Urban development has profound impacts on ecological patterns and processes making the scientific information required for
developing environmental ordinances central for mitigating these negative ecological impacts. Washington State requires that
planners use the best available science (BAS) to formulate land use ordinances as part of the state’s Growth Management Act
(GMA). We present empirical findings describing challenges to planners in defining “best available science” and using BAS
to create local ordinances that balance development needs with natural resource protection. We interviewed city and county
planners (and their consultants) in western Washington to determine what they find useful about BAS, whether or not BAS is
applicable to their jurisdictions, and what constraints they experience in reviewing and using BAS to create or update their
land use ordinances. Our results suggest that applying the BAS requirement is particularly difficult in urban areas. Specifically,
planners had difficulty applying results from research conducted in systems dissimilar to their urban landscapes. These challenges
to planners were exacerbated by (1) a lack of resources and (2) political tensions among stakeholders with competing values
in urban settings. We conclude with recommendations for improving the consideration of science in statewide land-use planning. 相似文献

The composite quantile regression (CQR) has been developed for the robust and efficient estimation of regression coefficients in a liner regression model. By employing the idea of the CQR, we propose a new regression method, called composite kernel quantile regression (CKQR), which uses the sum of multiple check functions as a loss in reproducing kernel Hilbert spaces for the robust estimation of a nonlinear regression function. The numerical results demonstrate the usefulness of the proposed CKQR in estimating both conditional nonlinear mean and quantile functions. 相似文献

The present study was initiated to investigate levels and predictors of wellbeing among inhabitants of intentional communities (ICs). An anonymous, Internet-based questionnaire was distributed to US and Canadian ICs. Responses were obtained from 913 members. Wellbeing was measured by the widely used satisfaction with life scale (SWLS). Hierarchical linear regression analyses were run to test the predictive validity of Social support, Identity fusion, Meaning in life, Community satisfaction and Life change, and Religious activity above and beyond demographic variables and personality traits. Mean scores on the SWLS were estimated to 5.27 and 5.47 (1–7 scale) for men and women, respectively. The full model explained 41.4% of the variance for men and 38.2% for women. Personality explained 13.4 (men) and 14.4% (women) of the variation, while demographic variables only had a minor impact. Overall, presence of Meaning in life and Social support were the most important predictors. The IC inhabitants reported wellbeing on par with the highest scores previously published. The findings support the contention that sustainability, in the form of a communal lifestyle of low ecological footprint, may be promoted without forfeiting wellbeing. 相似文献

A terrorist attack targeting a workplace represents an organizational crisis that requires the leaders to manage emerging threats. The changing roles and expectations of the leaders are reflected in the employees' perceptions of them over time. The purpose of this study was to determine whether the 2011 Oslo bombing attack affected the targeted employees' perceptions of the leadership behaviors of their immediate superiors or the organizational managers' interest in the health and well-being of their workers. Ministerial employees (n ≈ 180) completed questionnaires on fair, empowering, and supportive leadership, in addition to human resource primacy, on two occasions several years prior to the terrorist attack. Assessments were then repeated one, two, and three years after the attack. Changes in the course of perceived leadership from predisaster to postdisaster were examined using bootstrapped t-tests and latent growth curve models. Furthermore, the general course of perceived leadership was compared with a nonexposed control sample of matched employees. Results showed that employees with high levels of posttraumatic stress perceived their immediate leader to be less supportive. However, overall perceptions of leadership were remarkably stable, which suggests that the effects of critical incidents on perceptions of leadership may be negligible. 相似文献

For a given graph and an integer t, the Min–Max 2-Clustering problem asks if there exists a modification of a given graph into two maximal disjoint cliques by inserting or deleting edges such that the number of the editing edges incident to each vertex is at most t. It has been shown that the problem can be solved in polynomial time for \(t<n/4\), where n is the number of vertices. In this paper, we design parameterized algorithms for different ranges of t. Let \(k=t-n/4\). We show that the problem is polynomial-time solvable when roughly \(k<\sqrt{n/32}\). When \(k\in o(n)\), we design a randomized and a deterministic algorithm with sub-exponential time parameterized complexity, i.e., the problem is in SUBEPT. We also show that the problem can be solved in \(O({2}^{n/r}\cdot n^2)\) time for \(k<n/12\) and in \(O(n^2\cdot 2^{3n/4+k})\) time for \(n/12\le k< n/4\), where \(r=2+\lfloor (n/4-3k-2)/(2k+1) \rfloor \ge 2\). 相似文献

The socio-ecological challenges facing communities in the 21st century are building towards a critical conjuncture of history, culture, power, and profound inequity. Scholars working in the service of social transformation and improving the wellbeing of communities are calling for creative, deliberate, and consequential interventions. Tharp & O’Donnell (this issue) call for increased engagement between Cultural-Community Psychology and Cultural-Historical Activity Theory to lead this kind of call. Drawing from our experiences in community based design research, we argue for cultivating axiological innovations in research and interventions. Occupational accidents and injuries continue to be a critical concern for nurses, given the hazardous healthcare environment. This study advances the research on workplace safety by studying the process variables (i.e. job-related negative affect (JRNA) and job satisfaction) in explaining the relationship between safety climate and various safety criteria in nurses. Based on survey data from 326 nurses, our findings suggest that psychological safety climate is negatively related to JRNA, turnover intentions, safety workarounds, and workplace hazards. In addition, structural equation modelling indicated general support for a model in which psychological safety climate influences employee strain through job attitudes, including JRNA and job satisfaction. More specifically, job attitudes were found to mediate the relationship between psychological safety climate and turnover intentions, experience of hazards, and injuries. Safety workarounds did not significantly relate to injuries. The present study contributes to the ongoing improvement of interventions aimed at mitigating nurses’ injuries by integrating job attitudes into the safety climate–safety outcome framework. 相似文献
