This article focuses on STOP4-7, an ecological early intervention programme for children with serious behavioural problems in Belgium, which includes social skills training for children, management training for parents and classroom management training for teachers. We argue how this type of social work benefits from empirical research on its effects on children and parents. Yet social work research that addresses these questions needs to extend its focus to overt and covert inclusion and exclusion mechanisms that operate through social work. Finally, we argue that, in the case of STOP4-7, social work is embedded in the process of social and political framing of the problems it is supposed to solve. By extending the focus of social work research to the very construction of social problems, we show how social workers may perform their agency as reflective practitioners, rather than being objects of interventions.  相似文献

Lost for words     
The literature suggests that many children suffer from both emotional and behavioural problems and speech and language difficulties. There are also many children with emotional and behavioural problems who have undetected communication difficulties ( Cohen et al . 1993 ). Undetected communication problems have previously been found in child psychiatric populations ( Giddan et al . 1996 ) and special educational classes for children with emotional and behavioural problems ( Burgess & Bransby 1990 ). A small-scale study reported here also found 'looked after' children who had previously unsuspected communication difficulties. This paper considers why communication problems and emotional and behavioural difficulties often occur together and then reflects on the implications of undetected communication problems for the care of such children. Since communication problems impact on emotional and educational development, there are also suggestions of ways to identify speech and language difficulties in school-age children.  相似文献

The study examines the effects of child maltreatment on children behavioural problems in South Korea. We found that 11.5% of children experienced physical abuse, 28.7% experienced emotional abuse and about 35% experienced neglect. After controlling for all socio-demographic factors, children who experienced physical abuse, emotional abuse and neglect were more likely to develop internalised as well as externalised behavioural problems such as depression, aggression, underage smoking, underage drinking and engaging in cyber delinquency. The results point towards a need to develop social welfare interventions to mitigate physical/emotional abuse and neglect so as to prevent behavioural problems in South Korean children.  相似文献

This paper presents the views and perceptions of 35 children and their current carers regarding the social work response to child sexual abuse. Interviews with the children and carers, including foster carers and residential carers, were carried out 2–4 years following disclosure, thus the nature of social work support in the longer term, as well as the initial response, is assessed and described. Three evaluations of social work support are presented: the child-ren's evaluations of social workers known since disclosure, and two evaluations from the carers, one focusing on the child's needs, and one focusing on their own as carers. All three evaluations perceived the majority of social workers as having helped. Aspects of social work considered essential included providing emotional support and reassurance, providing information and explanation and arrang-ing and coordinating services, including counselling or therapy.
  Carers of children who were abused by someone outside the family were less likely to receive social work support. The frustra-tion and disappointment expressed by some of these carers reaffirms the importance of assessing needs even when the child is considered protected from further abuse. The findings of this study support the need to refocus responses to abused children and their families.  相似文献

Since children's homes in Croatia and elsewhere nowadays deal with children who have more problems than in the past, there is a need to identify predictors of the children's behavioural and emotional problems in order to provide adequate interventions and an appropriate developmental environment. This research was carried out in all children's homes in Croatia. The sample consisted of 263 children aged 10–14. Standardized instruments (Youth Self‐Report and Child Behaviour Check‐List) were used as outcome measures of children's psychosocial functioning. The results showed significantly more behavioural and emotional problems in children in children's homes than in the comparison group of children living with their families. Child care‐workers assessed fewer behavioural and emotional problems than did the children themselves. Multiple regression analyses were used to determine predictors for well‐being scores. The level of everyday stress in children's homes, coping strategies, perception of social support and school achievements proved to be the most significant predictors. Since those variables belong to mediating variables within the suggested model of research, it is argued that positive changes in these areas can facilitate a better psychosocial functioning of the children in children's homes.  相似文献

This paper calls for the introduction of school social work in Malaysia. Many industrialized countries have introduced school social work, partly because teachers are not able to tackle students' personal and social problems. Teachers are burdened with teaching tasks and are not trained to handle social problems. The introduction of school social work in these developed countries was an admission that there was only so much teachers could do in addressing the problems of school children. Even with school counselors, the problems have not decreased. Many parents in Malaysia perceive schools to be incapable of providing sufficient education to excel in the major exams. The existence of many private tuition institutions and private teachers is a testimony to that perception. If society has already deemed these teachers to be incapable of providing quality education, to expect them to look after students' social problems is presumptuous on society's part. The need for school personnel who understand the social ills of the community is urgently needed, and it is the contention of this paper that school social workers are best equipped for that responsibility.  相似文献

