‘Welfare dependency’ has become a key term in policy debate in the United States and, more recently, Australia. In this article I explore the intellectual origins of the term, looking specifically at the writings of George Gilder and Charles Murray, two commentators whose (often polemically presented) ideas were influential within the Reagan Administration and have been at the forefront of a conservative renewal in welfare debate generally. Although others have subsequently refined some of their arguments and proposals, the authors' central claim that welfare causes dependency and thus unemployment and poverty – and that welfare reform therefore needs to focus on changing the behaviour of welfare recipients rather than providing employment opportunities – has had a lasting political impact, in Australia as much as in the US.  相似文献

Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW.  相似文献

This article analyses the patterns of reform in care policies in Bismarckian welfare systems since the early 1980s. Based on a comparison of France, Germany, Belgium and the Netherlands, the article shows that these reforms share similar logics and trajectories, which can be explained by the shared conservative and corporatist traits of Bismarckian labour markets and welfare state institutions and their impact on labour market adjustment possibilities and preferences. Indeed, we argue that care policy reforms have been very closely linked to specific employment strategies, and the politics of welfare without work and subsequent attempts to shift away from such a labour-shedding strategy go a long way in explaining both the nature and the timing of child- and elder-care policy reforms in Bismarckian welfare systems. The article also shows how a focus on promoting ‘free choice’ in all four countries has justified the introduction of measures that have simultaneously reinforced social stratification in terms of access to the labour market – meaning that some women have much more ‘free choice’ than others – and weakened certain labour market rigidities. To conclude, we argue that care policy reforms have provided a backdoor for the introduction of labour-cheapening measures and for increasing employment flexibility in otherwise very rigid labour markets.  相似文献

This article on the Italian case is based on recent trends in labour market reform. We critically review the reform approach adopted in recent years, mainly centred on marginal legislative reforms in employment contracts. The diffusion of flexible labour contracts, especially among the younger generations and women, together with a welfare system still based on employment seniority and job characteristics, have reinforced the segmentation of the Italian labour market and social inequalities. The absence of a negotiating strategy in introducing reforms has also increased social conflict. These trends ask for a comprehensive reform of the welfare system and for active policies to support labour market transitions, a reform which is increasingly considered in the current political debate.  相似文献

Welfare reform has had dramatic repercussions for millions of adults andchildren in the country. So far, the results of the "naturalexperiment" of welfare reform have shown both benefits and problems. Although welfare reform became law in 1996, there have been legislativerevisions and other policy changes aimed at making the law moreeffective and less punitive. The latest research indicates that welfare reform has had a major impact on the number of people who are receiving welfarebenefits but not on the income of former welfare recipients. Research also suggests that there are families who are suffering as a result of welfare reform. The impact of demographic ageing on the sustainability of pensions has become the focus of heated debate in Europe, as governments try to reform their welfare systems. Among the most vocal opponents of the reforms are employers' organizations and managements, trade unions and individual workers. The article looks at the issues at stake and the relevance of social dialogue, despite difficulties, for reaching consensus among all stakeholders on acceptable labour market and pension reforms. These have to be comprehensive and free from ideological a priori assumptions. Specific examples of available options are mentioned, including Finland, Denmark, Spain and the United Kingdom.  相似文献

The debate between Veit‐Wilson and Atherton raises key conceptual questions for the analysis of welfare states. Veit‐Wilson, in particular, focuses on the important, but strangely neglected question of when and why a state qualifies as a welfare state. Atherton usefully draws attention to historical debates about the legitimate purposes of state welfare policies and worthy recipients of state benefits, particularly in the Anglo‐Saxon countries. His contribution may draw our attention to the shifting meaning of concepts (such as poverty) over time. In this contribution I seek to broaden the debate. First, without underestimating the importance of such criteria, rather than presenting one single (normatively based) “discriminating criterion” defining welfare statehood, I argue that other conceptions of “the welfare state” may be useful as well—so long as analysts are clear and explicit about how they are using the phrase. Second, in the current conjuncture of the perceived “transformation” perhaps even “destruction” of the welfare state, historical and comparative research grounded on clear and explicit concepts is crucial.  相似文献

I argue here that, while welfare reform policy and the disability rights movement appear to share a common agenda based on the belief that disability is a social creation which can be remedied by way of increased access to employment and social resources, their world views and objectives could not be more at odds. By demonstrating how welfare reform policy makers have opportunistically appropriated the language which frames the disability rights movement and, in the style of Orwell's Newspeak, used it to conceal an agenda which actually aims for the reverse of what it promises, I seek to show that what is being promoted as a means for increased access to a better life for disabled people could be more aptly described as a gateway to poverty.  相似文献

