Participation by children in child protection remains a complex area of practice. This paper presents findings from a qualitative study exploring the views of 26 children, aged 6–17 years, about their participation in the child protection system in England. All of the children were subject to a child protection plan and were living at home at the time of interview. The children's understanding of the child protection process was categorized, and the majority of children, including the youngest, were found be at least partially aware of the child protection process, often struggling to make sense of the professional intervention in their families on the basis of partial information. It is argued that decisions about children's involvement should take into account not only children's age and understanding, but be seen in the context of wider family dynamics. Participation in formal processes such as child protection conferences was experienced as difficult and emotive. The child's relationship with their social worker was central to meaningful participation.  相似文献

Abstract

The United Nations Convention on the Rights of the Child (UNCRC) includes provisions to ensure that children and young people participate in decisions affecting their lives. Ghana ratified the convention in 1990 making a commitment to review its child protection policies and legislation in compliance with provisions in the UNCRC. Yet, national policies and legislation do not include practical guidelines to promote children’s participation in the child protection process. Thus, this qualitative study presents findings from in-depth interviews with 15 child protection practitioners on their views about some practical guidelines to promote children’s participation in child protection. Data from the interviews were subjected to constructivist grounded theory analysis. The study findings revealed the age of the child, separate room for children, creating a friendly environment and education as some important factors for practitioners to consider in promoting participatory practices for children. Child protection policies and legislation in Ghana should include these suggestions to ensure that children’s views are heard in the child protection process. To realize the overarching goal of achieving active child participation in child protection, further research may focus on the views of parents and children on how to develop culturally relevant strategies to promote child participation.  相似文献

Effective child participation in child protection proceedings has proved difficult to achieve in Norway. Although participation is in principle accepted as a human right and something of benefit to children, when children's health is at stake there is a tendency to view participation in decision‐making processes by children as potentially disruptive to their well‐being. The purpose of this study is to review the research evidence for effects, positive or negative, of participation on health outcomes for children in care. A scoping review of major health and social work research databases was undertaken. Searches in five databases yielded 1830 studies of which 21 were finally included in this review. Studies were included if a relationship between health and participation was evident from the data presented, even if this was not the main objective in the study at hand. We conclude that when participation is successful, it may have beneficial side effects. Chief among these are that participation may improve children's safety, increase the success of care arrangements and increase feelings of well‐being for children involved. Evidence for long‐term effects of successful or failed participation attempts on subsequent health outcomes is however largely absent.  相似文献

Children's participation is essential to achieve good outcomes for children involved in child protection systems. Despite this, research has consistently found children report low levels of participation, are poorly consulted and feel inadequately involved in decisions about their lives. To explore how practitioners understand children's participation, 18 in-depth interviews were conducted with statutory child protection practitioners in Australia. The interviews explored the ways child protection practitioners understand children's participation. Our findings show practitioners conceptualize children as rights holders and believe it is essential to hear directly from children about their needs and wishes to keep them safe. Practitioners identified the importance of transparent processes and decisions. Different understanding of participation emerged, with some participants talking about children as their central focus but not discussing meaningful participation of the child. It appeared that children's participation relied largely on the views and skills of individual workers, as well as their ability to incorporate meaningful participation in limited time and in complex practice environments where children's safety is a primary concern. Systemic changes to address time barriers, training practitioners to understand and implement participatory practice, and seeking children's input into service design, will support consistent and meaningful participation.  相似文献

Child welfare systems struggle with how best to accomplish reunification for children who have been removed from their home due to child maltreatment. Parent mentor programs may facilitate the reunification process. In these programs, parents who have successfully reunified with their children after child welfare involvement provide support and guidance for parents currently navigating the system. The current study examines (a) whether distance was a barrier to participation in orientation of a parent mentor program (called Parents in Partnership [PIP]) for 98 parents involved with the child welfare system and (b) whether participation affected reunification outcomes for 73 parents. Logistic regression models showed parents who lived closer to the PIP orientation location were more likely to participate in the orientation. Further, parents who attended PIP orientation were 5 times more likely to reunify with their children. Parent mentor programs may be one way to increase the likelihood of reunification for families involved in the child welfare system and may increase the engagement of fathers involved with the child welfare system. Future research should examine whether participation in parent mentor programs reduces the length of time children stay in foster care in addition to increasing rates of reunification.  相似文献

