The new reproductive technologies have, so far, out-distanced the law. As the medical community pushes as the perimeters of the possible, legislators flounder to keep up. Given this lack of policy leadership, feminists have the opportunity to fill the vacuum if only they can move beyond the current internal dispute between liberals and radicals that threatens to exclude them from the debate of the 1990s. It is in recognizing the configurations of the discourse to date, that feminists can hope to transcend past divisions, develop an integrated reproduction theory, and lead public policy out of the reproduction maze.  相似文献

The election in 1997 of a new Labour Government and the publication of the Wild Mammals (Hunting With Dogs) Bill provided an opportunity for the re-opening of the public and political debate about hunting wild animals with hounds in Britain. A significant new dimension to the 1997/98 debate was the increasing emphasis on the claimed economic importance of hunting and its provision of rural jobs. This paper critically examines the nature of such claims. It argues that economic claims about hunting should be assessed in the context of a changing rural economy, and demonstrates how the pro-hunting lobby's predictions of job losses from banning hunting are difficult to sustain. It suggests that if our starting point is a concern for the rural economy, then hunting is a minor issue compared with other pressing issues of the late 1990s such as, for example, European rural policy reforms. Moreover, a wider economic analysis suggests that hunting wild mammals imposes other social costs, in the form of disruption and damage to property, which could be avoided by switching to non-quarry hunts. The paper concludes by examining the reasons for the rise of this economic dimension to the hunting debate.  相似文献

Abstract

The emergence of policy—practice is a recent development in social work. In this article, policy—practice is defined as a direct social work practice mode with the potential to strengthen the social work profession's abilities to meet its century-long commitments of providing policy-informed services to those in need of them. At the same time, policy—practice advocates for and participates in policy implementation and change. This article examines policy—practice and places it within the context of the profession's historic cause—function debate and identifies several barriers that have complicated development. Most important, the article reviews five policy-practice models found in the literature: (1) social worker as policy expert, (2) social worker as change agent in external work environments, (3) social worker as change agent in internal work environments, (4) social worker as policy conduit, and (5) social worker as policy itself.  相似文献

Interest organizations are hypothesized to strongly affect public policy, but the evidence that they do so is mixed. This article argues that one reason for the disparity is a gap between theory and research: theory suggests that information provided by interest organizations should strongly influence elected officials, but there is no systematic research on its impact. We examine a potentially important source of information for members of the U.S. Congress—testimony at committee hearings—to ascertain if it affects the enactment of policy proposals. The data, based on content analysis of almost 1,000 testimonies on a stratified random sample of policy proposals, describe who testifies, their arguments, and the evidence they provide. Supporters of a proposal emphasize the importance of the problem being addressed, while opponents claim the proposed policy will be ineffective and try to reframe the debate. Information—particularly information regarding policy effectiveness—does affect the likelihood that a policy proposal will be enacted.  相似文献

This article revisits through a policy analysis the ongoing debate on shrimp farming aquaculture. It describes the changes in policy orientations that have taken place in recent years, and tries to relate them to the advocacy strategies developed by different networks and policy communities. The analysis reveals in particular the crucial contribution of the ‘power of expertise’ and shows how it has been instrumentalised by certain advocacy networks to depoliticise the debate. While this has allowed a number of key stakeholders to refocus the debate on technical solutions, it has prevented other groups concerned with more intractable social and political issues from engaging successfully in the policy process, thus leaving the long‐term sustainability of aquaculture still a contentious issue.  相似文献

Social enterprise has become a key phenomenon in providing public services in many developed countries. The debate on the evaluation of the socio-economic impact generated by this kind of organization has gone hand in hand with the growth of social entrepreneurship. This study provides an exploratory analysis of the emerging practice of measuring the socio-economic impact of social enterprises using the theoretic construct called “Blended Value Accounting” (BVA). Among the models and tools proposed by BVA, we examine in particular the Social Return on Investment (SROI)—an instrument of causal contribution analysis—conducting a literature review on its application to the evaluation of socio-economic impact of social enterprises and on its implications for BVA. Finally, we reach a conclusion as to the role that these tools of mixed accounting and assessment might play—particularly the one examined—with respect to the positivist, critical, and interpretative theories of accounting, thus identifying the areas for further research.  相似文献

