Quantitative research has tended to explain attitudinal divergence towards welfare and redistribution through self‐interested rationalities. However, such an approach risks abstracting individuals from the structural determinants of resource allocation and biographical experience. With that in mind, this article draws on a qualitative study of 50 individuals experiencing relative deprivation and affluence in the United Kingdom and New Zealand to examine how lived experiences of inequality affect attitude formation towards welfare and redistribution. Scenario‐driven vignettes were used to stimulate an applied discussion of abstract principles pertaining to welfare and inequality. Use of this methodological device proffered novel insight into the phenomenological effects of material position on public attitudes and policy preferences in a comparative context. The findings suggest that affluent individuals are less likely to acknowledge systemic features shaping socioeconomic life. As a result, they exhibit a poor sociological imagination that is deployed in distinct and patterned ways to make sense of, and at times justify, economic restructuring. By contrast, those living in relative deprivation are more likely to advance accounts of intergroup relations and social location that emphasize the structuration of (dis‐)advantage. Based on the findings, policy and political implications are considered for welfare and redistribution amidst rising structural inequality.  相似文献

We investigate population groups' attitude regarding inequality reduction in post‐Soviet transitional countries of the Baltic, Central Asia and the Caucasus, as well as the Slavic countries and Moldova. Empirical evidence presented in this article demonstrates that despite skyrocketing inequality, erosion of social provisions and efforts to introduce an individualistic market economy ideology during the last 15 years, overall support for redistribution and welfare state efforts to counterbalance rising inequality remained strongly legitimized among citizens in all post‐Soviet countries. Nevertheless, there are differences between population groups in attitude: the older, the less educated, the poor and women express more support for redistribution; while the younger, the better educated, the rich and men tend to not support redistribution. Populations in transitional countries of the Caucasus and Central Asia that face higher inequality and less effective redistribution policies expressed a strong desire for more redistribution and more active social welfare policies.  相似文献

Based on a survey and interviews, this article presents and analyses Israeli public opinion toward black‐market medicine (BMM) and the welfare state. In addition to providing quantitative and qualitative evidence of the existence of under‐the‐table payments in Israel, we suggest various insights into this phenomenon. While most citizens admit that they would consider making under‐the‐table payments in order to receive preferential medical treatment, when the questions mention words such as ‘illegal’ or ‘bribe’, respondents tend to be less tolerant of such activities. We find that, first, there is a basic willingness among Israeli citizens to use BMM. Second, despite this predilection, Israeli citizens are reluctant to articulate their willingness to engage in such illegal activities. This reluctance implies the existence of a moral barrier among the population as far as identifying themselves with illegal behaviour is concerned. We may infer the existence of a gap between declared attitudes and behaviour. Third, the fact that people's willingness to engage in BMM is greater than their willingness to adopt black‐market strategies in other areas signifies the special nature of health care. Finally, by connecting the phenomenon of BMM to public opinion regarding the welfare state, we point to a possible gap between normative attitudes and preferences produced by structural conditions.  相似文献

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

This article reports on an investigation into the influence of individual characteristics on attitudes to government responsibility for welfare‐related tasks using data from the European Social Survey. The main finding of this investigation was that socio‐demographic characteristics, basic personal values, a left–right ideological position and religious affiliation were all associated with attitudes towards welfare policies. An item‐by‐item examination of the six issues enquired about in the survey revealed that people tended to hold the government responsible for tasks that would benefit them more directly. Taken as a whole, the empirical findings were interpreted to mean that individuals' tastes for welfare state policies were driven, at least partially, by self‐interest, but it was also noted that further work was needed to disentangle the potential role of group loyalty effects.  相似文献

Previous scholarship suggests that the effect of perceived intergenerational mobility on attitudes related to social justice, inequality and redistribution is more salient than the effect of individuals' objective intergenerational mobility. However, virtually no studies have attempted to link individuals' perception of experiencing intergenerational mobility and their support for different welfare state programmes. In my study using nationally representative and comparative survey data for 33 Western European welfare democracies and post‐socialist transition societies, I found that perceived intergenerational mobility is associated with support for certain welfare state programmes. Results from multilevel linear probability models indicate that subjectively downwardly mobile individuals are less likely to support education and healthcare expenditure and more likely to prefer targeted assistance of the poor, while subjectively upwardly mobile individuals oppose extra spending on housing and old‐age pensions. The described associations are more vividly manifested in post‐socialist societies than in the analysed Western European democracies.  相似文献

