Since the oil shocks upset the business world in the 1970s, the use of multiple scenario analysis has been increasingly propagated as an approach to deal effectively with the many long-run uncertainties that surround business organisations. Since its introduction, the scenario approach has undergone some considerable changes and it is now claimed fulfils a diverse range of functions. Newly-added functions include the stretching of managers' mental models and the triggering and acceleration of processes of organisational learning. Although these functions currently get most of the attention in academic and management journals in recent years, a satisfying explanation of how scenarios fulfil these functions is still missing in the scenario literature. The scenario methodology seems to tell only part of the story suggesting that construing and using scenarios ‘simply’ consists of sequentially completing several distinct phases. If multiple scenario analysis really is able to fulfil the wide range of functions ascribed to it another, more dynamic process has to be hidden behind the rather static phase model. The scenario literature does not give any insight into this latter process. This article aims to increase the understanding of multiple scenario analysis by unravelling some of the mysteries surrounding it. For this purpose, the role of scenarios in strategic management is studied from a cognitive perspective. It appears that scenarios can deal effectively with several bottlenecks that potentially hinder organisational learning on a strategic level in organisations.  相似文献

This article is based on a quantitative risk assessment (QRA) that was performed on a radioactive waste disposal area within the Western New York Nuclear Service Center in western New York State. The QRA results were instrumental in the decision by the New York State Energy Research and Development Authority to support a strategy of in‐place management of the disposal area for another decade. The QRA methodology adopted for this first of a kind application was a scenario‐based approach in the framework of the triplet definition of risk (scenarios, likelihoods, consequences). The measure of risk is the frequency of occurrence of different levels of radiation dose to humans at prescribed locations. The risk from each scenario is determined by (1) the frequency of disruptive events or natural processes that cause a release of radioactive materials from the disposal area; (2) the physical form, quantity, and radionuclide content of the material that is released during each scenario; (3) distribution, dilution, and deposition of the released materials throughout the environment surrounding the disposal area; and (4) public exposure to the distributed material and the accumulated radiation dose from that exposure. The risks of the individual scenarios are assembled into a representation of the risk from the disposal area. In addition to quantifying the total risk to the public, the analysis ranks the importance of each contributing scenario, which facilitates taking corrective actions and implementing effective risk management. Perhaps most importantly, quantification of the uncertainties is an intrinsic part of the risk results. This approach to safety analysis has demonstrated many advantages of applying QRA principles to assessing the risk of facilities involving hazardous materials.  相似文献

A point of view is suggested from which the Hierarchical Holographic Modeling (HHM) method can be seen as one more method within the Theory of Scenario Structuring (TSS), which is that part of Quantitative Risk Assessment having to do with the task of identifying the set of risk scenarios. Seen in this way, HHM brings strongly to our attention the fact that different methods within TSS can result in different sets of risk scenarios for the same underlying problem. Although this is not a problem practically, it is a bit awkward conceptually from the standpoint of the "set of triplets" definition of risk, in which the scenario set is part of the definition. Accordingly, the present article suggests a refinement to the set of triplets definition, which removes the specific set of scenarios, found by any of the TSS methods, from the definition of risk and casts it, instead, as an approximation to the "true" set of scenarios that is native to the problem at hand and not affected by the TSS method used.  相似文献

This article presents a quantitative risk assessment framework for evaluating fire risk to life safety. Fire risk is divided into two parts: probability and corresponding consequence of every fire scenario. The time-dependent event tree technique is used to analyze probable fire scenarios based on the effect of fire protection systems on fire spread and smoke movement. To obtain the variation of occurrence probability with time, Markov chain is combined with a time-dependent event tree for stochastic analysis on the occurrence probability of fire scenarios. To obtain consequences of every fire scenario, some uncertainties are considered in the risk analysis process. When calculating the onset time to untenable conditions, a range of fires are designed based on different fire growth rates, after which uncertainty of onset time to untenable conditions can be characterized by probability distribution. When calculating occupant evacuation time, occupant premovement time is considered as a probability distribution. Consequences of a fire scenario can be evaluated according to probability distribution of evacuation time and onset time of untenable conditions. Then, fire risk to life safety can be evaluated based on occurrence probability and consequences of every fire scenario. To express the risk assessment method in detail, a commercial building is presented as a case study. A discussion compares the assessment result of the case study with fire statistics.  相似文献

