Are migrant minorities strategically self-selected?

In this paper we focus on the possibility of migrants' self-selection through strategic remittances. We argue that migrants of a specific community might be pooled with migrants from other ethnic minorities on the labor market of the foreign host country and that this could reduce the occurrence of strategic remittances. In a simple model with two types of workers, skilled and unskilled, facing two possible actions, to migrate or not to migrate, we derive the theoretical conditions under which strategic transfers are still operating when pooling among communities is introduced. We then show through numerical illustrations that the case for strategic transfers is rather weak when using realistic values for the main parameters of the model. 由于制度性障碍尚未完全消除,加之很多农民工缺乏就业竞争优势,导致农民工在劳动关系矛盾中很难通过“劳资博弈”机制来维护自身的合法权益。因此,构建农民工劳动关系政府规制机制非常必要。要明确规制目标,查找短板,不断提升规制效率和效果,就要建立绩效考核制度,而其关键环节就是构建关键绩效指标体系。然而,这方面的研究极为缺乏。本文运用层次分析法构建了农民工劳动关系政府规制的关键绩效指标层次结构模型,该模型体现了“保护农民工的合法劳动权益,促进农民工劳动关系和谐健康发展”的战略导向,能督促各级政府部门将工作重点集中于对实现战略目标具有重大驱动力的要项,促进战略目标的达成。

Ever since the proclamation of a caliphate by the so-called “Islamic State” in June 2014, the strategic communication of the terrorist organization has become the subject of public and scientific interest. A focal point of discussion lies at the skillful use of social networks by the “Islamic State”. So far, research has focused primarily on quantitative aspects of agenda setting and has neglected the visual character of terror communication and the specific functions of visuals. The article deals with a selection of video messages of the “Islamic State” that address life in the IS-capital of al-Raqqah. Based on a visual frame analysis the article discusses central topics and visual frames and questions their importance for further research on strategic terrorist communication.     

Strategic HR Management with an Aging Workforce: Using Demographic Models to Determine Optimal Employment Policies

A key component of the strategic plan for any company is the determination of the optimal number of workers needed to produce the desired level of output. Unless workers of different ages have the same skills and productivity, managers must also decide on the best age structure of their workforce and adopt compensation and employment policies to achieve these objectives. Employer responses to the shifts in the demand for their output impact the age distribution of the workforce while employment and compensation policies influence age specific hiring, retention, and retirement rates. This paper examines how demographic models can be used to project the future age structure of a labor force. In addition, we describe how compensation policies can be used to alter trends in the age distribution of employees. Thus, employers can develop strategic plans for achieving the desired labor force.     

劳动力流动对京津冀区域经济发展差距的影响

推动京津冀区域协同发展已成为当前我国经济发展的重要战略任务。京津冀区域经济发展中的较大差距,不利于区域协同发展战略目标的实现。劳动力作为重要的投入要素之一,分析其流动对京津冀区域经济增长和地区差距的影响具有重要的现实意义。本文根据可计算一般均衡（ CGE）模型的建模原理与参数估计方法,运用GAMS程序分析了劳动力流动对京津冀区域经济增长及地区差距的影响。分析结果表明,劳动力流动促进了京津冀经济增长,缩小了区域内人均消费水平的地区差距,但区域内人均GDP的差距并未明显改善。

人口发展是落实科学发展观、确保人口安全乃至国家安全的战略基础。从人口自身发展水平、人口与经济社会发展水平、人口可持续发展能力三个层面建立人口发展评价指标体系,并依照熵值法、层次分析法集成确定评价指标的权重,编制全国及各地区的人口发展评价指数。测算结果表明,2007年全国人口发展综合指数为40.6%,较2006年提高1.7个百分点;东部沿海、东北地区领先于全国其他地区。     

The Value of Trust: An Analysis of Social Capital in Natural Areas

This paper defines and analyses the characteristics of social trust that develop in natural areas, examining the connections and interactions between the people and institutions involved. It offers a deeper understanding of the different degrees of trust and the identification of those attributes that affect the generation of this trust at three different levels: strategic, normative and cognitive. The study of the value of trust allows, or at least contributes to, an understanding of different levels of development. The study population consists of local associations, as a sample of existing social structures, and is taken from two areas in Andalusia, Spain. From the application of the proposed method a null hypothesis for the runs and Mann–Whitney tests is accepted at the three levels of trust for both areas. For strategic and cognitive trust, the behaviours of both areas are homogenous, while in the case of normative trust for the Chi square test the alternative hypothesis is accepted. The methodology that is developed demonstrates the interest presented by trust as a study variable in research dealing with social capital and its direct influence on the development of territories. Trust should be considered alongside physical, natural and human capital, since none of these alone is sufficient for complete territorial development.