Psychosocial perspectives on children’s development are allied to theories that recognize the ‘self’ as essentially a social entity. The quality of relationships that children experience in their social environment have a profound effect on their socio-emotional development, personality formation and social competence. To this extent, psychosocial theories of children’s development and wellbeing can provide child and family social workers with a powerful framework within which to analyse, assess and practise. However, it is also recognized that the character of child welfare practices and policies are influenced by prevailing political climates. A simple dichotomy is described between political philosophies of the right and left; libertarianism and communitarianism; individual freedom and collective action. It is argued that the present swing to libertarian individualism has brought about major changes in the policy and practice of much child and family social work, including a preference for theories that emphasize people’s psychological independence, rationality and personal responsibility. In such a climate, child and family social work becomes more legalistic, orientated towards principles of justice rather than welfare, and towards rights and responsibilities rather than personal relationships and social competence. Psychosocial developmental theories, with their emphasis on the importance of social relationships and the emotional interconnectedness of people in community, fare less well under the rigours of psychological individualism and free-market economics. The paper concludes that if children’s psychosocial development and competence are a product of their social history, practices that psychologically ‘disembed’ people from their relationship environment are unable to consider children’s needs within a coherent, well-grounded theoretical framework. If child and family social work is premised on helping children develop social understanding and emotional wellbeing, theory and practice are best served by taking a psychosocial perspective.  相似文献

This paper examines research into the social ecology of parents and children, with particular reference to the effects of social support on family functioning and outcomes for children. The historical failure of social work in the UK to successfully apply the findings from this area of research to mainstream work with children and families is considered in the light of the prevailing child protection discourse. Challenges to this discourse are now beginning to emerge from developments in both research and practice. The implications of these developments for the construction of a new discourse, which recognizes the wider social and political factors that shape the family environment, are discussed. It is argued that there is sufficient research evidence available to demonstrate the potential of community social work strategies, which enhance the social support networks of families, to significantly reduce the incidence of child abuse. A number of successful action-research projects of this nature are considered.  相似文献

This article focuses on the impact that HIV/AIDS has on children in China and the social support provided to these children. The research finds that the consequences of HIV/AIDS are serious: the entire environment in which children develop is adversely affected by the disease. These negative socio-economic effects are due not only to HIV/AIDS, but also to the social discrimination and exclusion experienced by affected communities and families. Local governments and societies have started to provide support to HIV/AIDS-affected children and work to reduce the social exclusion they suffer. Mixed ethnicity children are over-represented in the care system and constitute a significant group of those seeking adoption placements. Social workers are presented with a specific set of concerns in seeking to find adoption placements for mixed ethnicity children as they come from two or more cultural backgrounds. Practitioners face uncertain principles concerning how to respond to these issues, especially in light of social and political pressures, and within the realm of existing debates around 'transracial' adoption. There is a danger that among these uncertainties the individuality of the child will be lost as his or her identity needs become viewed narrowly. Social workers may seek to simplify and classify the identities of mixed ethnicity children in the adoption process through pressures that they feel to find 'matched' placements. This paper explores how theories concerning identity can provide some insight into the difficulties practitioners face and may help to inform social work practice in this area.  相似文献

Studies have shown relatively high rates of emotional and behavioural problems among children living in out‐of‐home care. This study reports the prevalence of social problems at an 8‐year follow‐up for a group of children/young adults. Predictors for prevalence and change in emotional and behavioural problems at the follow‐up are examined. A prospective cohort design with 233 children who had been living in foster care was used. Forty‐eight per cent (n = 111) of those interviewed at baseline were located and interviewed at follow‐up. Mean age was 17.4 (standard deviation = 2.9) years. Mental health symptomatology was measured with Child Behaviour Checklist and Adult Self‐Report. Linear and generalized mixed model analyses were used. Changes in internalizing and externalizing problems from baseline to follow‐up was associated with gender. Boys showed more problems at a young age, whereas girls developed more problems later. Predictors for social problems at follow‐up were mental health at baseline, kinship care and care placement away from the local community.  相似文献

Parental substance misuse is a significant public health and children's rights issue. In the United Kingdom, social workers frequently work with children and families affected by substance misuse. However, relatively little is known about this population, particularly at point of referral to children's social care. This paper reports on the largest known study of parental substance misuse as a feature of children's social care work in England. The paper provides a cross‐sectional profile of 299 children living with parental substance misuse and referred to children's social care in one local authority in England. Data were collected from social work case files at the point of referral to social care about the child, family, the wider environment, and parental substance misuse. The findings show that children affected by parental substance misuse frequently had other support needs relating to their well‐being and mental health. Children were also likely to be experiencing other parental and environmental risk factors. The significant historical—and in some cases intergenerational—social care involvement for some families indicates potential issues with the capacity of services to meet needs. Recommendations for practice are discussed with a particular focus on the need for early, comprehensive support for children and families.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

Twenty years after survey evidence showed that UK social work students could complete their training without having learnt about or worked with children, new research suggests little has changed. There is still no guarantee that any student on qualification will have been taught about or assessed in communication skills with children and young people. This is despite the claim that the pre‐registration award provides teaching and assessment in core generic skills as a foundation for the development of specialist practice roles in agencies. In fact, as this paper shows, a common understanding of what counts as effective communication with children has yet to be consolidated in social work practice and research. This has impeded the process of curriculum development. Divergent expectations about what counts as social work communication with children in a changing policy context may be exacerbating long‐standing uncertainties about how genericism and specialism should be linked in professional education and training. In exploring these issues, this paper seeks to clear the way for the renewed effort that is now required if this aspect of curriculum development is to be effective.  相似文献