Following its election victory, the Labour government embarked on a programme to reform fundamentally the United Kingdom's post-war welfare state. The reforms are outlined in a number of government policy consultation papers and are intended to address neo-liberal concerns about the welfare state, although neo-liberal panaceas have been rejected in favour of a "third way". Strongly influenced by Mead, Layard, Giddens and Field, the government's welfare reform package is premised on a conception of citizenship that emphasizes equally the importance of "entitlements" and "obligations", especially the obligation to work. We argue that this reform approach is inherently flawed: it presumes that the poor are without work because they lack appropriate incentives, not because they lack jobs that will lift and keep them out of poverty. We argue that the government's welfare reform strategy is contradictory: while it aims to ameliorate poverty, the emphasis on obligations and compulsion may have the effect of reinforcing existing economic and social divisions. In approaching the second millennium, there is a clear need for a robust interventionist approach to welfare which emphasizes the right to a satisfactory standard of living.  相似文献

This qualitative study sought to identify dignity‐based practices in a Norwegian activation programme ? the Qualification Programme. Some welfare recipients are likely to experience shame in connection with their interaction with the welfare system. Previous research suggests that a dignity‐based approach could help welfare recipients to avoid such negative experiences. The operational components of dignity have been identified as autonomy, empathy and rights. Data gathered through individual interviews with participants and activation workers were examined using interpretative phenomenological analysis with a focus on exploring respondents’ perceptions of events to which they ascribe meaning. The findings indicate that accounts of empathy were common, but that the study’s participants seldom reported experiencing that their autonomy and rights were enhanced. Participation in the programme appeared to undermine the participants’ dignity, particularly when individual needs were overlooked. An underlying reason could be the current move away from a comprehensive understanding of service users’ different needs and to a narrow focus on employability.  相似文献

After the election of a neo‐liberal provincial government in 1995, Ontario was at the forefront of work‐based welfare reform in Canada. Many of the sweeping reforms carried out under the banner of the “Common Sense Revolution” received widespread coverage: for example, reductions in welfare rates, the introduction of the Ontario Works programme, the adoption of a zero‐tolerance policy for so‐called welfare fraud, and changes to the rules relating to common‐law spousal relationships. However, much less attention has focused upon significant changes to the ways welfare is delivered. This paper critically interrogates a number of key changes to the Service Delivery Model in Ontario. After the passage of federal legislation in 1995, national entitlements to welfare have been terminated, replaced with local responsibility; this decentralization is changing not only the hierarchy of the regulation of poor people, but also the form and function of provision. In particular, there is evidence of the reinvention of administration towards the micro‐regulation of job search and personal behaviour and the deterrence of welfare receipt as applicants and recipients are bureaucratically disentitled. Although administrative practices have historically acted as a secondary barrier to welfare receipt, the paper suggests that the current incarnation of work‐enforcing reforms could be especially significant as the worlds of welfare and work continue to change.  相似文献

“Risk” is a word that has become common currency in the financial services industry in general, and in the pensions industry in particular. This article critically examines its use in the context of the current debate about UK pension reform. “Risk” is used by a broad spectrum of interests to discuss a wide range of pension issues in a variety of contexts. The article outlines key theoretical perspectives on the nature and construction, or conceptualization, of risk. Their relevance to debate and policy initiatives, particularly public pension policy, is examined. It is suggested that current government policy is failing to carry with it those to whom the policy applies; that reforms implicitly, if not explicitly, underestimate the importance of “security”; and that failure to conduct a much broader debate about the fundamental notions of work, retirement, saving and security may simply condemn the UK to interminable pension reform.  相似文献

Social policy debates are informed today by a rhetoric of the ‘politics of community’ which focuses on problems of social fragmentation and exclusion in the new era of globalisation. While this rhetoric was earlier associated primarily with debate on social justice, it now more frequently relies on notions of social order, notably in the Federal Government's welfare reform agenda. ‘Community ‘ is thus a central and dynamic focus of debate, especially in relation to the arguments over ‘social capital’. The most important question in this project of ‘reconstituting community’ is the kind of community likely to emerge under globalisation: which question cannot be raised without shifting the current focus on social order back to one on social justice.  相似文献

