This paper argues that the role played in educational terms by special schools is being mirrored in welfare by voluntary organisations who provide separate services for disabled children. The impact of the Contract Culture is reinforcing this trend so that the imperative in the Children Act 1989 to integrate is being undermined by the growing role of Voluntary organisations as providers, rather than innovators or advocates. The paper draws on previously published research into the changes in social workers roles in relation to child protection, since the Children Act and a previously unpublished case study in a voluntary sector Project.  相似文献

This study examines the relationship between state-level child welfare spending and two important decision points in the child welfare system: the decision to screen out a referral and the decision to substantiate. The model is estimated using a pooled fractional probit estimator that controls for year effects and state-level clustering. The findings suggest that decreases in state-level child welfare expenditures predict increases in the proportion of referrals that are screened out and decreases in the proportion of maltreatment claims that are substantiated. The results are robust to the inclusion of caseload and federal spending as control variables, to the exclusion of states known to have changed their screening or funding practices during the sample period, and to the use of combined state and local child welfare expenditures as an explanatory variable in lieu of state-level child welfare expenditures. The findings imply that the amount of money a state spends on child welfare may influence important decisions in the child welfare process.  相似文献

This paper focuses on the help‐seeking process in the field of child welfare and, with a view to identifying some of the key conditions which facilitate the process, it examines the ways in which the German system responds to parental requests for help. It is based on recent comparative studies between English users of child welfare and protection services and a similar group in Germany and on discussions with German and English social workers. It is suggested we can usefully learn from the preventative services available in Germany under the Children and Young Persons Help Act (1990) which make both help seeking and help giving more straightforward. Having a child with a disability is considered a barrier to self-sufficiency among welfare recipients. This study examines the impact of children's educational disability on single-mother families' welfare exits and re-entries for a cohort of children in a metropolitan region in Missouri, who were born between 1982 and 1994, and received AFDC/TANF at least once from 1990 through 2008 (N=4,928). A semiparametric proportional hazards model for recurrent events is used to analyze the relationship between a child's educational disability and family welfare exit and re-entry. Results show that families with children with disabilities (the disability group) are less likely to exit and more likely to re-enter the welfare system than families with children without disabilities (the nondisability group). After the 1996 welfare reform, the welfare exit rate increases more for the disability group than for the nondisability group, while the welfare re-entry rate decreases less for the disability group than for the nondisability group.  相似文献

This article describes collaboration among a university, a state child welfare agency, and a Native American community organization to develop a culturally driven practice model for urban, Native American child welfare. The approach includes a strategy to build resources to serve Native American clients, a training program for child welfare and court personnel using a culturally responsive curriculum, and an advocacy program that monitors for Indian Child Welfare Act compliance and provides assistance to child welfare workers and the court. The discussion identifies challenges and opportunities in addressing the needs of urban Native American communities. The article concludes with principles for culturally responsive practice for urban Native American child welfare practice.  相似文献

Efforts to improve the public welfare and child welfare system sparked an unprecedented amount of federal legislation in the 1990s, including the Adoption and Safe Families Act of 1997 (ASFA), the Multiethnic Placement Act of 1994 and Interethnic Adoption Provisions of 1996 (MEPA-IEP), and welfare reform. Such reforms allow an unprecedented degree of flexibility, but little is known about their implementation. Researchers administered the Local Agency Survey to the first national probability sample of public child welfare agencies from 1999 to 2000. Findings indicate that ASFA has had the most effect on child welfare service delivery. Welfare reform has had less effect, and MEPA-IEP seems to have had little effect at all.  相似文献

This paper examines the impact of the Child Support Performance and Incentive Act (CSPIA) of 1998 on the establishment of child support orders for never-married mothers who receive welfare assistance compared to those that do not. We primarily focus on the first year of motherhood after the birth of the first child. Using Survey on Income and Program Participation (SIPP) data, we find that CSPIA changed the provision of service by 12 percentage points between these two groups, largely due to a significant increase in child support orders for non-welfare families; CSPIA did not substantially alter the order establishment rate for families receiving welfare.  相似文献

