Some of the standards for educational evaluation refer to the political and organizational context in which evaluation projects take place: “conflicting interests,” “political viability,” and various standards which have to do with the identification of the evaluation object and of the most important groups and persons involved. Whereas the Joint Committee on Standards for Educational Evaluation seems to focus on the level of the individual research project, the present authors feel that in addition, contextual influences on evaluations should be analyzed at a higher level of aggregation. Political and organizational factors at the macro level can even be seen as preconditions for the application of the standards at project level. This point of view is illustrated by referring to a study of the functioning of evaluation research within some innovative programs in Dutch education.  相似文献

Utilizing volunteers in research-assistant roles can provide a new model for extending research dollars in epidemiologic studies of the elderly. This is increasingly important with a rapidly growing older population suffering from an increasing prevalence of disability, disease, and the related medical costs. During a two-year cross-sectional study of factors that predict health aging conducted by the Buck Center for Research in Aging in Marin County, California, 82 volunteers were recruited and trained to fill roles often held by paid research assistants. The key activities of telephone screening, interviewing, coding, and data entry were successfully completed by trained volunteers following standards and within a time frame comparable to similar studies. Volunteer research assistants contributed approximately 13,600 hours that resulted in a savings in personnel costs of over $100,000. Many of the people recruited and trained as volunteer research assistants were healthy older adults and retired workers. The project utilized their transferable skills and talents in an interesting and productive capacity.  相似文献

Differences in growth patterns between regional clusters are often attributed to the extent to which they benefit from agglomeration, defined as the advantages that derive from being proximately located with other companies and institutions in the same industry. Foremost among these supply‐side externalities are the knowledge ‘spillover’ effects that can result from firms interacting extensively in both horizontal (complementary equivalent firms) and vertical (value chain) directions. The paper presents evidence from two surveys, one national and one regionally based, of networking patterns in UK biotechnology, focusing on how firms engage with other small firms, with large pharmaceuticals, and with research centres, and how far these interactions are regional, national or international in character. It suggests that where companies do collaborate, there is a tendency for the intensity of activity to increase as the location of the partner moves from the local to the international space. We evaluate the obvious interpretation that local linkages may be satisfactory for idea generation and early product development, but that national and international connections are more important for manufacturing, marketing and distribution activities. However, we conclude that a broader set of largely industry factors account for the networking patterns – namely, the science‐technology base, research funding, firms' business models, and competitor strategies in evolving markets – and that these matter more to clustered UK biotechnology firms than the cluster itself. These findings suggest a rethinking of cluster policy and the theoretical basis for clusters.  相似文献

This study investigated the relationship between paper and pencil measures and molecular behavioral indicators of social skills in three widely used assessment options. A total of 221 students engaged in either a get acquainted or role play interaction, in which they were given instructions and knew they were being observed. A third group engaged in a waiting period interaction, in which they were given no instructions to interact and had no knowledge of being observed. Results showed that subjects in the get acquainted and role play situations scored higher on several measures of social skills than those in the waiting period situation. In addition, there was most variability in the measures of social skills in the waiting period situation. In general, trait measures exhibited poor correspondence with behavioral measures of social skills in all situations. However, state paper and pencil measures of social skills exhibited strong correspondence with behaviors in the waiting period, but not in the get acquainted or role play situations. Implications for the assessment of social communication skills through commonly used assessment procedures are discussed.  相似文献

If we do not sometimes look back over our shoulders to remind ourselves of the ANZJFT's past achievements, we may forget, and newcomers may never be stimulated to explore earlier contributions for themselves. In addition to being characterized by the consistency of employment decisions one with another and their alignment with business strategy, human resource management (HRM) has also been deeply involved in the reshaping of organization structures in the 1980s, under conditions of increased external and internal complexity, and in managing other aspects of strategic change. These have contributed to the distinctive character of HRM and the shift away from a style of personnel management focused on administration and industrial relations. This evolution is explored through the concept of life-cycle change in a sample of ten firms that underwent major transformation during the 1980s.  相似文献

Sample coordination maximizes or minimizes the overlap of two or more samples selected from overlapping populations. It can be applied to designs with simultaneous or sequential selection of samples. We propose a method for sample coordination in the former case. We consider the case where units are to be selected with maximum overlap using two designs with given unit inclusion probabilities. The degree of coordination is measured by the expected sample overlap, which is bounded above by a theoretical bound, called the absolute upper bound, and which depends on the unit inclusion probabilities. If the expected overlap equals the absolute upper bound, the sample coordination is maximal. Most of the methods given in the literature consider fixed marginal sampling designs, but in many cases, the absolute upper bound is not achieved. We propose to construct optimal sampling designs for given unit inclusion probabilities in order to realize maximal coordination. Our method is based on some theoretical conditions on joint selection probability of two samples and on the controlled selection method with linear programming implementation. The method can also be applied to minimize the sample overlap.  相似文献
