The Niemi-Frank definition of sophisticated voting can now be evaluated on two grounds. First, we can compare our definition to Farquharson's. For the most part, the two definitions yield identical outcomes. Both pickCondorcet winners a very high proportion of the time and prevent the selection of Condorcet losers. The major differences are in the logic underlying the two definitions and in the rate of determinacy of outcomes. Here there is a tradeoff. The logic underlying the Farquharson model is especially persuasive, although it is our feeling that the Niemi-Frank definition comes closer to mirroring the way in which voters might actually analyze a plurality situation. In any case, the price paid by the Farquharson definition for its ironclad logic is a much higher rate of indeterminacy. In over half of the cases, the Farquharson logic fails to lead to any conclusion whatsoever. The Niemi-Frank definition yields many more determinate situations, with mostly Condorcet winners and with strategies that make good, if not completely unassailable sense. A second way of evaluating the Niemi-Frank definition is in comparison with sincere voting. A commonly-cited shortcoming of plurality voting is that often fails to choose a Condorcet winner. As we notedearlier, sophisticated plurality voting, unlike binary voting, is imperfect in this respect. Nonetheless, even taking account of the indeterminacy thatremains in the Niemi-Frank definition, sophisticated voting picked a Condorcet winner about 10 percent more frequently than did sincere voting as well as eliminating the possibility of a Condorcet loser being chosen. By this measure, the Niemi-Frank definition is not only acceptable but suggests that this form of strategic behavior actually leads tobetter outcomes. By proposing and now by testing a new definition of sophisticated voting under plurality rule, we have begun to make some headway on understanding strategic behavior and its effects in an outwardly simple yet deceptively complex voting system. We are, of course, far from finished. Most significantly, our definition applies to only three alternatives, and Farquharson's (even if one is willing to live with its high indeterminacy) becomes extraordinarily cumbersome with more than three alternatives? In any event, the results of this foray into sophisticated nonbinary voting suggests once again that strategic behavior, rather than making things worse, improves the chances that the outcome will be the one most favored by the majority criterion.  相似文献

Regulations to promote health and safety that are exceptionally costly relative to the expected health benefits may actually worsen health and safety, since compliance reduces other spending, including private spending on health and safety. Past studies relating income and mortality give estimates of the income loss that induces one death — a value that we call willingness-to-spend (WTS)-to be around 9 to9 to 12 million. Such estimates help identify regulations that do not improve health and safety, and moreover, fail benefit-cost comparisons. WTS is a multiple of the willingness to pay to avert a statistical death. Little research has been done on the benefit of empathy for social workers in the actual practice of their profession. This prompted an exploration of the interplay between empathic ability and the skills practitioners draw on for case management. Two cohorts of social work students, in their final semester, reflected on an authentic social work scenario and suggested a plan for intervention before completing a scale measuring empathy. The results revealed that different dimensions of empathy, to a varying degree, underpin the process through which students come to a decision on how to intervene. The findings provide empirical support for the assumption that empathy plays an essential role in the practice of social work. They also suggest the need for further investigation, particularly given the potential use of increased knowledge on what determines the skills needed to take on the oftentimes complex and demanding reality of social work.  相似文献

This study shows that the position of cities in the world economy has diverged from national economies. Using data from 2016, we evaluate a network of 12,802 cities formed by the location decisions of 24,355 firms in terms of their point centrality, and show that the inter-city and inter-national systems have measurably decoupled, disrupting the previously-observed pattern in which the most powerful cities in the world city system were located in core countries, "mid-level" cities were in the semi-periphery,and the least powerful cities were in peripheral countries. Our findings support predictions that globalizing cities would diverge from national economies and that globalization would generate a new global geography that transects long-standing cleavages in the world system.  相似文献

This paper develops a simple but powerful model that relates service satisfaction/dissatisfaction to market share. The model is based on an intuitive service satisfaction framework that relates three service system parameters (service success rate, complaint rate, and service recovery rate) to the percent of satisfied customers. A dynamic model is then posited that relates the defection rate and the addition rate to market share changes. The service satisfaction/market share model yields useful insights into how market share is influenced by these service system parameters. The surprisingly simple model predicts changes in market share due to changes in customer satisfaction.  相似文献