A 2003 amendment to the Child Abuse Prevention and Treatment Act (CAPTA) required states to create developmental screening programs for maltreated infants and toddlers. Programs authorized under Part C of the Individuals with Disabilities Education Act (IDEA) were directed to work with state and local child welfare authorities to develop the screening program. They were also to ensure that additional assessment and intervention was provided when needed. The degree to which this mandate has been implemented varies widely between state and local programs. Some early intervention experts and Part C program administrators have expressed concerns about providers' willingness to serve families referred from child welfare, but there has been no systematic research on this issue. The Professional Interventionist CAPTA Survey (PICS) is a newly developed measure of early childhood intervention providers' perceptions of their responsibilities under CAPTA. The first aim of this study was to conduct analysis of the PICS using a national sample of providers. This study also reports the perceptions of early childhood interventionists about their responsibilities under CAPTA and examines the relationship between worker characteristics and how they perceive these responsibilities. The PICS appears to be useful for examining early childhood intervention providers' responses to CAPTA.  相似文献

Understanding the source of disparities found at decision-making points along the child welfare pathway is essential to understanding and addressing the overrepresentation of African American children. Although research has documented the existence of disparities, it has been less successful in identifying the explanatory factors behind them. Critiques of research examining these disparities have suggested that poverty is likely a stronger explanatory factor than race, yet analyses that include measures of poverty using data from child welfare systems have largely not been conducted. This study uses data from the Texas child welfare system to identify the factors contributing to disparities at the substantiation decision. Given the relationship between poverty and child maltreatment, the analyses control for the effect of family income, as well as other factors related to maltreatment, to better understand the effect of race on this decision-making point. Findings indicate that when family income is controlled, race is not a significant factor in the substantiation decision. However, when also controlling for caseworker perceptions of risk, race emerges as the stronger explanatory factor. This suggests not only an important relationship between race, income, and risk assessment, but also that disproportionality in the child welfare system is a complex phenomenon that cannot be explained by a single factor. These results further demonstrate that the effect of racial bias on decision-making remains an important consideration in understanding the overrepresentation of African American children.  相似文献

Abstract

Important lessons in policy implementation are available to welfare reformers who closely examine the case of the child welfare sys tem. Similarities exist between the Personal Responsibility and Work Op portunity Act of 1996 and the Adoption Assistance and Child Welfare Act of 1980. While substantively the two pieces are very different, current wel fare reform efforts are likely to repeat mistakes made by those implement ing child welfare system reforms in the 1980s and 1990s. Four factors threaten the success of reforms: The vagueness of language; the search for one single solution for all families; insistence on defining the complexity of family problems in extremely narrow terms; and the excessive bureaucrati- zation of service delivery. Policymakers are cautioned to look toward re cent innovations in child welfare for guidance instead of inadvertently repeating missteps.  相似文献

Children who have been sexually abused by a ring of adults present in a way that may confuse and mislead practitioners familiar only with single-offender sexual abuse. Understanding the similarities and differences between single- and multiple-offender sexual abuse is essential in determining the validity of a child's disclosure as well as in carrying out an appropriate treatment plan. Addressing the denial and resistance within the child welfare system in relation to child sexual exploitation by a ring is crucial to a practitioner's effectiveness. Finally, developing a therapeutic parent-child relationship is critical to the families who must live with their child's experience.  相似文献

This article presents the results of interviews with 24 children who had been in contact with child welfare and protection, school counselling or the child psychiatric clinic in a suburban community in Norway. The interview was constructed to cover the children's daily life and positive and negative life events, as well as their contact with the child welfare services. The results showed that the majority of the children lived rather structured lives within a variety of family constellations. Many children had little information about their contact with the child welfare services, and consequently had difficulties evaluating the effects of the assistance received. Their confidence seemed to depend upon the personal relationship established with the counsellor. The results can be used to counterbalance the bias from ‘problem- or deviant-oriented' research by focusing on competence and resources to get a realistic representation of client children's lives. SUMMARY. This article traces the developing recognition of children's rights, both at an international and national level. The UN Declaration of the Rights of the Child in 1959 and the UN Convention thirty years later provide a context within which a child's right to self-determination and autonomy have gradually become more central. The tensions between listening to children's views and the welfare of the child are examined, in relation to the Children Act, and the case is made for the need to move beyond conventions towards empowerment.  相似文献

