Existing accounts of the Islamic State (IS) tend to rely on orientalist and technicist assumptions and hence insufficiently sensitive to the historical, sociological, and international conditions of the possibility of IS. The present article provides an alternative account through a conjunctural analysis that is anchored in an international historical sociology of modern Iraq informed by Leon Trotsky's idea of ‘uneven and combined development’. It foregrounds the concatenation of Iraq's contradictory (post-)colonial nation-state formation with the neoliberal conjuncture of 1990-2014. It shows that the former process involved the tension-prone fusion of governing institutions of the modern state and the intermittent but steady reproduction, valorization, and politicization of supra-national (religious-sectarian) and sub-national (ethno-tribal) collective identities, which subverted the emergence of an Iraqi nation. The international sanctions regime of the 1990s transformed sectarian and tribal difference into communitarian tension by fatally undermining the integrative efficacy of the Ba’ath party's authoritarian welfare-state. Concurrently, the neo-liberal demolition of the post-colonial authoritarian welfare states in the region gave rise to the Arab Spring revolutions. The Arab Spring however elicited a successful authoritarian counter-revolution that eliminated secular-nationalist forms of oppositional politics. This illiberal neoliberalisation of the region's political economy valorised the religionisation of the domestic effects of the 2003 US-led destruction of the Iraqi state and its reconstruction on a majoritarian basis favouring the Shi’as and hence transforming sectarian tension into sectarian conflict culminating in IS. Thus, IS is, the paper demonstrates, the result of neither an internal cultural pathology nor sheerly external forces. Rather, it is the novel product of an utterly historical congealment of the intrinsically interactive and multilinear dynamics of socio-political change.  相似文献

A central question facing transnational civil society campaigns is where they can exercise power most effectively in a globalising world. Is the nation state still a worthy site for struggle, or has power shifted significantly to the international arena? Taking transnational debt campaigning as a case study, and using Robert Cox’s concept of the internationalising state, this article examines these questions. While building common cause transnationally, and developing a transnational profile, were important dimensions of debt campaigning, the evidence from the study is that debt campaigns focussed strongly on national governments in order to influence international decision-makers. In this context, the article argues that transnational debt campaigns were re-articulating their governments towards greater accountability to domestic societies, countering the thrust towards the internationalisation of the state.  相似文献

The expansion of the welfare state during the 20th century has altered the conditions shaping the formation of ethnic organizations. Drawing upon research in the divergent fields of social policy, immigrant communities, and social movements, this article argues that social welfare programs promote or suppress ethnic organizations depending on how they affect an ethnic community's institutional completeness. This welfare state channeling theory is contrasted with ethnic competition and resource mobilization explanations for the formation of ethnic organizations. An analysis of 800 Indochinese refugee associations finds that public assistance has no effect on the prevalence of these organizations, but that privatization of federal social service expenditures does, thus partially supporting the welfare state channeling theory.  相似文献

The discipline of epidemiology, which holds major influence on public health policy as well as on clinical medical practice, has in recent decades to a large extent been concerned with the identification of factors and markers of risk for disease. Much health information and intervention is thus informed by a wealth of studies on a variety of risk factors, of which the individual is encouraged to keep informed and to be responsible about. Meanwhile, risk factor epidemiology has been subject to intense debate, both within and outside the discipline. The following review offers an overview of critical intradisciplinary debates. It then opens discussion on three partially overlapping areas where social theory has been called upon to contribute to epidemiological inquiry, namely analysis of macro‐social determinants of health and disease, of categories of human difference and of embodiment. The review ends with, and is motivated by, a plea for further integration of and dialogue between epidemiology and social theory.  相似文献

This commentary critically discusses recent legislation promulgated in Nepal to safeguard older people's rights and promote their well-being. Using a human-rights–based framework, the legislation is analyzed for its strengths and weaknesses. Emphasis has also been placed on discussing various aspects overlooked by the legislation, such as changing family structure, relations, and social values; the impact of employment structure and migration; and, importantly, maintaining a desired balance between the roles of the state and of the family in providing social security, support, and care to older people. Efforts have been made to reflect the promulgated law in light of the contemporary developments taking place globally, particularly in regions of Asia. Areas for future policy work are also identified in order to make legislation more inclusive and effective.  相似文献

It is argued that the theory of negotiated order, which has remained largely submerged within a series of fairly specific “grounded” case studies of occupations, professions, and complex organizations in the health field, has a number of attractive qualities to it. As such, it represents one of the more exciting recent developments in the study of organizations The present paper examines the more recent historical origins of the theory, summarizes its major points, and critically assesses its strengths and weaknesses. Since most of the substance of the theory is found in studies of health professionals working in hospital settings, the examples used here are also derived from this particular body of literature. Some future possible directions which we believe will improve the overall explanatory power of the perspective are presented in the concluding section.  相似文献