A common feature of most non-profit theories is their concentration on the service-providing role of non-profit organisations, and the neglect of their redistributional role. At the cost of some simplification, there are two possible public policy responses to social inequalities: (1) the welfare state model with welfare redistribution under government control; and (2) the non-profit-based model — a large network of private organisations heavily supported by the government and complemented by government delivery of services. After 40 years of state socialism, Hungary now faces some important questions. What will be the role of the new voluntary sector? What are the possibilities of following the Western European route — a version of the welfare state model — or the American way — a non-profit-based model bolstered by ‘third-party government’? The present Hungarian situation is ambiguous; we can find arguments for and against both. It is also argued that a mixed solution, some cooperation between the public and private sectors, is needed. The Western European, American and Hungarian experiences indicate that only a strong for-profit sector and a developed, harmonious government/non-profit partnership can ensure healthy social and economic development. The present Hungarian situation is far too complex and difficult to promise a fast and conflict-free establishment of this partnership. But both public institutions and government are acting in a way that may result in the development of a government-supported non-profit sector. There may be an opportunity for developing a ‘Hungarian welfare state model’.  相似文献

Abstract

Following the Spanish-American War of 1898, the USA became a true, European-style imperial power, with overseas colonies populated by diverse peoples with few — if any — connections to American culture and history. The wide-ranging imperial debate that followed 1898 brought two future US presidents firmly to the fore: the New York politician and war hero, Theodore Roosevelt, and the Ohio judge, William H. Taft. This article explores the complex development of these two politicians’ views on the Philippines during this period of imperial rule. Roosevelt began the period as an ardent imperialist and changed his views to reflect a change in US public opinion and strategic concerns. Conversely, Taft began by being a sceptic about US imperialism but ultimately became one of the most ardent retentionists. This article not only charts their paths to convergence and then their subsequent divergence in attitude towards Philippines policy, but also brings to light the much underestimated role that Taft played in keeping Roosevelt from moving the Republican Party away from its policy of retaining control of the islands. Although many historians see Taft as a loyal servant of Roosevelt’s vision for the USA prior to 1909, this article argues that, when it came to the Philippines, Taft was actually the key driver of US policy throughout this period.  相似文献

This article examines the impact of the growing number of temporary employment contracts in the public sector on equal opportunity theory, policy and practice. Quantitative and qualitative data from two case study local authorities are utilized to examine the mechanisms by which temporary work becomes an equal opportunities issue. A strong association between part‐time work and temporary employment status is demonstrated as an important aspect of the gendered nature of temporary work. Links between ethnicity and temporary work are less clear but are based upon the insecurity of targeted funding for teachers and the under‐valuation of the skills of the workers concerned. The data indicate that temporary workers are largely excluded from equal opportunity policy and practice, bringing into question a concept of equality that can permit less favourable treatment for certain groups of workers. It is argued that public sector restructuring, particularly concerning decentralization and the quest for flexibility, has facilitated the differential treatment of employees, thereby fundamentally eroding the basis of equal opportunity policy and practice.  相似文献

Synthetic biology aims at designing biological systems, at building ‘living machines’. The emergence of synthetic biology has reignited the cycle of public debate. The old biotechnology debate is being reiterated and the controversies are deepened. The societal debate follows the technological hype cycle. A new technology with a high visibility and high expectations also raises high controversies. For synthetic biology, this hype is currently near its peak and the first signs of disillusionment are getting visible. In policy development, on the other hand, synthetic biology is in the early stages. Governments examine the need for adaptations to existing regulatory frameworks. There is a gap between the visibility of the technological developments and policy formulation. This gap is crucial for technology assessment: while the hype in public attention is over, essential policy steps are taken. In order to close this gap, technology assessment needs to facilitate the societal–ethical debate when media attention, and thus the visibility of the technological developments, declines.  相似文献

Corporatism may be seen as variety of capitalism in which specific structural prerequisites such as unionization, centralization, and strong states combined with bargaining and concertation produce certain economic outputs. Corporatism may also be seen as a variety of democracy in which interest groups are integrated in the preparation and/or implementation of public policies. Departing in the last position, we measure the strength of Scandinavian corporatism by the involvement of interest groups in public committees, councils, and commissions. Corporatism in relation to the preparation of policy has gone down in all three Scandinavian countries whereas corporatism in implementation processes are more varied among the three countries.  相似文献