This paper examines the relationship between family support and the health of children. The impact of the decline in the structural support for child rearing is considered first, followed by an examination of the health effects of support provided in home visitation programmes. Finally, the health and welfare effects of the provision of day-care services for children are considered. Because the validity of evidence from properly conducted randomised controlled trials is more readily assured than with other study designs, particular emphasis has been given to the results of experimental evaluations.  相似文献

Child welfare systems throughout the United States are being closely scrutinized as sensational cases appear in the media in nearly every state. At the federal level, with the Child and Family Service Review process, the government is documenting that states across the country are not conforming to federal child welfare requirements (DHHS, 2007) put in place to ensure the safety and wellbeing of children. One of the most crucial underlying causes of these inadequacies is a workforce that lacks the manpower for the tasks it confronts. To meet performance standards for the seven major Adoption and Safe Family Act child welfare safety outcomes, child protection agencies must stop the outward flow of staff from the workplace. This paper presents a study examining correlates related to retention. It was found supervisors and co-workers play a crucial role in the retention of workers. Strategies are presented aimed at assisting states in ways to slow the turnover rate of workers in child welfare.  相似文献

The concept of continuity--keeping children within their own kinship, community, and cultural networks--has found international favor in contemporary child welfare practice. This principle is reflected in the 1989 New Zealand Children, Young Persons, and Their Families Act. The Act represents a significant shift--from the state to the family--in responsibility for children in need of care. The increasing use of the Family Group Conference process allows families to make decisions about the future of kin children and reflects the belief that, although most abuse is intrafamilial, the family will also be the most committed to keeping the child safe. Other countries have adapted this model to suit their own cultural child welfare needs. The international trend toward formal use of kinship care for children who have suffered abuse or neglect is likely to continue as foster care resources shrink. Drawing on qualitative research, this article describes the experiences of caregivers and their kin children who have been the subject of a care and protection order.  相似文献

A number of child welfare policies have reinforced the use of kinship care as the most preferred placement for foster children, reflecting the philosophy that maintaining children within their own extended family system contributes to their stability and well-being. Given the growing utilization and legislative emphasis on kinship care along with the push for an immediate implementation of permanency plans for children in foster care, this study examines how the permanency goal under the 1997 Adoption and Safe Families Act (ASFA) is being implemented and achieved. The reunification and permanency placement (adoption or legal guardianship) outcomes of children in relative and non-relative care are analyzed, focusing on the experiences of young children. Based on public child welfare agency data from 2000 to 2003, child, case, and placement variables are explored to identify which set of factors best explains case outcomes. The present study identifies the total length of foster placement (kinship and non-kinship), the length of family maintenance services, and the number of placement changes as the most important variables in determining family reunification and permanent placement (legal guardianship and adoption) outcomes for young children.  相似文献

Most studies of ethnic disproportionality in child welfare examine data in one of two ways: a point in time approach or an entry cohort approach. While each provides insight into disproportionality, neither gives a full picture of the differences among ethnic groups in the experience of the child welfare system over time. This study uses longitudinal administrative child welfare data to examine ethnic disproportionality in involvement with the child welfare system during the first seven years of life at three levels of contact: (1) initial referrals, (2) substantiated referrals, and (3) first entries. Findings suggest the experience of African American families, and probably Native American families, with the child welfare system is much different from other families.  相似文献

The Relationship of Welfare Receipt to Child Outcomes   总被引:1,自引:0,他引:1  
Welfare receipt often is correlated negatively with children's cognitive and behavioral outcomes. Yet, virtually all children in households that receive public assistance are poor, prompting the question of whether poor outcomes are an effect of welfare, a spurious relationship between welfare and child outcomes, or a result of welfare selection. Using the NLSY-CS, these possibilities are examined by controlling for poverty and for selection into welfare. Controlling for child and maternal characteristics accounts for the majority of bivariate associations between welfare and outcomes among Black children. Controlling for poverty does little to change the relationship between welfare and outcomes for Black or White children. Controlling for selection into welfare further reduces the relationship between welfare receipt and outcomes among White children and has little discernible effect among Black children.  相似文献
