The Precautionary Principle has been an increasingly important principle in international treaties since the 1980s. Through varying formulations, it states that when an activity can lead to a catastrophe for human health or the environment, measures should be taken to prevent it even if the cause‐and‐effect relationship is not fully established scientifically. The Precautionary Principle has been critically discussed from many sides. This article concentrates on a theoretical argument by Peterson (2006) according to which the Precautionary Principle is incoherent with other desiderata of rational decision making, and thus cannot be used as a decision rule that selects an action among several ones. I claim here that Peterson's argument fails to establish the incoherence of the Precautionary Principle, by attacking three of its premises. I argue (i) that Peterson's treatment of uncertainties lacks generality, (ii) that his Archimedian condition is problematic for incommensurability reasons, and (iii) that his explication of the Precautionary Principle is not adequate. This leads me to conjecture that the Precautionary Principle can be envisaged as a coherent decision rule, again.  相似文献

Entrepreneurial activity unfolds in a dynamic environment that challenges business viability. We utilize grounded theory as a novel type of reflection to explain and interpret whether and how innovation can afford survival benefits to firms. The premise is the application of a methodological approach with reflexive properties to advance scientific rigor in “reflections.” The idea underlying our reflection was to use innovation as the point of departure, review the literature, conceptualize ideas, and finally link the concepts that emerged as components of a framework. Our view of the firm resembles a viable entity that changes, constantly striving to meet and balance internal potentials and external complexities, while innovation per se involves change that is made possible by entrepreneurship. We bring together our personal and professional backgrounds and implement the European scholarly tradition on innovation and Viable Systems approach to scrutinize innovation’s interactions and relations. We linked boundary conditions, opportunities, and complementary assets to innovation. Effectively, our analysis conceptualizes innovation as autopoiesis in entrepreneurship and demonstrates its central role as the vehicle to exploit changes that ensure firm viability.  相似文献

By building on a genetic‐inspired attribute‐based conceptual framework for safety risk analysis, we propose a novel approach to define, model, and simulate univariate and bivariate construction safety risk at the situational level. Our fully data‐driven techniques provide construction practitioners and academicians with an easy and automated way of getting valuable empirical insights from attribute‐based data extracted from unstructured textual injury reports. By applying our methodology on a data set of 814 injury reports, we first show the frequency‐magnitude distribution of construction safety risk to be very similar to that of many natural phenomena such as precipitation or earthquakes. Motivated by this observation, and drawing on state‐of‐the‐art techniques in hydroclimatology and insurance, we then introduce univariate and bivariate nonparametric stochastic safety risk generators based on kernel density estimators and copulas. These generators enable the user to produce large numbers of synthetic safety risk values faithful to the original data, allowing safety‐related decision making under uncertainty to be grounded on extensive empirical evidence. One of the implications of our study is that like natural phenomena, construction safety may benefit from being studied quantitatively by leveraging empirical data rather than strictly being approached through a managerial perspective using subjective data, which is the current industry standard. Finally, a side but interesting finding is that in our data set, attributes related to high energy levels (e.g., machinery, hazardous substance) and to human error (e.g., improper security of tools) emerge as strong risk shapers.  相似文献

This paper draws on the reflection theory of compensation (Thierry, H. (1998). ‘Compensating work’. in P. J. D. Drenth, H. Thierry and C. J. de Wolff (eds), Handbook of Work and Organizational Psychology, 2nd edn, pp. 291–315, Psychology Press: Hove; Thierry, H. F. (2001). ‘Job evaluation systems and pay grade structures: do they match’, International Journal of Human Resource Management, 8, pp. 1313–1324) to examine the influence of individual merit‐based rewards on voluntary turnover via job satisfaction. It also tests the moderating effects of employees’ gender, age and education level between merit‐based rewards and job satisfaction. Data were collected from 636 employees in Japan at three points in time over a 12‐month period. The findings show that merit‐based rewards have a direct, positive effect on job satisfaction and an indirect effect on voluntary turnover. The effect of merit‐based rewards on job satisfaction was moderated by gender and education, providing evidence that merit‐based rewards are more important for male and highly educated employees. Practical and theoretical implications are discussed.  相似文献

“Chasing” behavior, whereby individuals, driven by a desire to break even, continue a risky activity (RA) despite incurring large losses, is a commonly observed phenomenon. We examine whether the desire to break even plays a wider role in decisions to stop engaging in financially motivated RA in a naturalistic setting. We test hypotheses, motivated by this research question, using a large data set: 707,152 transactions of 5,379 individual financial market spread traders between September 2004 and April 2013. The results indicate strong effects of changes in wealth around the break‐even point on the decision to cease an RA. An important mediating factor was the individual's historical long‐term performance. Those with a more profitable trading history were less affected by a fall in cash balance below the break‐even point compared to those who had been less profitable. We observe that break‐even points play an important role in the decision of nonpathological risk takers to stop RAs. It is possible, therefore, that these nonpathological cognitive processes, when occurring in extrema, may result in pathological gambling behavior such as “chasing.” Our data set focuses on RAs in financial markets and, consequently, we discuss the implications for institutions and regulators in the effective management of risk taking in markets. We also suggest that there may be a need to consider carefully the nature and role of “break‐even points” associated with a broader range of nonfinancially‐focused risk‐taking activities, such as smoking and substance abuse.  相似文献

