Assessing the validity of a single-item HIV risk stage-of-change measure

This study examined the validity of a single-item measure of HIV risk stage of change that HIV prevention contractors were required to collect by the California State Office of AIDS. The single-item measure was compared to the more conventional University of Rhode Island Change Assessment (URICA). Participants were members of Los Angeles County-defined behavioral risk groups recruited from a mobile HIV testing program (N = 123). The study found low correspondence between participants' stage of change on the single-item and the URICA, suggesting that they do not assess the same construct, and that the single item may not provide a valid measure. The current data suggests that the single-item measure should be revised or abandoned in favor of more conventional stage-of-change measures.     

Leaving the parental home in Australia over the generations: Evidence from the Household,Income and Labour Dynamics in Australia (Hilda) Survey

The decision to remain in or leave the parental home represents the first housing career choice of young people. In this paper, we examine the parental home leaving outcomes for Australian birth cohorts in the twentieth century using recall questions contained in the Household, Income and Labour Dynamics in Australia Survey. The findings from survival analysis and hazard function modelling is that a continuous, gradual reduction in the age of first leaving the parental home in Australia is evident up to the 1947–51 birth cohort, followed by stability and then a rise in age of first leaving home for the most recent birth cohorts. Birth cohort effects remain significant even after other measured determinants of parental home leaving are taken into account. The paper confirms the strong roles that education, family background and ethnicity have on parental home leaving outcomes.     

THE POLITICAL ECONOMY OF REGULATION IN MARKETS WITH NAÏVE CONSUMERS

In a model of a competitive industry selling base goods and add‐ons, we investigate the conditions under which citizen‐consumers will support policies that eliminate behavioral inefficiencies induced by naïve consumers. Unregulated competitive markets have two effects: they produce deadweight losses, and they redistribute income away from biased consumers. Both unbiased and naïve consumers believe that they benefit from this redistribution (the naïve consumers are wrong), so support for efficiency‐improving regulation is limited. Extending our model to consumers with partial sophistication about their naïveté, we predict patterns of regulation consistent with the form and timing of the Credit Card Accountability Responsibility and Disclosure (CARD) Act of 2009.

The Australian Landcare movement: towards ‘post-productivist’ rural governance?

This paper analyses whether the Australian Landcare movement complies with notions of ‘post-productivist rural governance’. The paper argues that Landcare has been a vast improvement on previous approaches to the management of the countryside in Australia, and that it has managed to mobilise a large cross-section of stakeholders. However, the Landcare movement only depicts certain characteristics of post-productivist rural governance. Although Landcare has some elements that fit in with theorisations of social movements, it still depicts many characteristics that show its close affiliation with the state and its agencies (in particular budgetary shackles). Landcare cannot be conceptualised as a fully inclusive movement, and there is little evidence that Landcare has been able to actively shape government policy. However, Landcare has contributed towards changing environmental attitudes, which can be seen as a key precondition for the successful implementation of post-productivist rural governance structures. In particular, Landcare's innovative approach of mutual farm visits, and its emphasis on the demonstration of ‘best practice’, has led to both an increased awareness of land degradation problems and the creation of grassroots ‘information networks’. There has also been some success with regard to Landcare's ability to change attitudes of the wider Australian public. Two important lessons with regard to conceptualisations of post-productivist rural governance emerge. First, individual components of post-productivist rural governance may change at different times, with the attitudinal level most influenced by Landcare, while underlying socio-political productivist structures will take much longer to change. Second, the problem in being able to label Landcare (the most innovative rural programme in advanced economies) as an expression of post-productivist rural governance shows how far away rural programmes in advanced economies still may be from such new forms of governance. The results, therefore, support those advocating that post-productivism may only be a theoretical construct in the minds of academics, rather than an expression of reality on the ground.     

A Discrete Time Parametric Model for the Analysis of Failure Time Data

This paper introduces a parametric discrete failure time model which allows a variety of smooth hazard function shapes, including shapes which are not readily available with continuous failure time models. The model is easy to fit, and statistical inference is simple. Further, it is readily extended to allow for differences between subjects while retaining the ease of fit and simplicity of statistical inference. The performance of the discrete time analysis is demonstrated by application to several data sets.
