The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献

This article addresses the growing disjuncture between urban and national policies regarding the incorporation of labor migrants in Israel. Drawing on fieldwork, in‐depth interviews with Tel Aviv municipal officials, and archive analysis of Tel Aviv municipality minutes, we argue that urban migrant‐directed policy elicits new understandings of membership and participation, other than those envisaged by national parameters, which bear important, even if unintended, consequences for the de facto incorporation of non‐Jewish labor migrants. The crux of the Tel Aviv case is that its migrant‐directed policy bears especially on undocumented labor migrants, who make up approximately 16 percent of the city's population and who are the most problematic category of resident from the state's point of view. In demanding recognition for the rights of migrant workers in the name of a territorial category of “residence,” and by activating channels of participation for migrant communities, local authorities in Tel Aviv are introducing definitions of “urban membership” for noncitizens which conflict sharply with the hegemonic ethnonational policy. We suggest that the disjuncture between urban and national incorporation policies on labor migrants in Israel is part of a general process of political realignment between the urban and the national taking place within a globalized context of labor migration.  相似文献

Considering the ongoing, record-setting migration in the Global South, this paper explores the values, principles and ethical tensions of Venezuelan migrants in the informal economy of Colombia. We found that migrants frequently prefer to stay within the informal economy as a way of preserving their identities, values and principles, rather than adopting those of their new country. This choice sets up ethical tensions for the migrants and their host countries. Our analysis challenges the current policy goals of transitioning migrants from informal to formal economies as a mark of success and inclusion. Instead, we attempt to recognize the migrant voice and their agency capacity through our research using focus groups and applied thematic analysis (ATA) of popular music and narratives. Our findings broaden the understanding of why migrants choose to stay in the informal economy and challenge policy goals that focus on inclusion and integration of migrants into formal economy.  相似文献

Mainstream migration research examines migrant integration mainly as a function of integration policies in the country of destination, paying relatively little attention to policy frameworks in the country of origin. In this article we introduce the concept of “integration constellations” in order to describe multiple actors and actions involved in migrant integration in Europe. The analysis of such constellations includes policies frameworks produced by countries of destination and by countries of origin along with activities by civil society organizations. Our study encompasses all these actors in examining three empirical cases: Chinese student migration to the UK, Iranian refugees in Sweden, and Ukrainian labour migrants in Poland. These examples illustrate how actions by the states of origin and of destination can either complement or oppose each other. Although we concentrate on just three dimensions of integration (education, labour market and political participation), we point out the multidimensional reality of migrant integration.  相似文献

Interstate migration in developing countries is a key income generating strategy for low-income households. In India, despite the importance of migration between states, interstate migrants continue to face significant integration barriers in their destination states. The impact of state borders on migration within India is significant and large. This study presents one of the first attempts at creating a set of indicators to understand the role of state-level policies for the integration of interstate migrants in a developing country. After illustrating the process behind the creation of this tool and the tool in itself, we compare seven of the major migrant destination states of India, based on their policy frameworks relevant to the integration of interstate migrants. Out of these states, we found that Kerala state is the most inclusive of interstate migrants but that overall, policymakers in the considered Indian states have a long way to go to improve the integration of interstate migrants.  相似文献

In this article, we start out from theoretical concepts about different types of migrants that feature prominently in the immigration literature. By applying latent class analysis to a unique ‘mini-panel’ data set on recent Polish and Turkish immigrants in Germany, we identify two types of migrants that are in line with the literature, namely settlers and target-earners. We label a third group that is best described as educational target-earners: ‘young learners/professionals’. Regarding variation in these groups’ early sociocultural integration patterns, results suggest that they reflect primarily differences in migrants’ intention to stay, individual resources such as education, and opportunities for integration related to newcomers’ involvement in the educational system or labour force. In sum, migrant types – though certainly more intuitively appealing and vivid than single ‘variables’ – seem to have limited explanatory power when it comes to predicting newcomers’ early integration trajectories.  相似文献