Modern infrastructures are becoming increasingly dependent on electronic systems, leaving them more vulnerable to electrical surges or electromagnetic interference. Electromagnetic disturbances appear in nature, e.g., lightning and solar wind; however, they may also be generated by man‐made technology to maliciously damage or disturb electronic equipment. This article presents a systematic risk assessment framework for identifying possible, consequential, and plausible intentional electromagnetic interference (IEMI) attacks on an arbitrary distribution network infrastructure. In the absence of available data on IEMI occurrences, we find that a systems‐based risk assessment is more useful than a probabilistic approach. We therefore modify the often applied definition of risk, i.e., a set of triplets containing scenario, probability, and consequence, to a set of quadruplets: scenario, resource requirements, plausibility, and consequence. Probability is “replaced” by resource requirements and plausibility, where the former is the minimum amount and type of equipment necessary to successfully carry out an attack scenario and the latter is a subjective assessment of the extent of the existence of attackers who possess the motivation, knowledge, and resources necessary to carry out the scenario. We apply the concept of intrusion areas and classify electromagnetic source technology according to key attributes. Worst‐case scenarios are identified for different quantities of attacker resources. The most plausible and consequential of these are deemed the most important scenarios and should provide useful decision support in a countermeasures effort. Finally, an example of the proposed risk assessment framework, based on notional data, is provided on a hypothetical water distribution network.  相似文献

The recent occurrence of severe major accidents has brought to light flaws and limitations of hazard identification (HAZID) processes performed for safety reports, as in the accidents at Toulouse (France) and Buncefield (UK), where the accident scenarios that occurred were not captured by HAZID techniques. This study focuses on this type of atypical accident scenario deviating from normal expectations. The main purpose is to analyze the examples of atypical accidents mentioned and to attempt to identify them through the application of a well-known methodology such as the bow-tie analysis. To these aims, the concept of atypical event is accurately defined. Early warnings, causes, consequences, and occurrence mechanisms of the specific events are widely studied and general failures of risk assessment, management, and governance isolated. These activities contribute to outline a set of targeted recommendations, addressing transversal common deficiencies and also demonstrating how a better management of knowledge from the study of past events can support future risk assessment processes in the identification of atypical accident scenarios. Thus, a new methodology is not suggested; rather, a specific approach coordinating a more effective use of experience and available information is described, to suggest that lessons to be learned from past accidents can be effectively translated into actions of prevention.  相似文献

This article proposes a quantitative risk assessment and management framework that supports strategic asset-level resource allocation decision making for critical infrastructure and key resource protection. The proposed framework consists of five phases: scenario identification, consequence and criticality assessment, security vulnerability assessment, threat likelihood assessment, and benefit-cost analysis. Key innovations in this methodology include its initial focus on fundamental asset characteristics to generate an exhaustive set of plausible threat scenarios based on a target susceptibility matrix (which we refer to as asset-driven analysis) and an approach to threat likelihood assessment that captures adversary tendencies to shift their preferences in response to security investments based on the expected utilities of alternative attack profiles assessed from the adversary perspective. A notional example is provided to demonstrate an application of the proposed framework. Extensions of this model to support strategic portfolio-level analysis and tactical risk analysis are suggested.  相似文献

We consider the transport of containers through a fleet of ships. Each ship has a capacity constraint limiting the total number of containers it can carry and each ship visits a given set of ports following a predetermined route. Each container has a release date at its origination port, and a due date at its destination port. A container has a size 1 or size 2; size 1 represents a 1 TEU (20‐foot equivalent unit) and size 2 represents 2 TEUs. The delivery time of a container is defined as the time when the ship that carries the container arrives at its destination port. We consider the problem of minimizing the maximum tardiness over all containers. We consider three scenarios with regard to the routes of the ships, namely, the ships having (i) identical, (ii) nested, and (iii) arbitrary routes. For each scenario, we consider different settings for origination ports, release dates, sizes of containers, and number of ports; we determine the computational complexity of various cases. We also provide a simple heuristic for some cases, with its worst case analysis. Finally, we discuss the relationship of our problems with other scheduling problems that are known to be open.  相似文献

