Each welfare system has its own welfare relations for shaping and maintaining certain types of welfare practices and welfare ideologies. Welfare relations concern the distribution of welfare responsibilities among various social institutions, the public's welfare expectations and entitlements, and the status of welfare recipients. Welfare policies, which are a legal basis of the dominant class's philosophy as well as a mechanism for policing welfare recipients' use of benefits, play an important role in shaping and constructing the welfare relations of a country. This paper discusses how welfare policies construct the required welfare relations with regard to Hong Kong's social security system. It is argued that the persistence of Hong Kong's residual welfare model is partly based on the residual welfare relations which facilitate family-centred and market-oriented welfare practices. 相似文献

Based on a survey of Hong Kong residents, this article explores the attitudes towards the welfare state and whether or not there are significant differences between different social classes with regard to their approval of the welfare state. The findings were then compared with those for Sweden and the USA. The study shows that Hong Kong residents strongly approve of the welfare state. The strength of their support is similar to that in Sweden and is far stronger than in the USA. In Hong Kong, the influence of social class on attitudes towards the welfare state is negligible. In some cases, the privileged classes expressed greater approval for the welfare state than the underprivileged classes. This is in striking contrast to the experiences in Sweden and the USA where the underprivileged classes are more supportive of the welfare state than are the privileged classes. 相似文献

In the 1970s, as the now compact, mature economies in East and Southeast Asia were industrializing, their governments had claimed that they saw no need for the kind of welfare programmes developed in Western “welfare states”. Notwithstanding this claim, a study of social welfare development in these economies in the last three decades, particularly when Hong Kong is taken as an example, shows that they have gone for universal social welfare, largely as a result of the growing prosperity and the rising expectations of the people. This trend has, however, been reversed since the start of the Asian financial crisis in the latter part of 1997, with the resultant slowing down of the economy, rising unemployment and surging fiscal deficits. Governments of the compact, mature economies in East and Southeast Asia found that they must rethink their social commitments and in order to return to balanced budgets, the former selective approach is now adopted by concentrating social welfare resources on the most needy people. While it is not in dispute that there is a close and positive relationship between industrialization and social welfare, the case of the compact, mature economies in East and Southeast Asia shows that as they are more vulnerable to world economic vicissitudes, the relationship may not be as steady as it has been in the Western industrial states. 相似文献

In the aftermath of the Asian financial crisis, the Hong Kong government introduced welfare reforms to ease the pressure from fiscal challenges and swelling welfare rolls; at the same time, to maintain its development credentials, it made an effort to adhere to its colonial tradition on the provision of welfare. The government adopted various strategies to garner popular support for promoting economic development as the primary goal and for promoting social harmony under the concept of ‘helping people to help themselves’. This article examines Hong Kong people's changing perceptions of the condition of social welfare in the past decade. Using a multidimensional developmental welfare approach and data from two opinion surveys conducted in 1997 and 2008, the study finds that Hong Kong people expressed a relatively high level of satisfaction about their own lives, but varying degrees of reservation about the problem of poverty, government provision of social welfare, and opportunities for social mobility. As a result of the sectorally unbalanced welfare reforms, which are biased against the disadvantaged, some of these perceptions have become more negative in recent years. Socially vulnerable people, especially the lower classes, are now more critical of the condition of social welfare, and such feelings seem to be intensifying. It is thus suggested that special attention to the issue of class should be paid in social development programmes to ensure social equality and social justice. 相似文献

Creating an enabling environment for social entrepreneurship in tackling complex socio‐economic challenges is at the forefront of government policy agendas globally. Although several policy mechanisms have been proposed to this end, whether and to what extent those policy mechanisms may (re)shape the social entrepreneurship environments have rarely been explored. By examining the Social Innovation and Entrepreneurship Development Fund (SIE Fund), a recent policy project aimed at fostering social innovation in Hong Kong, this article presents a rare empirical exploration to illustrate how public policies can potentially drive social innovation. We explore first the impact of the SIE Fund in fostering innovation among its funded social enterprises, and second, how the SIE Fund may have influenced Hong Kong's social entrepreneurship environment. Results show that the projects under the SIE Fund exhibit characteristics distinct from the social enterprises prior to the inception of the SIE Fund. In addition, evidence of innovations in terms of product, process, marketing, and innovation in developing new or improved social practices were also identified. This study illustrates how specific public policy mechanisms may potentially facilitate the diversification, inclusion, innovation, and expansion of the social entrepreneurship environment. Findings carry substantial policy implications, in particular to neighbouring East Asian societies typically characterized by a strong government, and face similar structural, demographic and socio‐economic challenges that necessitate innovative solutions. 相似文献

