Objective. In the mid‐1990s, welfare usage declined disproportionately among noncitizens, prompting some policy analysts to argue that the 1996 Welfare Reform Act (PRWORA) had a “chilling” effect on welfare receipt among eligible non‐citizens. However, naturalization among noncitizen welfare recipients could account for the disproportionate decline. This article evaluates the role of naturalizations in producing the so‐called chilling effect. Methods. The research uses longitudinal data (the Survey of Program Dynamics) to decompose changes in citizen and noncitizen welfare receipt into parts due to shifts in citizenship status and shifts in welfare receipt. Results. A substantial portion of the relative decline in welfare usage among noncitizens can be explained by shifts in naturalization. Conclusions. A more cautious interpretation of results about the effects of welfare reform on immigrants is called for, particularly results of analyses that use cross‐sectional data and disaggregate the change in welfare receipt by citizenship status.  相似文献

Objective. In this article, we develop and test a model of competing theoretical explanations of Latino attitudes toward immigration; specifically examining their policy preferences on legal immigration, illegal immigration, and a proposed policy for dealing with illegal immigrants. We also consider whether Latino attitudes toward legal and illegal immigration are related and comprise a single coherent structure. Method. Using data from a 2004 national survey of Latinos, we perform regression, logit, and ordered logit analyses to examine the determinants of Latino attitudes toward immigration. Results. We highlight three important findings. First, our results demonstrate “within‐group” differences in immigration attitudes among Latinos, based on both national origin and generational status; we find that Mexicans are more pro‐immigration than Latinos from other countries and that foreign‐born Latinos have much more positive attitudes about immigration than second‐generation and third‐generation Latinos. Second, we find that Latino support for various aspects of immigration is primarily a function of ethnic and linguistic identity and attachment to American culture, with self‐interest, contextual variables, and political and demographic attributes playing a smaller, more specialized role. Finally, we demonstrate that Latino attitudes toward legal and illegal immigration are highly interrelated. Conclusion. There is a coherent structure underlying Latino attitudes toward legal immigration, illegal immigration, and a policy option for dealing with illegal immigrants. Our tests of competing theoretical approaches reveal the importance of national origin and ethnic attachment and acculturation in explaining differences among Latinos on their attitudes toward immigration.  相似文献

Ethnic Identity, Immigration, and Well-Being: An Interactional Perspective   总被引:3,自引:0,他引:3  
On the basis of existing theory and research regarding ethnic identity and immigration and our own empirical work in four immigrant-receiving countries, we suggest an interactional model for understanding psychological outcomes for immigration. Specifically, the interrelationship of ethnic and national identity and their role in the psychological well-being of immigrants can best be understood as an interaction between the attitudes and characteristics of immigrants and the responses of the receiving society. This interaction is moderated by the particular circumstances of the immigrant group. The strengths of ethnic and national identity vary depending on the support for ethnic maintenance and the pressure for assimilation. Most studies show that the combination of a strong ethnic identity and a strong national identity promotes the best adaptation.  相似文献

This article studies how citizens view the appropriateness of market criteria for allocating services commonly associated with social citizenship rights and welfare state responsibility. The article focuses specifically on a potential role for the market in the provision of social services. The relationship between welfare policy institutions, socio‐economic class and attitudes is explored by comparing attitudes across 17 countries of the Organisation for Economic Co‐operation and Development, using multilevel modelling and data from the 2009 International Social Survey Programme. Results show that public support for market distribution of services is relatively weak in most countries, a result suggesting that public opinion is unlikely to pose a driving force within ongoing processes of welfare marketization. Still, attitudes are found to vary a lot across countries in tandem with between‐country variation in welfare policy design. First, aggregate public support for market distribution of services is stronger in countries with more private spending on services. Second, class differences in attitudes are larger in countries with more extensive state‐led delivery of services. Together, these results point to the operation of normative feedback‐effects flowing from existing welfare policy arrangements. The theoretical arguments and the empirical results presented in this article suggest that future research exploring the relationship between welfare policy and public opinion from a country‐comparative perspective is well advised to place greater focus on the market institutions that, to varying extents in different countries, act as complements to the state in the administration of social welfare.  相似文献

The study of civic participation and social capital in the United States has, until recently, been silent on the role of immigrant-serving organizations. There is a new line of scholarship, which indicates that ethnic organizations are generally disadvantaged in relation to White mainstream organizations on factors such as resources and political visibility. Our fieldwork on Mexican hometown associations (HTAs) in Los Angeles shows that transnational associations are even more disadvantaged than ethnic organizations that primarily serve the native born. However, this marginality leaves some counterintuitive advantages, namely the creation of safe spaces where undocumented immigrants, recent immigrants, and those with limited English proficiency can get involved in civic and political activities. We explore the extent to which these dynamics vary by gender and immigrant generation, and over time as Mexican hometown associations increasingly turn their attention to political issues in the United States.  相似文献