Increased child participation in decision-making about custody and visitation when parents separate is an explicit political goal. This study delineates central family processes associated with child participation in post-divorce decision-making, both in mediation and in the home. Children recruited to the Dynamics of Family Conflict Study at Norwegian family counselling centres (7–15 years, n = 554) completed surveys about interparental conflict, attachment security and whether they had been invited to participate in mediation and share their views at home. Results showed a strong correlation between the two decision-making arenas as children who were invited to participate in mediation were also more likely to have been asked about their views at home, and vice versa. Mixed-effects logistic regression analyses indicated that attachment security to mothers predicted that children were invited to participate in mediation. Older children were more likely to have been invited to participate both at home and in mediation. More child-related interparental conflicts predicted that children did not know if they had been consulted at home. The study points to the need for developing better practices for including younger children.  相似文献

This paper reports on a research study exploring the views of 27 children and young people on their involvement in a child protection investigation. Their perspectives on the personal and professional qualities of the professionals involved and on the choice, influence and representation they experienced and prefer are discussed. One of the most striking findings is that most of the children and young people had experienced a positive relationship with a social worker. Overall, many reported improvements at home, at school and in their health and behaviour. Their responses to different aspects of the intervention are discussed within the context of their rights to participation, choice and representation. It is acknowledged that children lack agency in promoting these rights in child protection work and concluded that these are best promoted through the development and maintenance of a relationship of trust, offered by a key professional in their network. Drawing upon Heard & Lake's (1997) work on attachment theory, it is suggested, further, that relationships and processes which embody supportive and companionable interactions are more likely to offer opportunities for representation and participation than those which are dominant and submissive. Finally, it is argued that children's services should be based on a human rights perspective, the discourse of which has more in common with the values of respect and honesty than with cost effectiveness and business management.  相似文献

The chances that children have to participate in child protection services are largely contingent upon the attitudes and skills of case managers. They have a crucial role in ensuring that a child's voice is being listened to and acknowledged in often sensitive dialogues. Therefore, the aim of this study is to investigate what case managers need to facilitate child participation. By handing case managers a participation toolbox developed by children and through the use of reflexive monitoring in action, we elaborated on the barriers faced in practice. The results show that the intention to facilitate child participation is quickly overruled by often subconscious thoughts and beliefs, stemming from the complex interplay of child image, protection, and participation. Case managers need to be aware of this interplay and how this unknowingly steers their actions. Therefore, iterative reflection should be facilitated within organizations for an actual change in their daily practice and to amplify the role of children in the decision‐making processes within child protection services.  相似文献

This article examines the historical evolution of the development of social policy toward street children in Russia and makes recommendations for prevention. The historical examination begins with the Soviet period, when statistics on social problems were not publicly known. It continues through the post-Soviet period when there was an emerging awareness about the increasing number of abused, abandoned children and children living on the streets. Etiological factors, such as child maltreatment and parental substance abuse, are then discussed. Based on these etiological factors, the article then proposes a model in which existing institutions and professionals are supported in facilitating an integrated system of primary, secondary and tertiary prevention. This includes improving child protection services and interventions to prevent children leaving their homes, early identification of children who are becoming involved in street life and a continuum of care for children who cannot return home.  相似文献