The role of the “Big Five” personality traits in driving welfare state attitudes has received scant attention in social policy research. Yet neuroticism in particular—a disposition to stress, worry, and get nervous easily—is theoretically likely to be an important driver of welfare attitudes precisely because welfare states deliver social “security” and “safety” nets. Using cross-sectional data from the German Socio-Economic Panel, we study three distinct attitude types (dissatisfaction with the social security system, feelings of personal financial insecurity, and preferences for state provision) and multiple social need contexts (including unemployment, ill health, old age, and nursing care). Controlling for established explanations such as self-interest, partisanship, and socialization, neuroticism does not systematically affect support for state provision. But it robustly increases general dissatisfaction with social security, as well as financial insecurity across various need contexts. Neurotic people are thus less happy with welfare state programmes across the board, yet they also appear to need these programmes more. This trait may be an important deeper layer driving other social attitudes.  相似文献

The drivers of public support for redistributive policy have stimulated academic debate around the world. The majority of studies use cross‐country surveys conducted in the Organisation for Economic Co‐operation and Development countries to contribute to the debate on whether self‐interest or social values have more influence on public attitudes towards redistribution. Drawing on a phone survey conducted in 2013, this study advances the discussion by investigating public attitudes towards redistribution and social policy changes against the backdrop of buoyant government revenues in Hong Kong. The Hong Kong welfare model, best seen as a parallel to the liberal welfare state, is selective and residual. Contrary to the usual assumption, the social values hypothesis, viewing poverty as societal problems instead of individual reasons, has been supported in the Hong Kong context. It lends support to greater redistribution in a residual welfare state. The policy implications of the findings are also discussed.  相似文献

The New Zealand family group conference (FGC) approach to decision making in child welfare and protection has attracted strong interest among policy makers and professionals all over the world. While New Zealand’s legislation makes use of FGCs more or less mandatory in child protection, other countries permit social workers to refer families to an FGC at their own discretion. Knowledge about social workers’ attitudes towards the model is thus paramount if we want to understand implementation and evaluations of FGCs outside New Zealand. This study looks at attitudes towards and actual referrals to FGCs amongst 219 social workers from 18 local authorities in Sweden and the UK. Results reveal an overwhelmingly positive attitude towards FGCs in both countries. Given these attitudes it was striking that only 42% of the social workers had initiated at least one FGC over an 18‐month period. The number of implemented FGCs was almost exactly the same in Sweden and the UK, after adjusting for time and number of social workers. Possible explanations for this paradox are discussed, using data from the survey and child welfare literature.  相似文献

This study examined the role of attitudes against bullying and perceived peer pressure for intervention in explaining defending the victim and passive bystanding behavior in bullying. Participants were 1031 school‐age children from two culturally diverse settings, namely Italy and Singapore, which are similar on several dimensions (e.g., quality of life, child welfare) but dramatically differ on other aspects, such as individualism—collectivism orientation. Multilevel analyses showed that country and participants' gender moderated the relations between individual predictors and behavior during bullying episodes. In particular, although individual attitudes were a stronger predictor of Italian students'—especially girls'—behavior, perceived peer expectations were more strongly associated with behavior of Singaporean participants. This study contributes to the literature by being the first to provide data analyzing the association between defending and passive bystanding behavior and different correlates using a cross‐cultural approach.  相似文献

Social support in single parents' transition from welfare to work: Analysis of qualitative findings Since 1995, single parents have been required to participate in welfare‐to‐work activities. While quantitative meta‐analyses have consolidated the social and economic impacts of such transitions, no attempt has yet been made to synthesise the qualitative evidence. In this article, I offer an analysis of 16 qualitative articles that explore the role of social support in the lives of single mothers making the transition from welfare to work. By focusing on the functions and reciprocal nature of social support, this study examined how welfare‐to‐work programmes shift women's dependence from the state onto family and friends, many of whom are in similarly impoverished situations and/or are unable to provide adequate support. Furthermore, women are often required to reciprocate the support they receive, which creates additional barriers to a successful welfare‐to‐work transition.  相似文献

