Social workers are being called upon to utilize a wide range of skills in practice including not only skills of working directly with clients, but also skills related to practice in organizations such as program management, inter-organizational cooperation, research and evaluation. This article describes an innovative geriatric field education program that prepares social workers with leadership skills in both direct service and management, and engages community agencies as both sites for student learning and as beneficiaries of their professional development projects. Case examples are provided and benefits and challenges to the model are discussed.  相似文献

ABSTRACT

Social work education, first introduced to the Chinese mainland in the 1920s, was eliminated from all universities in the early 1950s, but was restored to higher education institutions to respond to the growing demand for social workers in the end of 1980s to resolve escalating social problems triggered by the open-door economic policy. In this paper, the authors will present the concept of transformative partnership and discuss the evolvement of the partnership relationship between The Hong Kong Polytechnic University and Peking University during the past thirty years in fostering the reconstruction of social work education in Mainland China from 1988 to 2018 and beyond. The authors will illustrate the gradual deepening of our partnership from one which was transactional to one that is transformative in nature. The authors believe that our partnership has not only transformed the traditional paradigm of professional education in China but has also transformed all the key stakeholders involved, particularly the educators, students and service-users through the partnership process.  相似文献

Encouraging student's interest and preparing them for social work practice with older adults is increasingly important in view of the demographic changes that are taking place. This article describes a study that engages BSW students in a discussion of best models for promoting gerontological social work curriculum infusion. Using two focus groups, the authors explore barriers to student interest and potential strategies to recruit students for gerontological social work. Fear of their own decline and mortality, lack of exposure to older adults and aging issues emerge as the primary reasons for aversion to working with older adults. Strategies to promote student interest, organize curricula, and create an inclusive learning context are discussed.  相似文献

Despite a growing need for geriatric social workers, there is a question as to whether MSW graduates who are gerontologically prepared actually enter the workforce to serve older adults. By tracking MSW graduates who had special training in aging, this study aims to explore their job search and career experience. Findings show that most graduates located aging-related jobs 4 months postgraduation and remained committed to the field 1 to 2 years later. The majority were working in direct service provision in clinical settings. Their salaries compare favorably with those of generic social workers. Implications for geriatric social work education are discussed.  相似文献

This paper presents a model that used a macro emphasis for teaching research using older adults. Faculty developed the teaching model to address three key areas of concern in the education of Bachelor of Social Work (BSW) students for generalist practice: (1) research, (2) macro-level practice, and (3) aging. The paper explores the nature of these concerns and draws upon previous literature to delineate a teaching model designed to strengthen these areas of generalist practice by integrating content on macro-level concerns and aging into the curriculum of a research course. The development and evaluation of the research course within the context of a community and college project are described, as are the benefits for students, the social work program and the community. Preliminary findings indicate some support for the use of such a model.  相似文献

Partnerships and participation seem to be the order of the day. Yet, for many community organisations, this way of ordering the social policy space is contradictory, creating practice tensions that increase the complexity of local service systems. Such changes impact community organisations in a politics that needs to be made visible if they are to be able to act in the interests of their members and service users. We therefore outline the social policy space currently constituted by four major discourses: neo‐liberalism, managerialism, new paternalism and network governance as they intersect and interact chaotically, reshaping participation and partnerships between government, community service organisations and local communities. We then examine how policy as a technology or set of mechanisms is discursively creating contradictions and practice tensions within which community organisations engage for social justice.  相似文献

This paper examines university-community partnerships in gerontological social work research. Utilizing a case study approach, the process of collaboration is explored within the context of a two-phase research project conducted jointly by agency social workers, social work students and a social work faculty member. In the early 1980s the U.S. Environmental Protection Agency under Anne (Gorsuch) Burford became a battleground between President Reagan's appointees and the career civil servants. The new administration wanted to ease the regulatory burden, cooperate with industry, and reduce inflationary costs. The civil servants wanted to continue the existing policies of the Carter administration, or as they saw it, to implement the laws. The hazardous waste program, headed by Rita Lavelle, serves as a case study of the tension between the agency's duty (to the Resource Conservation and Recovery Act and the Comprehensive Environmental Response, Compensation and Liability Act) and the administrative discretion to carry out President Reagan's policy.  相似文献

Street‐level bureaucrats play a key role in the delivery of public services to the citizens with whom they interact. Using the Preferred Reporting Items for Systematic Review and Meta‐Analyses approach, we rely on a street‐level perspective to report a systematic review of 46 studies about officer–offender interactions in prisons and probation services. In doing so, we examine how correctional officers articulate state‐agency – whereby they focus on the implementation of rules and policies – and citizen‐agency – whereby their decisions regarding offenders are based on judgements of offenders' worth. Our results provide evidence that frontline work in prisons and probation services stems from a mix of citizen‐ and state‐agencies in which the former is prioritized over the latter: when rule enforcement allows it, correctional officers often make discretionary decisions based on professional judgements rooted in professional norms. In this respect, the managerial and actuarial approach to risk management and public protection involved by contemporary correctional reforms comes with new role expectations that conflict with correctional officers' rehabilitative ideals. At the same time, the literature provides many instances of officers coping with workload in order to meet policy objectives and organizational demands while maintaining satisfactory working conditions. In other words, there is an increasingly elaborate and fragile articulation of state‐ and citizen‐agencies at the frontline, in prisons and probations services. This contribution deals with the integrative model underpinning contemporary European social policy. It was conceived as a comment on the article by O'Brian and Penna, addressing the same topic and published in this issue of IJSW . The author looks at processes of social inclusion/exclusion through the lens of political theory and the notion of citizenship, which is at its core. Based on this approach, the comment provides a perspective that in many respects is complementary to the conceptual analysis presented by O'Brian and Penna in their article.  相似文献

