Contract or Con Trick?

Summary This paper consists of a critical examination of the contractapproach in social work. It argues that contract work is onefacet of the consumerist movement which has become increasinglyinfluential in social work in recent years. We are in favourof of constructing more equal and more open work relationshipswith clients. But we also maintain that the claims made on behalfof the contract approach in these respects are extravagant anduntenable. We develop our case by using critical material fromthe field of social work. In the second half of our paper weargue that contract work cannot be fully understood unless itis linked to wider social and economic relations in society.We introduce a number of themes from the areas of sociologyand philosophy to substantiate this point.     

Constructing First Order Stationary Autoregressive Models via Latent Processes

First order stationary autoregressive (AR(1)) models are introduced for which there exists a linear relation between the expectations of the observations, and where it is readily possible to arrange the marginal distributions to be other than normal.     

Wresting Memory from the Violence of the Present: Rape,Martyrdom, and Double Narrative in Paul Friedrich's Agrarian Revolt in a Mexican Village*

Abstract Post-Modernist critiques of ethnographic method tend to reduce research and writing to only writing and erase the traces of the researcher's field experience that may appear in a text. Such critiques confer more power on the ethnographer or oral historian than he or she possesses. I argue that researchers invariably manoeuvre within political contexts in order to obtain knowledge, and that the intersubjective interaction between scholar and subject creates both silences and visibilities in the final text. In Agrarian Revolt Paul Friedrich constructed a revolutionary counter memory against his own hidden master narrative of opportunism, betrayal, and political violence. Yet partly due to his interaction with members of the competing political clans, he replicated in his counter-memeory the crucial premises of the ruling clan's ideology: the ‘doctrine of genealogical unity’ and its correlates of blood descent and female purity.     

CORPORATE PRODUCTIVITY GROWTH: CHAMPIONS, LEADERS, AND LAGGARDS

This paper examines the relative productivity growth performance of a sample of large UK firms between 1986 and 1995. We find that superior productivity growth, however measured, is not persistent—firms with high productivity growth rates relative to (say) the average in 1 yr are as likely as not to display below-average performance in the following year. Studying the determinants of the length of time for which firms outperform their peers, we find that innovative firms carrying low debt who are relatively free from financial distress are likely to display whatever persistently superior performance we observe in the data. OPTIMAL BAIL AND THE VALUE OF FREEDOM: EVIDENCE FROM THE PHILADELPHIA BAIL EXPERIMENT

This article performs a cost‐benefit analysis to determine socially optimal bail levels for felony defendants. We consider jailing costs, the cost of lost freedom to incarcerated defendants, and the social costs of flight and new crimes committed by released defendants. We estimate the effects of changing bail using data from a randomized experiment. We find that the typical defendant in our sample would be willing to pay roughly $1,000 for 90 d of freedom. While imprecise, our optimal bail estimates are similar to the observed levels of bail prior to bail reform. (JEL J17, J19, K14, K42)     

TRADE COSTS AND TRADE COMPOSITION

In this paper, we investigate whether countries' trade costs act like other national endowments by affecting the composition of countries' exports. Using an econometric approach that controls for endogeneity by accounting for potentially relevant omitted variables, we find strong evidence for a sample of 37 industrialized and transition countries that national trade costs systematically affect the composition of trade and can be viewed therefore as a source of comparative advantage. Industries located in countries with low trade costs capture significantly higher shares of world exports, where this effect is stronger in trade cost intensive industries. (JEL F11, F14)     

Transcending the Nation-State?: The European Commission and the (Re)-Discovery of Europe

Abstract: This article examines the process of European integration from a cultural perspective. Taking up questions posed by social scientists and European Community (EC) officials concerning the possibility of transcending nation-state and nationalism in Europe, it explores the European Commission's attempts to do this, particularly through the EC's campaigns and initiatives for forging a sense of European identity and culture at the level of popular consciousness. Following Hobsbawn and Ranger, I argue that the history of EC cultural politics provides an interesting case study of invented traditions and manufactured heritage. The political implications and problems of using culture as a vehicle for nation-building at a pan-European level are analysed. The article concludes with a critical appraisal of the concept of European identity and questions whether the EC's project for constructing a post-nationalist political order in Europe is feasible or politically desirable.     

Critical Incident Reporting -- an Approach to Reviewing the Investigation and Management of Child Abuse

Bridging the gap: Determining long-term changes in infant mortality in pre-registration England and Wales

Much effort has been expended in analysing a small sample of parish registers to produce national estimates of infant mortality for the period 1570–1840. However, in an age when inter-parish variations in infant mortality were considerable, national trends often obscured local and regional differences. By analysing data from the initial years of Civil Registration (1839–1846) together with infant mortality rates from a range of parishes, it is possible to assess the extent of variation and change in England and Wales during the period 1580–1840. The geographical variations in infant mortality and the age structure of infant deaths were sufficient to suggest that the most important influence on whether infants survived was disease environments.     

Measuring the Business Impacts of Community Involvement: The Case of Employee Volunteering at UL

The study presents findings from piloting a new framework for measuring the business impacts of corporate community involvement at UL. It focuses on evaluating the human resource (HR) outcomes of employee volunteering in three signature programs. Five business impacts were measured—job satisfaction, morale, organizational pride, belief in UL mission, and engagement. Using an employee survey, the research team compared signature program volunteers with others and found a positive correlation between volunteering and impacts on morale, organizational pride, belief in UL mission, and engagement. Employee awareness (without participation) of UL signature programs was also associated with increased morale and organizational pride. While the study did not prove causation, it confirmed previous research on the link between employee volunteering and positive HR outcomes. The authors provide recommendations for further research and how companies can use the impact measurement framework to evaluate the bottom‐line benefits of their community involvement programs.