Most automobile insurance databases contain a large number of policyholders with zero claims. This high frequency of zeros may reflect the fact that some insureds make little use of their vehicle, or that they do not wish to make a claim for small accidents in order to avoid an increase in their premium, but it might also be because of good driving. We analyze information on exposure to risk and driving habits using telematics data from a pay‐as‐you‐drive sample of insureds. We include distance traveled per year as part of an offset in a zero‐inflated Poisson model to predict the excess of zeros. We show the existence of a learning effect for large values of distance traveled, so that longer driving should result in higher premiums, but there should be a discount for drivers who accumulate longer distances over time due to the increased proportion of zero claims. We confirm that speed limit violations and driving in urban areas increase the expected number of accident claims. We discuss how telematics information can be used to design better insurance and to improve traffic safety.  相似文献

Critical infrastructure networks enable social behavior, economic productivity, and the way of life of communities. Disruptions to these cyber–physical–social networks highlight their importance. Recent disruptions caused by natural phenomena, including Hurricanes Harvey and Irma in 2017, have particularly demonstrated the importance of functioning electric power networks. Assessing the economic impact (EI) of electricity outages after a service disruption is a challenging task, particularly when interruption costs vary by the type of electric power use (e.g., residential, commercial, industrial). In contrast with most of the literature, this work proposes an approach to spatially evaluate EIs of disruptions to particular components of the electric power network, thus enabling resilience‐based preparedness planning from economic and community perspectives. Our contribution is a mix‐method approach that combines EI evaluation, component importance analysis, and GIS visualization for decision making. We integrate geographic information systems and an economic evaluation of sporadic electric power outages to provide a tool to assist with prioritizing restoration of power in commercial areas that have the largest impact. By making use of public data describing commercial market value, gross domestic product, and electric area distribution, this article proposes a method to evaluate the EI experienced by commercial districts. A geospatial visualization is presented to observe and compare the areas that are more vulnerable in terms of EI based on the areas covered by each distribution substation. Additionally, a heat map is developed to observe the behavior of disrupted substations to determine the important component exhibiting the highest EI. The proposed resilience analytics approach is applied to analyze outages of substations in the boroughs of New York City.  相似文献

Managing risk in infrastructure systems implies dealing with interdependent physical networks and their relationships with the natural and societal contexts. Computational tools are often used to support operational decisions aimed at improving resilience, whereas economics‐related tools tend to be used to address broader societal and policy issues in infrastructure management. We propose an optimization‐based framework for infrastructure resilience analysis that incorporates organizational and socioeconomic aspects into operational problems, allowing to understand relationships between decisions at the policy level (e.g., regulation) and the technical level (e.g., optimal infrastructure restoration). We focus on three issues that arise when integrating such levels. First, optimal restoration strategies driven by financial and operational factors evolve differently compared to those driven by socioeconomic and humanitarian factors. Second, regulatory aspects have a significant impact on recovery dynamics (e.g., effective recovery is most challenging in societies with weak institutions and regulation, where individual interests may compromise societal well‐being). And third, the decision space (i.e., available actions) in postdisaster phases is strongly determined by predisaster decisions (e.g., resource allocation). The proposed optimization framework addresses these issues by using: (1) parametric analyses to test the influence of operational and socioeconomic factors on optimization outcomes, (2) regulatory constraints to model and assess the cost and benefit (for a variety of actors) of enforcing specific policy‐related conditions for the recovery process, and (3) sensitivity analyses to capture the effect of predisaster decisions on recovery. We illustrate our methodology with an example regarding the recovery of interdependent water, power, and gas networks in Shelby County, TN (USA), with exposure to natural hazards.  相似文献

This article estimates the value of a statistical life (VSL) for Chile under the hedonic wage method while accounting for individual risk preferences. Two alternative measures of risk aversion are used. First, risk aversion is directly measured using survey measures of preferences over hypothetical gambles, and second, over observed individual behaviors that may proxy for risk preferences, such as smoking status, are used. I reconcile the results with a theoretical model of economic behavior that predicts how the wage‐risk tradeoff changes as risk aversion differs across individuals. The VSL estimates range between 0.61 and 8.68 million dollars. The results using smoking behavior as a proxy for risk attitudes are consistent with previous findings. However, directly measuring risk aversion corrects the wage‐risk tradeoff estimation bias in the opposite direction. The results are robust to other observed measures of risk aversion such as drinking behavior and stock investments. Results suggest that, consistent with the literature that connects smoking behavior with labor market outcomes, smoking status could be capturing poor health productivity effect in addition to purely risk preferences.  相似文献

This article proposes a novel mathematical optimization framework for the identification of the vulnerabilities of electric power infrastructure systems (which is a paramount example of critical infrastructure) due to natural hazards. In this framework, the potential impacts of a specific natural hazard on an infrastructure are first evaluated in terms of failure and recovery probabilities of system components. Then, these are fed into a bi‐level attacker–defender interdiction model to determine the critical components whose failures lead to the largest system functionality loss. The proposed framework bridges the gap between the difficulties of accurately predicting the hazard information in classical probability‐based analyses and the over conservatism of the pure attacker–defender interdiction models. Mathematically, the proposed model configures a bi‐level max‐min mixed integer linear programming (MILP) that is challenging to solve. For its solution, the problem is casted into an equivalent one‐level MILP that can be solved by efficient global solvers. The approach is applied to a case study concerning the vulnerability identification of the georeferenced RTS24 test system under simulated wind storms. The numerical results demonstrate the effectiveness of the proposed framework for identifying critical locations under multiple hazard events and, thus, for providing a useful tool to help decisionmakers in making more‐informed prehazard preparation decisions.  相似文献