Participants in contingent valuation surveys and jurors setting punitive damages in civil trials provide answers denominated in dollars. These answers are better understood as expressions of attitudes than as indications of economic preferences. Well-established characteristics of attitudes and of the core process of affective valuation explain several robust features of dollar responses: high correlations with other measures of attractiveness or aversiveness, insensitivity to scope, preference reversals, and the high variability of dollar responses relative to other measures of the same attitude.  相似文献

While scholars accept that attitudes have an impact on behavior, cognitive dissonance theory asserts that behavior can, in turn, affect attitudes. The theory suggests attitudes may be transformed by the simple act of voting. Informed by dissonance theory and employing election study survey data from three Canadian federal elections, this article considers the impact of cognitive, affective, and behavioral factors on changes in party evaluations, arguing that elections serve as a significant stimulus for attitude change. Dissonance theory is found to be compatible with observed attitude changes between pre- and post-election questionnaires. Findings have implications for the study of attitude formation and change, the effects that campaigns and elections have upon voters, and survey design.  相似文献

This study examines the relative importance of key variables proposed by intergroup and social learning theories for understanding ethnic attitudes. The focus is on how ethnic identification, perceived parental attitudes and victimization by peers are related to ethnic attitudes. The sample includes Dutch (N = 295) and Turkish (N = 158) children (10–12 years of age) in the Netherlands. For both ethnic groups, stronger ethnic identification is related to more positive in‐group evaluation, and a higher degree of victimization relates to more negative out‐group evaluation. Furthermore, parental attitudes are related to out‐group evaluation. Higher perceived in‐group favoritism among parents was related to a less positive evaluation of the out‐group. In addition, Turkish parental attitudes turn out to be related to ethnic identification and in‐group evaluation. Further analyses suggest that the effect of perceived parental attitudes on children's group evaluations is not only due to projection. It is concluded that the study of ethnic attitudes among children should focus on group identification as well as on the social influences of parents and peers. Furthermore, it is important to distinguish between in‐group and out‐group aspects of ethnic attitudes and to include both majority and minority children.  相似文献

This article presents a position paper on Israel's benefits system. It was produced in the framework of a participatory action research with the collaboration of welfare services users and social welfare policy practitioners, academics, social practitioners, and social activists. Some 78 persons living in poverty, from various population groups, were asked, in group settings, to describe their experiences with the benefit system and services, their coping strategies, their perceptions and attitudes towards these services, and their recommendations for ways to improve them. The position paper which emerged from this process served as the basis for discussions between service users, social welfare policy practitioners, researchers, social activists and social practitioners at an academic conference. Issues such as benefits cuts, eligibility, and definitions of poverty are discussed and recommendations are presented.  相似文献

The current study has two aims: (1) to examine associations between the emotional content of parent–child past event conversations and two aspects of children's self‐concept—moral self and self‐esteem; and (2) to examine the degree to which talk about past events is uniquely associated with self‐concept when compared with talk about ongoing events and situations. Fifty‐one five‐ and six‐year‐old New Zealand children and their parents discussed four emotional past events and two ongoing conflicts. Children's moral self, self‐esteem and language ability were also assessed. When parents referred to a greater number of positive emotions and evaluations, regardless of conversation type, their children had higher self‐esteem. Past event talk also uniquely predicted children's self‐esteem: Parents who used more explanations during conversations regarding past negative emotions, and more explanations and confirmations of past positive emotions, had children with higher self‐esteem. We discuss these results with respect to an autobiographical memory approach to self‐concept development.  相似文献

