The morphological properties of kinship and marriage alliance networks, such as circuits, are typically considered as indicators of sociological phenomena — yet, they may also be partly coincidental. To assert the contribution of chance to these morphological features, we develop a standardized method where empirical alliance networks are compared with a random baseline. We apply our framework to a variety of empirical cases and show that some corpuses are remarkably well reconstructed by our random model, while others still feature significant divergencies which may be partly connected to field-based experience. On the whole, our approach may be used to scrutinize the matrimonial role of social groups as asserted by native or ethnological theory.

Kinship care, the placement of children with their relatives, has become an integral part of the child welfare system in the United States. It is also becoming a more established way of meeting the needs of children in care in other western countries (Greeff, 1999). However, kinship care did not emerge as a child welfare issue until the late 1980s, and only recently has it become a part of the formalized system for out-of-home care (Hegar & Scannapieco, 1995). Since that time, many states have come to rely more heavily on placements with relatives to meet the needs of children removed from parental custody. For example, California has placed approximately 51% of the foster care population in kinship care, while Illinois has placed 55% (GAO, 1999).Discussion about the reasons for the increases in kinship care has been widespread (Brooks & Barth, 1998; Gleeson, 1999; Harvey, 1999; Hegar & Scannapieco, 2000). Regardless of the impetus behind the increased use of kinship care, states must now incorporate kinship foster care into the traditional foster care system in order to qualify them for federal funding (O'Laughlin, 1998). The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 amended federal law to require that states give priority to relatives when deciding with whom to place children who are in the foster care system (GAO, 1999).The apparent paradigm shift from traditional foster parents to kinship care parents (Hegar, 1999) requires that agencies use both different approaches to assessment (Scannapieco & Hegar, 1996) and provide different types of intervention and services. Adapting placement services to the needs of kinship care providers is the focus of this article.

We address a long hypothesized relationship between the proximity of individuals’ dwelling units and their kinship association. Better understanding this relationship is important because of its implications for contact and association among members of a society. In this paper, we use a unique dataset from Nang Rong, Thailand which contains dwelling unit locations (GPS) and saturated kinship networks of all individuals living in 51 agricultural villages. After presenting arguments for a relationship between individuals’ dwelling unit locations and their kinship relations as well as the particulars of our case study, we introduce the data and describe our analytic approach. We analyze how kinship – considered as both a system linking collections of individuals in an extended kinship network and as dyadic links between pairs of individuals – patterns the proximity of dwelling units in rural villages. The results show that in general, extended kin live closer to one another than do unrelated individuals. Further, the degree of relatedness between kin correlates with the distance between their dwelling units. Close kin are more likely to co-reside, a fact which drives much of the relationship between kinship relatedness and dwelling unit proximity within villages. There is nevertheless suggestive evidence of a relationship between kinship association and dwelling unit proximity among kin who do not live together.

This article presents a comprehensive overview of kinship care, or as it is also known, family and friends care, paying particular attention to the UK child welfare, legal, policy/practice contexts. The aim of the article is to raise awareness, and provide information, about a hitherto largely invisible, yet expanding placement option being widely used in child welfare systems in the UK, in Europe and elsewhere. The article places kinship care within a UK and European child welfare legal context, including the European Convention on Human Rights 1998 [Articles 8 and 14] and European kinship care developments are also highlighted. It contains the main findings of a kinship care research study conducted by the author, based on interviews with children and young people living with kinship carers, as well as with the kinship carers. Following an examination of theoretical and policy issues, the article examines ways forward for developing and supporting kinship care. In the final section, and based on the research findings and literature review, a new paradigm for child welfare is introduced. It is argued that this new paradigm is necessary in order for kinship care practice and policy to develop within a supported and sustainable family support framework.

Abstract

This study examined the mental health problems and service utilization patterns of kinship families who accessed services in an urban outpatient child psychiatry clinic. A random sample of children who completed the intake process during a calendar year yielded 47 children, or 19% of the sample, whose primary caregiver was a relative, other than a biological parent; approximately half of those families were involved with the child welfare system. Data from an administrative database and from medical records describe the diagnoses, identified problems, and services used by the kinship families. Academic or school-related problems emerged as an identified problem in approximately half of the kinship cases, but school intervention was not a primary target for clinicians. The kinship sample was also compared with a random stratified sample of children who were living with primary caregivers other than kin. Kinship families were more likely to be African-American, but few differences were found between kin and non-kin cases on diagnoses and frequency, duration, or type of services received. The findings suggest that collaboration with schools might increase the engagement and retention of kinship families in mental health services.

