Fertiliser subsidies and social transfers are complementary instruments for reducing vulnerability to hunger in poor agrarian countries. The former act on production and aim to reduce food insecurity through yield growth, while the latter tackle food‐entitlement failures directly, by providing either food itself or the cash to purchase food to selected beneficiaries. The policies compete for scarce public resources, and each represents an ‘opportunity cost’ compared to the other. Using Malawi to illustrate these comparisons, this article shows that a mix of policies can be affordable, allowing for strategic choice over the portfolio most likely to achieve a reliable consumption floor for the most vulnerable rural people. 相似文献

Hansen P, Ainsworth F. Australian child protection services: A game without end This article argues that Australian child protection services are based on an error of logical typing. Across time, this has led to an over‐reliance on mandatory reporting legislation, a forensic/investigative/prosecutorial model of practice, a risk‐averse organisational culture and zero tolerance of any imperfections in parenting practices which are defined as child abuse and neglect regardless of their severity. All of these positions ignore powerful social stressors that surround complex family situations where abuse and neglect can occur. It is proposed that this error of logical typing is confirmed by the well‐documented fact that Australian child protection services have for more than two decades been unable to prevent or reduce the incidence of child abuse and neglect. Altered patterns of facial expression recognition (FER) have been linked to internalizing and externalizing problems in school children and adolescents. In a large sample of preschoolers (N = 727), we explored concurrent and prospective associations between internalizing/externalizing problems and FER. Internalizing/externalizing problems were rated by parents at 18 and 36 months using the Child Behavior Checklist. FER was assessed at 36 months using age‐appropriate computer tasks of emotion matching and emotion labeling. Internalizing problems were associated with emotion‐specific differences at both ages: at 18 months they predicted more accurate labeling of sadness; at 36 months they were associated with less accurate labeling of happiness and anger. Externalizing problems at both ages were associated with general FER deficits, particularly for matching emotions. Findings suggest that in preschoolers, internalizing problems contribute to emotion‐specific differences in FER, while externalizing problems are associated with more general FER deficits. Knowledge of the specific FER patterns associated with internalizing/externalizing problems can be proven useful in the refinement of emotion‐centered preventive interventions. 相似文献

This paper estimates the effects of alcohol prices, marijuana decriminalization, cocaine prices, and heroin prices on the demand for these four substances. Both own price effects and cross price effects are estimated. The estimated price elasticities for alcohol, cocaine, and heroin are, respectively, –.30, –.28 and –.94. Marijuana decriminalization was found to increase the probability of marijuana participation by about 8%. The results for the cross price effects provide general evidence of complementarity. It is estimated that decriminalization of cocaine and heroin might lead to about 260,000 new regular cocaine users and about 47,000 new regular heroin users. ( JEL 110) 相似文献

In this paper we will discuss constraints on the number of (non-dummy) players and on the distribution of votes such that local monotonicity is satisfied for the Public Good Index. These results are compared to properties which are related to constraints on the redistribution of votes (such as implied by global monotonicity). The discussion shows that monotonicity is not a straightforward criterion of classification for power measures.
