This review presents the contributions of research on the intersection of science and social movements, its theoretical and methodological limitations, and potential solutions for its further development. Three different types of relationships between activism and knowledge have been identified within environmental health conflicts: (i) lay – activists requesting help from sympathetic scientists in order to conduct independent studies; (ii) expert – activists promoting new research agendas and sub‐fields within established scientific disciplines; and (iii) expert – activists acting beyond the limits of the academic community and partnering with social movements. In this review, I argue that much of the existing literature considers expertise as “something” possessed by individuals, and heavily emphasizes the difference between “lay” and “expert” activists. This entails two main theoretical reductionisms: (i) reification of knowledge; and (ii) overlooking the contribution of activism to expertise and vice versa. I propose considering expertise as the property of a network and focusing future research within environmental health conflicts on the co‐emergence and construction of a network of expertise (Eyal 2013) or ethno‐epistemic assemblage (Irwin & Michael 2003) and social movements. Through this symmetrical network approach, we will be able to develop a more consistent theory of the co‐production of activism and expertise, as well as its political implication to fight environmental health injustice.  相似文献

This article revisits through a policy analysis the ongoing debate on shrimp farming aquaculture. It describes the changes in policy orientations that have taken place in recent years, and tries to relate them to the advocacy strategies developed by different networks and policy communities. The analysis reveals in particular the crucial contribution of the ‘power of expertise’ and shows how it has been instrumentalised by certain advocacy networks to depoliticise the debate. While this has allowed a number of key stakeholders to refocus the debate on technical solutions, it has prevented other groups concerned with more intractable social and political issues from engaging successfully in the policy process, thus leaving the long‐term sustainability of aquaculture still a contentious issue.  相似文献

What produces the power of senior civil servants at ministries of finance, positioned at the top of the bureaucratic hierarchy? Max Weber has claimed that a hierarchical organization, meritocratic recruitment and procedural work provide bureaucracies with legitimacy. In particular he insisted on the role of Fachwissen (disciplinary knowledge) obtained through formal education. However, he also argued for the role of Dienstwissen, forms of knowledge and skills stemming from the experience of service in itself. Weber did not elaborate on this concept in detail, and few analysts of governmental expertise have examined this notion. We draw on the practice‐turn in sociology, combining the study of governmental expertise with micro‐sociological studies of administrative practices. By analysing interviews with 48 senior civil servants at the British, French and Norwegian ministries of finance about their daily practices, this article demonstrates that bureaucratic note‐writing and the procedural evaluation of such notes constitute a key form of expertise that yields authority. The study provides an analytical framework for understanding what administrative expertise consists of, how it is integral to procedural work, the forms bureaucratic hierarchies take in practice and how these three dimensions provide authority.  相似文献

This article aims to explore how the role of education as an aide in the process of “European” identity formation is being articulated in the European Union's (EU) policy of “The European dimension of education”. After having located the EU's views on education in the context of the neo‐liberal discourse on economic globalization, the article goes on to trace EU discussions of the European dimension of education historically. Subsequently, it deliberates on the understanding of European culture and identity which the European dimension of education endeavours to advance. Here a critique is developed of the policy's ethno‐culturalism, thereby excluding delineation of a collective identity in the EU. Basing itself on a notion of cultural identity which, implicitly, includes only those who fit certain versions of European historical “roots” and cultural “heritage”, the policy, it is argued, impedes a discussion of how a trans‐ethnic identity formation could be created in today's EU. Towards the end of the article, a scrutiny of the European dimension's perception of the so‐called “language diversity” in the EU seeks to illustrate this issue further.  相似文献

This article explores a key question in political sociology: Can post‐communist policy‐making be described with classical theories of the Western state or do we need a theory of the specificity of the post‐communist state? In so doing, we consider Janine Wedel's clique theory, concerned with informal social actors and processes in post‐communist transition. We conducted a case study of drug reimbursement policy in Poland, using 109 stakeholder interviews, official documents and media coverage. Drawing on ‘sensitizing concepts’ from Wedel's theory, especially the notion of ‘deniability’, we developed an explanation of why Poland's reimbursement policy combined suboptimal outcomes, procedural irregularities with limited accountability of key stakeholders. We argue that deniability was created through four main mechanisms: (1) blurred boundaries between different types of state authority allowing for the dispersion of blame for controversial policy decisions; (2) bridging different sectors by ‘institutional nomads’, who often escaped existing conflicts of interest regulations; (3) institutional nomads’ ‘flexible’ methods of influence premised on managing roles and representations; and (4) coordination of resources and influence by elite cliques monopolizing exclusive policy expertise. Overall, the greatest power over drug reimbursement was often associated with lowest accountability. We suggest, therefore, that the clique theory can be generalized from its home domain of explanation in foreign aid and privatizations to more technologically advanced policies in Poland and other post‐communist countries. This conclusion is not identical, however, with arguing the uniqueness of the post‐communist state. Rather, we show potential for using Wedel's account to analyse policy‐making in Western democracies and indicate scope for its possible integration with the classical theories of the state.  相似文献

