Objectives. Despite the interest that social scientists have displayed in the rising rate of incarceration, little attention has been devoted to understanding its consequences for local areas. This is an important omission because prison construction has become a component of state and local economic development schemes. Indeed, there is a widespread belief that prison construction provides significant economic benefits to local areas. Methods. We analyze data on all existing and new prisons in the United States since 1960 and examine the impact of these prisons on the pace of growth (as measured by public, private, and total employment growth) in U.S. counties from 1969 to 1994. To our knowledge, our study is the first comprehensive and longitudinal assessment of the impact of prison construction on local areas. Results. We find no evidence that prison expansion has stimulated economic growth. In fact, we provide evidence that prison construction has impeded economic growth in rural counties that have been growing at a slow pace. Conclusion. Despite sharp ideological and intellectual differences, the critics and the advocates of the prison construction boom share the assumption that prisons can contribute to local growth, especially in hard‐pressed local areas. This belief flies in the face of mounting evidence that state and local initiatives rarely have a significant impact on growth; this belief is also contradicted by our analyses.  相似文献

The purpose of this review of the Buffalo Soldier is to explore their peacekeeping and crime fighting duties on the Western frontier during the period of 1866–1892. The Army was called upon to play a role in a number of controversial areas of American life and society: Southern Reconstruction fighting against the Native Americans, strikebreakers; and finally the railroad strikes of 1877. Following the Civil War, while performing some of these roles, the Army faced a great deal of hostility. It is one of the ironies of American History, as historians Foner [Foner, J. D. (1970). The United States soldier between two wars: Army life and reforms, 1865–1898. New York: Humanities Press] and Jackson and Katz [Jackson, S. D., & Katz, W. L. (1969). Preface of the Arno edition in under fire with the tenth U.S. cavalry. New York: Arno Press] have noted, that the Buffalo Soldier to earn their esteemed reputation as honorable fighting men, had to assist in the suppression of the Native American people and to act as strikebreakers. However, the literature shows that they also brought peace and civilization to the West through their law enforcement and other peacekeeping duties.  相似文献

The purpose of this article is twofold. First, focusing on unemployment insurance schemes, the article seeks to identify the development of social rights and obligations in four countries (France, Germany, Portugal and Spain), representative of the conservative regime, over the period 1991–2006. Second, the article aims to verify whether or not there was a common reform trajectory in time as well as in space, given the already known divergence over the appropriateness of classifying Mediterranean countries within the framework of a specific regime. Based on analysis of 25 legislative changes concerning entitlement and eligibility criteria, the study presents three major findings. First, the four insurance schemes reveal a new balance between (weaker) social rights and (stronger) obligations, which may indicate a trend toward a re‐commodification of work. Second, Portugal adopted a specific trajectory while the Spanish reform process more closely resembled that carried out by France and Germany. Finally, two waves of reform may be identified: first, between 1991 and 1997 and justified by cost‐containment concerns and, subsequently, from 2001 onwards, associated with a stronger recalibration of benefit rights.  相似文献