This article examines the potential impact of institutional change on popular welfare support. The encompassing welfare state of Sweden provides an interesting case where the privatization of social service delivery has been widespread over the last decades. We use survey data from five rounds of the Swedish Welfare State Survey (1992, 1997, 2002, 2006 and 2010) in order to study how public preferences for the financing and organization of welfare services have changed over time. Based on a theory describing an ideal‐typical pattern of public support for an encompassing welfare model, we derive three types of public preferences: support for a pure state model, a pure market model and a mixed model (welfare services are funded by taxes but provided by private firms). We begin by tracking the development of these ideal‐typical attitude patterns between 1992 and 2010. We then investigate how preference patterns vary across municipalities displaying different degrees of privatization of social service delivery. Our results show that welfare support among Swedes over the last decades is better characterized as dynamic rather than stable. Swedes seem to take an overall more ideologically based position on the role of the welfare state over time. The share of respondents expressing such ideologically based preferences has increased from 54 per cent in 1992 to 78 per cent in 2010. This change is principally manifested in increased support for the state and mixed models. This trend seems to be parallel to the increasing share of private welfare service providers over the last decade. We also find a link between the municipal degree of privatization and support for our three ideal‐typical welfare models. Public support for a mixed welfare model and, to some extent, a market model, is comparatively stronger in municipalities where welfare services to a large extent are carried out by private actors. Conversely, data shows that public support for the traditional Swedish state model is more widespread in municipalities having a low degree of welfare services privatization. Lastly, we discuss some theoretical implications of our findings.  相似文献

Familization and defamilization studies are increasingly seen as an important component of welfare research. They are concerned with the threats to the welfare of individuals caused by involuntary participation in the unwanted family relationship. Moreover, they address the idea that governments have the potential to reduce these threats through the provision of welfare measures. This article contributes to the familization and defamilizaion studies with the focus on the link between these studies and the studies of residualization strategies. It carries out three analytical tasks. The first is to present a new defamilization and familization framework. The second is to demonstrate the usefulness of this framework in analyzing the problem of employing the residualization strategies to reform the old‐age income security system. Our focus is particularly on the insufficient sensitivity of these strategies to women's (and men's) diverse preferences relating to ways of organizing their family life. The third is to demonstrate the empirical significance of this framework. To meet this objective, we apply the framework to the investigation of two old‐age income security measures in Hong Kong—the Mandatory Provident Fund and the Comprehensive Social Security Assistance scheme.  相似文献

Objective. In this article, we develop and test a model of competing theoretical explanations of Latino attitudes toward immigration; specifically examining their policy preferences on legal immigration, illegal immigration, and a proposed policy for dealing with illegal immigrants. We also consider whether Latino attitudes toward legal and illegal immigration are related and comprise a single coherent structure. Method. Using data from a 2004 national survey of Latinos, we perform regression, logit, and ordered logit analyses to examine the determinants of Latino attitudes toward immigration. Results. We highlight three important findings. First, our results demonstrate “within‐group” differences in immigration attitudes among Latinos, based on both national origin and generational status; we find that Mexicans are more pro‐immigration than Latinos from other countries and that foreign‐born Latinos have much more positive attitudes about immigration than second‐generation and third‐generation Latinos. Second, we find that Latino support for various aspects of immigration is primarily a function of ethnic and linguistic identity and attachment to American culture, with self‐interest, contextual variables, and political and demographic attributes playing a smaller, more specialized role. Finally, we demonstrate that Latino attitudes toward legal and illegal immigration are highly interrelated. Conclusion. There is a coherent structure underlying Latino attitudes toward legal immigration, illegal immigration, and a policy option for dealing with illegal immigrants. Our tests of competing theoretical approaches reveal the importance of national origin and ethnic attachment and acculturation in explaining differences among Latinos on their attitudes toward immigration.  相似文献

Class, Attitudes and the Welfare State: Sweden in Comparative Perspective   总被引:1,自引:0,他引:1  
One of the most important arenas for contemporary class politics is the welfare state. In this article, attitudes towards welfare policies among different classes in Sweden are compared with other Western countries and over time. In the first part of the article, attitudes towards state intervention among different classes are compared across four Western countries: Sweden, Germany, Britain and the USA. The data come from the 1996 survey on “The Role of Government” conducted within the International Social Survey Programme. In the second part of the article, more detailed national data sets are used in order to track developments within Sweden from the early 1980s until 2002. Attitudes towards welfare spending, financing of welfare policies and service delivery are used to track developments of class differences in attitudes over time. It is concluded (a) that class differences are particularly large in Sweden, and (b) that changes over time indicate stability in overall class differences, combined with changes in attitudes among non‐manual employees. The implications of the results for recent arguments about the restructuring of class relations and the impact of welfare policies on stratification are discussed.  相似文献