Remittances and well-being among rural-to-urban migrants in China   总被引:1,自引:0,他引:1  
The main objective of this paper is to propose a systematic approach to empirically analyse the relationship between sending remittances and the utility of migrants, as proxied by their subjective well-being (SWB). Using data from a new survey on China, we estimate models in which a SWB measure is regressed on the level of remittances, finding a sizeable positive correlation. The estimates vary with the socio-economic characteristics of migrants, migration experience and the diversity of family arrangements. As a complementary objective, we use SWB measures to elicit the motivations behind remittances, finding evidence that both altruistic and contractual motivations are at work among rural-to-urban migrants in China.  相似文献

In this study, we examine migrant stigma and its effect on social capital reconstruction among rural migrants who possess legal rural residence but live and work in urban China. After a review of the concepts of stigma and social capital, we report data collected through in-depth interviews with 40 rural migrant workers and 38 urban residents recruited from Beijing, China. Findings from this study indicate that social stigma against rural migrants is common in urban China and is reinforced through media, social institutions and their representatives, and day-to-day interactions. As an important part of discrimination, stigma against migrant workers creates inequality, undermines trust, and reduces opportunities for interpersonal interactions between migrants and urban residents. Through these social processes, social stigma interferes with the reconstruction of social capital (including bonding, bridging and linking social capital) for individual rural migrants as well as for their communities. The interaction between stigma and social capital reconstruction may present as a mechanism by which migration leads to negative health consequences. Results from this study underscore the need for taking measures against migrant stigma and alternatively work toward social capital reconstruction for health promotion and disease prevention among this population.  相似文献

In recent years, public discourse and political actors have increasingly used a deservingness rhetoric to refer to the arrival and permanent settlement of migrant groups. However, scholars have drawn on the concept of deservingness without developing a clear theoretical framework for it. Following our recent work on the migrant deservingness framework, in the present study we use the CARIN criteria (Control, Attitude, Reciprocity, Identity, Need) to establish the extent to which host nationals in eight nations impose conditions towards accepting permanent settlement among migrants. Specifically, we examine the links of these deservingness perceptions with news media consumption in seven European countries and Colombia using online survey panel data (N = 12,142). Our findings indicate that consuming news via commercial television and in popular newspapers, in particular, is linked to greater conditionality regarding migrant settlement. Consuming public television or quality news sources is only weakly linked to (reduced) conditionality. We discuss these findings using the migrant deservingness framework.  相似文献

In this study, we use data of the German Mikrozensus to explore first and second birth behavior of migrants’ descendants. Whereas prior waves of the Mikrozensus only included respondents’ citizenship, in the survey years 2005 and 2009 also parental citizenship has been surveyed. This allows us to identify respondents’ migrant backgrounds, even if they have German citizenship. We distinguish those who migrated as children (1.5 generation) from those who were born to Turkish parents in Germany (second generation migrants). We compare both migrant generations to German non-migrants. Using discrete-time hazard models, our results show that 1.5 generation migrants have the highest probability of having a first and second birth, while German non-migrants have the lowest birth probabilities. The second generation lies in-between. This pattern also persists after taking the educational attainment of respondents into consideration. However, there seems to be an adaptation of highly educated second generation Turkish migrants to non-migrant Germans: we find no significant differences in the probability of having a first birth in the two groups. For second births, we do not find this pattern which might be related to the young age structure in the sample of second generation migrants.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

In this paper it is argued that subjective well-being (SWB) of the individual depends on two types of variables. The first type consists of characteristics of the individual himself, such as age, health, income, etc. The second type of variables consists of the characteristics of the individuals belonging to his reference group. The vast literature about happiness, quality of life, and well-being informs us extensively about the effects of objective variables. How the second type affects well-being is much less investigated. It is argued that the concept of well-being inequality cannot be properly defined without taking the referencing process into account. The reference effect depends on how frequently individuals compare with others and on the degree of social transparency in society. We attempt to give a structural embedding of the idea of reference groups in SWB-models. In this paper we employ the reference-extended model for incorporating in happiness studies the concept of inequality in happiness or SWB. Finally, we plead for an extension of the present happiness paradigm by setting up a new additional agenda for empirical research in order to get quantified knowledge about the referencing process. As a first step we suggest a new question module to be included in new survey questionnaires.  相似文献