Abstract

Sex work has been identified as an important dimension of the ‘survival circuits’ which have developed in the majority world in the context of neo-liberalisation, as a response to the deepening misery of the Global South. Yet while much research has explored the role of sex work in contexts of ‘neo-liberal’ regimes of capital accumulation, few have paid sustained attention to sex work in regimes which are not purely ‘neo-liberal’. Drawing on data with sex workers across 10 cities in Argentina gathered between 2007 and 2014, this article examines multiple spaces of sex workers' lives, including the workplace, the home, and the state in a context of what has been dubbed ‘neo-developmentalism’. It argues that sex work contributes multiple forms of value and subsidies for the state and capital. First, sex work provides a subsidy in the form of the provision of ‘employment’; second, female sex workers provide unwaged reproductive labour in the family; and third, in the labour movement. Yet despite these three contributions to the reproduction of the working class and therefore of capital, the state undermines sex workers' capacities through violence and sustained repression. The article concludes that the neo-developmentalism has led to ‘uneven divestment of the state’ in the reproduction of particular sections of the working class, namely those outside the formal and ‘productive’ sectors.  相似文献

In Punishing the Poor, I show that the ascent of the penal state in the United States and other advanced societies over the past quarter‐century is a response to rising social insecurity, not criminal insecurity; that changes in welfare and justice policies are interlinked, as restrictive “workfare” and expansive “prisonfare” are coupled into a single organizational contraption to discipline the precarious fractions of the postindustrial working class; and that a diligent carceral system is not a deviation from, but a constituent component of, the neoliberal Leviathan. In this article, I draw out the theoretical implications of this diagnosis of the emerging government of social insecurity. I deploy Bourdieu’s concept of “bureaucratic field” to revise Piven and Cloward’s classic thesis on the regulation of poverty via public assistance, and contrast the model of penalization as technique for the management of urban marginality to Michel Foucault’s vision of the “disciplinary society,” David Garland’s account of the “culture of control,” and David Harvey’s characterization of neoliberal politics. Against the thin economic conception of neoliberalism as market rule, I propose a thick sociological specification entailing supervisory workfare, a proactive penal state, and the cultural trope of “individual responsibility.” This suggests that we must theorize the prison not as a technical implement for law enforcement, but as a core political capacity whose selective and aggressive deployment in the lower regions of social space violates the ideals of democratic citizenship.  相似文献

Since the introduction in England of the social work degree in 2002, there have been a number of significant changes to social work education culminating with the implementation of the Social Work Reform Board's innovations in 2013. This article critically explores the role of evaluations of changes in social work education and their implications for social work pedagogy. Evaluations can be linked to wider trends in society such as modernity, reflexive modernity, and the audit society. These wider influences affect the use of evaluations. A way forward for social work is proposed. Social work education needs to develop a critical pedagogy of hope to transform the profession's relationship not only to evaluations but to practise as well. The key message of this article is that evaluation studies of social work education mirror the underlying tensions of late modernity. Therefore, social work education needs to adopt a critical pedagogic approach to the use of evaluation research.  相似文献

In an effort to inform social work education, this article reports on part of a study examining the factors that hinder or facilitate involvement in social justice efforts. Based on a case example of Canadian international development nongovernmental organizations, the article presents the findings of an analysis of organizational documents. I argue that international development organizations' conceptions of involvement reproduce inequitable North-South power relations through a perpetuation of colonial discourses of the South. This perpetuation of inequitable power relations is evident in three main themes: the tragic South; the hero/victim binary; and the ideal of one world. The implications of these findings for social work education are outlined.  相似文献

Recent research has usefully documented the contribution that nonprofit organizations make to social capital and to the economic and political development it seems to foster. Because of a gross lack of basic comparative data, however, the question of what it is that allows such organizations to develop remains far from settled. This article seeks to remedy this by testing five existing theories of the nonprofit sector against data assembled on eight countries as part of the Johns Hopkins Comparative Nonprofit Sector Project. The five theories are: (a) government failure/market failure theory; (b) supply-side theory; (c) trust theories; (d) welfare state theory; and (e) interdependence theory. The article finds none of these theories adequate to explain the variations among countries in either the size, the composition, or the financing of the nonprofit sector. On this basis it suggests a new theoretical approach to explaining patterns of nonprofit development among countries—the social origins approach—which focuses on broader social, political, and economic relationships. Using this theory, the article identifies four routes of third-sector development (the liberal, the social democratic, the corporatist, and the statist), each associated with a particular constellation of class relationships and pattern of state-society relations. The article then tests this theory against the eight-country data and finds that it helps make sense of anomalies left unexplained by the prevailing theories.  相似文献

