The paper presents the findings of comparative and interdisciplinary legal and economic study on managing labour redundancies in seven EU member countries. It is structured for comparability between the systems examined. The introductory section contains an account of the evolution of the Danish labour market, with special reference to redundancy trends, of the features of the programmes for managing redundancies, of the roles of firms and the ‘external environment’ in handling workforce adjustments. The second section presents a map of policies that work to prevent labour redundancies (preventive measures) such as flexibility, training etc. Next, the instruments for handling temporary labour redundancies (retentive measures) are examined (e.g. short-time working, temporary layoffs etc.). The following section is devoted to instruments and programmes involved in the management of permanent labour redundancies (expulsive measures), e.g. collective dismissals, severance pay etc. The final section provides an overall assessment of the Danish system for managing labour redundancies, and briefly discusses the national debate on the prospects for reform, in light of the principles and policies of convergence set forth by the European Union.  相似文献

ABSTRACT: The high macro supply elasticity experienced by industrialised countries during the second post-war boom is not explainable as the aggregate effect of current variations of companies’output in response to current variations of demand. A firm cannot adapt rapidly its output to higher demand unless it has decided fairly in advance to expand its productive capacity. Macro elasticity depends thus on the existence of ex ante excess capacity, built on the basis of expectations. The post-war boom is thus explained in terms of a virtuous sequence expectations-decisions-events. This approach helps in understanding the inversion of the expansionary phase to one of stag-flation, the failure of Keynesian policies and the subsequent industrial restructuring which gave rise to the present employment squeeze. Flexibility is something which depends on the relationships between individual expectations and decisions and their systemic results; the presently pursued micro-flexibility is at high risk of producing increasing macro-rigidity.  相似文献

The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献

Interest in the reflective practitioner as a model of a ‘good professional’ has increased in several professional fields and is also valued within social work education as a key aspiration to address the uncertainties and challenges encountered in contemporary working environments. Reflecting on their own professional identity, as well as theories, values, and devices used in professional practice, can help practitioners deal with complex work demands and help students be better equipped to transition from university to work. Work-integrated learning (WIL) provides students with an opportunity to integrate academic learning with ‘real-world’ experiences to develop both valuable self-monitoring and professional self-constructive ability. This paper presents a case study in social work higher education in which WIL class-based teaching was combined with the use of reflective journals to explore the role of WIL in developing reflective practices for professional identity formation. 21 reflective journals by social work students are analysed. The findings suggest that teaching practices based on WIL enable professional identity formation by developing reflective practices, and that different learning conditions sustain specific dimensions of professional identity, i.e. professional expertise, membership to a professional community and sense of professional self.  相似文献

Through the rapid expansion worldwide of impervious areas and habitat fragmentation, urbanization has strong consequences that must be understood to efficiently manage biodiversity. We studied the effects of urbanization on flower-feeding insects by using data from a citizen science program in the Parisian region. We analysed the occurrence of insects from 46 different families on flowers of different morphologies, using landscape indices in buffer areas from a 100-m to a 4000-m radius around 1194 sampled sites. Our aims were to determine (i) how the proportion of impervious area around sampled sites affected the occurrence of flower-feeding insect families and at which landscape scales impervious area calculations best predicted these occurrences; (ii) the effect of corolla shape variables on insect family occurrences. Twenty-one families were negatively impacted by increasing proportion of impervious areas (urbanophobic) and 3 were positively impacted (urbanophilic). Urbanophobic families were most affected by the proportion of impervious areas when it was estimated within buffers of 200-m to 1400-m radii, depending on the family. Notable losses of urbanophobic families were detected at less than 50% of impervious areas, which highlights the threat to the diversity of flower-feeding insects posed by urban sprawl. Corolla shape variables were the variables most often significantly implicated in the occurrence of insect families. Urbanophobic families were negatively affected by the tubular shape of flowers, and tubular corollas were found more often in urbanized areas. These results suggest that flora management might be a key component for the conservation of insect diversity in cities.  相似文献

The category of consultants provides a convenient way to describe how work is organized in the Bordeaux wines classified as grands crus and, also, to study theoretical questions such as the relation between individual and organizational reputations or the incorporation of symbolic assets. Following a presentation of consultancy in the wine industry, questions arise about how the “oenological signature” enters into the operation of the labor market for consultants. This signature, while it is a source of reputation that can be transferred to producer organizations, is an asset that consultants have difficulty assuming because of the importance of the soil and vintage in the making of reputations in the wine industry.  相似文献

Abstract. Although there exists an extensive literature which uses econometric techniques to examine the process of unionisation in the industrial countries, a well established theory about the individual propensity to join the union has still to be developed. We feel that the workers' personal relationships in the working places impinge on their decision to unionise. To this end, we have set out a coercion model of trade union membership without compulsory membership, based on the rank and file union members' harassment activities. Union members use these unfriendly activities to eliminate the free-rider ploblem, encouraging unionisation and reducing the cost of joining a union.  相似文献

This article focuses on defining and discussing the concept of critical success factors as input into the environment analysis, resource analysis, and strategy evaluation steps in the strategic planning/strategy development process. The reader is provided with eight possible sources of critical success factors including environmental analysis, analysis of industry structure, industry/business experts, analysis of competition, analysis of dominant firm in the industry, company assessment, temporal/intuitive factors and PIMS results.