Western societies promote home ownership in the belief that it provides a means to build up individual welfare and security, potentially offsetting the inadequacy of social security to meet needs in retirement. Some East Asian economies have long focused on advancing ‘asset building’ through housing policy. These efforts have two purposes: to use housing investment to drive economic development and to build family assets throughout life as a component of income protection for old age. These purposes work well in some countries but not as well in others. In policy terms, the common element among them is that governments promote home ownership as a component of social policy or as a complement to mainstream welfare. This article examines how home ownership fares as a form of asset-based welfare in selected East Asian countries (Singapore, Hong Kong and Japan) and considers the implications for understanding the role of institutions in development. 相似文献

This study aimed to explore the sources of parenting stress and the mental health of parents with kindergarten and primary school children in Hong Kong. It also examined the intervening effects of parenting self-efficacy on mental health of parents. Results indicated that parents who perceived their children as more demanding, less acceptable and less reinforcing had more parenting stress. Those who found their parental roles to be more restrictive also had more parenting stress. Lastly, parenting self-efficacy moderated the effects of parenting stress on the mental health of parents. Cultural and social factors were put forward to explain these findings and suggestions were made towards reducing the parenting stress experienced by parents with younger children in Hong Kong. 相似文献

Respect for the elderly and hence the associated rights support a generational contract. Nevertheless, the case of the recent debate on the universal retirement scheme in Hong Kong has raised concerns about its strength. We identify relevant items from the sixth wave of the World Values Survey to explore the orientations of different generations toward others. The analysis shows differences between younger and older generations. Regression analyses show that values are not significant in explaining the differences, but various positions, including sex, marital status, and education, and perceptions of the elderly are relevant. Such differences across generations might weaken the generational contract and potentially engender conflicts as shown in the recent debate about the retirement scheme. We suggest short‐ and long‐term interest calculations, informed by their positions, play a more significant role in policy discussions and decisions, rather than simply appealing to values. 相似文献

This historical‐institutionalist case study of public–private change in the rehabilitation health sector in Ontario, Canada, seeks to build on literature about the politics of policy drift, particularly with respect to health care systems. Rather than turning to higher‐order institutional factors, such as federalism and overall financing agreements between states and the medical profession, or to economic indicators such as change in expenditures, however, it posits that the particularities of how welfare‐policy sectors are organized with respect to their decision‐making contribute to drift. Such organization is framed by two factors. The first is the set of rules by which the public–private boundary is drawn, and the second is the structuring of public institutions that set legislation and regulation, and organize the policy networks attendant on them, around these boundaries. The degree of coordination or fragmentation among these, this case suggests, is a factor in the politics and dynamics of drift. 相似文献

Data on 106 immigrant youth,which were collected through a structured questionnaire, wereanalysed. It was discovered that immigrant youth found survivalissues and losses, rather than cultural differences and unfulfilledexpectations, to be stressful. Male immigrant youth exhibitedmore psychological distress symptoms than female immigrant youth.Hierarchical regression analyses revealed that social competenceexerted moderating effects on stress and the mental health ofimmigrant youth. Immigrant youth who had a higher level of socialcompetence, in terms of self-control, empathy, assertivenessand the ability to read social cues, had less stress and enjoyedbetter mental health. This article reports the results of a telephone survey (n = 1002) conducted in November 2008, which aimed to identify parenting stress and perceived family functioning of Chinese parents in Hong Kong; to explore the effects of the parents’ socio‐demographic characteristics (gender, family income, education and family structure) on the aforementioned stress and functioning variables; and to examine the interrelationship among these characteristics and the two variables in question. Results showed that the reported parenting stress was at average level, while the perceived family functioning was slightly below average. The results also indicated that the parenting stress of mothers, single parents, the low‐income and the less‐educated was higher than that of fathers, parents of nuclear and extended families, the high‐income and the better‐educated. Socio‐demographic characteristics except the parent’s gender had similar effects on perceived family functioning. Higher parenting stress was associated with lower family functioning, and explained a larger variance in the perceived family functioning than the socio‐demographic characteristics taken alone. The results of the study have provided empirical support regarding the interrelationships among the vulnerable groups in society, parenting stress and perceived family functioning. Implications of the study for social work practice are discussed. 相似文献

