This paper examines state policies that extend or deny in‐state tuition to children of undocumented immigrants in the United States. Using the Current Population Survey (1997–2010), we assess changes in college enrollment among Mexican‐born non‐citizens — a proxy for the undocumented population. In contrast to previous analyses, we find that policies extending in‐state tuition to undocumented youth do not directly affect rates of college enrollment. However, we find that Mexican‐born non‐citizen youth residing in states that deny in‐state tuition have a 12.1 percentage point lower probability of being enrolled in college than their peers living in states with no such policies.  相似文献

Unlike traditional research on educational stratification that focuses on the pursuit of higher education, our study examines why young adults do not make the transition to college, using a nationally representative sample of college non-enrollees (N = 2640). In applying latent class analysis techniques, we identified multiple types of students who do not pursue college. One group of non-enrollees (27.6%) reports forgoing college because the economic barriers are too high - either because of college affordability or family financial responsibility. These youth had both low math test scores and low family income, and thus closely align with regression-based analyses on college enrollment that emphasize academic and economic constraints as the central barriers to educational progress. However, we also identified a second, often overlooked group of youth who had the academic preparation and family income support to enroll in higher education, but decided to forgo college because they preferred to work and to make money (18.3%). The heterogeneous motives of these youth suggest that postsecondary decisions are not always guided by academic and economic barriers, but sometimes driven by previous work experience and perceptions of local opportunities for school and work.  相似文献

This paper examines the secondary effects of policies that extend or deny in-state tuition to children of undocumented immigrants. Drawing upon repeated cross-sections of 15–17-year-olds in the Current Population Survey across 1997–2010, we assess changes in high school enrollment rates among Mexican-born non-citizen youth—a proxy for the undocumented youth population. We find that Mexican-born non-citizen youth living in states that deny in-state tuition benefits to undocumented youth are 49 % less likely to be enrolled in school than their peers living in states with no explicit policy. Conversely, Mexican-born non-citizen youth living in states that grant in-state tuition benefits to undocumented youth are 65 % more likely to be enrolled in school than their peers living in states with no explicit policy. The enactment of these policies is unrelated to changes in school enrollment among naturalized citizens. Our findings lend support to the proposition that that the implementation of in-state tuition policies sends signals to immigrant youth about their future educational possibilities in the long-term, which in turn influences the extent to which they engage in school in the short-term.  相似文献

Using a nationally representative sample of graduates from the high school class of 2003-2004, I test the warehouse hypothesis, which contends that youth are more likely to leave school and enter the labor force when there are available job opportunities (and vice versa). Using two measures of job opportunities—local unemployment rates and the percentage of local workers employed in jobs that require a bachelor’s degree—I find support for the warehouse hypothesis. In areas where unemployment is low, with ample jobs that do not require a bachelor’s degree, youth have higher odds of entering the labor force. In areas where unemployment is high, with few jobs that require only a high school diploma, youth have higher odds of entering college. The effect of unemployment on enrollment is more pronounced for low-income youth than for high-income youth, with both low- and high-income youth turning to four-year schools rather than two-year schools when job opportunities are limited.  相似文献
