This article aims to extend understanding of employer responses to social protection regulations enacted by government to ensure the well‐being and security of employees. By utilizing firm‐specific data collected from Shanghai we explore the relationship between firm characteristics, employer behaviour, and the effectiveness of compliance mechanisms that have been adopted to contain contribution evasion by employers. We offer empirical evidence about the impact of the size of the firm, ownership structure, and incidence of risk on employer evasion behaviour in social protection payments. These results should enable enforcement agencies to improve compliance levels and also contribute to building theory as regards the significance of social policies to employers and the impact of social protection on human resource policy.  相似文献

Recent policy has emphasized the need for advocacy services for children and young people, developments that have gone hand‐in‐hand with greater levels of participation of young people in decision‐making. Advocacy for disabled young people is especially important, as they are a particular vulnerable group and have, traditionally, been even more excluded from decisions about matters affecting their lives. This paper reports the findings, as they relate to disabled young people, from a study that investigated the role of advocacy for looked‐after children and children in need. The paper highlights some of the benefits of advocacy for disabled children, the dilemmas facing advocates between advocating and acting in someone's ‘best interests’, identifying the client and the boundaries between advocacy and social work. It argues that time given to establish a close relationship with a disabled child or young person is crucial if advocacy is to be effective and participation in decisions affecting their lives a reality.  相似文献

This paper examines if ‘naming and shaming’ is an effective tool to increase accountability in school dropout for cities with disadvantaged student populations. It argues that a comparison with other cities might be unfair if regional and population characteristics differ. It discusses the example of two Dutch new towns. The new town policy deliberately attracted low- and medium-income households in the past, such that today the population of those cities differs from other cities. We use a matching analysis to account for observed differences in population and regional characteristics. The results point out that ‘naming and shaming’ may be a dangerous policy to increase accountability: early school leaving differences are driven, to a large extent, by observed differences in population and regional characteristics.  相似文献

The Melbourne Health (MH) Social Work Residential Care Team (RCT) was established in 2002 as a new and innovative approach to aged care. The service employs three full-time social workers and an Allied Health assistant with previous experience in aged care. The RCT works across the MH continuum of care with inpatients recommended for residential care. The service is predominantly patient- and family-focused, but is also consultative to meet the education needs of MH staff and the community. This paper discusses the MH Social Work Residential Care model, reviews data collected since RCT implementation and the benefits shown for patients, their families and interdisciplinary staff. This paper discusses pressures and factors that impinge on the ability to discharge patients to residential care and explores recommendations for ongoing clinical practice as well as recommendations that the RCT has submitted to management for further consideration.  相似文献

Abstract

In this paper we argue that the real test of professional social work practice is whether it can be plausibly, effectively and defensibly justified. Since the early 1950s social work in Australia has engaged in a strategy of professionalisation. This strategy and its implications were described by McDonald and Jones in 2000. This paper supports the concerns expressed. We argue that the way out of our profession's dilemma is by focusing on the problem of justification. The main questions addressed by McDonald and Jones appear to be: What is professional social work practice? Does the concept of professionalism serve us and our clients well now? What form should social work take in the future? Their answer is ‘that the “strategy of professionalisation”, as conventionally conceived by Australian social work, is no longer viable in the emerging milieu.’ We build on that answer by exploring the notion of justification in terms of the concepts Foundationalism, Coherentism and Reliabilism. We conclude by suggesting that the immediate task for social work in this new century is to solve the problem of justification.  相似文献

Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. It is common in child protection research to undertake studies of client satisfaction with services. Although these studies have their own intrinsic value, it has been argued that they tell us little if anything about effectiveness—high levels of client satisfaction mean little if child abuse continues to occur. This study, undertaken in a statutory child protection service in Australia, considers the relationship between client satisfaction and other outcome measures, including worker estimates of client progress, further notifications of abuse and whether or not children have been removed. The results show strong correlations between different measures of client satisfaction and strong correlations between different measures of worker estimates of client progress. They show weaker but statistically significant correlations between client satisfaction and worker estimates of client progress, and between client satisfaction and further notifications. There is also a significant relationship between client satisfaction and children remaining at home. However, this applies only to parents, relatives and carers, not to the primary clients themselves. It is concluded that client satisfaction studies may have value beyond simply measuring client satisfaction. However, the study also supports an argument for using more than one outcome measure if the aim is to measure effectiveness. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

This article addresses the performance of the three largest Australian airports following their privatization. The airports represent cases of divestment of government business enterprises into privately-owned businesses each with differing ownership arrangements. The performances of the privatized airports are considered using financial data obtained from general purpose financial reports of the entities. There are significant implications for future divestment policies, including the value of divestment as a policy response in uncompetitive environments, the use of particular infrastructure investment models, and the nature of the linkage between ownership structure and financial performance.  相似文献

The development of control systems and supporting software remains one of the greatest obstacles to the widespread implementation of highly adaptive reconfigurable automation technology. This paper will present the structure of a modular automation control system designed to support rapid reconfiguration and redeployment of automation components. The paper will first present the concept of a layered system architecture and the use of modular automation components to support the construction of a wide variety of automated systems. This layered system architecture is then applied to the proposed modular supervisory control system responsible for configuring and driving automated production resources.