AbstractEthnic minority young people play a significant role in the socio-economic growth of an ageing society with a decreasing fertility rate. The successful social integration of individuals with diverse cultural backgrounds within a society is a core value of the social work profession. This study examines the understanding of ethnic minority youth development in Hong Kong using a systematic review methodology. Risk prevention and positive promotion factors were identified using Bronfenbrenner’s ecological framework. Articles were searched through multiple databases in English, and 36 academic articles were reviewed. These studies mainly examined the risks of academic failure of these students in Hong Kong while few focused on the positive directions of multidimensional youth development. Future social work research and practice should examine positive youth development for ethnic minorities which can inform social work practice in Hong Kong and within other East Asian traditionally ethnically homogeneous societies undergoing significant changes in ethnic diversity. 相似文献

This qualitative study aims to understand the parenting distress and parental investment of Hong Kong Chinese parents with a child having an emotional or behavioural problem. The parents of 24 children and adolescents who sought psychiatric consultation within the study period were interviewed using open‐ended questions. The data revealed a vicious reciprocal interaction in which the symptoms affected the parents’ psychosocial well‐being, which in turn impacted unfavourably on the identified patient. With three exceptions, the parents in this study had engaged in different activities prior to the psychiatric consultation, including information search, changes in the methods of parenting, attempts to reduce family stress, reliance on superstitious beliefs, and reaching out for professional help and social services. The parental investment indicated parents’ resilience in facing the child’s problems. Implications for service development and social work intervention are discussed. 相似文献

This article synthesises the characteristics of social pensions across Asia and evaluates the effect of a new social pension in the Hong Kong SAR, the Old Age Living Allowance (OALA), on poverty alleviation, coverage rates and fiscal sustainability. We found that the effectiveness of the OALA in reducing old‐age poverty was limited, although it has led to an increase of retirement pension coverage by 6%. The OALA is projected to face substantial cost increases in the medium and longer term. Increasing the level of OALA benefits would be a direct means to enhance its poverty alleviation effect but may potentially be hampered by concerns about the fiscal sustainability of such changes. More obfuscated alternatives for Hong Kong policy makers to affect old‐age poverty alleviation include adjusting the indexing rules of benefit level payments and the eligibility criteria to reduce the stigma attached to the current policy choices. 相似文献

Based on a resilience perspective, this study attempted to explorethe risk and protective factors influencing the mental healthof immigrant and local youths in Hong Kong. A structured questionnairewhich consisted of The Chinese Adolescents Life Events Checklist,The Perceived Satisfaction of Social Support Scale and The BriefSymptoms Inventory was used. Two hundred and ten local and immigrantyouths between the age of 15 and 20 were individually interviewedby the trained interviewers. Contrary to our hypotheses, thefindings revealed that immigrant youth had better mental healthand similar levels of stress than local youth. Moreover, peersupport was found to exert a strong impact on the mental healthof immigrant youth. While Interpersonal relationshipdifficulties was identified as a common risk factor facedby local and immigrant youths, immigrant youth faced additionalrisk factors in relation to a change to a new school and parentalconflicts. On the other hand, endurance of hardship, socialcompetence and peer support were considered as the protectivefactors that might be associated with better mental health inimmigrant youth. The implications of this study included: toadopt a resilience perspective to understand the protectivemechanisms that enhance the mental health of immigrant youth;to develop a national strategy to build up the interpersonalrelationship skills of youth in a society; and to organize specificprogrammes to strengthen the peer system and tackle parentalconflicts in immigrant youths. 相似文献