The Korean welfare state is facing diverse pressures and challenges due to changing economic, social, and demographic circumstances: prevalence of the service economy, labor market flexibility, weakened family function and increase of untraditional families, lowest fertility rate and the most rapid ageing of the population among OECD countries, and so forth. These challenges, which indicate new types of social risks, have been stimulating a series of discussions on welfare reform in Korea. The old social risks such as retirement, ill health, poverty, and unemployment have not disappeared because of insecure or inadequate welfare, and now these risks are even intertwined with the so-called new social risks. Thereby the Korean welfare state is facing complicated reform tasks. This study attempts to analyze the structure and context of these challenges in Korea, and to explore the various driving forces that have formulated Korean welfare reform in recent decades. Through the above analyses, this study will shed light the characteristics of welfare reform in Korea as a late-coming welfare state.  相似文献

This article proposes a model for interprofessional collaboration within the context and process of field experiences in public schools. The model evolved out of a collaborative venture between the schools of social work and education at Boston College. The placement of pairs of social work and education interns in urban schools provided an opportunity to identify the nature of collaboration that is transdisciplinary and not parallel practice. This transdisciplinary practice model is based on a common goal, discipline-specific objectives, and co-facilitated activities. The discussion includes issues of project design and implementation as well as the advantages and challenges of interprofessional field work.  相似文献

Abstract

The principles of empowerment and demedicalization have been central to the formulations of rehabilitation and social service practices as well as case management, a core community support service provided to people with psychiatric disabilities. This study describes empowering and demedicalized practices in mental health case management. Semi-structured interviews were conducted with thirty leaders in the mental health consumer movement and five professionals. Twenty-five categories of such practices were developed and are presented. Findings have implications for both the nature of the interaction between case manager and client and for program structures, activities, and missions.  相似文献

This article examines the interplay between local culture, the state, and economic actors' agency in producing variation across markets. I adopt a political-cultural approach to examining why life insurance has been far more popular in Taiwan than Hong Kong, despite the presence of a cultural taboo on the topic of premature death in both societies. Based on interview data and documentary references, the findings reveal that as an independent state, the Taiwanese government heavily protected domestic insurance firms during their emergence. These domestic firms adopted a market-share approach by re-defining the concept of life insurance to accommodate the local cultural taboo. The colonial Hong Kong government, on the other hand, adopted laissez-faire policies that essentially favoured foreign insurance firms. When faced with the tension between local adaptation and the profitability of the business, these foreign firms chose the latter. Their reluctance to accommodate local cultures, however, resulted in a smaller market. I argue that state actions mediate who the dominant economic players are and that the nature of the dominant players affects the extent of localization. Specifically, the presence of competitive domestic players alongside transnational corporations is more likely to produce varieties of capitalism.  相似文献

This ethnographic essay focuses on the relationship between religious performances and the “strong discourse” of contemporary global capitalism. It explores the subjective meaning and social significance of religious practice in the context of a rapidly expanding mass religious phenomenon in India. The narrative draws on Weber's insights on the intersections between religion and economy, phenomenological theory, performance studies, and Indian philosophy and popular culture. It shows that religion here is primarily a means of performing to and preparing for an informal economy. It gives the chance to live meaningful social lives while challenging the inequities and symbolic violence of an imposing global capitalist social ethic. Unlike exclusive formal institutions that are increasingly governed by neoliberal rationalities, the religious event provides an open and freely accessible yet challenging stage for participants to practice and prove their resolve, gifts, and sincerity. In contrast to the focus on social anomie and the reactionary characterization of contemporary religion in identity‐based arguments, this essay demonstrates that religious practice here is simultaneously a way of performing to and performing against a totalizing capitalist social order.  相似文献

Many families come to therapy struggling with the negative consequence of social inequity. Family therapy modalities have been developed to address these negative consequences and attend to power and social equity (Transformative family therapy: Just families in a just society. We argue that many family therapy modalities can be adapted to include social equity (Applying critical social theory in family therapy practice. AFTA Springer Series. New York, NY: Springer Publishing). Specifically, cognitive behavioral family therapy can be used to address the inequality in social systems that negatively affect the family system. We focus on schema formation and suggest an emphasis on societal schemas within the therapy milieu as a tool to help families see how societal inequality can affect the problems faced in family life.  相似文献

This study uses repeated Cox Proportional Hazards models to explore the characteristics significant in predicting social assistance (SA) exit rates in Ontario, Canada. The results indicate that gender, age, immigration status, family structure, and presence of children significantly affect the likelihood of SA exit. Interpreting these findings through a critical feminist lens, I highlight the structural barriers that potentially influence people’s trajectories. Social policies that might better address the lives of women and other groups are explored, and a human rights framework is discussed as one avenue to advance poverty reduction efforts.  相似文献