Quality relationships form the backbone of social work with children and their families. They are particularly relevant in the close, intimate work with looked‐after children who have identified how important it is to them that their relationship with their social worker is positive, warm and meaningful. It is accepted that in order to achieve and maintain successful and meaningful relationships, practitioners need to engage at an emotional as well as a professional level. All too often this requires a trade‐off between organizational efficiency and the emotional work of caring for looked‐after children. Therefore, it would appear the role of corporate parent is increasingly difficult, involving complex decisions about how practitioners might best spend their time, where their loyalties lie and the quality and direction of the final output. Using data from a series of interviews with practitioners, this paper explores the difficulties of maintaining active emotional engagement with children using the sociological concept of emotional labour.  相似文献

Social support, as a complex, dynamic and multidimensional concept, has been studied extensively. However, a review of research publications on social support and parenting reveals that social work perspectives on social support are underdeveloped in the Social Sciences Citation Index. Social support is predominantly studied in relation to parental health, considering social support as a buffer against potential negative outcomes for children. This, in turn, legitimates extensive research on parents ‘at risk’. Specific target groups have been questioned abundantly using social support measures, mainly consisting of self‐reports. We conclude that social support is studied as a predefined concept, lacking conceptualizations that encompass the actual enacted support in relation to the perspectives of both givers and receivers of support. Moreover, the focus on targeted groups ignores the experience of social support in more diverse populations in general services and in everyday life. Issues of reciprocity, diversity and multivocality are central to our appeal for social work perspectives truly encompassing the relational aspect of social support. The question whether, and to what extent, social workers (including practitioners, policy‐makers and researchers) should give attention to this relational aspect is discussed.  相似文献

This paper explores, from a UK perspective, issues surrounding policy and practice in cases of neglect, which inevitably involves emotional abuse. It does not address cases of emotional abuse in which neglect does not occur. The paper argues that there is a sufficient body of knowledge on the necessary conditions for healthy child development and factors associated with psychological/ emotional disorders in childhood for social workers to be more proactive in work with such cases. There is, however, a need for this evidence to be assembled and organized in ways which will be useful to social workers. Nonetheless, intervention in such cases is unlikely to become more effective unless some of the reasons for the'neglect of neglecf are better understood and addressed. In the second part of the paper, a range of factors influencing such work is considered, related to the professional, organizational and legal context within which social workers in the UK operate.

In principle, Ghana's commitment to the global agenda for improving the welfare of children cannot be disputed. Globalisation has advanced changes in the country's institutional landscape with the introduction of economic reforms and administrative institutional frameworks to improve the welfare of children, amongst others. This article discusses the impacts of two global agendas, the Structural Adjustment Program and the United Nations Convention on the Rights of the Child. It argues that the economic reforms and the legal framework to ensure the welfare of children have not achieved their envisaged goals, because the global initiatives focused on institutional changes, neglecting social factors that cause inequalities. Consequently, these factors have contributed to the inability of adequate service provision for children. To alleviate the problem, this article suggests that a structural social work approach be adopted in Ghana as a complementary strategy to improve the welfare of children.  相似文献

The present paper gives an overview of the current trend of social work education in Mainland China, a fast-expanding academic subject of higher education in Mainland China during the last 20 years. This rapid development was brought about by the increasing recognition of the use of social work knowledge in tackling some of the social problems arising from the social and economic changes induced by the open door policy of China. New initiatives were undertaken by government departments, academic institutes and service providers, to explore possible reform of service delivery models in serving the elderly, children and youth, women and other vulnerable groups. It thus creates demands for personnel with new skills and knowledge. It has also led to the promulgation of government policies in 2006, in establishing a strong work force of social work, by setting up an accreditation system for social work as a vocation, making available funding for service development and setting up of NGOs. This paper also highlights some of the imminent issues that cause concern, such as the search for a theoretical model of social training and practices suitable for Chinese society, standardization of curriculum design, teaching and learning, consolidation of accreditation examination and career structure, and creation of a working environment conducive to the professionalization of social work in terms of motivating and retaining social work graduates to stay in the service sector.  相似文献

This article discusses some of the factors that have shaped the development of social work in Greece and analyses its present level of professionalisation. There were four main factors: (i) the familialist-statist social care model in which social work operates in Greece; (ii) reluctant state support related to a complex set of specific political, social and economic conditions; (iii) the pressure of new needs in recent years as a result of the aging population, family changes and increasing numbers of immigrants; and (iv) the European Union's financial support and regulatory role in various social policy sectors. The present status of the profession indicates a satisfactory protection of professional rights, a slow but steady improvement in the educational process, but also limited occupational control.  相似文献