Increasingly, community coalitions are being developed to address a myriad of social challenges. However, documented research efforts related to planning processes associated with coalition formation are few. This case-study documents the use of concept mapping (CM) to d elineate a conceptual framework for developing a statewide kinship care coalition in one southeastern state. CM is a mixed-method research approach that analyzes qualitative data via nonmetric multidimensional scaling and hierarchical cluster analyses. After a review of relevant literature, this article discusses CM processes associated with this endeavor and examines implications for future use of CM for coalition formation and development.

This paper examines the characteristics of middle class Tehranis’ networks, based upon a survey of 318 individuals from the 159 households. The results show that women and men have similar-size networks. However, their networks differ substantially in gender composition, with each having almost two-thirds of network members of their own gender. Men's and women's networks contain a large proportion of kin overall. Most ties tend to be with immediate kin: children, parents and siblings. An immediate kin is usually the socially closest member of a network. Apart from voluntary factors, the importance of kinship ties in men's and women's networks may be the result of the macro-structural conditions under which patterns of social relationships take place.

This study examines a range of outcomes for children in foster care who have siblings, using a large, national U.S. database. Three types of sibling placements are defined: split (child has no siblings in the home), splintered (at least one sibling in the home), and together (all siblings in the home). The study analyzes records (n = 1701) from the National Study of Child and Adolescent Wellbeing, including Child Protective Services (CPS) and Long-term Foster Care (LTFC) samples. It contributes to the literature in its inclusive definition of siblings, use of three categories for sibling placement status, and use of outcome measures that include the perceptions of foster children. The study reports limited significant findings. Neither foster parents' nor youths' reports of behavioral problems differ by sibling placement status. As rated by teachers, academic performance in the group placed together exceeds that in both of the other groups. For children in kinship homes, teachers also reported less problematic internalizing and externalizing behavior for the splintered and together groups than for the split group. Children in the splintered group also responded more favorably than those in the split group to questions of closeness to the primary caregiver and liking the people in the foster family.

Relative caregivers are invaluable to the child welfare system. Although most states have a preference for relative placement, the support and assistance provided to relatives during and beyond the initial child placement period are inadequate. Through a U.S. Children's Bureau System of Care Demonstration project, a peer-to-peer approach (based in social cognitive theory) which paired a new relative caregiver (n = 74) with a full-time, paid kinship liaison (a current or former relative caregiver) was studied. Findings show that kinship liaisons are extremely helpful to caregivers and reveal 27 support categories that caregivers find most useful. One of the most significant services (i.e., information and referral) provided by the liaisons increased caregivers' knowledge of accessing available services and the permanency process. Data results show significant increases in caregivers' coping abilities and willingness to become a permanent resource for the children in their care. Policy and practice insights are provided.

This study investigates whether the type of pre-discharge placement, kinship versus non-kinship foster care, has a net impact on children's likelihood of re-entering substitute care after controlling for possible selection biases through the use of regression adjustment and propensity score matching (PSM). Children in kin and non-kin foster care are compared on their rates of foster care re-entry, using bivariate comparisons and accelerated failure time (AFT) models. Lower rates of foster care re-entry after reunification from kinship homes are attributed to differences in child characteristics at removal, greater stability of kin placements, and gate-keeping functions that agencies and courts exercise over discharge and re-entry options. Children adopted from kinship and non-kinship homes exhibit similar re-entry rates, but the results for legal guardianship are mixed.

The numbers of children in kinship care in England has been thought to be substantial, but it is only recently that research has begun to illuminate the circumstances and needs of carers and children. This paper describes the findings of an analysis of the 2001 UK Population Census. For the first time, the numbers of children in kinship care were estimated, as was the proportions of children living in formal and informal kinship care. As expected many children were being brought up by grandparents but surprisingly, large numbers of children were living with an older sibling. This group of kinship carers has not been previously identified by researchers or policy makers and their circumstances and needs may differ from grandparent kinship carers.

Post-adoption services are important to bolster a family's commitment to their adopted children, thus avoiding potential problems following adoption finalization. It is vitally important to assess post-adoption services in an effort to ensure families are provided with effective supports for successful family functioning. Few investigators have assessed service needs and access according to adoptive family type. This study focuses on international, foster care kin and foster care non-kin adoption types. Utilizing the National Survey of Adoptive Parents, this research investigated twelve post-adoption services. Two comparisons were made with respect to whether, according to the adoptive parents, post-adoption services were received or not received: 1) international and foster care non-kin adoptive families; and 2) foster care kin and foster non-kin adoptive families. International non-kin families were more likely to indicate they discussed post-adoption services than foster care non-kin families, particularly among those who were white, had adopted boys, had no other children in the home, and whose socio-economic background was lower. When comparing foster care non-kin families with kinship families, non-kin families tended to receive more desired services than kinship families, with kinship families indicating less need for services. Policy efforts and program design need to focus on reaching out to families and developing effective post-adoption services based on the expressed needs of families.