I see the concept of ‘a public good’ as an ideal concept defined by a pair of related characteristics: an opportunity for gain for a collectivity because of nonrivalness in consumption, where the opportunity for gain is difficult to finance because of the nonexclusion possibility. Even at that ideal level, it is impossible to present a solution able to fully realize the opportunity for gain.Given the difficulty of finding a satisfactory solution even at the ideal level, it would be surprising if an analysis of concrete instantiations of public goods would be simple. I will show that economists use at least thirteen concepts to point to economic problems related to public goods. This is more than opponents of the concept ‘public good,’ Malkin and Wildavsky, accuse the economic profession of using.I will reject the conclusion of Malkin and Wildavsky that the concept of a public good is a social construct and thus a purely culturally relative concept. I will concede, nevertheless, that in trying to realize some of the gains presented by goods having public goods aspects, social and cultural preferences play an important role. My conclusion, which justifies the ideal concept ‘public good’, implies that there is potentially a legitimate governmental role in dealing with public goods. Recognizing the socio-political dimension of economics means that one recognizes that the economic reality is complex. It does not justify, however, scepticism about concepts.  相似文献

Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

In this paper, I seek to determine the extent to which a particular form of information—the published book review—is helpful in public policy discussion. In pursuing this question a number of reviews dealing with recent critiques of American education are analyzed. The works of Bloom, D’Souza, Moe et al.—studies funded by ideologically conservative foundations—offer a seemingly respectable underpinning for the efforts to eliminate all aspects of affirmative action in higher education, while installing “choice” in the lower grades. Thoughtful critiques of these jeremiad-like works are all but ignored by the mainstream media. The review sources themselves, conservative, liberal, and academic, do follow a predictable pattern. However, an analysis of the totality of reviews considered reveals a cacophony of voices, many as partisan as the authors under review. It is argued that the original works, in substance and tone, along with the secondary analysis available to the interested public are unlikely to promote a thoughtful “democratic-friendly” dialogue. To this extent, the public policy is likely to be ill-informed. Present funding sources available to many in the social sciences suggest that an improvement in this situation will not come easily.  相似文献

The aim of the paper is to examine the governmentalities associated with attempts to manage nature. In particular, it assesses the role that numbers have played in rural governance. Numbers are seen as an important tool of modern government. However, like other aspects of science, their use in governing nature has been contested by other epistemologies. Drawing upon efforts to regulate the spread of bovine tuberculosis in cattle, the paper firstly examines how numbers have been used in this policy debate. Secondly, the paper outlines three epistemologies of nature — nature as numbers, nature as known and ecological nature — which have been employed in contesting government policy. Finally the paper concludes by analysing the interactions of these knowledges of nature and considering the voice of the badger in these constructions of its identity.  相似文献

Research on social movement frames has been cumulative. Recently, scholars started studying the structural incentives and constraints for claim-makers by relying on the concept of discursive opportunity structure (DOS) while bringing the public sphere and the media to the centre of analysis of political contention. This article draws on these literatures to investigate social movement campaigns against genetically modified (GM) crops and pesticides in Argentina, Brazil and Mexico. First, it argues that there is a transnational DOS that provides structural incentives and constraints to frame risks in symbolic struggles to define GM crops. Next, based on a content analysis of national newspapers, it describes the use of risk frames in national public discourses. Finally, it addresses the question of how this transnationalized DOS is framed by the media by looking at the discursive opportunities for social movements as well as other collective actors in their framing disputes. The study provides evidence of a transnationalization of public debates and offers explanations for national variations by resorting to other components of the DOS such as national policy discourse, timing of political agendas, media structure and culture. It concludes by recognizing the need to consider the various dimensions of opportunity structures for movement action, i.e. political, discursive, and economic, and their relative degree of transnationalization or autonomy over global forces.  相似文献

Policies restricting the employment opportunities of women have a long history in the U.S. The most recent manifestation has been so-called "fetal protection" policies, which exclude women of childbearing age from jobs involving exposure to toxins considered dangerous to a developing fetus. Traditional arguments that women's biology is justification to keep them from jobs have resurfaced in a new form. In the present debate the issue is framed as one of competing rights, those of fetus versus those of the woman. An analysis of public policy on this issue from a feminist legal standpoint reveals how the law's implicit male standard hinders the attainment of equal employment opportunity for women, as they must now compete with hypothetical fetuses sa well sa with men.  相似文献

Recreation has the potential to be an important public policy priority; however, it must be reframed to address critical policy priorities. Few policymakers understand the value and benefits of recreation, requiring practitioners and advocates to closely connect recreation to issues of concern to policymakers. A significant policy opportunity to expand recreational opportunities for children and youth lies in the area of education, including the reauthorization of the Elementary and Secondary Education Act. By educating policymakers on the myriad outcomes that can result from quality recreational experiences, including the ways in which recreation can support the education of children and youth, solid,incremental progress can be made in positioning recreation as a public policy priority.  相似文献