Migrant entrepreneurship has been recognized as a form of integration in the country of destination and a viable alternative of decent and sustainable employment for migrants. Laws and policies can create barriers or support migrants who start a business in the country of destination. Despite their importance, these laws and policies have received scant attention from academic scholarship. By applying the mixed embedded approach, this article analyses the institutional and policy framework for migrant entrepreneurs in European Union (EU) and Organisation for Economic Cooperation and Development (OECD) countries, and how this framework varies according to the migrants’ individual legal status and gender. In order to do so, this article draws upon the findings of two different studies conducted on the topic. The first one analyses the national institutional framework for migrant entrepreneurs of these countries. The second study consists of a review of measures to foster migrant entrepreneurship in the same sample of countries. On the one hand, this article shows that the institutional framework restricts access to self-employment for some categories of migrants (e.g. based on their legal status). On the other hand, a wide range of measures are now available to support migrant entrepreneurs. However, these measures treat them as a rather homogeneous group. These findings suggest that the fact that some migrants are less engaged in self-employment or face more difficulties may be explained by the lack of institutional opportunities and policy support.  相似文献

This study examines the effect of adult Chinese migrants’ geographic distance from home on their intergenerational relationships with parents who remain behind. We compared monetary and family care support as well as emotional relationships among four parent-child groups: older adults and international migrant children, older adults and internal migrant children (who migrated to other cities in China), older adults and coresiding children, and older adults and local children (living in the same city as their parents). Data were derived from 332 older adults in Beijing, China, with at least one child who migrated to another country or city. Results from chi-square tests, anaylsis of variance (ANOVA) tests, and regression analyses indicate that international and internal migrant children maintain similar intergenerational relationships with their parents, and that both of those groups are less likely than coresiding and local children to have family care exchanges and emotionally close relationships with their parents. The results may help professionals develop supportive services and policies for older adults in migrant families.  相似文献

The adjustment of migrants to Surabaya, Indonesia was examined with respect to occupation and housing characteristics. The data are based on information obtained in interviews from a multistage random sample of 600 residents of Surabaya between the ages of 20-44. Both females and males were interviewed and information on occupation was also collected for the spouses of respondents. In the analysis, 3 comparison groups were used: migrants to the city within the 5 years previous to the survey; migrants who moved in 1969 or before; and lifetime residents of Surabaya who were either born there or moved before the age of 15. The analysis used 2 methods to determine the extent and nature of adjustment. In the first, migrants of short and long durations of residence were compared to determine if change on the aggregate level has taken place and to indicate the direction of change. A control group of lifetime residents was used to determine whether the migrants are coming to resemble the characteristics of the native urban population. The 2nd, and equally serious problem, involves outmigration, in which migrants selective of certain characteristics leave the city either to return to the rural area or to move to another city. Initial comparisons between recent migrants, longterm migrants, and lifetime residents revealed no significant differences for either employment status or occupational skill. By occupational skill, approximately 35% had unskilled occupations, 27% semiskilled occupations, and 37% skilled occupations, with no significant difference by migrant status group. Overall, the distributions showed this sample to have significant concentrations in traditional, labor intensive employment, with a large percentage self employed. Controlling occupational skill for education showed somewhat different results. Those with primary school or less did not show a significant difference by migrant status, while among those with more education there was a significant difference. The longterm migrants wree overwhelmingly employed in skilled occupations. Initial analysis showed no significant difference in housing quality for each of the 3 migrant status groups. Recent migrants to the city were having no more difficulty in finding housing than changing migrants and lifetime natives. Housing conditions appeared to improve with duration of residence in the city, either through residential mobility or through improvements to the dwelling. That housing showed improvement with time, while occupation did not, may be because of the nature of each of the markets.  相似文献

