by gender and immigrant generation, and over time as Mexican hometown associations increasingly turn their attention to political issues in the United States.  相似文献

Objectives. In this article we examine political advocacy by nonprofit organizations. Relatively little is known about the types of organizations that participate in advocacy, their characteristics, the issues for which they advocate, and the resources they devote to it. This is especially the case for nonprofits that operate at the state or local level. Methods. Using data from a large survey of Indiana nonprofit organizations, we use logistic and multinomial regression to determine which organizational characteristics relate to participation in varying levels of advocacy. Results. We find that the size of the organization, its access to information and communication technology, its charitable status, and, in some cases, the field of activity in which it operates all help predict nonprofit advocacy. The age of the organization, its reliance on government funding (except when substantial), and its proximity to the state's major economic and political center do not generally help differentiate nonprofits that advocate from those that do not. Conclusions. Our findings suggest that most nonprofits are ambivalent about advocacy. Some do no advocacy at all; many participate in some form of it although it does not constitute their primary purpose or mission; and only a small minority devotes considerable resources to it. However, these patterns differ systematically by type of nonprofit.  相似文献

Objective. This article compares recent levels and trends in economic inequality in industrialized nations, largely those belonging to the Organization for Economic Cooperation and Development. We also examine the effects of government policies and social spending efforts on inequality. Method. We use data from the Luxembourg Income Study and the U.S. Congressional Budget Office to measure disposable money income on an annual basis for 30 nations around the end of the 20th century. We also convert the incomes of a set of rich nations into real 2000 U.S. dollars, using a standard measure of purchasing power parity to examine absolute differences in income inequality. Results. The United States has the highest overall level of inequality of any rich OECD nation at the beginning of the 21st century. Moreover, increases in the dispersion of total household income in the United States have been as large as, or larger than, those experienced elsewhere between 1979 and 2002. Government policies and social spending have lesser effects in the United States than in any other rich nation, and both low spending and low wages have a great impact on the final income distribution, especially among the nonelderly. Conclusion. We speculate on the role policy plays in the final determination of income inequality. We argue that these differences cannot be explained by demography (single parents, immigrants, elders) but are more likely to be attributed to American institutions and lack of spending effort on behalf of low‐income working families.  相似文献