This paper contributes a methodological framework to identify, prioritize, assess, and manage risk scenarios of a large-scale system. Qualitative screening of scenarios and classes of scenarios is appropriate initially, while quantitative assessments may be applied once the set of all scenarios (hundreds) has been prioritized in several phases. The eight-phase methodology is described in detail and is applied to operations other than war. The eight phases are as follows: Phase I, Scenario Identification-A hierarchical holographic model (HHM) is developed to describe the system's "as planned" or "success" scenario. Phase II, Scenario Filtering-The risk scenarios identified in Phase I are filtered according to the responsibilities and interests of the current system user. Phase III, Bi-Criteria Filtering and Ranking. Phase IV, Multi-Criteria Evaluation. Phase V, Quantitative Ranking-We continue to filter and rank scenarios based on quantitative and qualitative matrix scales of likelihood and consequence; and ordinal response to system resiliency, robustness, redundancy. Phase VI, Risk Management is performed, involving identification of management options for dealing with the filtered scenarios, and estimating the cost, performance benefits, and risk reduction of each. Phase VII, Safeguarding Against Missing Critical Items--We examine the performance of the options selected in Phase VI against the scenarios previously filtered out during Phases II to V. Phase VIII, Operational Feedback-We use the experience and information gained during application to refine the scenario filtering and decision processes in earlier phases. These eight phases reflect a philosophical approach rather than a mechanical methodology. In this philosophy, the filtering and ranking of discrete scenarios is viewed as a precursor to, rather than a substitute for, consideration of the totality of all risk scenarios.  相似文献

The implicit or explicit ceteris paribus assumption usually made in the planning of economic systems (e.g. industries) is acceptable and accepted during periods of regular economic development; in this context, sensitivity analysis around the central projection is often used in order to measure effective elasticities to unexpected small perturbations of the system.In periods of structural change, unpredictable major events greatly reduce the value of any trend projection, and the ceteris paribus assumption has to be replaced by ‘scenarios’ of the future environment.The causal structure which generates these events is unknown; in such a situation, it seems reasonable to rely upon ‘opinions’ in order to assess the a priori probabilities of these events. Cross-impact analysis is one of the methods developed in order to improve human probability judgments of single and pairs of events and in order to deal explicitly with higher order interactions; in particular, cross-impact allows for the computation of the most probable combination of the events considered, or ‘most probable scenario’. In the industrial planning process, this ‘most probable scenario’ can be used as the set of exogeneous conditions for the central projection.  相似文献

Scenario planning and multiple criteria decision analysis (MCDA) are two key management science tools used in strategic planning. In this paper, we explore the integration of these two approaches in a coherent manner, recognizing that each adds value to the implementation of the other. Various approaches that have been adopted for such integration are reviewed, with a primary focus on the process of constructing preferences both within and between scenarios. Biases that may be introduced by inappropriate assumptions during such processes are identified, and used to motivate a framework for integrating MCDA and scenario thinking, based on applying MCDA concepts across a range of “metacriteria” (combinations of scenarios and primary criteria). Within this framework, preferences according to each primary criterion can be expressed in the context of different scenarios. The paper concludes with a hypothetical but non-trivial example of agricultural policy planning in a developing country.  相似文献

We consider a firm's sourcing problem from one reliable supplier and one unreliable supplier in two price‐setting scenarios. In the committed pricing scenario, the firm makes the pricing decision before the supply uncertainty is resolved. In the responsive pricing scenario, the firm's pricing decision is made after the supply uncertainty is resolved. For the committed pricing scenario, we develop a condition on supply uncertainty that guarantees the unimodality of the firm's objective function. By comparing the firm's optimal diversification decisions in the two pricing scenarios, we examine the interplay of supply diversification strategy and responsive pricing strategy in mitigating supply uncertainty. While both strategies are effective in mitigating supply uncertainty, we show that they are not necessarily substitutes. The relationship between these two strategies depends on two adverse effects caused by supply uncertainty: the lost‐revenue effect and the lost‐goodwill effect. More specifically, when the lost‐revenue effect dominates the lost‐goodwill effect, these two strategies are complements; otherwise, they are substitutes. Furthermore, we examine the impact of market size, price sensitivity, supplier reliability, and failure rebate on the interplay between these two strategies, and discuss the implications of our results. Finally, we extend our analysis to the case of two unreliable suppliers and show that the insights regarding the interplay between diversification and pricing continue to hold.  相似文献

