The right to the city is a concept that helps rethink spatial–social dynamics, which has recently reinvigorated the field of organization studies. Following Lefebvre and considering the failure of both the market and the state, other scholars pinpoint the need to rethink social–spatial and geographical–historical relations. They do so by theorizing the city as a host for urban commons. Collective and non-commodified, these spatial–social experiences need to be constantly reproduced and preserved through commoning practices in the struggle against spatial injustice. A case study shows that a civil society organization (CSO) uses participatory art to (re)produce urban commons at the level of a local community and to redress partially spatial injustice. We theorize participatory art-making as a social practice of commoning, i.e., a process of organizing for the commons—collective art-based activities to serve a community—and of the common—to (re)produce a community while performing them. Such commoning practices are not only about sharing urban resources but also about using and experiencing differently urban spaces. By making participatory artworks in public spaces and co-designing street furniture with residents of poor areas, TDA helps to better cope with the tensions between residents and local authorities and between amateurs and professional artists. By negotiating the long-term implementation of these creative artworks in the public space with public authorities, TDA has fostered the empowerment of inhabitants as they have experienced citizens’ reappropriation of some public spaces in Marseille.  相似文献

Civil society strengthening programs aim to foster democratic governance by supporting civil society organization (CSO) engagement in advocacy. However, critics claim that these programs foster apolitical and professional organizations that have weak political effects because they do not mobilize citizen participation. This literature focuses on how donor programs lead to low legitimacy of CSOs with citizens, limiting the means to develop agency toward the state. Here I investigate the influence of CSO legitimacy with donors and citizens on civic agency. Empirical research was conducted in Bosnia–Herzegovina on CSOs considered legitimate by donors, citizens, and both. I found that different forms of legitimacy were associated with different strategies and agency. CSOs with both forms of legitimacy, which have not received much attention until now, turned out to be of particular interest. These CSOs demonstrated agency as intermediaries between donors, government, and citizens, which enabled greater agency and broader outcomes.  相似文献

Financial reporting is an important aspect of not-for-profit organisations’ (NPOs’) accountability. Globally, numerous and varying regimes exist by which jurisdictions regulate NPO financial reporting. This article explores whether NPOs should be required or expected to follow sector-specific international financial reporting standards. We investigate stakeholder perceptions on the nature and scope of any such developed standards, interpreting our findings through the lens of moral legitimacy. Using an international online survey of stakeholders involved in NPO financial reporting, we analyse 605 responses from 179 countries. Based on our findings, we argue that diverse stakeholder groups, especially those who are involved with NPO financial reporting in developing countries, are likely to grant moral legitimacy to developed NPO international accounting standards if the consequences are to enhance NPO accounting and accountability information, subject to agreement as to whether all or only NPOs of a certain size should comply and whether any such standards should be mandatory.  相似文献

This article considers how civil society organizations (CSOs) may be understood in relation to the global refugee regime complex. It describes how several leading scholars have conceptualized refugee/internally displaced person (IDP) governance and explores how the neoliberal cognitive frame is impeding the possibility of democratic agency among IDPs/refugees. It argues that CSOs can play essential roles in encouraging democratization of the refugee regime complex by working to reshape their prevailing frame or orientation. Civil society organizations can also work to foster critical reflexivity among the parties that govern refugees and within that population as well. As an example of one such effort, the article employs Fraser’s (Scales of justice: reimagining political space in a globalizing world. Columbia University Press, New York, 2010) democratization framework in a brief case analysis of the Sarvodaya Shramadana Deshodaya initiative in Sri Lanka that has sought to enable IDPs in that nation to embrace critical reflexivity to reimagine themselves as governing agents who can redefine state and international organization-based definitions of refugee protection. Overall, the analysis suggests that civil society organizations can act successfully and intentionally to open democratic spaces in which refugees/IDPs may find possibilities to exercise their innate agential possibility.  相似文献

The architecture of international aid to developing and emerging economies is undergoing significant change. Post-aid world conditions will reshape relationships between international aid actors including donors, civil society organizations (CSOs), governments, and other institutions. These trends draw attention to South–South Development Cooperation (SSDC) as a promising direction in regions like Latin America. CSOs’ participation in SSDC might challenge and divert the dependency and power asymmetries in traditional North–South aid. As potential adaptive strategy for CSOs, SSDC diversifies the actors involved in aid and the resources exchanged, and produces different development discourses. The article outlines SSDC as an alternative development model and specifically considers the participation of CSOs. It provides a case of CSOs’ participation in SSDC in the region of Latin America. As research on CSOs in SSDC is limited, the article contributes to its further understanding and provides further avenues of research.  相似文献

African non-governmental organisations undergo various shifts in order to cope with diverse challenges. This article takes a longitudinal case study approach to analyse the identities and resilience of a small sample of NGOs in South Africa and Zimbabwe between 2009 and 2013. This article will rely on time period and the nature of the state in each site as independent variables. The nuances brought on by the different time periods and each organisation’s profile, and the two countries where the NGOs are set, are significant for contributing to the literature on the fluid and adaptive nature of African NGOs in their bid for survival. Through exploring these four diverse NGOs in the two states and time period where new challenges and opportunities are presented, the article will also highlight the variety of challenges and strategies each NGO engaged with when confronting crises specific to their settings and the identities each NGO adopted when developing and shifting their agendas.  相似文献

What makes civil society sustainable? This paper examines USAID “Legacy Mechanisms”—programs designed to support a stable civil society after USAID withdraws aid—in the context of post-war Croatia to reconceptualize civil society sustainability in terms of resilience. Rather than examine whether specific legacy mechanisms remained intact, this paper looks at how Croatian civil society organizations adopted, adapted, and dropped these legacy programs to respond to novel crises and a changing political and social environment once USAID exited Croatia. Drawing on archival data from USAID’s time in Croatia and interviews conducted between 2008 (the year after USAID withdrew) and 2016, this paper shows that the long-term impact USAID had on civil society lay not within the formal institutions and organizations it supported, but in the resilience, creativity, and cooperation it fostered in the civil society sector.  相似文献

In order to deal with “wicked problems” like inequality and social exclusion, one needs the support of committed citizens (Brandsen et al. in Manufactured civil society: practices, principles and effects, Palgrave, London, 2014). A promising setting to examine to what extent this is the case is that of community development projects in derelict neighbourhoods where the largest representation of ‘marginalised’ citizens can often be found (Head in Community development: theory and method of planned change, Vikas Publishing House, New Delhi, 1979; Needham in Personal co-production, 2009). In this article, we examine to what extent citizens are actually involved in local co-productive community development projects (in the city of Ghent, Belgium), and how professional field workers influence this engagement. We focus on three different potential effects of co-productive community development (inclusion and empowerment of citizen co-producers and the equity in the benefits they receive), and whether professional support can influence these effects. We find that co-production in community development projects may lead to more inclusion, empowerment and equity. Moreover, it is posited that the presence of professionals in their different roles does have a positive impact on co-productive community development.  相似文献

By applying the concept of participatory spaces, this article maps and analyzes current research on mental health service user organizations (MHSUOs). We have analyzed research literature from 2006 to 2016 to examine how the role of and challenges facing MHSUOs are formulated in the post-deinstitutional era. The current situation is marked by MHSUOs parallel presence in invited, claimed and popular spaces for participation. The post-deinstitutional era is characterized by a shift in focus from gaining access to such participatory spaces, to critically examining the political opportunities available in these. We further argue that the dominance of psychiatry-specific spaces could prevent MHSUOs from fully exploring their potential for participation in broader social issues.  相似文献