The policy of Greek authorities towards immigrants is the subject of this paper. By the term “policy” we mean both the legal framework concerning immigration and the practices of Greek authorities and their agencies regarding immigrants. We argue that this policy is defined by the commitments and the obligations undertaken by Greece as a member of the EU, but also by the number, the ethnic composition, the economic and social situation of immigrants, the attitudes of Greeks towards them and, also, the effects of their presence. In this context, the policy is characterized by dilemmas and hesitations. This is due to the attitudes of Greek opinion and concerns about the possibility that the immigrants could in the long term create problems of national integration. Those main concerns are counterbalanced, to some extent, by the contribution of immigrants to the economy. Like other members of the EU, Greek authorities have tried twice, in 1997 and in 2001, to legalize the illegal immigrants. Legalization seems to benefit both the immigrants and the Greeks. Crime rates have been reduced and xenophobia is losing ground. On the other hand, recent studies have shown that the situation of the immigrants has started to improve. Despite these positive developments, the dilemmas of immigration policy have already registered in everyday life and allow for various hostile practices towards the immigrant population.  相似文献

Many social policy objectives align with religious beliefs – poverty alleviation, compassion for the poor and addressing more generally the needs of the vulnerable and disadvantaged in society. Yet there are also conflicting views about means, including the role of the state in redistributing resources from the rich and powerful to the poor and powerless. Redistribution and poverty alleviation are central goals of the welfare state, although ideological and other differences mean that views about the need for, as well as the design, delivery and impact of social programs vary. Against this background, this paper reviews existing national and international studies that have examined how religious belief and practice are associated with the attitudes that underpin the welfare state: compassion, altruism, redistribution and egalitarianism, and the activities that are assumed to align with modern conceptions of ‘a good civic citizen‘: participation and engagement. The analysis draws on recent Australian survey data to examine whether the attitudes of those who actively practice their religious beliefs differ from other groups in society and, if so, whether those differences are consistent with the underlying goals of social policy.  相似文献

The constant decline of political trust has been shown in political sociology. Young people in particular seem to display lower levels of political trust, which is a challenge for the sustainability of democracy. Still, these levels of political trust among youth differ greatly from one country to another. This article therefore seeks to answer the following question: How can we account for cross‐national diversity with regard to young people’s political trust? To answer this question, I performed multilevel analyses based on data from the European Social Survey. I show in the article that cross‐national diversity stems from the institutional arrangements that structure entry into adulthood, i.e., what I call ‘youth welfare citizenship regimes’: The more inclusive is the youth economic citizenship and the more individualised is their social citizenship, the higher is young people’s political trust – which could buffer the decline in political trust.  相似文献

Objectives. This research explores how constitutional designs affect a cross‐national gap in public support for welfare policies. We contend that the constitution's statements regarding the citizens' right to receive welfare services constrain elite discourse on social welfare, which in turn exerts a strong influence on the level of mass support for and ambivalence over welfare policies. Methods. Survey data from 15 consolidated democracies merged with country‐level data are analyzed using a hierarchical linear model. Results. Empirical analysis shows that citizens residing in countries with a more liberal constitution show more supportive and less ambivalent attitudes toward welfare policies. Conclusions. Our findings suggest that the political principles reflected in national constitutions explain the cross‐national gap in mass support for welfare policies.  相似文献

Objective. I examine the association between total time on welfare and recipients' college attendance and graduation over a 20‐year period. Methods. Using data from the National Longitudinal Survey of Youth, I model the determinants of college enrollment and graduation among welfare recipients, and the association between the total number of months a recipient receives aid and her college attendance and graduation. Models examine separately the effects associated with longer stays on aid while recipients attend school as well as reduced recidivism associated with college attendance and graduation. Results. Findings indicate that attending college is associated with more months on aid, but graduating largely offsets this increase through reductions in return to aid. Conclusions. Policymakers' concerns that including postsecondary education as a TANF activity would undermine the short‐term focus of the program are not fully supported. A greater concern is the low rate of graduation among welfare recipients, who reap the most benefits from college attendance and sacrifice the fewest months on aid.  相似文献

A common argument in the social policy literature is that ethnic and identity‐based heterogeneity undermines the welfare state. In part, this happens because of difficulties in the generation of broad social solidarity in diverse societies: solidarity which is allegedly necessary for sustaining public support for the welfare state. This study explores this argument's logic in the context of welfare state politics in Israel. Israel would appear to be a near‐perfect example of how heterogeneity strains social solidarity and, in turn, undermines the welfare state. Quite differently from most studies, however, this work's emphasis is not on public attitudes or voting, but on the political interaction between economically disadvantaged identity‐based minorities – specifically Arabs on the one hand and religious Jews on the other – in the welfare field. It is argued that shared interests enable extensive co‐operation among political elites in the welfare field despite religiously‐ and nationally‐based antagonism.  相似文献