As part of the launch approval process, the Interagency Nuclear Safety Review Panel provides an independent safety assessment of space missions--such as the Cassini mission--that carry a significant amount of nuclear materials. This survey article describes potential accident scenarios that might lead to release of fuel from an accidental reentry during an Earth swingby maneuver, the probabilities of such scenarios, and their consequences. To illustrate the nature of calculations used in this area, examples are presented of probabilistic models to obtain both the probability of scenario events and the resultant source terms of such scenarios. Because of large extrapolations from the current knowledge base, the analysis emphasizes treatment of uncertainties.  相似文献

The awareness of potential risks emerging from the use of chemicals in all parts of daily life has increased the need for risk assessments that are able to cover a high number of exposure situations and thereby ensure the safety of workers and consumers. In the European Union (EU), the practice of risk assessments for chemicals is laid down in a Technical Guidance Document; it is designed to consider environmental and human occupational and residential exposure. Almost 70 EU risk assessment reports (RARs) have been finalized for high-production-volume chemicals during the last decade. In the present study, we analyze the assessment of occupational and consumer exposure to trichloroethylene and phthalates presented in six EU RARs. Exposure scenarios in these six RARs were compared to scenarios used in applications of the scenario-based risk assessment approach to the same set of chemicals. We find that scenarios used in the selected EU RARs to represent typical exposure situations in occupational or private use of chemicals and products do not necessarily represent worst-case conditions. This can be due to the use of outdated information on technical equipment and conditions in workplaces or omission of pathways that can cause consumer exposure. Considering the need for exposure and risk assessments under the new chemicals legislation of the EU, we suggest that a transparent process of collecting data on exposure situations and of generating representative exposure scenarios is implemented to improve the accuracy of risk assessments. Also, the data sets used to assess human exposure should be harmonized, summarized in a transparent fashion, and made accessible for all risk assessors and the public.  相似文献

Internationally, national risk assessment (NRA) is rapidly gaining government sympathy as a science‐based approach toward prioritizing the management of national hazards and threats, with the Netherlands and the United Kingdom in leading positions since 2007. NRAs are proliferating in Europe; they are also conducted in Australia, Canada, New Zealand, and the United States, while regional RAs now exist for over 100 Dutch or British provinces or counties. Focused on the Dutch NRA (DNRA) and supported by specific examples, summaries and evaluations are given of its (1) scenario development, (2) impact assessment, (3) likelihood estimation, (4) risk diagram, and (5) capability analysis. Despite the DNRA's thorough elaboration, apparent weaknesses are lack of stakeholder involvement, possibility of false‐positive risk scenarios, rigid multicriteria impact evaluation, hybrid methods for likelihood estimation, half‐hearted use of a “probability × effect” definition of risk, forced comparison of divergent risk scenarios, and unclear decision rules for risk acceptance and safety enhancement. Such weaknesses are not unique for the DNRA. In line with a somewhat reserved encouragement by the OECD (Studies in Risk Management. Innovation in Country Risk Management. Paris: OECD, 2009), the scientific solidity of NRA results so far is questioned, and several improvements are suggested. One critical point is that expert‐driven NRAs may preempt political judgments and decisions by national security authorities. External review and validation of major NRA components is recommended for strengthening overall results as a reliable basis for national and/or regional safety policies. Meanwhile, a broader, more transactional concept of risk may lead to better national and regional risk assessments.  相似文献