As global and regional networks proliferate, one important aspect of their operations has been the exchange of knowledge, information and expertise. ‘Global knowledge networks’ have become important components of the global political economy. Within these networks key knowledge institutions and actors can be development agencies, foundations, think‐tanks, universities, consultancy firms as well as individual experts and academics. A primary mechanism for the spread of their knowledge has been through global and regional networks. The article evaluates first, concepts of networks, especially the epistemic community and transnational issue network frameworks; second, theories about international diffusion of ideas; and third, some of the literature on the links between ideas and politics. Control over knowledge and information is important to policy making. Additionally, the status and prestige associated with scholarly expertise and professional training is politically empowering for individual experts consulted or co‐opted into policy making. Yet, norms and values cannot be divorced from ‘scientific advice’ especially when knowledge gains greater impact through advocacy and alliance with societal forces.  相似文献

Popularly referred to as the “Blue‐Green conflicts,” the tensions between labor and environmental movements have received extensive scholarly attention as it exposes the trade‐off between the economy and the environment. The jobs versus the environment trade‐off has been a focal point of tension in the relationship between trade‐unions and green movements across the globe. In this article, I critically review the existing literature on labor and environmental conflicts from a Global South standpoint. The review exposes how the extant literature on labor‐environmental relations almost exclusively focuses on cases and settings in the Global North, thereby centering the process of inquiry entirely around western social contexts and movements. In this article, I demonstrate why the conception of environmentalism as a middle‐class phenomenon within the extant literature is problematic as; (a) it fails to consider the poor and working‐class environmental movements in countries in the Global South, and (b) it completely overlooks the environmental justice movements and other working‐class environmental movements in the Global North itself. The review highlights the need to bring postcolonial movements and settings to the center of sociological analysis to decolonize the research on social movements.  相似文献

The global garment industry is currently being reshaped in dramatic ways through processes of trade liberalization, delocalization and interfirm and interregional competition. There has been much speculation about the increasing importance of factor (especially labour) costs in fuelling further rounds of de‐localization of garment production towards low‐cost production locations, such as China and India. However, the extent to which these processes mean the end to garment production in higher factor‐cost locations, including those neighbouring the major clothing markets of the USA and the EU, is open to question. In this article we interrogate the interregional shifts in garment sourcing taking place in Europe and its surrounding regions. While factor costs (including labour) are important determinants of the geography of sourcing, a range of other costs (logistical and policy costs) are important in structuring the geographies of global and regional production. Firms in the Slovak Republic are responding to increasing competitive pressures and we assess how trans‐border sourcing, subcontracting and FDI are being integrated into strategies to sustain European production networks. We highlight the emergence of cross‐border production relocation to Ukraine as one specific strategy. We examine the product specificity of these changes and the ways in which they are embedded within already existing production networks, forms of cross‐border contracting and central European trade regimes. In other words, we explore some of the forces that shape the somewhat tentative continuation of garment production for export to EU markets in central Europe despite the ‘spectre of China’.  相似文献

Based on study of (a) the HIPC debt relief initiative, (b) the linking of aid to policy conditionality and (c) transactions‐cost arguments in favour of programme aid, this article argues that major elements in the new aid agenda may not be well‐based empirically. This is partly because of inadequate knowledge, but particularly because the evidence often conflicts with political preferences. As a result, it is likely that large amounts of aid resources are being misdirected. Ways are suggested of narrowing the gap between evidence‐based and ‘political’ decision‐making. In the meantime, donors should avoid diverting more aid into debt relief, should roll back their reliance on policy conditionality, and should exercise pragmatic caution in the expansion of programme assistance.  相似文献

