Subcontracting and the incidence of change orders in procurement contracts

In public procurement, most contracts are renegotiated ex post and involve subcontractors. We examine whether there is a causal link between subcontractor use and the incidence of change orders to amend the original scope of a project. Since subcontracting is likely related to unobserved project complexity, we use a novel IV, the predicted level of subcontracting from a method modeled after Christakis et al. (2010), to estimate the likelihood of renegotiation. The results establish that subcontractors are associated with an increased likelihood of change orders as well as a higher dollar amount renegotiated.     

Migration,family structure and children's well‐being: a multi‐level analysis of the second generation of the 1958 Birth Cohort Study

The relationship between moving home, family structure and children's well‐being, is examined in the National Child Development Study (NCDS) Second‐Generation. Well‐being is measured as attainment in maths and reading, and on two behavioural assessments. Multivariate multi‐level modelling allows for heterogeneity both within and between families. We find little to no association between moving home and children's well‐being. Associations between family living arrangements and children's development appear to be mediated by human, financial and social capital, but not, on average, worsened by geographical mobility. Valuing and Integrating Informal Care as a Core Component of Long-Term Care for Older People: A Comparison of Recent Developments in Italy and Spain

The international long-term care (LTC) debate has recently been focusing on how to strengthen home care provision. In this regard, a major role has been played by informal care and how to best integrate it in a holistic care approach. Italy and Spain, usually labeled as “familialist” or “family-based” care models, have been promoting national reforms or actions to support the integration of “informal” actors into the overall LTC system. Through a comparative review of recent trends observed in the two care regimes, this article aims at contributing to improve our cross-national understanding of how LTC is changing across Europe, identifying the basic approaches adopted in Italy and Spain and highlighting both their strengths and drawbacks.     

Teens and technology: preparing for the future

In the past two decades, economic, technological, demographic, and political forces have stimulated major change in the learning and working landscape for young people. These circumstances compel us to prioritize the integration of technology skill building into youth development experiences in order to better prepare older youth for the challenges and responsibilities ahead. Facilitating older youth's acquisition of technology skills must continue to be a principal goal of policymakers, city leaders, and youth program providers. This chapter looks at the integration of technology skill building into youth development experiences with consideration of gender and races differences in technology access and utilization, along with challenges that at-risk teens face.     

Parents' knowledge,attitudes and practices about preventing child sexual abuse: a literature review

Increased concern about high rates of child sexual abuse has led to the demand for more prevention programmes, particularly those aimed at parents. Research on how parents manage and reduce the risk of child sexual abuse can help plan programmes. This literature review explores published research on the knowledge, attitudes and practices of parents on the risk and prevention of child sexual abuse and identifies gaps and needs for further research. The majority of studies reviewed originated in North America and Asia, were quantitative, surveyed mainly mothers and were more than ten years old. Recommendations are made for more current and country specific research, further research to gain a deeper understanding of how parents manage the risk of child sexual abuse, more comprehensive research covering a range of knowledge, attitude and practice variables, and greater inclusion of fathers in research. The National Elder Mistreatment Study: An 8-year longitudinal study of outcomes

Objectives: To conduct an 8-year follow-up of the National Elder Mistreatment Study (NEMS) and specify risk ratios for negative outcomes of elder abuse, including DSM-5 defined depression, generalized anxiety disorder (GAD), post-traumatic stress disorder (PTSD), and poor self-reported health.

Methods: Attempts were made to re-contact, via Computer Assisted Telephone Interview, all 752 NEMS participants who reported mistreatment since age 60 at Wave I, as well as a randomly selected sample of non-mistreated NEMS participants

Results: 183 NEMS Wave I elder abuse victims and 591 non-victims provided data. In bivariate analyses, elder mistreatment 8 years earlier increased risk of negative outcomes by 200–700%. However, multivariate analyses revealed that Current (Wave II) social support was highly protective against most negative outcomes (excepting PTSD), and even appeared to nullify effects of mistreatment on GAD and poor self-reported health.

Conclusions: Outcomes of elder mistreatment have not been studied prospectively in a national sample. The NEMS 8-year follow-up findings indicate a strong relationship between elder mistreatment at Wave I and negative emotional and physical health 8 years later. Fortunately, current (Wave II) social support appears to be both consistently and powerfully protective against most negative outcomes.     

The development and validation of intercultural understanding (ICU) instruments for teachers and students in primary and secondary schools

Intercultural understanding (ICU) is becoming an essential part of living and contributing effectively in our increasingly diverse society. In fact, ICU is a key capability in the Australian schooling curriculum, alongside other general capabilities such as numeracy and literacy. While there are current instruments assessing ICU, there is little evidence-based research surrounding their use in primary and secondary school settings. In the context of a larger project, this study outlines the development and validation of a new ICU instrument specifically for use in primary and secondary schools. Among a sample of teachers and students from 12 Australian primary and secondary schools, the study found a teacher ICU instrument with a four-factor structure and a student ICU instrument with a two-factor structure. Further research and implications are discussed.     

Are interventions supporting separated parents father inclusive? Insights and challenges from a review of programme implementation and impact

This paper reviews divorce‐related parenting programmes, assessing the extent to which fathers are included and whether father inclusion influences outcomes. The paper also discusses limitations of the research evidence and implications for future intervention and evaluation design. Thirteen programmes met the criteria in the review period 2005–2012 but only four had been evaluated using randomized control trials or with independent measures from mothers and fathers. Analysis of these four programmes shows modest evidence of reduced couple‐conflict, improved coparenting and some evidence of improved child outcomes. Key issues raised are the need for improving the quantity and quality of demographic data about fathers; the importance of incorporating analysis by gender of parent into evaluation design and the value of developing and routinely using father‐related indicators to measure programme impact on men's parenting, fathering and co‐parental relationships.     

PRICE ADJUSTMENT POLICIES AND FIRM SIZE

A number of U.S. State Departments of Transportation have adopted a price adjustment policy designed to limit cost fluctuations of oil‐based inputs in government procurement. Similar policies are common in defense contracting, and have been used to offset financial losses of health insurance companies in Medicare and the Affordable Care Act. We show that while all bidders submit lower bids after the policy is introduced, the extent of bid reduction diminishes with firm size. Small new firms are able to compete more frequently, promoting auction competition and efficiency. (JEL H4, H57, D44)