There is increasing concern over deep uncertainty in the risk analysis field as probabilistic models of uncertainty cannot always be confidently determined or agreed upon for many of our most pressing contemporary risk challenges. This is particularly true in the climate change adaptation field, and has prompted the development of a number of frameworks aiming to characterize system vulnerabilities and identify robust alternatives. One such methodology is robust decision making (RDM), which uses simulation models to assess how strategies perform over many plausible conditions and then identifies and characterizes those where the strategy fails in a process termed scenario discovery. While many of the problems to which RDM has been applied are characterized by multiple objectives, research to date has provided little insight into how treatment of multiple criteria impacts the failure scenarios identified. In this research, we compare different methods for incorporating multiple objectives into the scenario discovery process to evaluate how they impact the resulting failure scenarios. We use the Lake Tana basin in Ethiopia as a case study, where climatic and environmental uncertainties could impact multiple planned water infrastructure projects, and find that failure scenarios may vary depending on the method used to aggregate multiple criteria. Common methods used to convert multiple attributes into a single utility score can obscure connections between failure scenarios and system performance, limiting the information provided to support decision making. Applying scenario discovery over each performance metric separately provides more nuanced information regarding the relative sensitivity of the objectives to different uncertain parameters, leading to clearer insights on measures that could be taken to improve system robustness and areas where additional research might prove useful.  相似文献

Flood risk is a function of both climate and human behavior, including individual and societal actions. For this reason, there is a need to incorporate both human and climatic components in models of flood risk. This study simulates behavioral influences on the evolution of community flood risk under different future climate scenarios using an agent-based model (ABM). The objective is to understand better the ways, sometimes unexpected, that human behavior, stochastic floods, and community interventions interact to influence the evolution of flood risk. One historic climate scenario and three future climate scenarios are simulated using a case study location in Fargo, North Dakota. Individual agents can mitigate flood risk via household mitigation or by moving, based on decision rules that consider risk perception and coping perception. The community can mitigate or disseminate information to reduce flood risk. Results show that agent behavior and community action have a significant impact on the evolution of flood risk under different climate scenarios. In all scenarios, individual and community action generally result in a decline in damages over time. In a lower flood risk scenario, the decline is primarily due to agent mitigation, while in a high flood risk scenario, community mitigation and agent relocation are primary drivers of the decline. Adaptive behaviors offset some of the increase in flood risk associated with climate change, and under an extreme climate scenario, our model indicates that many agents relocate.  相似文献

Various approaches have been proposed for determining scenario probabilities to facilitate long-range planning and decision making. These include microlevel approaches based on the analysis of relevant underlying events and their interrelations and direct macrolevel examination of the scenarios. The determination of a unique solution demands excessive consistency and time requirements on the part of the expert and often is not guaranteed by these procedures. We propose an interactive information maximizing scenario probability query procedure (IMQP) that exploits the desirable features of existing methods while circumventing their drawbacks. The approach requires elicitation of cardinal probability assessments and bounds for only marginal and first-order conditional events, as well as ordinal probability comparisons (probability orderings or rankings) of carefully selected scenario subsets determined using concepts of information theory. Guidelines for implementation based on simulation results are also developed. A goal program for handling inconsistent ordinal probability responses is also integrated into the procedure. The results of behavioral experimentation (which compared our approach to Expert Choice and showed that the IMQP was viable) compared favorably in terms of ease of use and time requirements, and works best for problems with a large number of scenarios. Design modifications to IMQP learned from the experiments, such as incorporating interactive graphics, are also in progress.  相似文献

突发事件具有巨大的破坏性、不确定性,应急设施有可能失效,本文研究基于失效情景的应急设施选址评估指标体系与评估模型。首先基于定义的失效情景研究应急设施选址评估指标。构建全局性、可靠性、时效性、均衡性、经济性评估指标。可靠性作为重要评估指标有助于提高应急设施对需求区域的物资保障程度,保证系统的稳定性,采用多重覆盖率刻画。然后,设计具有不同侧重评估目标的一般情景评估指标体系、设施失效情景评估指标体系以及多区域情景评估指标体系。最后,由于应急设施选址评估具有多影响因素特征,涉及输入和输出多个指标的测度,选取处理多输入\多输出问题具有优势的评估方法—数据包络法,对应急设施选址的合理性进行评估。实例验证评估指标体系的实用性和有效性。  相似文献