This paper presents an analysis of components of successful social work evaluation research practice. Among the key obstacles to successful evaluations of social work intervention are the impoverished knowledge base on which many social work interventions are based, the isolation of researchers and practitioners in the conduct of evaluations, and during research implementation failure to cope with the changing field context. To remedy this situation social work needs to invest in university and social agency partnerships focussed on knowledge building for the profession. In such partnerships the traditional roles of the researcher and the practitioner are altered so that shared responsibility for knowledge development is possible. In addition, to deal with changing field contexts the research team needs to be continuously engaged in problem solving and redesign. An initial example of such a partnership is described together with a case study illustrating implementation of a multi-site field experiment evaluation.  相似文献

Aging enrichment of undergraduate social work curricula ensures that program graduates will be prepared to practice with older adults. This article reports the results of focus group research that was designed to engage social workers from community agencies serving older adults in preparing students to become "aging-savvy" social workers. The workers highlighted the importance of wide-ranging exposure to older adults, the changing needs of older adults, and the importance of increasing students' comfort with self-determination. These findings informed the program's ongoing curricular transformation process through the incorporation of new assignments that enabled increased contact with older adults in a variety of settings.  相似文献

Two years ago, the School of Social Work embarked upon a new and challenging initiative to create sustainable structural changes that enrich gerontological learning experiences for all our BSW and MSW students, faculty, fieldwork instructors and community practitioners. We envisioned that participation in this initiative would enable us to expand and embed geriatric content in the undergraduate and graduate curriculum, to increase our geriatric fieldwork placement opportunities, to evaluate and enhance our teaching and learning resources on aging, and to develop two new aging specific courses. Having reached our third year of operation, we find ourselves reflecting on what have been our successes, what could we have done differently, and where do we go in the future. This article will describe our process of developing a model of curriculum change that will guarantee a place for aging in both our undergraduate and graduate curricula.  相似文献

In March 2001, the Council on Social Work Education's (CSWE) Strengthening Aging and Gerontology Education for Social Work (SAGE-SW) project published an action agenda for social work and aging (CSWE/SAGE-SW, 2001). CSWE SAGE-SW, funded by the John A. Hartford Foundation from 1998 to 2004, had several charges in the first phase of funding, including the gathering of data through a thorough review of literature, focus groups, surveys and a variety of activities to garner expert input. This agenda, often referred to as the Blueprint, identified a number of serious issues regarding the lack of attention, preparation, leadership and interest in aging within the social work profession. It also provided some recommended actions to address these issues and help set the stage for the creation of the National Gerontological Social Work Conference. Drastic economic and social transition, emerging social problems, and emphasis of the Chinese government on social harmony as a national policy have created ample opportunities for the development of social work as a profession in the Chinese mainland1 1. In this paper, China refers to the Chinese mainland. in recent years. Besides the phenomenal expansion of social work education, the Chinese government announced a series of national policy initiatives in 2006 to professionalize social work and to assess the professional standard of social welfare personnel. But these achievements would never be possible without the commitment, perseverance and active engagement of the social work community during the past two decades to foster the development of social work in China. In this paper, the authors will present the four stages of development which the social work profession has undergone in China, and will discuss the role of human agency in facilitating institutional transformation and structural change in the process. The active agency of members of the social work community, including educators, Civil Affairs officials, and front‐line practitioners to resist the domination of environmental constraints and to co‐construct a social work profession which is appropriate to the Chinese context will be presented.

Many important regulatory decisions are taken by professionals employing limited and conflicting evidence. We conduct an experiment in a merger regulation setting, identifying the role of different standards of proof, volumes of evidence, cost of error and professional or lay decision making. The experiment was conducted on current practitioners from 11 different jurisdictions, in addition to student subjects. Legal standards of proof significantly affect decisions. There are specific differences because of professional judgment, including in how error costs and volume of evidence are taken into account. We narrow the range of explanations for why professional decision making matters.  相似文献

This paper engages with two contrasting approaches to conceptualising and studying consumer behaviour that appear to dominate existing research on consumption. On one hand, agency‐focused perspectives take an individual consumer to be the primary author of practice and a basic unit of analysis. On the other hand, socio‐centric paradigms focus on the social roots of consumption activities and the wider societal contexts in which they take place. The need to provide a more balanced view of consumption phenomena has been acknowledged, yet not adequately acted upon. This paper begins to fill this gap through relevant theoretical and empirical contributions. First, we provide a critical review of the dominant theoretical perspectives on consumption in general and ethical consumption in particular, highlight their key ontological assumptions and explain how they preclude a fuller understanding of the ways in which consumer practices are moulded and shaped. Taking a critical realist approach, we then present the findings from qualitative analysis of consumers' ethical food practices to empirically demonstrate the role of human agency and social structure in creating and shaping ethical consumption. Thus, by means of theoretical analysis and empirical research this paper responds to the call for a more comprehensive understanding of consumption and provides a consolidated account of consumer behaviour which acknowledges and explains the complex ensemble of individual and systemic powers in which consumer practices are contained.  相似文献