The role of science in modern democracies has long been a topic of heated debate. Recent scholarship has increasingly focused on the social construction of the science–policy–politics nexus. For understanding both the local specificity of concrete configurations and general trends much is to be gained from an analytical framework. In a first introductory section we describe already existing categorizations and typologies, identifying a research gap: a framework for reconstructing the discursive forces shaping the science–policy–politics interface based on both mutually exclusive and exhaustive categories. Our answer is the concept of knowledge orders. Building on already existing scholarship in this field, we define knowledge orders as discursive orders structuring the production of expertise. We distinguish between three levels of knowledge orders: the generation and communication of science-based expertise, the regulation of these processes, and reflexive discourses in which the epistemic authority and the political relevance of science-based expertise are (de)legitimized and renegotiated and the regulation of the science–policy–politics nexus debated. Each level can be analyzed in terms of the criteria based on which competence is attributed (social dimension) and at when political or scientific criteria of relevance and validity are to be applied (procedural dimension). The framework is illustrated by referring to both well-known examples in science studies and our own research on science–policy–politics arrangements in the field of food safety and employment policy.  相似文献

Little research has examined how and why institutional context and framing dynamics shape the institutionalization of movement claims into the state’s formal policies, and what the implication of these processes might be for movements attempting to mobilize on the same conceptual terms after institutionalization. In this study, I explore the role institutional context and framing play in the institutionalization of movement claims in a case: the implementation of environmental justice policy in the California Environmental Protection Agency from 2002 to 2007. I ask: How and why were aspects of the environmental justice frame institutionalized into regulatory policy while others were not? I use ethnographic field methods and content analysis of archival data to answer this question and offer two contributions to previous research. First, I add to previous scholarship on the environmental justice movement by identifying the character of newer problems faced by movement actors as they engage in regulatory policy processes with opponents in the United States. Second, I extend social movement framing theory by developing the notion of “state resonance” to understand how and why a collective action frame is institutionalized and implemented in regulatory policy.  相似文献

Sociolinguistics in African Contexts is an edited collection of 18 chapters providing detailed accounts of language ideologies and urban youth language practices in Africa. Its overall twin‐goal is ‘to foreground work that places African languages, rather than European languages, at the center of sociolinguistic studies’ in Africa, and to argue against ‘the continued exclusion of African languages from many education networks.’ In this review article, I first describe each of the chapters that make up the book. Next, I offer a critical evaluation of the book's strengths and weaknesses. Briefly, the book's major weakness is that it lacks editorial rigor, and this distracts from its major strength and greatest contribution to the discipline: the carefully documented case studies of youth language practices in Africa's urban centers. I then point to the challenges that the field of African sociolinguistics faces, in light of urban youth language practices and of the aftereffect of inherited colonial ideologies in education in particular, to make African languages the focus of sociolinguistic studies. In conclusion, I explore how the debate over language ideologies and practices in African education could be moved beyond the traditional criticism of existing policies to offer constructive suggestions for policy and practice alternatives.  相似文献

Recent approaches in political economy look at the effects of technology and social values on economic action. Combining these approaches with those of economic anthropologists, this article poses that the way the economy is instituted can be understood by looking at reasons actors have for participating in actor‐networks of production, distribution and consumption. Using the author's research on American recycling, this article first shows that much of the‘making’or instituting of the economy happens outside the market, through political machinations, contracts and standards. Second, it suggests that these relationships impose value upon goods differently than do market relations. The details of the recycling‘chain’show the ways actors shape the network and demonstrate that the social values that add‘economic value’to goods are not uniform, but are highly contextual. Starting from Mark Granovetter's notion of 'social embeddedness', the article explains that the measure of social embeddedness is not as important as the values imposed upon other actors through social structure in the economy. It calls for a close observation of economic action in the locales within which production takes place to understand better the‘actions‐at‐a‐distance’where the politics of technology, social movements and power create the empirical, instituted economy.  相似文献

With the expanded use of immigration detention and migration management practices worldwide, detention has emerged as a key issue for United Nations and international human rights institutions. A growing international rights movement seeks to make the practice fairer and more humane, leading to the dominance of a mainstream detention rights agenda and counter‐hegemonic system of governance. Drawing on ethnographic fieldwork conducted in Geneva and elsewhere, this article examines the capital, knowledge, and technological expertise that went into the construction of UNHCR's Global Detention Strategy. I highlight the rational calculation undergirding this global detention rights agenda, including the transnational policy networks of NGOs, INGOs, and academics that facilitate the movement's moral authority and capitalist growth. Their practices have become powerful neoliberal development tools, which give veracity to human rights agendas and attract oppositionally‐figured abolitionist praxis.  相似文献