This state‐of‐the‐art literature review, based on a literature search of multiple scientific bibliographic databases, aims to shed light on what is known about barriers and factors facilitating child participation within the child protection and child welfare services from both children's and social workers' perspectives. The personal relationship between the child and the social worker is mentioned as one of the most important facilitators for participation, although multiple barriers in creating this relationship are demonstrated by both children and case managers and social workers. In studies, children say they should always participate while social workers and case managers identify many situations where, according to them, participation is inappropriate. Professionals' objections to participation mainly stem from the socio‐cultural image of children as vulnerable and in need of adult protection, and a lack of understanding of what participation actually entails. Interventions to strengthen participation should be directed at making social workers and case managers aware that children are knowledgeable social actors.  相似文献

This study addresses the relationship between children's participation and the protection and provision offered to them by social services in Sweden. It applies a theoretical framework for analysing child welfare that is anchored in the United Nations Convention on the Rights of the Child. How child participation may affect child protection and provision is examined empirically using case documentation from 2 municipalities. The main finding is that when children are not given voice or opportunity to influence the framing of what “the problem” is, the design of protection and care tends to be poorly matched to the actual problems documented in the child investigation and vice versa; when children can influence framing, this is associated with well‐matched protection and care. This suggests that traditional child welfare ethos, to the effect that protection should be of such overriding concern that children even should be protected from participation, is misguided. The study further illustrates the intrinsic problems with the family orientation of Swedish social services and its reliance on partnership with parents, which makes it difficult to live up to the Convention on the Rights of the Child. Incorporating child participation into existing service models can transform Swedish social services to an augmented child‐focused system that by ensuring participation also promotes protection and provision.  相似文献

Since the early 1980s the child protection and care system of Victoria, Australia, has seen the elaboration and diversification of decision making forums, with variable levels of participation by parents and older children. This paper identifies four forums which occur at different stages of the protective process and are held under different auspices and with different membership and purposes. This paper describes and compares these mechanisms with a view to clarifying their distinctive contributions and commonalities, and elaborates issues relating to how 'family' is conceptualized, underlying tensions in protective worker-family relationships, the process of participation, and the management of multiple case planning processes. The paper discusses problems that arise as multiple mechanisms become institutionalized within the same child protection system, and some limitations of participatory case planning in producing systems change.  相似文献

While a wide range of literature exists on the experiences of children in foster care or adoption, much less is known about children who return home from care to their birth parents. This paper focuses on the perspectives of a small sample of birth parents of young children who returned home from care. It draws on findings from the Northern Ireland Care Pathways and Outcomes Study that has been following a population ( n  = 374) of children who were under 5 years and in care in Northern Ireland on the 31st of March 2000. As part of this study, interviews were conducted with the foster parents of 55 children, the adoptive parents of 51 children and the birth parents of nine children who had returned home from care. The paper explores the birth parents' views on how they coped while their child was in care, how they were coping after the child had returned home and how their child was faring at home. Results revealed that these parents, and their children, were experiencing multiple difficulties and struggled to cope after the children had returned home.  相似文献

This paper looks at the response of the child protection services (CPS) system in cases where exposure to domestic violence occurs alone or together with abuse or neglect, focusing on the factors involved in decisions to maintain the case open for ongoing services or remove children from the home. The study is based on an analysis of clinical and administrative data from the files on children reported to a CPS agency in Montreal, Canada. A total of 1 071 substantiated reports were documented, including 337 cases of co‐occurrence (32%). Analysis of the data shows that domestic violence does not by itself constitute a factor liable to lead to more intrusive intervention. The CPS response appears to be influenced more by the existence of other forms of maltreatment and risk factors. Additionally, while domestic violence may be associated with more severe individual and family problems, it does not influence the decision to keep the case open because the child still need services. The lack of any connection between domestic violence and this decision is a cause for concern, as results indicate that such families need help. Knowing how to respond to their needs therefore remains a major challenge.  相似文献