Objective. This study explores attitudes toward municipal affirmative action contracting among Anglos, African Americans, and Hispanics, testing predictors of support separately for each group and measuring changes over time. Methods. In five successive annual Houston‐area surveys, U.S.‐born Anglos, African Americans, Hispanics, and Hispanic immigrants evaluated a strong version of the city's affirmative action contracting program. Results. Ethnic contrasts in support were partly mediated by differences on the predictors. The predictors of affirmative action attitudes varied greatly by ethnic group. Changes in support across the five years appeared to be associated with the 1997 campaign surrounding the effort to end the city's affirmative action program, and with subsequent policy modifications. Conclusions. The ethnic divisions and the recent increases among all groups in support for the city's program underscore the value of crafting carefully targeted and flexible policies that are perceived to be responding only to documented disadvantage.  相似文献

Government responsibility for social welfare remains a significant issue in the field of social welfare. Public welfare attitudes not only refer to the social needs of members of society, but also are viewed as the basis for government responsibility for social welfare. Data used in this study came from the Moderate Universalist Social Welfare Survey with a final sample of 1,166 seniors from four Chinese cities in 2012. This study examined seniors’ attitudes towards government responsibility for providing specific welfare and mixed welfare. It concluded that seniors’ welfare attitudes share the traits of self‐interest in general. Seniors’ perception of social rights and cities of residence were two important factors associated with welfare attitudes in both aspects of specific and mixed welfare. The stronger seniors’ social rights perception was the more favourable were the attitudes they held towards government responsibility for social welfare, indicating the collectivism orientation of their welfare attitudes.  相似文献

One of the most important arenas for contemporary class politics is the welfare state. In this article, attitudes towards welfare policies among different classes in Sweden are compared with other Western countries and over time. In the first part of the article, attitudes towards state intervention among different classes are compared across four Western countries: Sweden, Germany, Britain and the USA. The data come from the 1996 survey on “The Role of Government” conducted within the International Social Survey Programme. In the second part of the article, more detailed national data sets are used in order to track developments within Sweden from the early 1980s until 2002. Attitudes towards welfare spending, financing of welfare policies and service delivery are used to track developments of class differences in attitudes over time. It is concluded (a) that class differences are particularly large in Sweden, and (b) that changes over time indicate stability in overall class differences, combined with changes in attitudes among non‐manual employees. The implications of the results for recent arguments about the restructuring of class relations and the impact of welfare policies on stratification are discussed.  相似文献

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

Objective. This study examines the educational attainment of Latinos who immigrated to the United States by age 12. We compare the educational attainment of Latino immigrants in established and emerging Latino immigrant gateway cities in order to identify whether there are any significant differences in educational attainment between immigrants in these two gateways types and why such differences might exist. Methods. We employ OLS regression using the 2000 5% Integrated Public Use Microdata Sample. Results. Our results suggest that contrary to speculation, educational attainment among Latino immigrants is significantly higher in new Latino destinations than in established Latino metropolitan areas, although much of the difference is mediated by demographic factors. Migration history, English proficiency, ethnicity, and citizenship status account for a substantial portion of the differences in educational attainment between destination types. The migration history of these immigrants suggests a selection effect: only those immigrants who are relative newcomers to their new Latino destination have significantly higher educational attainment than those in established metropolitan areas. Conclusions. We find that educational attainment among Latino immigrants is higher in new Latino destinations. Our study suggests that more highly educated Latino immigrants are choosing new Latino destinations, while longer‐term immigrant residents of new destinations are faring no better (in terms of educational levels) than those in established destinations. English proficiency, ethnicity, and citizenship status are confirmed as factors strongly associated with educational attainment among immigrants.  相似文献

This article illustrates the emergence of radical local welfare initiatives as a political response to the imperfect national program in decentralization context in Indonesia. In order to gain further understanding of the topic, it is worth reviewing Kulon Progo Regency's experience which recently embarked on removing class stratification at any in‐patient room in all local government‐owned hospitals through “classless hospital policy” initiatives. Using exploratory case study method, this article aims to review the ideational constructions of healthcare decommodification that is displayed on this initiative. It is concluded that the classless hospital policy reflects how social citizenship was organized through the mechanism of idea contestation which originated in the past community's behavior, combined with the vested interest of political regime for then subduing market logics under state power. This circumstance ultimately has provided the groundwork for encouraging innovative welfare outcome.  相似文献

The purpose of this research is to examine the link between depressive symptoms of welfare recipients and their work activity and welfare exit using a secondary dataset, entitled the Korean Welfare Panel Study. In 2000, the National Basic Livelihood Security System (NBLSS) was introduced to (i) ensure a basic standard of living for households in poverty, and (ii) promote work activity and welfare exit of the recipients. A considerable body of literature has reported that the policy outcome of the NBLSS is not a success. However, the reason for the low success rate is unclear. In contrast to studies in the USA, few studies in Korea investigated the effect of depression on welfare‐to‐work transitions. To bridge the gap in the literature, we examine the association between depression, work activity, and welfare exit using a logistic regression analytic method. The analytic results show that the level of depression (total score on the Center for Epidemiological Studies Depression Scale) was negatively associated with welfare recipients’ work activity and welfare exit, suggesting that depressive symptoms may be a significant barrier to promoting economic self‐sufficiency. Implications of the study findings are further discussed.  相似文献