Outcomes of social policies have always been mediated by the discretionary agency of front‐line staff, processes which nevertheless have received insufficient attention in policy evaluation and in the social policy literature more broadly. This article takes the case example of the policy reforms associated with the Australian government's welfare‐to‐work agenda. Drawing on two discreet research projects undertaken at different points in the policy trajectory, the practices of social workers in Centrelink – the Commonwealth government's primary service delivery agency involved in welfare‐to‐work – is examined. Centrelink social workers have been and remain one of the core groups of specialist staff since the Department's inception in the late 1940s, working to improve the well being of people in receipt of income security. Their experiences of the recent past and their expectations of the future of their professional practice as welfare reform becomes more entrenched are canvassed. In summary, the discretionary capacity of the Centrelink social workers to moderate or shape the impact of policy on income security recipients is steadily eroding as this group of professionals is increasingly captured by the emerging practices of workfare.  相似文献

First, the counterfactual problem is that in the real world schemes and their reforms do not coexist simultaneously and are hard to compare. Second, the contextual problem derives from the absence of comparable measures for change. Microsimulation helps to overcome these problems. It compares policy options – actual reforms or reform plans – simultaneously and provides a comparable measure: the disposable income of model families. This article uses a type–case approach to investigate recent reforms of the German parental leave benefit. Simulation makes those reforms comparable over time and across countries. Results show that the profile of the German scheme is changing from 'general family' towards 'dual-earner' support. Furthermore, the recent reforms make the German scheme converge towards the Swedish leave scheme. The recent reforms introduce a new concept of fairness and a focus on gender equality to German family policies.  相似文献

Since the economic crisis of 1997–98, the Republic of Korea has carried out vigorous social policy initiatives including the reform of the National Pension Programme and National Health Insurance. This paper seeks to answer whether the country's welfare state has moved beyond welfare developmentalism, by examining the cases of those two programmes. By the reform, the coverage of the National Pension Programme was extended to the whole population; and its financial sustainability and accountability were enhanced. Regarding National Health Insurance, efficiency reform was carried out on the management structure, while reform regarding financing was put on hold. These reforms were in clear contrast to the welfare developmentalism that used to place overwhelming emphasis on economic considerations. Despite these reforms, however, the Republic of Korea's welfare state faces the issues of ineffectual implementation and lack of financial sustainability of social policy. The National Pension Programme has failed to cover the majority of irregular workers, whose numbers are on the increase, and National Health Insurance needs to find a way to meet increasing health expenditure.  相似文献

This research note investigates how people combine their views on two radically opposing welfare reforms: a universal basic income and a fully means-tested welfare state. Using data from the 2016–2017 European Social Survey, we found that support for transformative welfare reform is rooted in perceptions of the performance of the current system. The preferred direction of reform, however, strongly depends on the specific aspects of the welfare state people are happy or unhappy with. At the country-level, we show that underperforming welfare states—in terms of higher poverty rates and lower social spending—increase popular demand for transformative welfare reform, in either direction. These findings are of crucial importance for ongoing debates about the future of the welfare state.  相似文献

Hohmeyer K, Wolff J. A fistful of euros: is the German one‐euro job workfare scheme effective for participants? Welfare reforms have constituted a major policy issue in many OECD countries in recent decades. In Germany, a major reform in 2005 emphasised the activation of welfare recipients and introduced a workfare programme –‘One‐Euro Jobs’– on a large scale. In the present study, the impact of one‐euro jobs on the employment prospects of different groups of participants was estimated. The analysis was conducted on a large sample of welfare recipients using propensity score matching. The sample of one‐euro job participants and other welfare recipients was drawn from administrative records comprising all those who started their participation in the programme in early 2005. Our results showed that participation slightly improved the medium‐term employment prospects for women but not for men. Participation reduced the employment rate of participants younger than 25 years but raised it for some of the older participant groups. In conclusion, one‐euro jobs are effective for participants who have been jobless for several years but ineffective for participants who were recently employed.  相似文献

This paper is about the most recent reforms of cash benefit systems and the sociopolitical debate in eight European countries. The welfare state and the social security system rank high on the political agenda. After many years of economic crisis, with increasingly widespread unemployment and changed family patterns, the welfare system that developed in most western European countries since the end of the Second World War is the focus of attention. In a world of increasing international trade, with competition from countries — in eastern Europe and Asia as well as the United States — which have not developed such comprehensive systems of social security, one of the main issues in the debate is whether western Europe can afford to maintain welfare at the existing level, or whether it is necessary to make fundamental changes. But the discussion also centres on what can be called the welfare state's own internal problems.  相似文献