The perceptions and judgments of social workers who interview the child and family are especially significant factors in child abuse assessment process. The current study describes and compares child protection workers’ assessment processes in Korea and the USA through the use of case vignettes and in‐depth interview. The responses from social workers in these two countries were compared and discussed in the areas of: risk assessment; perception of the main problems; tolerance of corporal punishment; and judgments about appropriateness of interventions. Most revealing was that Korean social workers determined abuse based on their child abuse definition and the US Army FAP social workers determined abuse based on their definition, which was affected by legal standards and cultural differences. Korean social workers are more likely to remove a child from the home, even in mild cases, but US FAP social workers would recommend child removal from the home as a last option. The social workers that participated in this survey play a vital role in the safety of children in child protective services. Both countries can benefit from sharing information to improve the child protection services delivered. Social workers' professional judgment leads to objective and consistent outcomes and are less likely to compromise child safety in the decision making process.  相似文献

Promoting the participation of children and parents in child protection practice is one of the most complex and sensitive areas of social work practice. Increasingly, child protection legislation and policy in many parts of the world enshrines ideals of service user participation. Yet, with the exception of extensive discussion about family group conferencing, the principles and methods for achieving participatory practices in child protection work remain underdeveloped. We use the term 'child protection' to refer to a broad spectrum of child and family welfare services aimed at prevention of (or intervention to address) child abuse and neglect. This spectrum of services includes intensive family support, family support, domestic violence, statutory child protection and child and family advocacy services. In this paper, we present findings from the first phase of a 3-year study into participatory practice in child protection. In this paper, we present findings from a qualitative analysis of interviews with 28 child protection practitioners across five domains of child protection work. Our analysis reveals three core principles of participatory practice underpinning these practitioners' accounts as well as contextual differences among them. We conclude with a discussion of the educational implications of our findings.  相似文献

Child protection case conferences (CPCCs) are a fundamental part of child protection processes within the United Kingdom. They provide a mechanism for professionals and families to share information, enter an assessment dialogue, and develop a plan for intervention and support. The participation of parents is a core feature of U.K. and Scottish CPCCs. This reflects an international trend that recognizes the rights of family members to participate in the decision‐making processes of child protection. This article reports on the analysis of 11 qualitative interviews with parents who had attended CPCCs in Scotland. The findings highlight that parents were profoundly affected by these meetings, which were experienced as distressing. Parents lacked clarity about the purposes of CPCCs and found the large number of professionals in attendance intimidating. The discursive practices and structural arrangements of CPCCs acted to privilege professional voices and marginalize the voices of parents. The findings of this study raise important questions about parental participation in CPCCs in the contemporary context of child protection practice.  相似文献

Until recently, Flemish family foster care was a temporary measure with as its most important goal, the reunification of the foster child with the birth parents. To date, nothing is known on the number of reunifications, nor has any study been undertaken into the factors (child, parent, foster parent and foster care process) associated with reunification. Case files of 127 foster children who exited foster care in 2007 were analysed. Dependent variables were type of foster care placement outcome (reunification, successful placement without reunification or breakdown) and place of residence after placement ending (with birth parents, extended family, foster family, residential care or living independently). After placement ending, only 40% of foster children went living with their parents, including foster children who were reunified (26%) and foster children who moved to their parents after a placement breakdown (14%). Characteristics of the foster children, and in particular absence of problem behaviour, were associated mainly with a return home. This may indicate that too much attention is paid to the functioning of the foster child and too little to improving the competencies of the parents and the (future) home environment.  相似文献

Research on out‐of‐home child care has revealed that foster care programmes focused on educational attainment and reading have the potential to improve the academic outcomes of children in care. However, no studies have examined which elements of these programmes positively benefit children's emotional well‐being. This article presents evidence of the positive effects of implementing a successful educational action, dialogic literary gatherings, in a children's residential care institution. A qualitative study using a communicative‐oriented methodology was conducted and involved five participant observations and eight daily life stories with children in out‐of‐home care in Catalonia (Spain). The children's reflections demonstrated that reading classic books, such as Dickens' Oliver Twist, deeply influenced their feelings and self‐conceptions and created new and exciting meaning in their lives.  相似文献