In this article, we present and explain a bio-psycho-social model of successful aging with subjective well-being as a criterion of a successful aging process. We focus on physical activity because it is a crucial behavior. Physical activity can support successful aging in two different ways: first, due to its physiological and cognitive effects, and Second, an older person can enhance subjective well-being (SWB) while being physically active. The model points out that an older person can regulate SWB. To do this, an older person should set and pursue personally and culturally valued goals. The strength of the association between setting a goal and goal pursuance, respectively, and SWB depends on the extent a person is able to satisfy psychological needs (autonomy, competence, relatedness). But, the decision as to which goal will be set and pursued does not belong to the older person exclusively. The bio-psycho-social model explains that the chance to enhance SWB is restricted by personal dispositions (e.g., physiological constitution, psychological factors) and social–structural constraints (e.g., predominant stereotype of aging, facilities especially for target groups). In this article we compare the perceived cultural integration challenges by young Spanish migrants in Germany with the support offered by one national government initiative and one local migrant organisation. Based on qualitative interviews, we identified four inequality-related and interrelated challenges: personal relationships, housing, company culture and bureaucracy. Our findings show that MobiPro-EU, as an example of a government initiative, emphasises labour market integration and thereby neglects the cultural dimension of integration. The German-Spanish Association, which is a regional example for migrant self-support, lacks the financial means, staff and geographic scope to provide large-scale support. We conclude that both initiatives follow a different support strategy and demonstrate shortcomings in supporting migrants. As a consequence, particularly for migrants who cannot draw on social support, for instance provided by their personal networks, the absence of effective support measures can negatively affect cultural integration into society as well as career development.  相似文献

Nations across the world and through time have used skilled migration mechanisms to boost economic growth and workforce competitiveness. However, effectively using these talents from abroad and transforming this collective human capital into valuable social capital is an on‐going challenge. This study applies a case study analysis of skilled migrants from China and India in South Australia and finds that there are multiple barriers to the successful integration of skilled migrants. These barriers tend to block the effective utilization of migrants’ skills and reduce the ability to advance social capital in the community. The study concludes by putting forward various policy recommendations to overcome these obstacles and outlines ideas for an effective application of a skilled migrant programme.  相似文献

Until recently, migrant health policies have been overlooked as a topic of policy analysis. Although interest in the issue has developed in parallel with the progressive acknowledgement of the presence of unhealthy migrants and the transformation of welfare states and policy dynamics in Europe, studies on migrant health policies have often focused on the state as a unique unit of observation while hindering the role played by other institutional and non‐institutional actors taking part in the migrant health multi‐level governance. This contribution will bridge this gap, deconstructing the various actors and levels involved in migrant health policymaking from a multi‐level perspective. By critically reviewing migrant health policy research and discussing it with the new MIPEX Health Strand, this contribution suggests a more encompassing perspective in the analysis of migrant health policies and processes, looking at the different players at stake in this multifaceted policy field.  相似文献

The article brings the concept of the immobile left-behind population into the migration infrastructure debates focusing on countries of migrants' origin. Drawing on an analysis of government's migration policy in Kyrgyzstan and interviews with stakeholders in rural areas, the article concludes that the government relies on a traditional sectoral approach and agriculture in this regard and stands separately from mobility contexts. The policy discourse around outgoing migration focuses on mobility but less engages with return migration and the situation with left behind. We show how remittances-dependant country keeps migration policy as a non-active management tool. A starting point for a more holistic policy approach that includes the left-behind population would be facilitating discussion of left-behind needs in regions with active outmigration, including a wide range of stakeholders from migrants, family members, local authorities and migrant organizations. That would require essential changes in how policies are formulated and implemented, including introducing a cross-cutting and multi-level governance approach.  相似文献