Participation in natural resources management is widely promoted in sub‐Saharan Africa, but faces mounting criticism from social science scholars who rarely engage with it in practice. We use the notion of room for manoeuvre to reflect on a multi‐level participatory approach designed to support the Burkinabè Integrated Water Resources Management policy and propose ways of engaging constructively with local users and policy‐makers. Within an “invited space” of participation, water users’ room for manoeuvre was enhanced through the acquisition of new knowledge on the legal Integrated Water Resources Management (IWRM) framework. This allowed them to interact with decision‐makers and to extend their networks. Power imbalances were discussed, but this did not lead to modifying existing power structures that hinge on broader societal dynamics.  相似文献

This article examines the legal and policy implications of information asymmetry for foreign domestic workers employed under the Kafala sponsorship system in the Gulf Cooperation Council (GCC) countries. Drawing from ethnographic and field‐based observations in large GCC migrant destinations – including Kuwait, Qatar, and the United Arab Emirates (UAE) – we investigate the information flows and market uncertainties between five key stakeholders: labour‐receiving governments, labour‐sending governments, recruitment agencies (subagents), sponsors (employers), and social networks. Several factors contribute to asymmetric information: the lack of bilateral labour agreements and government policy coordination, programs between and among government entities, the absence of labour law for domestic workers, and the laissez faire approach of the labour‐receiving government. These sources of asymmetric information create serious market vulnerabilities for the domestic worker population, often resulting in loss of employment and early deportation. The concluding section further outlines policy implications and areas of methodological research on GCC migration.  相似文献

The emergence of nonprofit organizations has largely been explained by the prevalent “three failures” theory. However, evidence suggests that such theories fail to capture a variety of contextual nuances that may influence nonprofit formation. In particular, these theories have remained relatively silent about the emergence of hybrid voluntary organizations. This article posits the notion that some nonprofit organizations (for example, hybrid voluntary organizations) emerge through cross‐sector negotiations, amid a number of social, policy, and political contextual complexities. We contend that any theory purporting to explain the emergence of nonprofit organizations should not neglect to account for the role contextual factors play in defining their emergence and their subsequent character and function.  相似文献

The literature on transnational activism often associates environmental NGOs with democratic legitimacy, grassroots representation and environmental justice. Authors employ case studies to demonstrate how engaging in transnational networks increases the political agency of environmental NGOs. Yet, there is a tendency mostly to select successful cases. In this article, I investigate the political activities of the environmental NGO, Toxics Link, surrounding the recycling of electronic waste in India. Based on qualitative research, this study shows how the political incorporation of Toxics Link in transnational advocacy networks and domestic governance networks constrains their political agency. The structural exclusion of e‐waste labourers from Indian policy negotiations negates the discursive claims of legitimacy, representation and justice. These incorporation processes create a democratic deficit. I use the insights gained from this case study to provide a critical assessment of theories of transnational environmental activism.  相似文献

There is an urgent demand for the examination of the critical perceptions of new kinds of ‘development’ which are emerging in the Global South in response to—and often opposed to—the global capitalist political economy. This article discusses the case of contemporary Bolivia in which indigenous political alternatives have emerged as the resistance to economic globalization and the powers of capital accumulation, as well as to the cultural and epistemological commitments of the Western order. Through an ethnographic approach, it examines the emergence and shortcomings of the notion of vivir bien—a local, decolonial, indigenous concept of good life—as state policy. It argues that despite its transformative potential, the translation of vivir bien discourses into state practices has not been, to a large degree, achieved.  相似文献

Abstract This article is envisaged as a contribution to the historical sociology of globalization. In it I investigate the idea that from the 1870s peoples beyond Europe were increasingly included into international society. The discussion explores theoretical issues around intercultural engagement, arguing against those who see inclusion in terms of simple co‐option into Western modernity, and in favour of a more subtle co‐production of modern processes and forms of difference. Attention then moves on to examine historical evidence drawn from some knowledge networks involving Africa and India. Inclusion is seen in terms of a very complex and shifting set of engagements, conflicts and modes of cooperation, circumscribed by both racial and elite forms of discourse under the shadow of the growing political instability of empire. The methodology of interpersonal network analysis is also commended as a way of opening up debates about the long‐term history of the dynamics and limits to the emergence of global public spheres.  相似文献