Using the gift as epistemological category, the article explores the social processes of kinship formation in homosexual families. Analysing the stories of lesbian families, the article tries to explain the reason why the mothers want to have kinship networks and kinship bonds. Through kinship connections, all the members are and want to be (or don't want to be) publicly recognised as reciprocal parents of the new-born.

This article reports on a community study which explores the nature of the distinction between insiders and outsiders in contemporary community life. Although the presence of this distinction is reported in many community studies, detailed examination of how it operates in practice reveals that insider status is open to negotiation. A person's claims to be an insider may be based on other grounds besides length of residence, for example the degree of participation in local community organizations. In addition, doubts are cast on the supposition that long local residence is always positively regarded, in the light of the finding that in-migrants may associate it with parochialism. These ideas are linked to recent developments in the sociology of community that emphasize the importance of distinguishing between the different dimensions of community relationships (including the time dimension). On this basis it is argued that in-migrants should not be equated with outsiders, since their position within community relations will be influenced by several other factors, notably social class and employment status, household type, position in kinship networks, age and gender. The insider/outsider distinction is therefore more complex than is allowed in approaches that reduce it to a single dimension related to length of residence.

ABSTRACT

In this paper, I explore kinship and other networks of support for young mothers and their babies after an unintended, ex-nuptial pregnancy in a resource-poor urban setting. I draw on in-depth interviews conducted with 30 young mothers aged 18 to 20 years old and follow up interviews conducted with 9 of them. The interviews focused on three main areas: pregnancy and birth, education and income generation, and support networks. I present three cases that reflect variability in support and kinship network patterns. I use genograms and kinship network maps to identify sources of support and kinship networks within and outside households. Paying attention to the location and distribution of networks, I engage with the role of kinship capital and other forms of support in mitigating some of the negative consequences of early, unplanned motherhood. I show how young mothers draw on support from kinship networks which in turn adapt and reconfigure to provide support, allowing young mothers to exercise agency in relation to aspirations around educational attainment and income generation.

ABSTRACT

As more and more children are being separated from their biological parents because of AIDS, substance abuse, mental and physical illness, incarceration, and child abuse and neglect, child welfare agencies are relying more often on kinship care as a viable option for out-of-home placements. In many cases, kinship care falls on the grandparents. While keeping children within their families is generally viewed as preferable by child welfare agencies, it can be a burden on grandparent caregivers, who often exist on severely limited incomes and without much assistance or support from social service agencies. A research project was conducted which used both quantitative and qualitative data from research conducted by Jones and Gibbons (2000) on grandparent care, but this study focuses on the experiences of grandfathers who participated in the project and examines their outcomes in several different areas.

SUMMARY

This paper examines kinship care as a cultural resource used by African American and Latino families coping with substance abuse by a family member. Although there is a growing body of literature on kinship care, there are no conceptual or empirical studies that have drawn or built on cultural similarities between these two groups of ethnic minority families. A framework that prioritizes cultural assessment and relevance in using familial and cultural resources is proposed to assist practitioners confronted with the demographic realities of working with social, clinical and ethnocultural complexities when serving ethnic minority families. The framework is based on practice implications raised by recent studies on kinship care and from the perspective of pertinent cross-cultural and anthropological literature.

While infant abandonment has occurred in all segments of society, on all continents, and across all generations, the motivations for this practice are varied and depend upon the social norms of a specific geographic region at a given point in time. Western approaches addressing the care of abandoned infants focus on terminating parental rights and placing the child in an adoptive home. The child assumes the family name and is privy to all rights and responsibilities as biological children. In Egypt, Islamic family law does not allow for adoption of an infant by a nonbiological individual. Nor does the country of Egypt allow assignment of guardianship or fostering of a child by a non-Egyptian parent. Therefore, models of care cannot simply be transferred from one context to the other, although they may learn from each other. Egypt's system of family foster care, kinship networks, and residential (institutional) care are models that are consistent with the cultural values and customs of this population. The family foster care model and kinship networks have been shown to provide the most positive psychosocial outcomes for the child. The purpose of this article is to compare and contrast culturally acceptable approaches to caring for abandoned infants in Egypt.
